FOUNDATION : Kashi Vidyapith having present nomenclature since 1995 as Mahatma Gandhi Kashi Vidyapith has,in fact been the action field of Indian National Movement as also a place of pilgrimage of Indian Socialist Movement.Founding resolution of 'RASHTRA RATNA' Babu Shiva Prasad Gupt,inspiration of the "FATHER OF THE NATION" Mahatma Gandhi and brilliance of "BHARAT RATNA" Dr.Bhagwan Das were jointly responsible for the birth of this national educational institution.It was inaugurated by Mahatma Gandhi during the Non-Cooperation movement of the freedom struggle;on the auspicious occasion of Basant Panchami on February 10,1921.

BACKGROUND :Mahatma Gandhi Kashi Vidyapith owes its birth to the educational ,cultural & political aspiration of pre-independence India. The early period of this institution pulsated with the National freedom struggle.The teaching faculty of this institution provided original dimensions to the concept and movement of Indian Socialism . After seeing an educational institution in Japan during his visit to that country in 1913-14, Babu Shiva Prasad Gupt drew inspiration to establish an institution in India, free from goverment aid or interference.The boycott of government-aided educational institutions during the Non-Cooperation movement coupled with Mahatma Gandhi's programme of National Education exerted a great deal of influence on Babu Shiva Prasad Gupt. As a consequence the Vidyapith came into being. Students joining Mahatma Gandhi's boycott call took admission in the Vidyapith. 'Bharat Ratna', Babu Shiva Prasad Gupt established the "Har Prasad Smarak Nidhi" in the memory of his deceased brother,for the operation of the Vidyapith,which subsequently proved to be a fertile nursery of National Freedom movement activities.

Bharat Ratna Dr.Bhagwan Das was the first Vice-chancellor of Kashi Vidyapith. Great persons like Mahatma Gandhi, Dr. Bhagwan Das, Lala Lajpat Rai, Jamuna Lal Bajaj, Pt. Jawahar Lal Nehru, Babu Shiva Prasad Gupt, Acharya Narendra Dev, Krishna Kant Malviya, P.D.Tandon were associated with the first board of Management of Kashi Vidyapith. The founding ceremomy of the Vidyapith reverberated with the recital of holy Vedic Mantras as well as excerpts from the holy Quran in the presence of Educationists, learned persons and Nationalists such as Pandit Motilal Nehru, Maulana Mohammed Ali and Maulana Abul Kalam Azad. In the illustrious tradition of students & graduates of Kashi Vidyapith, names of persons like Chandra Shekhar Azad, Lal Bahadur Shastri, Pt. Kamlapati Tripathi, Prof. Raja Ram Shastri, B.V.Keskar A.R.Shastri, Mananathnath Gupt, Pranavesh Chatterjee, T.N.Singh, Harinath Shastri, Bhola Paswan Shastri & Ram Krishna Hegde deserve special mentoin.

Established in the pre-independence era with the resolution to keep the institution away from government recognition and grants the Vidyapith was accorded the status of "Deemed University" by the U.G.C. in the year 1963.This epoch making event started a new chapter in the history of the institution.Babu Sampurnanand was appointed as the Chancellor and Acharya Birbal Singh as Vice-chancellor. As the chief minister of U.P., Pt.Kamlapati Tripathi initiated a state government resolution to make his alma mater a statutory university.On 15th January 1974,his ambition fructified. At this point of time, Prof. Raghukul Tilak was the Vice-chancellor & the Governor of U.P became the Chancellor in accordance with the U.P.University Act. At present the M.G.Kashi Vidyapith is flourishing under the able leadership of Vice-chancellor, Prof. Avadh Ram.

OBJECTIVES :Commitment to democracy,equality of all religions ,staunch support to nationalism and to Indian socialism & enrichment of Hindi as a national language has been throughout a praiseworthy tradition of the Vidyapith . About Us
The Mahatma Gandhi Kashi Vidyapeeth formerly known as Kashi Vidyapeeth is the first modern University organized by Indians in India. It is located in Varanasi and was set up in 1920 by Babu Shiv Prasad Gupta. It was established during the Non cooperation movement to provide for an alternative system of educational arrangement from that of the British Government. Gradually its popularity heightened and it turned into a center of national education. Hindi was made the medium of instruction. Eminent personalities like Acharya Narendradev Dev, Babu Sampurnanand, Babu Sriprakash and many more were associated with the institute.

It enjoys the status of a deemed and chartered University. At present it is a multidisciplinary University covering the total spectrum of higher education. It offers courses in the fields of humanities, arts, sciences, social sciences, commerce, law, philosophy, Social Work, and Sanskrit and Ritual Learning. In order to keep pace with modern times the institute the University has started new departments and faculties in the campus. Mahatma Gandhi Kashi Vidyapeeth From 1963 to 1974, the Kashi Vidyapeeth enjoyed a "deemed university" status. However, it was elevated to a status of a chartered university status and now it is governed by the Ministry of Education India. The Dean functions as the Head of the Institution and the institute maintains a semi-autonomous status. Although the University stresses on social sciences and other such cultural subjectsit also offers courses on business and commerce, journalism, law etc.

This State University was established in 1920 by Babu Shiv Prasad Gupta to provide a different system education from that of the British.

It later developed as a center of national education with Hindi as the medium of instruction. Bharat Mata Temple is housed within the vidyapeeth.

Today, the university offers courses almost on all disciplines ranging from humanities and management to life sciences. A medical college is also being planned in the University. Besides, the Mahatma Gandhi Kashi Vidyapeeth has taken a great leap forward by keeping pace with the changing times and offering new courses according to the needs of the times and also the students. As a result of this many new departments and faculties have come up at the University campus in the last few years.

The Mahatma Gandhi Kashi Vidyapeeth is a deemed and chartered university located in the city of Varanasi, in the Indian state of Uttar Pradesh. Formerly known as the Kashi Vidyapeeth, it was re-dedicated to Mahatma Gandhi, the leader of the Indian independence movement.

Inspired by Gandhi's call for self-reliance and Swaraj (Self-Rule), the Kashi Vidyapeeth was the first modern university organised by Indians in British India. The university, along with contemporaries such as the Jamia Millia Islamia and the Gujarat Vidyapith were outside the control and support of British authorities, supported and managed entirely by Indian nationalists and educationalists. Gandhi and Indian nationalists encouraged Indians to boycott British-run institutions in favour of institutions managed entirely by Indians. The Kashi Vidyapeeth was founded in 1920 by Babu Shiv Prasad Gupta, a nationalist and educationalist. It was founded in the city of Varanasi, one of the holiest cities for India's Hindus. Attracting young Indians from across the country, its faculty included prominent nationalists and scholars such as Acharya Narendra Dev, Dr. Rajendra Prasad, Jivatram Kripalani, Babu Shriprakash and Babu Sampurnanand. Many prominent Indian industrialists and politicians provided financial and administrative support to the university.

The Kashi Vidyapeeth began as institution organised around Indian culture and values. Centred on Gandhism, the university encouraged the values of self-reliance, self-sufficiency and enlightenment to its students. Its faculty and student body actively strove to eradicate the culture of caste-based, gender and religious discrimination that existed in many parts of India, promoting equal opportunity for all students. Students were inculcated with a passion to serve India's poor, indigent and depressed classes. The university was also a hotbed for nationalist activities throughout India's struggle for freedom.

The university focused on teaching with Hindi as the medium of instruction. The university stressed social sciences, Indian history and cultural subjects, but also offered courses and programmes for business and commerce studies, fine arts, journalism, law and sciences. In recent times, the university has further diversified and modernised its educational programme and curriculum to offer degrees and courses in technical fields. The Kashi Vidyapeeth enjoyed a 'deemed university' status from 1963 to 1974, following which it was raised to a chartered university status. The university is governed under the Ministry of Education of India. It maintains a semi-autonomous structure, with a Dean as head of the institution. The structure of the university was modernised after India's independence into departments and faculty groups.

Kashi Vidyapith got its new name after the Father of Nation the Mahatma Gandhi. Mahatma Gandhi Kashi Vidyapith is an institution of national importance for providing higher education in different study disciplines of humanities, commerce, sciences and applied science etc. The university was established decades back during India's struggle for freedom on 10 February 1921. The personalities like the Father of the Nation Mahatma Gandhi "Rashtra Ratna"Babu Shiva Prasad Gupt, "Bharat Ratna" Dr.Bhagwan Das and many other freedom fighters played an important role in establishment of this university. These people thought of this university as an effort in the direction of India's freedom struggle against British. Bharat Ratna Dr.Bhagwan Das was the first Vice-chancellor of Kashi Vidyapith.

The Kashi Vidyapith got 'Deemed University' status in 1963. The objectives of this university are as follows-

NAAC report of Mahatma Gandhi Kashi Vidyapeeth

Mahatma Gandhi Kashi Vidyapith, Varanasi, was established by the Uttar Pradesh Government, and was approved by the President of India in 1973. Prior to this, it was known as Kashi Vidyapith. The idea of Kashi Vidyapith was conceived by Shiv Prasad Gupta and proposed by Mahatma Gandhi to Babu Bhagwan Das in 1921. The foundation stone of Kashi Vidyapith was laid by Mahatma Gandhi on 10 February, 1921. The first Nirikshak Sabha of the Institution consisted of eminent nationalist leaders, including Mahatma Gandhi, Jawaharlal Nehru, Lala Lajpatrai and others.

The aim of Kashi Vidyapith was to impart education through the language of the masses, namely Hindi, and to inculcate among the youth the sense of patriotism and the fondness for the rich cultural heritage of the country. Its objectives and goals were further defined through the trust deed of 'Shri Har Prasad Shiksha Nidhi' in August 1924. Its 'Sankalp Patra' (Oath of undertaking) was formally signed in July 1927, which had listed its 12 objectives. Briefly, the objectives relate to promotion of Hindi, Devnagari, Indian culture, knowledge of arts and crafts, functional skills, new methods of teaching, training for livelihood activities, generation of resources, and so on.

The Mahatma Gandhi Kashi Vidyapith that came into existence in 1973, as a state university and has a glorious history behind it, beginning from 1921. The UGC had given its recognition as University under 12 B in 1964-65. As such its goals and objectives have been formulated and reset from time to time. The objectives of the University today are based on the philosophy of education as outlined by Mahatma Gandhi, the goals of the Har Prasad Sikha Nidhi, the original pledge of Kashi Vidyapith, and the governmental guidelines as contained in its ordinances of 1973. Taken as a whole, these four streams constitute in totality the objectives of Mahatma Gandhi Kashi Vidyapith, which broadly speaking, emphasise curriculum development, quality research, economic self-sufficiency, promotion of social change, inculcating scientific temper, promotion of value-based education, and to make education relevant to society and its needs and to prepare the students to face future challenges. In brief, the general aim of the University is to develop the career of the students and promote their integrated development, primarily through national language (Hindi) and secondarily through English.

It is a unitary type University and situated in urban locality. Its campus covers 48.86 acres of land. The University has its statutory bodies - 13 in total. The main statutory bodies are Executive Council, Court, Academic Council, Finance Committee, Planning Board, Selection Committee, and so on. There are eight Faculties in the University - namely, Humanities (10 Departments); Social Sciences (4 Departments); Social Work (3 Departments); Commerce and Management Studies (2 Departments); Education (1 Department); Law (1 Department), Medical Sciences (1 Department) and Science and Technology (8 Departments).

The courses offered by the University are of two types - undergraduate and postgraduate. There are 28 UG courses and 26 PG courses; in addition there are 2 certificate, 4 Diploma, 6 PG Diploma, 2 M.Phil, and 21 Ph.D. courses/programmes. Thus, the total programmes offered are 89. Out of these 89 programmes, 23 programmes are run on self-financing basis.

The total number of regular teachers in the University is 137 - 117 males and 20 females. Out of them 127 are Ph.D.s, the remaining 10 have post-graduate degrees. In addition, there are 7 part-time teachers - all of them are Ph.D. Besides, the University has engaged the services of 152 teachers as guest faculty in different departments.

The number of non-teaching staff in the University is 456 - out of which 370 belong to administrative cadre (10 Office Superintendent, 171 class III, and 189 class IV); and 86 are technical staff (49 class III, and 37 class IV). The ratio of teaching staff to non-teaching staff is 25:63.

During the session 2003-04, the student enrolment has been 7,678 - 4187in UG, 1886 in PG, 64 in M.Phil., 532 in Ph.D., 210 in Certificate/Diploma, and 799 in Self-financing courses. Among these, the students from outside Uttar Pradesh are 942. During the session 2004-05, the number of students is 7765. During the years 2001-02 and 2002-03, the success rate in UG courses was 97.75% and 91.43%; and the drop-out rate 10.91% and 14.94%, respectively. At PG courses the success rate was 98.43% and 95.56%; and the drop-out rate 3.14% and 2.36%, respectively.

The sources of revenue of the University include fees from the students, income from self-financing courses, UGC plan grants schemes and financial aid by the State. During the session 2004-05, the estimated expenditure is Rs. 10,74,47,131; whereas the expected aid from the Government is Rs. 5,55,70,700. For the development of the University, the U.P. Government used to provide Rs. 35 lakhs each year; but for the last six years this grant has not been given. The development grant for X Plan sanctioned by the UGC is Rs. 213.00 lakhs. The University's unit cost of education excluding salary is Rs. 3,065.07; and including salary Rs. 12,487.92.

The temporal plan of academic work in the University is both - annual and semester systems. The support services available in the University are: Central Library, Computer Centre, Health Centre, Sports facilities, Press, Hostels, Guest House, Staff quarters, Canteen, Hobby Centre, Job Placement, Counseling and Guidance Cell and Grievance Redressal Cell.

During the last five years the total number of students who have qualified in UGC-CSIR (NET), UGC-SLET, ICS and PCS are 81, 18, 01 and 01 respectively. For the other examinations like GATE, GRE, TOEFL, and GMAT, the data are not available. Out of the UGC-CSIR (NET) and UGC - SLET qualified candidates 86 have registered themselves for research. This is out of the 503 registered candidates.

During the last three years (i.e. 2001-03 and 2003-04), the working days of the University, of the library, have been 275, 264 and 275, respectively. The teaching days have been 169, 171 and 159 respectively.

The total number of computers in various offices and departments are 110. The total research projects completed by 2002-03 are 24. The number of teachers who have attended international seminars during the last four years is 05; and those who have acted as resource persons at national workshops is 42.

Mahatma Gandhi Kashi Vidyapith submitted its Self-study Report to NAAC in August 2004. The NAAC constituted a Peer Team for its assessment and accreditation, consisting of the following: (i) Prof. L.S. Rathore, former Vice Chancellor, J.N. Vyas University, Jodhpur, as Chairperson; and (ii) Rajat Kumar Bandyopadhyay, Registrar, Shri Jadavpur University, Kolkata; (iii) Prof. Yoginder Verma, Director, Academic Staff College, Himachal Pradesh University, Shimla; (iv) Prof. N.C. Aery, Professor and Associate Dean, Department of Botany, Mohanlal Sukhadia University, Udaipur; (v) Prof. (Ms) Usha S. Nayar, Deputy Director, Tata Institute of Social Sciences, Mumbai; and (vi) Prof. Karuna Chanana, Zakir Husain Center for Educational Studies, Jawaharlal Nehru University, New Delhi, as Members.

The Peer Team carefully perused and analysed the self study report submitted by the institution. During institutional visit, the team went through all the relevant documents, visited the departments and facilities, and interacted with the various constituents of the institution. The academic, co-curricular, extra-co-curricular, sports and extension facilities of the institution were visited. The team interacted at length with Vice-Chancellor, Deans, Registrar, Finance Officer, faculty members, non-teaching staff, students and alumni of the university. The team also validated the necessary documents. Based on the above exercise and keeping in mind the criteria identified by NAAC, the Peer Team analyzed the self-study report and validated it. The assessment of the university on the basis of its strengths and concerns is submitted criterion wise as follows.

Criterion I : Curricular Aspects
The university was established in 1974 with multiple objectives defined in terms of programmes offered, curriculum development and quality of research, economic self sufficiency, contribution to social change, relevance to the present requirements and preparedness to face the future challenges. It has prioritized its considerations as -

Optimally develop academic standards.

Maximally increase the self-sufficiency of graduates and postgraduates through professionalism.

Optimally promote the infrastructure of the institution.
Maximally enhance the social responsibility of the university.

The goals and objectives of the institute are clearly stated, periodically reviewed and communicated systematically to all its constituencies. The objectives relate to promotion of Hindi, Devnagri, Indian Culture, Knowledge of Arts and Crafts, functional skills in students and new methods of teaching etc. Students are free to choose any of the programmes run by the university provided that it fits in the time frame and elective options.

In the framing of the courses and syllabi in various subjects/disciplines, three important statutory bodies are - Board of Studies, Faculty and the Academic Council. Their composition and powers are well defined. By and large, the courses and curricula in various disciplines have been revised by the University on the basis of the guidelines issued by UGC, AICTE, Bar Council and NCTE, along with its local needs.

Though the focus has been on teaching and research in Hindi medium, but at the same time emphasis has been given to promote English, especially for encouraging quality research and maintaining global relevance. The updated syllabi introduced in certain Departments reveal a blend of local, national and global components towards the promotion of teaching and research.

The University is having eight Faculties - Humanities, Social Sciences, Social Work, Commerce and Management, Education, Law, Medical Sciences, and Science & Technology. In the Faculty of Humanities there are ten Departments, namely, Hindi and other Indian Languages, Sanskrit and other Oriental Languages, English and other European Languages, History, Philosophy, Physical Education, Journalism, Fine Arts, Hindi Journalism and Tourism. In the Faculty of Social Sciences there are four Departments, namely, Sociology, Economics, Political Science and Psychology. In the Faculty of Social Work, three Departments are that of Social Work, Adult Education, and Gandhi Adhyayanpith. The Faculty of Commerce and Management Studies consists of two Departments namely, Commerce, and Management Studies. In the Faculties of Education and Law, there exist Departments of Education and Law respectively. In the Faculty of Science and Technology, there are three Departments of Computer Science, Mathematics, Statistics, Botany, Zoology, Physics, Chemistry and Home Science and Defence Studies (started this year). There is only one department in the faculty of Medical Sciences, the department of Pathology.

The new syllabi of the University are modular and unit based. The curricula lay emphasis on opportunities for interaction, practical exposure and development of skills. There is a provision for laboratory work, field work and project work in case of professional courses. The University has started a good number of career-oriented courses to cater to the emerging needs of society. The University also has M.Phil. courses in certain subjects, such as, Hindi, English, Sanskrit, Urdu, History, Fine Arts, Performing Arts, Hindi Journalism, Economics, Sociology, Psychology, Political Science, Social Work, Adult Education and Gandhi Adhyayanpith.

The courses are generally revised after a gap of 3 years. In the session 2002-03, almost all UG and PG courses have been revised as per the UGC model course curriculum, or the guidelines of AICTE, Bar Council, NCTE, wherever relevant. The revised courses have been implemented from the session 2003-04.

During the academic session 2003-04, the University has introduced some new courses. They are M.A. Archeology, M.Phil. in History Department; Certificate course in Russian (English Department); M.Phil. and Diploma in Market Survey and Research in Sociology Department; Diploma in Psychopathology, Counselling and Guidance in Psychology Department; B.Sc. (Biology) and M.Sc. (Computer Science) in the Faculty of Science and Technology; Diploma Courses in HRD, Voluntary Action and Human Rights in the Faculty of Social Work; and 5 years LL.B. course. In addition, it has started courses at UG and PG levels, such as, Rashtra Gaurav, Environmental Awareness at the UG and M.A. in Archeology at PG level.

Since the silk sarees and carpets are the specialties of Varanasi and its adjoining districts, viz. Mirzapur and Bhadohi, the University also proposes to start need-based vocational courses for weavers as part of the programmes of the Hobby Centre. It has also plans to start a Certificate course in Yoga.

Further, a wide range of options is available to students of UG and PG classes. The students are allowed to join any certificate or diploma course in addition to their main course of study. The syllabi are also compared with the syllabi of other universities to keep the level of teaching at par so that the students are able to compete at the National level.

In brief the curriculum has been updated, wide range of options are available, professional and skill-based learning form the core part, interdisciplinary approach is reflected wherever possible, need-based vocational courses exist, and laboratory work, field work and projects have been given due importance wherever necessary and desirable.

In the preparation and formulation of the syllabi in various subjects/disciplines the main role generally is that of the statutory bodies as enumerated above; and as yet the University has not evolved, either formal or informal mechanisms, to take into account the views of the students regarding these syllabi. While the efforts of university to initiate, review and offer new programmes in tune with the requirements of the time are praise worthy, it is recommended that the university should consider the feasibility of integrating computer applications and computer contents in different courses. The focus should be on students' accessibility to computers and their maximum for the development of their academic competencies.

Criterion II : Teaching-Learning and Evaluation
The students are selected for admission into various courses either through special entrance tests or through their academic record. For courses like B.Ed., B.P.Ed., B.Lib., B.F.A., M.Ed. and M.F.A., the admissions are made through entrance tests. In other courses merit-based admission process is followed, employing the method of scales to ensure comparability.

Apart from the Central Library, most of the Departments have their own Departmental libraries, such as, Hindi (905 books), English (1700 books), Sanskrit (329 books), Urdu (100 books), Philosophy (145 books), History (1200 books), Tourism (591 books), Fine Arts (647 books), Journalism (400 books), Hindi Journalism (456 books), B.Lib. (550 books), Physical Education (411 books), Economics (500 books), Sociology (800 books), Psychology (400 books), Political Science (200 books), Social Work (13,790 books), Adult Education (5—books), Gandhi Adhyayanpith (1724 books), Law (560 books), Education (1700 books), Commerce (418 books), Management Studies (4683 books), Computer Science (1320 books), Mathematics (150 books), Physics (150 books), and so on. The existence of departmental libraries is a welcome step.

Apart from traditional methods of teaching, the other tools, such as, project work, field training, etc. are employed, in some courses. Sessional tests and home assignments too are employed. The system of evaluation at UG and PG levels in traditional departments is through annual examinations. The Board of Studies in each Department, the Examination Committee and the Vice Chancellor approve paper-setters and evaluators. An external and an internal expert of the subject moderates the question papers. The ratio of internal and external examiners is fifty-fifty. The method of door evaluation is generally followed. There is a single evaluation, along with a provision for re-totaling. The re-evaluation is not in practice. If need be, the Vice Chancellor is authorized to take recourse to centralized evaluation process. The examinations are generally over by March-April, and the results are declared in May-June each year.

The self-appraisal method to evaluate the teachers has recently been started. For non-teaching employees the system of annual confidential reports exists. The teachers keep themselves abreast with the latest developments in their fields of specialization by attending Orientation and Refresher Courses conducted by the Academic Staff Colleges, academic association with University Departments, subscription to national and international journals, attending national and international seminars, and undertaking research projects. The teachers of the various Departments have actively participated in national and International seminars/conferences, especially during the last five years. The total number of teachers who have participated at national level are 107. At International level seminars/conferences 35 teachers have participated - one teacher each from the Departments of Sanskrit, Fine Arts, Sociology, Psychology, Gandhi Adhyayanpith, Computer Science and Mathematics; and from Philosophy, Social Work, Law, Education, Commerce and Management Studies, the participation figures are 4, 7, 3, 4, 8 and 2 respectively. Besides, during the sessions 2001-02 and 2002-03, 11 and 18 teachers have worked as Resource persons.

During the session 2003-04, four national seminars/conferences have been organized by the Departments of Hindi, Commerce, Social Work and Journalism (one each). During the years 2001-02 and 2002-03, no teacher has availed of either study or sabbatical leave. The University does not provide bridge/remedial courses to the educationally disadvantaged students.

The University has launched a Computer literacy programme for the benefit of faculty members and employees at a normal fee of Rs. 500/- (as prescribed by the UGC). The benefit of this opportunity is yet to be systematically streamlined. The University spends 49.40 per cent of its budget on academic programmes.

Criterion III : Research, Consultancy and Extension
All the departments have departmental libraries. Computer facility is available in most of the departments such as English, Hindi, History, Social Work, education, commerce, psychology and computer sciences. There are 2,17,675 books and 65 journals including 15 international journals in the Central Library. 559 students have been registered for Ph.D. out of which 21 get fellowships. In all 5 students are working as post-doctoral fellows.

There is a Research Degree Committee in each department to monitor research. Most of the regular teachers are engaged in pursuing of research and guiding research students. Most of the researches have been done in Hindi medium.
The teachers have published 234 research papers including 4 in international journals and 76 books.

In the Faculty of Humanities (which has 10 Departments), 11 major and 3 minor projects have been completed; and the on-going major and minor projects are 8 and 10 respectively. In the Faculty of Social Sciences ( 4 Departments) 10 major projects have been completed, and the on-going major and minor projects are 2 and 8 respectively. In the Faculties of Social Work, and Science & Technology, the projects completed are 2 and 1 respectively, and there is no on-going project. In the Faculty of Commerce and Management Studies, the Commerce Department has completed 4 major projects, and there are 2 on-going projects (1 major and 1 minor). In the Faculty of Education, one major project has been completed and one is in progress. In the Faculty of Law, there is one on-going minor project. Taken as a whole, 28 projects have been completed and 32 are on-going.

The Hindi Department is publishing annually its journal titled 'Uplabdhi'. Faculty members of the English Department have given evidence of creativity by publishing collections of poetry and works of fiction.

The consultancy services provided by the University are weak. The University has neither been innovative in terms of offering consultancy services nor there are evidences of providing formal consultancy services. So far as the extension services are concerned the University's performance is fairly good. Some of the courses like PG Diploma in Voluntary Action and Management of NGO's, M.A. in Adult Education, etc., are extension activity - oriented. The Department of Social Work is running Gyan Chand Murabbewala School for Mentally Retarded children since 1965 which is a good example of extension activity. However, the name is to be retitled as Developmentally Delayed Children in line with rights of the persons with disability

The Department of Gandhian Studies is engaged, through 'Childline', in extending a helping hand to children who are deprived of their social and natural development opportunities.The NSS units (17 units having 1700 students) are engaged in social work in the fields of tree plantation, blood donation, pulse polio programme, AIDS awareness programme, debates, competitions of various types, etc.

NCC cadets (Army Wing only-having two cadets out of which 40 or girls) have taken part in various camps and Republic Day Parade and undertake social service relating to blood donation, anti-dowry drive, tree plantation, traffic control, road construction, literacy drive and so on. The cadets have won three trophies in 2003-04 for Guard of Honour, line and Flag area and cultural programme in the annual training camp. In 2003-04, 21 cadets have passed 'C' certificate. Both NSS and NCC are working well.

Criterion IV : Infrastructure and Learning Process
The University has six major faculty buildings consisting of ten blocks. The Administrative building has two blocks - the Pant Administrative building and the Student Welfare building. The UGC has sanctioned funds for the construction of a building for the Faculty of Law (Rs. 10 lakhs); the M.M. Institute for Hindi Journalism (Rs. 10 lakhs); and the Institute for Tourism Studies (Rs. 7 lakhs).

The University has four Hostels - three for boys and one for girls. In addition, there is one Scheduled Caste Students' Hostel. The three boys Hostels, namely, Acharya Narendra Dev Hostel, Lal Bahadur Shastri Hostel, and Dr. Sampurnanand Hostel, have 132, 73 and 46 rooms, where the number of students admitted in 2003-04 was 250, 132 and 52 respectively. The girls Hostel known as J.K. Women's Hostel, has 54 rooms, and the number of girls residing there is 99. There is compulsory mess facility wherein very cheap food of good quality is provided with the help of Annapurna Sewa Samiti.

The University has a Central Library. The Library functions under the guidance and supervision of the Library Committee. The Vice-Chancellor is the Chairman of this Committee. Its members include Registrar, Finance Officer and all the Deans of the Faculties; the Librarian is its Convener. The Library has 2,17,675 books and 1300 manuscripts. In 2002-03, the journals subscribed were 93 (77 National and 16 International); and in 2003-04, the figure is 65 (50 National and 15 International). It has 5 computers and is in the process of computerisation. It lacks audio-visual facilities. The working hours of the library are from 8.30 a.m. to 4.30 p.m. The Book Bank facility is not available. The University has a Computer Centre, which is located in the Administrative block. It has 13 Computers (11 Nodes + 2 Server). It is open for eight hours on each working day (8.30 a.m. to 4.30 p.m.).

The University has a Health Centre, which functions under the Dean, Students Welfare. The Centre has 03 part time doctors(Ayurveda, Allopath and Homeopath), 02 technicians, 02 compounders and 01 peon. The compulsory health insurance is not in existence.

The University Press has been updated by providing Offset Printing Machine and other required machines to facilitate off-set printing. The university has also developed its own software.

The University has sports facilities for football, Hockey, Cricket, Volleyball, Basket-ball, Hand ball, and Badminton. There is a small Gymnasium Hall. The students selected in various teams are provided with appropriate kits, refreshments, etc. Sports persons are also given preference in admission. The University has given 2 scholarships to two Hockey players in 2002-03. The performance of the players in games, specially Hockey, is fairly good. At present there is no workshop or Instrumentation Centre in the University.

The other facilities available in the University are : a Hobby Centre, Bank, Post-office, Common rooms (2) for girls, Teachers and Non-teaching Employee's Association accommodation, the Guest House, and the Press, The University has a Grievance Redressal Cell. It consists of a Chairperson and four other members. The University also has a Gender Sensitization Committee. To solve the problems of Meritorious students, the University has constituted a Medhavi Chhatr Mandal (Meritorious Students; Board). The Mandal has started in magazine very recently in which the essays and poems have been written by the students them selves. This is a good venture.

Apart from P.F. and pension there is a Teacher's Welfare Fund raised by deducting 5 per cent of the remuneration of all the examiners. The class III & IV are given festival advance. The uniforms and washing allowances are provided to class IV employees.

Criterion V : Student Support and Progression
During the academic session 2003-04, there were 6653 students in the University - out of them 645 were from other States. The pass percentage was 89 and the dropout rate 03 per cent. The University publishes its prospectus and newsletter annually. The Employment and Career Guidance Unit exists in the University. It is also publishing its 'News Letter' regularly.

The financial aid available to the students are : free-studentships, Bursary, Scholarships of the Dept. of Social Welfare Department of the State (Rs. 19,64,064/- were paid during the year 2002-03), and Poor boys' fund for meritorious and needy students. In addition, the philanthropists have been providing assistance through scholarships, loan scholarships and book aids for professional students. During the years 2001-02 and 2002-03, and 2003-04, the number of students who received financial aids were 950, 1482 and 651 respectively.

There is no Alumni Association in the University but the efforts are being made to have it. The Students' Union exists in the University. Its office-bearers are annually elected. It has its separate budget to conduct its activities.

There is no regular feedback from students regarding teaching, campus environment and other areas of concern. Only recently the feedback from students has been introduced from 2003-04.

Criterion VI : Organization and Management
The organization and management of the University is governed by the U.P. State University Act of 1973 and statutes made there under. The Executive Council, University Court, Academic Council, Planning Board, Admission Committee, Examination Committee, etc., are the main bodies, which have defined functions.

Apart from the Vice Chancellor, the other top officers of the University are the Registrar, Finance Officer and the Controller of Examinations. Their powers and responsibilities have been defined in the Act and the Statutes. The Finance Officer is sent by the government on deputation.

The Executive Council and the Vice Chancellor are responsible for the proper functioning of the University. Apart from the statutory Committees, the Vice Chancellor has also constituted various committees, such as, Academic Committee, Cultural Committee, Works and Building Committee, Information, Publication and Public Relations Committee, Audit Objections Removal Committee, Legal Cell, Land Acquisition and Management Committee, Grievance Redressal Cell, Resource Mobilization Committee, etc., to manage various activities of the University.

Each year the academic calendar of the University is formulated before the beginning of the session. The reservation policy meant for SC, ST, OBC, physically handicapped, etc. as laid down by the State Government is being implemented .

It is noted that administrative staff development programmes have been initiated in the fields of library training, computer literacy, and typing. A two day training programme on 'Accounting and Auditing Practice in the State Universities of U.P.' was organized in March 2003 by the Faculty of Commerce, which was attended by 22 administrative staff.

The University has earned Rs. 88.50 lakhs through self-financing courses (2003-04). The State Government grant amounted to Rs. 393.20 lakhs; and the Plan revenue through UGC has been 213.00 lakhs (2003-04). During the last year (2003-04) the U.P. government gave Rs. 50 lakhs to the university as an incentive for doing good. Work.

The total number of court cases in which the University is involved are 13, 29 and 38 during the last three years respectively. These cases relate to show cause notices, suspension notices and the stoppage of salary. In addition 127 court cases relating to academic matters and 27 relating to administrative matters have been filed against the University. Of these in 12 cases the decision has gone in favour of the University; 05 cases the University has lost and the rest are Sub-judice.

The University has evolved an internal audit mechanism. There are three Auditors for this purpose - one Senior and two junior auditors. During the year 2002-03, there has been 128 audit objections, involving an amount of Rs. 1,27,18,287.00 lakhs. It is noted that the number of pending audit objections is above 3000. The purchase of major items involving an amount of Rs. one lakh and above is done through a Purchase Committee according to the rules.

The sanctioned posts of class III and IV (including that of Office Superintendent) are 321; and of technical staff are 144; but the actual strength of non-technical staff is higher, which has put financial burden upon the University. Instead there is scarcity of officers at higher level for carrying out administrative responsibilities at various sectors.

Criterion VII : Healthy Practices
The Peer team has identified certain features of the university which enhance its academic ambience. They are as follows:

Development of vocational skills based on local expertise and needs.

Adoption of an integrated and holistic approach at academic, administrative and financial levels to realize the goals and objectives of the university.

Introduction of self-financing and professional courses in some departments.

Inculcation of values and sense of civic service through NSS and NCC units.

A built-in system of ensuring internal quality checks.

The practice of honouring hard working, sincere and dedicated teachers, employees and students on important occasions like 15th August and 26th January and 5th September (Teachers Day)

The University has a Master Plan for physical facilities and efforts are being made to execute it in phases.

The annual confidential reports of employees are being maintained.

From the year 2004-05, the University has decided to put the answer-books of top three students of every class in the Central library which could be seen by the students/teachers.

The university has been organizing convocation each year.

An overall Analysis
Mahatma Gandhi Kashi Vidyapith, Varanasi, was established in 1973. Prior to this, it was known as Kashi Vidyapith, which came into existence in 1921. At present, the University is an urban and unitary institution.

The curriculum in various subjects have been periodically revised, by and large, on the basis of guidelines issued by UGC, AICTE, NCTE, Bar Council of India, etc. The curricula have been up-dated and a wide range of options is available. The professional courses have semester system and for the traditional courses the annual system of examinations prevail.

Most of the faculty members of the University are Ph.D. degree holders. In few departments namely, English, History, Social Work, Psychology, Hindi, etc., the teachers have published good number of research papers and books and have done well in the field of research. But there is a lack of creative writings except in the departments of English and History. The on-going projects in various Departments are less.

The participation of teachers in national and International seminars/conferences is fairly good. At present more than eighty per cent of regular teachers are guiding research scholars in their specific areas of specialization. The Faculty of Science and Technology is poor, so far as the publication and research are concerned.

The University has established limited national/international linkages with industry and institutions of higher learning and needs further acceleration. Most of the Departments have Departmental libraries, except a few.

The Consultancy services by the University Departments are either weak or non-existent.

The Faculty of Science and Technology has not been able to produce books on science subjects in Hindi medium, which is one of the basic objectives of the University.

The University is in need of a fairly large auditorium in the absence of which there are hardships in organizing academic and cultural programmes. The Library should be fully computerised. and Book Bank facility be provided.

Although there are fairly good games and sports facilities, but there is enough scope for their improvement. The University should have a Tennis and Squash Courts, and also Athletic track.

The University has a Master Plan for future expansion. It has introduced a few value-oriented courses. The Vice-Chancellor inform that the Maharaja of Benaras Kr. Anant Narayan Singh has given 16 acres of land on lease of 99 years on a token rent of Rs.1/- per annum for establishing the Faculty of Medical Sciences in Gangapur, sixteen kilometers away from the main campus.

There is no systematic process of feedback from students regarding the teaching and academic environment prevailing in the University. This has been introduced for the first time during the session 2003-04. The same is the case with the Alumni Association.

The number of Court cases, audit objections, and financial deficit should be a matter of concern for the University.

Among some of the Departments like Sanskrit, History, Hindi Journalism, Social Work, Sociology, Psychology, Education, etc., the number of students who have qualified in NET/SLET examinations are fairly good.

The randomly collected samples of students responses reveal: ( i ) the course contents are positive and relevant; (ii) the practical training in most of the Departments is not satisfactory; (iii) twenty five per cent of the students are dissatisfied with project works; (iv) teachers' communication skills are above average; (v) students are evenly divided on accessibility to teachers outside the class rooms; (vi) Student-teacher relationship at the departmental level is good but at the institutional level it is unsatisfactory; (vii) In most of the departments 75 to 90 per cent of the syllabi is taught while in a few departments only 50 to 75 per cent of the syllabi is covered; (viii) the University admission brochure provides adequate information; (ix) Library facilities are not up to the mark; (x) there should be Faculty level grievance redressal cell instead of one cell at the University level; (xi) internal assessment system needs to be enlarged and should be more effective; (xii) Hostel and Health Care facilities are good but inadequate; (xiii) the representatives of the Students Union have failed to come up to the expectations of the students; (xiv) the Faculty of Science is below average; (xv) the recreational facilities, extra-curricular activities and sports facilities are average; (xvi) the interaction with administrative officials is not bad; and (xvii) the job oriented courses are preferred. Although the overall rating of teachers is 'very high', but the responses, cumulatively assessed, are not encouraging.

It is worth mentioning that the present Vice-Chancellor, Prof Surender Singh with his broad vision and dynamic leadership has given new impetus to the academic and administrative functioning of the university. The programmes started under his able guidance are really praiseworthy and should be further carried on with commitment and sincerity.

The Peer Team would like to offer a few suggestions/recommendations.

Since the guest faculty is sharing much of the teaching work, there should be serious attempts for creation of new posts and filling up of vacant positions.

The Government should seriously think about the manning of university with regular faculty and give more autonomy to the university for filling up of vacant positions.

There should be separate blocks for Physical Education, Performing Arts, Fine Arts, Medical Science, Journalism, Adult Education and Information Centre.

There is a need for strengthening sports facilities such as modernization of grounds and Gymnasium Hall.

The Science education should be further strengthened.

The Employment and Guidance Cell should be more accessible to students.

The leisure time facilities such as common rooms for girls, canteen/ students center need to be enhanced.

There is a need for facilitating the formation of an Alumni Association.

The University should have multi purpose a good auditorium.

The University should produce good books especially in science subjects in Hindi medium.

The university should establish Internal Quality Assurance Cell for continuous monitoring and quality assurance.

The Library should be fully computerized, and the Book Bank facility should be created.

The feedback from the students should be made a regular feature in the university system.

The national/international linkages should be strengthened.

The university should bring out students magazine for improving their creativity and personality.

There should be appropriate support and facilities for the students with disability viz. provision of reading and talking software with computer for visually impaired students, with suitable and regular reader and writer arrangement for them, wheel chairs and access to buildings for the students with orthopedic problems, etc.

There is a need for Workshop or Instrumentation Centre in the University.
The vacant positions at the level of Registrar, Deputy Registrar and Controller of
Examinations and Assistant Registrar should be filled up on priority basis to undertake the responsibility of effective management and organization of the university.

A large number of audit objections should be a matter of concern for the university.
Some departments such as Social Work, History, English and Psychology should be encouraged to seek assistance from UGC under SAP.

There is a definite need to utilize the I T and communication facilities in academic activities namely library, teaching-learning process and administration of the university.
