Privatise medical education to ensure health to all: Delhi High CourtNew Delhi: The Delhi High Court has given thumbs-up to privatisation of medical education to bridge the gap between the number of doctors available and the Indias teeming millions.
In a judgment delivered last week, Justice Kailash Gambhir pulled up the Medical Council of Indias (MCI) red tape that has been hampering the growth of medical education in the country.The court was hearing a case filed by several private medical colleges, such as Teerthankar Mahaveer Institute of Management, Rama Medical College Hospital and Research Centre, Kanpur, and School of Medical Sciences and Research, Sharda University, against an MCI decision that barred them from increasing their student intake from 100 seats to 150.This order will also bring cheer to hundreds of students who aspire for a medical career as it increases the number of seats in various colleges.
At a time when the world health organization is aiming to achieve a doctor-population ratio of 1:1000, India will only be able to achieve the same only in 2031 with the existing colleges and state of affairs. And it is estimated that there will be still a shortage of 9.54 lakh doctors till then, justice Gambhir said.
According to WHO reports, India ranks 67th in the list of 133 developing countries with the doctor-population ratio at 1:1700 as compared to the world ratio which is 1.5:1000.Privatisation of medical education has become the need of the hour, the order said, but cautioning that the sudden spurt has no doubt contributed to the declining standards of medical education, with more money being pumped in by charging higher fees. Taking a nuanced view, the court agreed that there must be stringent conditions for monitoring the quality of medical education so that the trust of the common man in the custodians of our health is rejuvenated and strengthened.Highlighting the poor health ratio in the country, the judge said, With the share of government being less and the private colleges shouldering more responsibility, there is still approximately only 1 medical college per 38.41 lakh people — dismal figures which reflect the acute crisis in the country.
The court called for a balance, between the unprecedented institutional growth today (and) the skewed doctor-patient ratio, and suggested a solution by reviewing the entire regulatory mechanism.

On the basis of Preliminary report, submitted by a three members expert team about the basic-infrastructure and other requirements, the report of the Local inquiry committee, Dr. Bhim Rao Ambedkar University, Agra has agreed in Principle to affiliate the pynposed Medical College, at Kanpur, i.e. RAMA MEDICAL COLLEGE HOSPITAL and RESEARCH CENTRE, Kanpur to be established for M.B.B.S. Course by the (Rama Educational Society) through its President, Subject to grant of permission by The Govt. of India, Ministry of Health and Family Welfare, New Delhi, under section 10(A) of the Indian Medical council Act 1956 (102 of 1956). Eligibility Criteria for Admission
Eligibility Criteria for admission to M.B.B.S. course
These will be as per the norms of MCI, which is reproduced below: Any candidate who is citizen of India and shall complete the age of 17 years on or before 31st December, of the year admission to the MBBS course;
He/she has passed qualifying examination as under: (a) The higher secondary examination or the Indian School Certificate Examination which is equivalent to 10+2 Higher Secondary Examination after a period of 12 years study, the last two years of study comprising of physics, chemistry, biology and mathematics or any other elective subjects with English at a level not less than the core course for English as prescribed by the National council for Educational Research and Training after the introduction of the 10+2+3 years educational structure as recommended by the National Committee on education.
(b) The intermediate examination in science of an Indian University/Board or other recognized examining body with Physics, chemistry, biology which shall include a practical test in these subjects and also English as a compulsory subject.
(c) Any other examination which, in scope and standard is found to be equivalent to the intermediate science examination of an Indian University/Board, taking physics, chemistry and biology including practical test in each of these subjects and English.
Selection of Students:
Procedure for selection to MBBS course shall be as follows: Candidates will be admitted through combined pre-medical test of UPCMET conducted by the UP Unaided Medical Colleges Welfare Association and reservation policy will be as per the norms laid down by the Government.

Graduates of RAMA MEDICAL COLLEGE-HOSPITAL & RESEARCH CENTRE, KANPUR are recognized in India and abroad, for our academic standards shall be at par with the other prestigious medical institutes (be it Private/Govt). There shall be no compromise in quality and standard of education. The college is private in nature, free from vt. interference and political pressures. Students indulged in any unlawful/political activities against the interest of the Institution or its staff, will be severally dealt with.
The students admitted to this College shall be governed by the rules and conduct noted below :-
Students should be regular and punctual in attending the classes, tutorials, practical and clinics. Students shall not be allowed to appear in university examination if their progress, conduct and attendance remain unsatisfactory.
75% of the attendance in Theory & Practical and 75% in clinical classes is compulsory. If the students fall short in attendance, their examination forms will not be forwarded to the University.
Periodic day to day examination will be held in each subject as part of Internal Assessment of the candidates. The marks obtained in these examinations will be considered for adding as internal assessment marks in respective subjects during University Examinations. Appearance in these periodic examinations is compulsory, otherwise the result of the University Examination is likely to be adversely affected.
Parents must ensure themselves, from time to time, the progress of their wards in periodical examinations and regularly of their attendance etc. in the classes. The College authorities will, in no way, be responsible, if any candidate s University Examination Form is withheld due to shortage in attendance or if fails in a University Examination due to lower percentage of marks in internal assessment.
Work quota (as prescribed by the Medical Council of India) should be completed.
Students must wear aprons and uniforms of prescribed pattern while working at laboratories and Hospital.
Chewing of Pan Masala, tobacco or smoking, drinking(alcohol) and use of narcotic drugs (non-medical) are strictly prohibited in the premises of the College, hospitals and hostels.
Damage to the property of the College will be viewed very seriously and is likely to result in severe disciplinary action leading to even immediate expulsion of the guilty student from the College.
Ragging of the students in any form within or outside the College is strictly prohibited at the Institution . The defaulters may be expelled from the College. â€œIf any incident of ragging comes to the notice of the authority, the concerned student shall be given liberty to explain and if his explanation is not found satisfactory, the authority would expel him from the institution.â€ (directed of the Supreme Court)
Every student shall invariably carry his Identity Card issued by the college.
Students are abide by the rules and regulations framed by the college. Any violation of the rules or act of indiscipline on the part of the students shall attract disciplinary action leading to even dismissal from the college.
The principal/management reserves the right to remove from the roll, the name of the student for failure to pay the college/hostel dues, within the scheduled time.
The students are expected to read the notices displayed on the notice boards of the college regularly. The college shall not held any responsibility for any loss sustained by the students due to failure to read such notices.
Bicycles, scooter, cars etc. should be parked only in the area provided for the purpose. However, the Institute accepts no responsibility for their safety and security.
No student shall be allowed to appear in the university Examinations unless he/she has paid all the dues, completed the work assigned to, and fulfilled attendance requirements.
The management reserves the right to change., at any time, any rules regulations and provisions given in this prospectus.
In case of any student fails in the examination for more than one subject he/she cannot be promoted to higher class, such candidate will be required for payment of the additional fees/charges etc.
The state of the art library at RMC stretching over 15000 square feet, is a domain for information seekers; be it students, faculty or researchers. The library has been carefully planned to have more space and natural lighting for the comfort of the users. The library is fully air-conditioned. It has the capacity to accommodate 300 visitors at a time.
