Despite the policy having lapsed last year, the Universitys medical college Sikkim Institute of Medical Sciences (SIMS), which had entered into an agreement with the STNM Hospital in Sikkim, continued admitting students under the old arrangement for the 2011-12 session also. Finding the University at fault, the MCI objected to granting permission to the University to admit more than 50 students. Under the MCI Regulations for Establishment of Medical College, the regulatory body pointed out that the medical college should have a hospital owned and established by it in order to admit students. Regardless of the MCI objection, the University went ahead with admitting 100 students on the basis of a Sikkim High Court order. This order was challenged by MCI before the Supreme Court which reverted the matter back to the High Court for full and final disposal of the case. On April 27 this year, the HC asked MCI to reassess the case of SIMS by taking into account the facilities at the Government-run STNM Hospital. This order was not acceptable to MCI which again came to Supreme Court to stay the said direction. Hearing the petition filed by advocate Amit Kumar, the vacation bench of Justices KS Radhakrishnan and JS Khehar on Friday issued notice on the appeal and posted the matter for hearing in the first week of July. According to MCI, the HC order ran contrary to the MCI Regulations and hence could not be sustained. It claimed the 2001 policy was devised to encourage medical skills in far-flung tribal and hilly areas. It was earlier valid for three years but was later extended looking into the medical needs of the north-east region. But with the policy not in existence, the MCI questioned how the HC allowed the SIMS to claim benefit of facilities available at the government hospital. The SC also issued notice on the MCI application seeking stay of the high court ruling. Top varsity faces foreign glare on degree legitimacyOne of Indias best-known private universities, Sikkim Manipal University (SMU), faces international scrutiny over the legitimacy of its distance education courses, after Denmark diplomatically raised questions about the recognition of the university courses. The human resource development (HRD) ministry has responded to the detailed questions from the Royal Danish embassy in New Delhi, stating that SMU does not have key approvals it requires to offer some popular distance education courses.Some of SMUs distance education programmes do not have the approval of a joint committee of the University Grants Commission (UGC), All-India Council for Technical Education (AICTE) and the Distance Education Council (DEC). Sources privy to the development have told that the government has informed Denmark that this approval is required for each course an institute wants to offer through the distance education mode.The HRD ministrys response effectively argues that these courses do not have the required recognition. But officials of the one of the countrys largest and most popular distance education varsities insisted that the universitys distance education courses were legitimate because the DEC has recognized the university.While I do not want to comment on this specific case since neither Denmark nor the Government of India has communicated with us, I wish to state that SMU has the DECs recognition, which is in the public domain, SMU academic director V Sivaramakrishnan told. But mere DEC approval is not adequate, HRD ministry officials said.The DEC merely approves an institution as capable of running distance education programmes. But the joint committee of the UGC, AICTE and DEC must meet and approve specific courses for these to be offered, an official said. The HRD ministry, sources said, is keen to transparently communicate with foreign governments about institutions here, to strengthen its hand in instances where Indian students abroad suffer.Almost 1,500 Indian students earlier this year faced deportation from the US after the Tri-Valley University (TVU) was found to be violating the federal US norms. The Chief Guest was Shri Mandeep Singh Tuli, IPS, Supdtt. Poice, East Sikkim, who distributed the prizes, medals, trophies & certificates to the winners of the cultural, academic & sports events. Table tennis-The table tennis which was played between the staffs was won by (Mr. Jayakumar (Vice Chancellor). Apart from the college week, we also take part in various other sport competitions. Recently our college basketball team had invited SMIT team for a Basketball tournament (boys & girls). The match was in favour of SMIMS with 50-10 point.The much awaited match between SMIMS boys and SMIT boys was played. The match was in favour of SMIMS. Over a period of time our cricket team has become one of the best in the whole of Sikkim. The team had taken part in various tournaments and won many of them, in January cricket tournament was held in Pakyong which our team has won for the third consecutive time Also some of our players reached the semifinals of the badminton . Championship which was held in Namchi in the month of May under the Supervision of Dr.Deepak.The faculty members took part in the veteran category including Dr.Deepak. Diploma-Pharmaceutical Sales Management Notice to UGC AICTE on Sikkim Univerity Off-campus issueFeb 02 2011The Delhi High Court today sought the responses of the UGC, the AICTE and the Sikkim Manipal University on an allegation that the private varsity was illegally running its off-site campuses at various places in the national capital. "Issue notice to the respondents (University Grants Commisison, the All India Council for Technical Education and the private university)," a division bench comprising Chief Justice Dipak Misra and Justice Sanjiv Khanna said. The bench was hearing a petition filed by Bhupendra Chaturvedi against the private university alleging that it was not authorised by the UGC to open campuses outside the territorial jurisdiction of Sikkim. The university has 52 unauthorised study centres in the national capital alone and the fate of hundreds of students are hanging in balance, senior advocate Arvind Nigam said. The UGC, through its notifications issued in April and June, 2009, had disapproved of the move of the university to open off-site campuses. Taking note of the plea, the court asked the UGC and others to file their responses on March 15.
