NAAC report of DAV Post Graduate CollegeSECTION 1 : INTRODUCTION
The DAV (P.G.) College, Dehra Dun (Uttaranchal) volunteered to be assessed by the National and Accreditation Council (NAAC) by presenting a Self-Study Report. The Pear Team consisting of Dr. D.P. Singh, former Commission Member, UGC and former Professor of Public Administration (U.P.) as Chairperson, Prof. Nisha Sarad, Director, Public Instrunctions (Colleges) Government of Punjab, Chandigarh and Dr. N.K. Bansal, Principal, Hindu College of Education, Sonepat (Haryana) as Members and Dr Ramji Lal, Principal, Dyal Singh College, Karnal (Haryana) as Member-Coordinator was constituted by the Council to visit the institution and validate the Self-Study Report. The team visited the institution for 2 days from 17th to 18th September, 2004.
The DAV (P.G.) College, Dehra Dun (UA) was established in July 1946 and became Post-Graduate College in the year 1948. The Department of Teacher Education is a part of composite college. Threrefore, it shares a common heritage as well as facilities. The Department is located on the first floor of central block of the campus.
The Department of Teacher Education was established on 15th July 1951. In the academic session 1951-52, the Department offered one B.Ed. course. In the academic session 1998-99, the Department was granted permission to run M.Ed. course with 20 seats. M.Ed. was run from 1998-2002 only. At present there are only 60 seats for B. Ed. No M.Ed. course is being offered by the department of education. However, the college is trying to restore 100 seats for B.Ed. & 20 seats for M.Ed. course from the coming session. The total strength of the teachers in the department is 10. Out of 10 teachers 05 teachers are permanent and 05 are temporary/ad-hoc teachers. Out of 05 adhoc/temporary teachers 03 teachers are on fixed remuneration whereas 02 are part-time teachers. Out of 05 temporary teachers 02 have Post-graduate degree. Out of 05 temporary teachers 02 are Ph.D degree holders. Only 3 permanent teachers are engaged in the research. The total strength of non-teaching staff is 04-02 administrative staff and 02 others. The institution got U.G.C. recognition in Novermber 1956 under Section 2f.
The main sources of income are grant-in-aid and fees. The Department of teacher Education does not have Self-Financing Courses. The Department has linkage with following institutions of local/regional/National reputation : NIVH (Dehra Dun), Sharp Memorial School for Blind (Dehra Dun) and IGNOU Study Center.
CRITERION - I
CURRICULAR DESIGN AND PLANNING
The college volunteered itself to be assessed by the NAAC and the Self-appraisal report (SAR) for the purpose was submitted by the college to the NAAC in the last week of August 2004.
The Department of Teacher Education follows the norms and guide lines of HNB Garhwal, University (UA) for admission of students to B.Ed. The mode of selection of the candidates is through test conducted by the University. The Department makes admission as per Reservation norms of the Government of U.A. The reservation categories are - S.C., S.T., Handicapped, O.B.C., Ex-army Serviceman, Weightage (Max -25 marks) as follows : Teacher's Ward 15 marks, N.S.S. 15 marks, N.C.C. - C certificate 10 marks, Defence Personal ward 15 marks, Widow/Divorce lady 15 marks and games - University/State/National level 15 marks (max.). The Department observed 200 working days and 133 teaching days, 10 pre-practice preparation days and 20 practice teaching days. Each student prepared 40 practice lessons.
There is a provision for assessing students' knowledge and skills for the programme (after admission). The department does not provide bridge/remedial courses to the educationally disadvantaged students. The institution does not encourage the faculty to prepare course outlines.
However, the syllabi are unitized. After every three months progress report of the syllabus covered is given to the HoD by the paper incharge to monitor the predecided schedule of the teaching plan. The students have flexibility with in a programme because option paper VII is not compulsory and students can appear in this paper according to their choice.
The institution has introduced following four courses during the last three academic session : Advanced Science, Physical Education, Environmental Education and Population Education. The institution also follows the following aspects of curriculum design inter-disciplinary/Multi-displinary, inclusive education, practice teaching, school experience/work and work experience/SUPW.
The students are actively engaged in the community work/extension activities like Blood Donation Camp, Cleanliness of Department and Campus, Celebration of Environment Day, Gardening, Community Survey and Project Assignment etc. The work experience/SUPW includes chart making, needle work, Pot painting, flower making, book binding, gardening, quotation board etc.
The Department of teacher education achieves its specific goals and objectives by ensuring regular attendance of the students, participation of the students in various curricular and co-curricular activities and continuous assessment of students in theory and practice teaching through out the session. The students are given two tests and two assignments in each paper.
CRITERION - II
CURRUCULUM TRANSACTION AND EVALUTION
Admission of the students, is done in order of merit on the basis of the entrance examination.
The institute follows the conventional and most practiced lecture and black board method of teaching with 'Learner Centered' teaching methods. The innovative methods of teaching such as demonstration, group discussion, paper presentation, debate, model lesson, presentation by teachers, project, quiz, excursion, audio-visual materials, teaching aids-charts and model (working and non-working) prepared by the students are used in regular teaching.
The preparation for practice teaching includes pedagogic content analysis, lesson planning, developing core teaching skills through micro-teaching and stimulated teaching, practice of model of teaching, observation of demonstration lessons. The practice teaching in schools is supervised by respective subject experts and teacher educators. Comments and suggestions are given by the teacher educators. It is ensured that these are incorporated by the student teachers in the next day teaching practice. The student teachers are instructed to come in uniform during practice teaching.
There is a continuous contact between B.Ed. Department and school community. Student teachers are sent to schools from time to time to know the syllabi and also the problems of related students. The B.Ed. Department also organizes the exhibition of teaching aids and invites teachers from different secondary schools.
The department encourages the teachers to attend seminars/work shops/ conferences and present research articles. During the last three years 08 teachers have participated in regional Seminars/conferences/workshops. No faculty member has been invited as resource person in the regional level seminars/conferences/workshops. During the last three years, the Department of teacher education did not organize and conduct refresher courses/seminars/conferences/symposia/workshops for faculty development, school teachers and administrators. The department has local linkages.
The Department of education imparts value-based education, moral education, sense of civic responsibility, environmental awareness, community orientation etc. by organizing number of activities. However, a mechanism, is required to acquire students' feedback in the areas of evaluation of teaching-learning process and resort to remedial measures. It is suggested that to evaluate the quality of education the college can take step to establish national linkages. It would be a good concept for the management to initiate a study report on the functioning of the college entirely by an expert committee during every five years period.
The institute follows the evaluation scheme as approved by the university. In theory 90% weightage is given to external examination and 10% weightage is given to internal assessment which includes assignment and tests. In practical 25% weightage is for internal assessment whereas 75% weightage is for external assessment. The Department uses pedagogy - methods of teaching. The total B.Ed. course is of 800 marks. 600 marks are allotted to six theory papers & 200 marks for practical papers respectively.
CRITERION - III
RESEARCH, CONSULTANCY AND EXTENSION
The institution has no research committee. Some of the faculty members are members of Board of Studies, H.N.B. University, Srinagar (U.A.), Board of Management and Finance Committee G.B. Pant Technical and Agriculture University, Pantnagar, Indian Social Science Academy and all the staff members of the department are members of IATE - Indian Association of Teachers Education and UWA - University Women Association. Dr (Mrs) Rashmi Sinha was awarded 'Dehra Dun Ratan' 2000 by All India Conference of Intellectuals. There is no formal system of consultancy offered by the college Deptt. faculty. Three permanent teachers are engaged in research. It is suggested that the Deptt. Should evolve plans to encourage teachers to offer consultancy services to external agencies.
CRITERION - IV
INFRASTRUCTURE AND LEARNING RESOURCES
The Department of Teacher Education has 02 class rooms, 03 rooms for method of teaching, laboratories, library, reading room. It uses other facilities including seminar rooms and common Girls Hostel of three educational institutions managed by the Dayanand Shiksha Sansthan. The Department/College does not have some of the important support services : Staff Quarters, Grievance Redressal Cell, Women Cell, Boys' Common Room, Boys' Hostel etc.
The Department of Teacher Education has its own library. The library is not inter-connected with other libraries for inter-library borrowing. There is no book bank facility in the library. The Departmental library is not computerized. Therefore, lending of books, purchase of books, lending of audo-visual material, book bank, stock verification and other activities are not computerized. During the last three years 170 books worth Rs. 32,612/- were added to library. The Departmental library does not subscribe to Journals/Periodicals. The library does not have following facilities: Photocopier, Internet, Resource material on digital media such as CD Roms, Micro-Films etc. The Departmental library functions on all the working days from Monday to Saturday. The library functions from 9 a.m. to 3.30 p.m. The pshycological tests, science equipments & aids like model and charts are placed in one room.
CRITERION - V
STUDENTS SUPPORT AND PROGRESSION
The students seeking admission to B.Ed. course are provided with adequate information through the prospectus of the college. Percentage of students appearing for the qualifying examination after minimum period of study is 97%. The Department of Education has a very low drop out rate i.e. 3% only. The progression to employment is about 40% and to further studies 30%. During the last three years 04 students have qualified NET and 01 student has qualified NET/SLET both.
The State Government of Uttaranchal provides SC/ST scholarships to the students belonging to SC/ST categories and meritorious students. But, the number of students who have received financial aid during the past three has been not been mentioned and columns have been left blank. The teacher Education Department is advised to implement the 'Earn while you learn' scheme so that some of the students belonging to poor families can be benefited. There is no placement cell in the Department of teacher education.
CRITERION - VI
ORGANIZATION AND MANAGEMENT
The Department of Teacher Education is a part of composite college (entered upon under 2f). Therefore, the department is controlled by the college management. The organization and management of the college consists of State Govt., University and the Board of Management. The Board of Management formulates the policies and plans for various activities in the college. Most of the plans are implemented after the approval of the State Govt. as it is the final authority. The admission, curriculum and examination policies are decided by the University and are implemented by the college through various committees working under the direction of Principal.
The teachers are recruited according to the norms of the U.G.C., NCTE and HNB Garhwal University, Srinagar (U.A). The Institution has the freedom and resources to appoint and pay temporary/ad-hoc/guest teaching staff. The faculty needs functional autonomy. There is an internal audit mechanism in the college to monitor the budgetary allocation and there are State Govt. auditors to review the overall budgetary allocations and utilization. The college does not have any internal monitoring mechanism. It also does not have any inbuilt mechanism to check and access the work efficiency of non-teaching staff. The college helps the teaching and non-teaching staff by providing loans and other facilities in accordance with the rules and regulations. It is a noteworthy feature of the college organization and management that the college has co-operative society/shivam to provide loan facilities to the teaching and non-teaching staff.
SECTION - 3
The Peer Team would like to make the following suggestions:
The college and the Department of Teacher Education are advised to promote active research on areas that benefit the local community of Uttaranchal around Dehra Dun.
The principal of the college is suggested to provide at least basic teaching aids like OHP, Slide projector, T.V., V.C.R. & epidiascope etc. to the department of education.
It is also advised to introduce latest teaching-learning methods.
The Department needs to be restructured and there should be proper documentation of the department is achievements.
The college is advised to have 'Centralized Media' facility to prepare audio-visual aids and other teaching skills for the department of education.
The college and the Department of Teacher Education should lay more emphasis on secular values, ethos and the concept of universal brotherhood.
The college and the Department of Teacher Education should have placement cell also.
The department of education should prepare an academic calendar in the beginning of each session.
The college should develop teacher education department as a model department on the lines of NCTE so that it can play a role model for other teaching departments.
