NAAC report of Vidyavati Mukand Lal Post Graduate College for Women, Department of EducationIntroduction: In order to validate the Self-Study Report of the VML (P.G.) College submitted to the National Assessment and Accreditation Council, Banglore, the Peer Team consisting of Professor R.R. Singh (Chair), Professor R.L. Mathur, Dr. D.P. Asija and Professor Bharati Naik (Member-Coordinator) visited the College on September 15 and 16, 2004. The pre-visit meeting of the Team was held at Ghaziabad in the evening of September 14, 2004. The College had constituted several committees and held about 20 meetings in preparing its self-study Report. The Peer Team acknowledges with appreciation the support and cooperation that it received from all the constituents of the College in its work.
The Profile of the College: The V.M.L. (P.G.) College for Woman was established in 1961 and is affiliated to Chaudhary Charan Singh University, Meerut. It was established by Shri Jai Prakash in the memory of his mother and father. His father was a philanthropist of repute and freedom fighter. Some eminent nationalists of the time and others belonging to industry supported the founding of the College, which is spread over an area of approximately 8 acres. It is a multi-faculty institution offering under-graduate and post-graduate courses in Arts, Science, Commerce and Education on an interdisciplinary basis. The College proposes to start some more courses in future at different levels. The Society which runs this College has also established about 28 other educational institutions in Uttar Pradesh and Haryana. Ph. D. guidance is offered to students in five P.G. Courses, namely, Hindi, English, Political Science, Music and Education. Courses in Commerce, Home Science, BCA, DCS, and CAC and Functional English are run on self-financing basis. There are 58 faculty members - 36 full time qualified teachers and 22 temporary teachers in the 13 Departments of the College. One of them holds D.Litt degree, thirty Ph. D and eight M. Phil. The College attracts students mainly from 14 districts in U.P. Its Annual expenditure is Rs. 18390340.49 and the unit cost of education comes to Rs. 6037. Forty-six scholars have got Ph. D. degrees in the past five years. Thirty-eight Ph. D scholars are reported to be in the process of doing so. A few students have qualified for the UGC NET and Indian Civil Services examinations. The College has completed one UGC - funded and five non - funded research projects. It has yet to establish linkages with international institutions.
The College receives UGC grant and also salary grant. Several teachers are active members of professional associations and two of them have received awards. The library holding of the College is 50138 and student strength is about 3174. The number of journals in the library for different Departments varies and is limited. Book Bank facility is available to students. In the past three years, the College worked on an average of 270 to 274 days and the number of teaching days varied from 149 to 158. Generally, every teacher teaches 24 periods per week and gives one hour to one-and-half hour for committee work, students guidance etc. Their work hours per day vary from 5 to 61/2. The Hostel facility on the Educational Society's Complex is shared between the College students and those from the Women's Polytechnic. About 83 girls from the College stay there. Canteen, open-air theatre, sports complex and NCC are to be re-built. Students use sports and library facilities in the local and Delhi-based institutions. The employment rate of students varies in different Departments. So is the case with the faculty actively engaged in research. Teachers of the College are active in writing and publications through in - house journal and other fora.
'Vidya, Vinay, Vivek' constitute the tripod, as it were, of the educational vision and mission of the College. In pursuance of this motto, the College focuses attention to quality education and practical training, encourages research and experiments, organizes recreation and cultural activities, offers scholarships and help in employment and promotes advanced level education and practical training of students abroad. Meeting of educational needs of women, all round personality development of students, professional training for self-reliance, special assistance to weak students, inculcation of moral and humanitarian values, participation in a variety of co-curricular/extra - curricular activities by students, and special security arrangements are its other features which promote and strengthen utilization of educational services. The shared Hostel facility can accommodate 250 girls and open- air auditorium can seat 1000 persons. There is no faculty housing. Alumni Association is active and holds annual events.
The financial position of the College is sound; it has reported excess (surplus) budget in the past two years. Its Accounts are regularly audited. Recruitment is held as per rules and the Governing Body of the College is approved by the Vice - Chancellor.
The Criteria-wise brief on the College is as follows:
Curricular Aspects: Almost all classes in the College are taught by qualified and permanent teachers. The gradual shift from the traditional to a vocational stream is notable here. The teaching departments are free to evolve their own educational programmes although courses are prescribed by the university. Members of the faculty are represented in the Board of Studies and the College is recognised as a Research Centre and Evaluation Centre. Multi - method of teaching is adopted by the Departments, courses are unitized by the teachers and coverage of contents is monitored regularly. The courses offered are well structured and there is adequate choice of subjects for Under-Graduate students. Classes are held regularly. The College publishes its annual academic calendar.
Teaching - Learning and Evaluation: In addition to University examinations, class tests are held to assess the progress of students. Close monitoring of attendance status of students, and sharing of class test results with parents are regular features. Job training is provided to students during summer vacations. Practice experience and experiments are encouraged wherever required depending upon the courses. Fifty-nine periodicals and journals in English and Hindi are subscribed by the library. Training is imparted to students in various communication skills. The rate of dropout is minimum and pass percentage in the examinations is very good. Innovation in modular curriculum, use of audio-visual aids, inter-disciplinary approach and orientation of students are other important features of teaching - learning process.
Research, Consultancy and Extension: Research programme in the College is organized in terms of research room in the library, computer and internet facility, separate research centre and reference section in the library. Fifty to seventy percent of teachers guide Ph. D/P.G. students and publish papers as per Self-Study Report. A few research projects have also been completed, of which one is funded by the UGC. Consultancy service is yet to take root. Extension programme of the College presents a variety of attractions to students. It is appreciated by the local community and social service organizations. Blood donation has earned laurels for the institution especially from the Indian Red Cross Society. In the past ten years, NCC Cadets have regularly participated in the Republic Day Parade. One student has participated in two Mountaineering expeditions. Teachers get study leave and attend national seminars and orientation and refresher courses to update their knowledge. Special lectures are also held for the benefit of the students and faculty. Teachers hold additional charge for extension activity.
Infrastructure and Learning: The College is located on a beautiful campus and has got adequate space for its current and proposed educational programmes. It has procured 43 computers with latest configuration. Open shelf system for P.G. students, book bank, separate common-cum-recreation room and space for guidance & counseling services and placement cell provide a proper educational environment for learning and interaction. Central computing facility is another important asset and the infrastructure is well - maintained. Various activities of Library i.e. lending and purchase of books are yet to be computerized. Its process has begun. Further, there is a need to make use of services of Inter-University Centre i.e. INLFLIBNET, DELNET etc.
Student Support and Progression: shared Hostel, dispensary, common room, open shelf system, overhead and slide projectors, and extra - curricular programmes provide opportunities to students for educational interaction and engagement. A doctor visits the campus on three days a week. Outstanding sports persons are given freeships. Clear instructions to students in the prospectus and orientation on Introduction Day help students to adjust to the educational environment. Grievance redressal is expeditious and suggestion box is one of the channels for feedback. The Principal pays special attention to this aspect through consultations. Remedial coaching to weak students and advanced reference work to good performing students facilitate and accelerate learning, along with counseling and guidance.
Organisation and Management: The Governing Body of the College is approved by the Vice - Chancellor. Some members of the Governing Body took special interest in the NAAC Self - Study process at the stage of scrutinizing data. Performance appraisal of teachers is a regular feature of the College. Telephone Directory of the College is a good facilitator of contact and public relations. Selection of teachers and staff is done as per approved norms of the government. Provision is made for adhoc and temporary appointments in special situations. Scales of pay for regular teachers and those in self-financing courses vary. New laboratories and blocks are under construction which will expand learning opportunities. Provisions of uniforms to poor students and awards to the deserving by the authorities of the institution are worthy of note.
Healthy Practices: Ten percent students selected on a random basis report on their College experience. Suggestion box provides another channel for feedback. Uniforms, awards, counseling, guidance, and placement services, expressive opportunities through co-curricular and extra-curricular activities, contact with parents, alumni meet, analysis of admission forms for the placement of students in the activity of their interest, orientation to students etc highlight the healthy practices of the institution. The cultural programme of the College organized by the students on the occasion of the NAAC Peer Team and Alumni/Parent Meet was superb.
The Vidyavati Mukund Lal(P.G.) College for Women presents a good profile on the educational ladder. The Principal, faculty and members of the Governing Board are receptive to new ideas and are concerned about the quality and excellence. The need for introducing courses in applied sciences is appreciated by the College. The faculty, Karamcharis, alumni and parents exhibit a sense of genuine pride in the College. Results of the College in the Annual University examinations are very good. Extra-curricular programmes are relevant and strong vocational focus of the College is worthy of appreciation. The perusal of the Self-Study Report submitted by the College brings out certain important facts which deserve attention of the authorities. These are given below:
The UGC requires that teachers in the College spend a minimum of 40 hours per week which needs to be targeted and exceeded by teachers.
The UGC requires that a College/Department should function for a minimum of 180 days in an academic year. The data furnished by the College show a gap between the minimum stipulated norm and the number of actual days of teaching. This requires special educational Calendar Planning and execution. The College may fix its own optimum norms.
Data furnished by the Departments for committee work and help to students etc show variations between Departments, which needs to be rationalised.
Perusal of list of Journals and periodicals in the library shows the need to considerably increase the number of academic and professional journals. This will facilitate faculty update and also of research scholars. Abstracts of relevant articles of journals in Hindi may have to be prepared for the use of students. The authorities may look into this matter, discuss the concept of reading room, public library and a College library which is also a post-graduate Center of Research. The list of journals/periodicals shown by some of the Departments are the same. This requires special attention of the faculty in terms of selection of relevant Journal(s), their regular update and better co-ordination between the library and the faculty/Department.
Some Departments which have been established in 1962 can be expanded because the financial position of the College is sound and surplus budget is reported in the past two years. Further, the departments may utilise the services of experts not only for lectures but interaction with the faculty and students on short-term basis by drawing expertise from Delhi, establishing international linkages with reputed institutions with a clear vision & purpose, adding books and journals to the library and outreaching girls from elementary schools, secondary and senior secondary schools of the area be offered opportunity to utilize available College facilities in order to promote women's education.
The objective of interdisciplinary teaching can be achieved by panel/shared teaching between the Department of Economics and Commerce, Economics and Sociology, Sociology and Psychology, Education and Psychology or Education, Psychology and Home Science and innovations introduced through workshops.
Interaction with students brought out the need for transport facility.
Introduction of extended time for library and open-shelf system for all deserves serious consideration.
The Management may determine the proportion between funded regular and self-financing courses and the teaching of the latter by regular staff to ensure quality. Differences in pay of teachers of the two categories may need to be bridged sooner than later for a healthier profile of the College.
A separate well equipped hostel and sports complex should be provided to College students and scholars on priority basis.
Inspite of the good connections of the College with business/industry, resource mobilisation through contributions and donations is yet to take root as an important activity in higher education.
In view of the global problem of water scarcity and compulsory introduction of the course on environments, the College may plan for rainwater harvesting through underground channels and reservoirs to meet the needs of its lawn, garden and sanitation in the hostel and also make use of solar energy.
Based on the encouraging profile of the College, its receptivity to new ideas and potential for future growth, the NAAC Peer Team recommends that the case of Vidyavati Mukund Lal (P.G.) College for Women be favourably considered for accreditation.
