Tirunelveli Dakashina Mara Nadar Sangam College (T.D.M.N.S. College) was established in the year July 1971. Though the College started in 1971, the under Graduate courses started in 1980. The college is Founded by Dakshina Mara Nadar Sangam, the non- profit educational agency. The mission of the College is 'To offer quality education at the doorsteps of the rural folk' To activate the uneducated rural mass into first generation learners.

The College is also committed with vision 'Empowering the downtrodden who long to have social Justice in rural India through quality education and making them self-reliant and divine citizens of this Land'. The college strives to deliver quality education by providing and improving continuously a conducive environment for teaching and learning. The College offers traditional courses like B.A, B.Sc, B.Com , and post graduate programs M.Sc , M.Com , P.G.D.C.A. T.D.M.N.S College volunteered to be assessed by National assessment and accreditation council (NAAC) and submitted its self-study the report to the NAAC. To visit the College and validate report, NAAC constituted a peer team which consisted of Dr. Y. saraswathy Rao (chairperson) former Vice Chancellor, Sri Krishandevaraya University, Ananthapur. Andrapradesh, Dr. Prakash D. Patil (Member Co-ordinator) Principal, Camp Education Society’s Dr.Arvind B. Telang Sr. College of Arts, Science & Commerce, Nigdi, Pune. and Dr. Josheph V.G ( Member ) Chairman , Garden city College of Science and Management studies, Banglore. Dr. Jagannath Patil Deputy Adviser, NAAC Co-ordinated the visit of the team.

The T.D.M.N.S. College was established in July 1971 at T. Kallikulum, Tirunelveli, Tamilnadu. The College is located in rural and backward area.. It is affiliated to Manonmaniam Sundaranar University, Tirunelveli. The College has received UGC recognition under section 2 (f) and 12 ( B ) in 1973. The College campus is spread over 40 acres. The College has both grant - in - aide and self financing courses. This multifaculty College conducts Ten undergraduate and four post graduate degree courses. It also conducts one P.G. Diploma Programme. The College has sixty one permanent teaching faculty members and Nine Administrative staff Beside this, Management has appointed Eighteen Full time teachers and one part time teacher. Total 1400 students have been admitted in the College. No student is admitted from other states , NRI or overseas area. Being an affiliated college it follows Mononmaniam Sundaranar University examination pattern.

The peer team carefully studied and analyzed the self- study report of the College. During the institutional visit, on 29th & 30th March 2007 the team went though the relevant documents, visited the various departments and all other facilities available in the College. The peer team interacted with the management, the principal, the faculty, the Non- teaching staff, students, Parents and Alumni.

The report of peer team is based on a thorough analysis of the self-study report, careful perusal of the documents made available and the interaction with the concerned as indicated above.

PREFACE
Tirunelveli Dakashina Mara Nadar Sangam College ( T.D.M.N.S. College ) was established in the year July 1971. Though the College started in 1971 the under Graduate courses started in 1980.

SECTION - 2
CRITERION - WISE ANALYSIS
CRITERION - I CIRRICULAR ASPECTS
T.D.M.N.S.College is a multifaculty College which is affiliated to Manonmaniam Sundaranar Univarsity ,Tirunevleli. The College follows the curriculum as prescribed by the university. Thirteen different subjects are offered by the College. Non- core options are not available in the syllabus. So only core- options are offered in the College. Including the principal, few of the members of the faculty are members in the Boards of studies of the university and contribute to the design of the curriculum in their respective subjects. The College has progressively introduced new courses.

The College offers 10 undergraduate courses, four postgraduate courses, one postgraduate diploma and four skill development courses. These include B.A, with History, Economics, etc, B.Com, commerce with computer application , B.Sc with Physics, Chemistry, Computer science , Information Technology. It is encouraging to note the establishment of new courses like post-graduation in computer science, and commerce with computer application. It is also encouraging that the skill development courses like, mass communication and Journalism, Tally, spoken English etc.are being offered as add on courses.

The College may plan to start Master of Business Administration (M.B.A). Recently the College has started Information center of the Directorate of Distance and continuing Education of Manonmaniam Sundarnar University. The college may think of providing more elective and options to the student under this mode. Under the Manonmanian Sundaranar University, college has started Distance education also. It offers different job oriented courses under this. Those students who can not afford formal education can take advantage of Distance Education. The management may consider the possibility of more grouping of science subject. Similar exercises can be attempted to offer groups in social sciences without affecting the present departments.

CRITERION - II TEACHING - LEARNING AND EVALUATION:
Admission of student to undergraduate and postgraduate programmes is based on the academic record and guideline of Government of Tamilnadu. An admission committee is formed under the chairmanship of principal, to finalise admissions. The College strictly adheres to the reservations policy of Government and admits the disadvantaged communities as per State Government policy.. Some seats are reserved for physically challenged, and for sports category.

The teaching and learning process is quite comprehensive and student centered. At the beginning of semester teachers prepare work schedule for the subject and maintain work dairy. Teaching learning and Evaluation process is carried on by the teachers regularly. Teaching learning process through use of OHP, charts, slide - projector, multimedia projector, Audio system, TV and other electronic aids is noticeable. With internal tests, assignment and seminars, terminal examination, monthly unit test, annual evaluation becomes a complete exercise. The College follows the university stipulated semester examination system. Special remedial classes are conducted for educationally disadvantaged as well as those who are poor in English. Though teachers maintain work diary and prepare schedule for subject, the college needs to encourage the teachers to prepare a teaching plan, unitize the syllabus and introduce a system of review of these by Head of the department periodically and by the Principal as well in due course. Most of the faculty has been trained in the use of Computer and access Internet.

The College has a mechanism for evaluation of teaching faculty. Students are provided a suggestion box, which helps to communicate the experiences of students with the teachers. Feedback is also collected from the outgoing final year students through structured questionnaire. After review whenever necessary, the result of analysis of feedback is duly informed to the concerned teacher for improvement. The College has introduced self- appraisal by the teachers. The self-appraisal report of the teacher is submitted to the principal who forwards the same with his comments to the assistant Director of Collegiate Education with recommendation of the secretary. The self-appraisal report forwarded to the employer is the basis for career advancement of the teacher

The college has a mechanism for the recruitment of the faculty as per the rules of the Manonmaniam Sundaranar University and the government of Tamilnadu.Teachers have been recruited depending on the workload, increase due to introduction of new courses, retirement of teachers etc. Ratio of full time teachers to part time teachers and non-teaching staff are commendable features. Presently no department in the college has shortage of staff. Classroom teaching is done by the regular teaching faculty.

The management and College authorities encourage the teachers to participate in developmental programmes such as refresher courses, workshops, conferences, training programs etc. Teachers are encouraged by granting study leave, financial assistance etc. The teachers are also encouraged to organize seminars, conferences up to international level. In last two years 10 teachers have been benefited from such programmes. These efforts made by the authorities have made the teaching - learning process more productive and meaningful for the students.

College has a need to introduce value addition to programmes such as, computer literacy to the students of Arts, commerce and science faculty. As the student admitted is from a rural background, there is need to start language skills enhancement through courses in Business English and Spoken English vigorously. Experts may be invited to deliver special lectures for the benefit of students and staff. College may also attempt an interaction with inter national level organizations, such activities may reflect the mission and moto of the college.

CRITERION - III RESEARCH, CONSULTANCY AND EXTENSION:
Quality education can be imparted only through well-qualified and highly trained faculty members. The college believes in quality education. Successful teaching programmes invariably require a sound research footing in various departments. It is imperative for teachers to be involved in research activity while persuing teaching profession. There are 13 teachers with research qualification. The management and College authorities provide the teachers study leave. Teachers are also deputed to do research under different funding arrangement like F.I.P. Science students are encouraged to do projects as part of the course.

The college has a central library as well as departmental library facilities for the students. It has still to acquire the necessary infrastructure for the development of the library, and also increase in number of titles College has provided a computer in the library, but no Internet facility. However internet is provided in the e- learning center. Presently there are 19489 books and 9 journals available in the library which include one International journal also..

College is not yet a Ph.D. research center, but the laboratories of this College for physics, chemistry and computer science are well equipped. There is sufficient collection of instruments, glassware and apparatus. Experienced and qualified teachers and their assistants provide graded access to chemicals and instruments and also take safety precautions. More teachers may involve in research to acquire M.Phil & Ph.D Degrees. Well equipped and spacious laboratory gives scope for consultancy and inter disciplinary research. The College may selectively depute the teachers to various research institutions in related disciplines to acquire research degrees. A separate research committee may be constituted to submit minor project proposals to funding agencies. Many staff member of different disciplines have published research papers at National and International level. There is scope to start postgraduate courses, in Physics, and Chemistry. Where there are highly qualified staff In commerce and computer science post graduate courses are already started. College may depute staff for advanced studies and research. Other subject teachers may concentrate on research by applying for minor projects from U.G.C One of the staff members has been selected for a post Doctoral fellowship for one year at National Taiwan ocean university Taiwan .Few teachers are recognized guides for Ph.D and M.Phil students. With such expertise there is scope for consultancy also. Seven minor research projects are in operation by the teachers of the college.

The extension activities taken up by the college are through NCC and N.S.S. which are very active .With the help of local NGOs, extension programmes are carried out on Awareness programmes on traffic regulation, AIDS awareness, medical camps, and Blood donation camp extensively . Campus maintenance and social work have been carried out within the College. The college has developed some linkage with private companies for placement of students.

CRITERION - IV INFRASTRUCTURE AND LEARNING RESOURCES:
T.D.M.N.S College is located in remote rural village in Tirunelveli district. The campus area of the College is about 40 Acres and the built up area is 3739 sq. meter. At present arrangements are made for sufficient class rooms, centrally located administrative office of principal and secretary, Auditorium, library, Laboratories, waiting room for ladies, staff rooms, N.S.S and NCC office .The college has made arrangements for vehicle stand for students and staff separately. Sufficient filtered drinking water facility is also available in the campus, It is appreciated that, the college has separate generator with capacity of 10 KV. The College has a vast playground with facilities for athletic event, valley ball, Kabbadi, ball Badminton, Kho-Kho. etc. The 400-meter track is available in the college campus. Many athletic events like long jump, pole vault, and hammer throw etc are held on the playground. The college has indoor games facilities like carrom, chess, along with a Gymnasium. Many of the students have distinguished themselves and won gold and silver medals in the inter university and zone level events. The incentives given to them are cash prizes. College has earmarked five percent seats in admission for outstanding sports persons. The College encourages them by honoring during the college day / sports day functions. The college has provided computers individually to all the departments. Two computer laboratories are made available to meet the ICT requirements.

The central library has 19489 total books with 46 titles and subscribes to 9 journals, and 27 magazines. The College library is partially , computerized and automated. The college constituted a library advisory committee to help the librarian. The College has given open access system to the students and reading room facility. 62 CDS/DVDS are also available in the library. The Internet facility is not provided in the library but it is provided separately. The authorities may provide Internet facility in the library. Budgetary allocations to the library need to be enhanced, annually and motivate students to develop reading habit on a regular basis.

The College has two separate hostels for Boys and girls. Hostel accommodation is provided to needy students. Boys hostel is in the College campus itself and girls hostel is little away from the College and close to principals residence.

CRITERION - V STUDENT SUPPORT AND PROGRESION
Student is the focal point of the college and therefore support services are provided to ensure physical and intellectual growth. Information and guidance about the College is given in the prospectus, which is provided to the student at the time of admissions. The prospectus contains features of the college, courses offered, rules of admissions, eligibility criteria, Infrastructure facilities, hostels, sports, list of staff members and management etc. It may consider to include other information like refund of fees, rules regarding cancellation of admission , the different scholarships awarded to the students and necessary information regarding dead line of application and the like. The College provides a hand book to every student at the beginning of the year. The hand book gives information regarding all the activities and schedule of the academic year. Vision and mission of the college, profile of the College, members of teaching and non-teaching staff, courses offered, fee structure, university examination rules, etc. are also printed. In order to encourage the students to be proud of the nation, National Anthem, pledge of India, pledge against unsociability are also given. The hand book contains the social and extension activities taken up by the College.

The College has introduced welfare measures like placement and counseling for the students. The College has a mechanism of free coaching for students who fail in the exams as well as personality development guidance for final year students.

The teachers of the college may try to encourage the students in academic and personal development. There is need to encourage students on self- employment opportunities. The services of some of the self employed alumni can be used as role models.

The College has a mechanism to collect the student feed back from outgoing students through a structured format. A comprehensive mechanism may be designed to collect student feedback in a structured manner on the performance of teachers every year. The poor performing teachers are advised to improve and watched by the principal . Financial aid is made available to the student through different scholarships and schemes of the Central and State Government. Nearly 95% students gets benefit of these schemes. Educational loan is also provided to needy students. College has remarkable sports activities. Many of the students have actively participated in indoor and outdoor games. Some of the students participated at university and Zonal level and also were awarded Gold and Silver medals. With the gym facilities students are encouraged to care more for physical fitness. One male and another female qualified Physical Directors are employed. Canteen facility is available in the college campus which supply the items at reasonable rates. However cleanness and more space is required. As the college is located is rural area it may start and science club to enhanced scientific knowledge.

Since about 65% are girl students, there is need to start womens Study Centre to create awareness about laws relating to women, womens issues, girl child problems etc. This would pave way for womens empowerment.

It is appreciated that the College has an active Alumni association. Independently some departments have their Alumni associations It is very encouraging to note from the information provided about the alumni occupying important positions in government and private sectors. Alumni are also encouraging the present students by awarding various prizes for academic excellence. They also donate useful items and encourage teachers for outstanding performance.

CRITERION - VI ORGANISATION AND MANAGEMENT
As per the act the College has well structured and experienced management. The College has constituted different committees to assist the management. The committees set up by the principal for smooth functioning of the college are for Student admission, college magazine, Academic calendar, campus amenity, Building, sports, Library advisory, NSS, etc. These committees actively participate in the decision making process. Governing body is formed as per rules of affiliation and meets thrice in a year and finalizes the financial aspects, and other matters related to college development. There is a College committee, a larger body as per the Private College Act of Tamilnadu. The college may constitute a purchase committee and purchases may be done as per stipulated procedure.

The management monitors and provides finances for the development of the College. The college has a mechanism of Internal audit. The joint Director of collegiate Education monitors the aided portion and Accountant general arranges the statutory audit.

The college has a grievance cell. Grievances of the students are redressed by concerned Head of the department and the teachers. Some grievances which are beyond the scope of the head of the department are referred to the Principal who redresses them. Similarly the grievances of the Teaching and Non-teaching staff are redressed by the principal and secretary.

Teachers update their knowledge by attending refresher and Orientation programmes, Seminars, and Conferences. The college has conducted one training programme for Non-teaching staff and also depute them for training. Short-term computer courses on office automation was conducted for non-teaching staff.

The management may consider constructing staff quarters for needy and newly recruited staff. The College may think about the Staff Co-operative credit society for any emergency financial assistance. One significant lacuna in the composition of the management is the absence of women representation in it. They are advised to enlist women members to represent the 65% women students interest in the management decisions.

CRITERION - VII HEALTHY PRACTICES
The College has developed healthy practices, which keep the administrative and academic functioning of the college in an organized manner. The observations made by the peer team are as follows.

Few seats are reserved for economically weak, sports person, and physically challenged students.

Teachers encouraged by appreciation for their outstanding performance.

Linkages with private industrial sector.

A well developed Botanical garden with name plates attached to each group of plants.

About 90% students are provided one or the other Scholarship in view of their poor economic status.

Tirunelveli Dakshina Mara Nadar Sangam College was established with pre- university courses in 1971 and undergraduate courses in 1983. For Nearly 36 year of its existence it has been playing an important role in spreading education in rural areas.

The peer team, after carefully going through the self-study report submitted, annexures supplied and relative information provided, it visited the college and observed in detailed infra- structure facilities. The peer team also had detailed discussions with management, principal, teaching faculty, Non-teaching staff, and students as well. The team is convinced that the College has made all efforts towards reaching its goal and to provide quality education, with a pro active management supporting constantly.

The peer team visited all the departments and observed many positive features of the college. The team is happy to note that the College has different committees working smoothly involving all the teachers. There is a healthy support between the management, the College administration, the staff, the students and the community. The team has also noticed that college has started some professional post graduate and advanced courses which are beneficial to rural area students. However, there are certain areas, which need attention of the college authorities and management for better results..

Provision of latest configuration in computers and increase in numbers for all departments, library and office with internet facilities.

Need to increase Research facilities and to establish a research centre.

Provision of facilities in the Library like, microfilming, Reprography etc.
besides subscribing to more daily English news papers.

Books and guides of quality to prepare for Competitive examinations may also be provided along with coaching facility for the same.

Acquisition of reference and advanced text books and inter linking of the libraries with in the state

Need to increase the number of national and international journals in central library as well as in departmental library.

Establishment of linkage with other institutions of research and advanced studies.

To extend facilities for the teaching and non- teaching staff like co-operative credit society, health club. Etc.

External expert guest lectures may be arranged.
Quality, Excellence and growth are not events but are processes. The peer team appreciates the role played by empowering the student in rural area through its academic and other programmers.

The peer team makes the following suggestions.

Starting of new integrated courses, certificate and diploma programs relevant to rural development

Starting of a newsletter of the Alumni association and fund raising activities to help and encourage the students.

Introduction of student exchange programme and teaching faculty program.

Need of industry exposure, more value education and add-on-value programs.

Introduction of short term co- curricular and vocation oriented courses for the student.

To develop the mechanism of periodical communication of attendance,
performance in examination of student to their parents.

Setting up Arts, commerce and science clubs.

Spoken English & communication skills programme for all students

The College may try to acquire Autonomous status soon.

Teachers may be sent for training in counseling so that the youth get professional counsellors help.

The peer team admires the effort of the college authorities, management, the teachers, and the Non- teaching staff in their role in development of the college.
The peer Team appreciates the co-operation of the principal and his colleagues in the institution during the visit.
