ABOUT US
The Institute of Advanced Studies in Education (IASE) was sponsored by a non-governmental, Non-profit-motive making registered society, namely, Gandhi Vidya Mandir (GVM). The Government of India has accorded it the formal recognition of Deemed University, under Section 3 of the UGC Act-1956 vide notification F.9/29/2000-U.3 of 25th June 2002, and by the UGC vide notification F.6-25/2001 (cpp-i) of 27th July 2002.

The University is nestled like an oasis in the Thar desert, near the town of Sardarshahr in India s north-western state of Rajasthan. It is about 300 km west of Delhi , 125 km east of Bikaner and 230 km north of Jaipur (connected by rail and road). GVM has its own triad of helipads. GVM was founded in 1950, on a 1200- acre piece of land, on one of the harshest and most backward terrains. Acutely prone to droughts, heat and cold waves, epidemics and other travesties of nature, GVM has striven to alleviate the acute backwardness through various permanent and adhoc programmes of education, culture, livelihood, health and hygiene, vocations etc.

There is no discrimination on the lines of caste, creed, class, colour or ideological or political learning. The rich cultural and spiritual heritage of India and propagation of Gandhian ideals of Ahimsa, Sarvoday and Universal Brotherhood are given due importance in the curricular, as well as periodical, programmes.

GVM was the vision of Shri Kanhaiyalal Dugar who later embraced sanyas and came to be known as Swami Shri Ramsharanji, an embodiment of universal humanism. He, with the blood and sweat of many devoted social workers, philanthropists, students and staff, created this epitome of emulative excellence in human endeavor. Shri Dugar dedicated his entire life and all his personal wealth to the cause of education and up-liftment of the down-trodden. GVM boasts resident / non-resident students, from pre-primary to Ph.D.level. There is a separate multi-faculty colleges for girls and co-educational colleges in Ayurved, Para-Medical, Life Sciences, Veterinary Sciences, IT and Management, Engineering, Art and Home Science.

There are well-planned hostel (A.C./Air-cooled also) for 2000 students, separate for boys and girls, amidst a self-contained colony of academicians. The sprawling 1200 acres university campus is a verdant oasis in the lap of an intense desert. It is dotted by large parks, gardens, playgrounds, auditoria, cultural and spiritual centres.

GVM was conceptualized and nurtured as a University. The studies in education started in 1953, through its basic Teachers Training College . The degree courses started in 1956, postgraduate in 1958 and the facility for Ph.D was added in 1968. The Institute of Advanced Studies in Education came into being under the Centrally Sponsored Scheme of Education in 1993. The new millennium heralded the dawn of a dream-come true. After an arduous toil of over fifty years, Institute of Advanced Studies in Education (IASE) of GVM was formally recognized as Deemed to be University of Government of India and UGC, in 2002. IASE is Indias premiere Institute in the Faculty of Education; facilitating teachers training from primary level up to the doctoral stage.

Distance Education Programme was started in 2003 with the objective of bringing education to all those who seek it at a place, pace and time of their own choosing, and to inculcate the spirit of life-long learning, at an affordable cost. This beautifully fits into the vision of our founding fathers. Over a period of time, thousand of students have benefited in diverse fields of Education, IT and Management, Engineering, Paramedical, Bio-Technology, Science and Humanities from certification upto post-graduate programmes.

IASE has had a glorious past. It has grown from strength-to-strength and its 60 years history is a saga of strides, struggles and successes. EDUCATIONAL VISION
The Institute of Advanced Studies in Education (IASE) is a constituent of Gandhi Vidya Mandir (GVM) a non-government, non-profit-oriented society, duly registered in 1951.

Education Make A Man. The education imparted at IASE University covers the four facets of human personality: knowledge, emotion, conduct and physical development, aiming to maximize development.

Apart from the values of equality, liberty, fraternity, secularism and social justice, we also incorporate in our system our traditional spiritual and cultural values, considering that education of Arts / Science and Culture / Spiritualism should co-exist and compliment each other. Our education is thus co-ordination oriented. At present in India, roughly 80% of entrants to higher studies opt for traditional courses, which is the main cause of the rampant unemployment. In reversal of that trend, 80% students should be able to opt for technical / professional / vocational education. Our bouquet of such courses in Certificate, Diploma, U.G. and P.G. levels is a step in this direction.

Until this stream of development reaches our villages, the speed of national development will never accelerate. GVM has linked education with rural development and has done intensive development works in 53 nearby villages, in tune with Gandhian ideals. The values of equality and social justice cannot be established without upliftment of the weaker and oppressed sections of society. Special arrangements are available for education and training of destitutes, women and the students belonging to scheduled castes and tribes.

Our education is thus multi-facetted, value-oriented, co-ordination-oriented, profession / vocation-oriented, life-oriented, rural development-oriented and social.

THE LEGEND
IASE is a constituent of Gandhi Vidya Mandir (GVM), founded in 1950 as a sequel to its founders dedication to the ideals of Mahatma Gandhi whose assassination spurred a revolution in his heart and soul. His name was Shri Kanhaiyalal Dugar. Born and brought up in Sardarshahr in the erstwhile princely State of Bikaner in a very distinguished and wealthy family, yet, Shri Kanhaiyalal Dugar was spiritually inclined since his childhood.

Mr. Dugars idol was Mahatma Gandhi because of his faith in God, secular approach and Vishwa Bandhutwa. He was in Bombay(now Mumbai) when Mahatma Gandhi was assassinated. At that moment of profound grief, he felt as though some supreme power ordained him to dedicate his life in the worship of God through the service of mankind. He then went to Matheran, a nearby hill-station. There he had a dream in which Gandhiji came out of a hut to bless him whilst he was teaching young children in a hermitage.

Shri Dugar went to Wardha and consulted Acharya Vinoba Bhave and other Gandhians like Kaka Kalelkar, Kishorlal Mashruwala, Krishnadas Jaju, Shriman Narayan Agarwal and Madalsa Ben. For establishing the institution, some of them proposed Delhi , some Wardha, some Jaipur, and so on. Finally they looked to Vinobaji who said Spread Light Where It Is The Darkest, Spread Education Were Illitercy Is The Highest; the reference was obvious - Kanhaiyalals home town of Sardarshahr , in the starkest desert region of Rajasthan. A project was conceptualised there and the name of Gandhi Vidya Mandir was decided. Later on, Shri Dugar consulted some other prominent persons like Dada Ravishankar Maharaj, Swami Sharnanand, Hanuman Prasad Poddar, Sardar Vallabh Bhai Patel, Acharya Tulsi and Jayaprakash Narayan. Sardar Patel had promised to lay the foundation stone of Gandhi Vidya Mandir but unfortunately he passed away. Devised as India s first Rural University University , its foundation stone was laid in 1955, by Dr. Rajendra Prasad, the first President of India.

The dream took form and flight. Mr. Dugar, the young grihasth, born with a silver spoon in his mouth, volunteered to give up all the luxuries of life, making that ocean of sand his home. He contributed Rs. 5 Lakhs which was a princely fund in those days. Searching for a suitable location near Sardarshahr, he and his colleagues visited an old temple of Shri . Hanuman, and saw some deer frolicking at a distance. They followed them in enchantment and saw a pair of Shami trees and sat beneath these trees for a prayer. Shri Dugar felt, eureka, this was the site he was searching for. From that day till now, on every Tuesday, an all faiths-prayer is held by the entire fraternity of Gandhi Vidya Mandir

Shri. Dugar constructed a mud and thatched hut encompassing the two Shami trees. Leaving his huge mansion, he stayed in this hut, named OmKutir (Picture below), with his family for the next twenty years.

The first lesson was delivered by the renowned saint-poet Shri Viyogi Hari (picturer besides) in 1952, to three students. 50 years later, there are many students on a campus of 1,200 acres. The teachers and students are from all castes, creeds, religions and come from different States of India . The availability of sweet and adequate drinking water in all its wells, in a scarce and saline water zone, is the proof of blessing from Almighty.

Characteristically, the lessons in social engagement and humanistic values are taught here not just through lectures, but teaching by doing or learning by doing. To inculcate the sense of compassion and altruism, students are taken out to villages, where they mingle with the masses, try to know their woes and needs. They also go over to the places where there are large-scale sufferings, perennially or caused by a disaster. Ours was the first, and probably the only University-team, to reach the Tsunami affected areas of Tamil Nadu and Pond Cherry, earthquake affected areas of Bhuj, Gujarat and flood-hit areas of Barmer in Rajasthan. The Relief Team, with a well-equipped medical van, doctors, paramedical staff and our student-volunteers served the hapless masses in an exemplary manner.

Emphasis is laid on inculcating concern for rural upliftment and on developing vocational skills and training. Fifty-three villages are served through village-libraries, dispensaries, mobile dispensaries, vocational training centres, agriculture and animal husbandry programmes, drinking water supply programmes and homes for destitute children.

The founder Shri Dugar had renounced his entire wealth for the cause of education and the welfare of society at large, and embraced Sanyas, thence after known as Swami Shri. Ramsharanji. Fifty long years he spent in service of mankind selflessly. He had realized that his end was closing in, and while conversing with someone, he uttered, this body of mine can no longer serve others; rather it needs to be served. He than went into Samadhi and left for his heavenly abode.

UNIQUENESS OF IASE

Co-curricular and extra-mural activities play an integral role in structuring a wholesome personality. Opportunities galore for students to enhance the enthusiasm, creative imagination, positive attitude and team spirit.

The large campus is a self-contained educational township,having its own agricultural farms, diary, round the clock medical aid with ambulance, 100 bedded hospital, spiritual centres, auditoria, stadia, temples, parks and gardens, games and sporting fields, guest houses, bank, post office, co-operative general stores and shopping booths. Within the campus, there is a large colony of teaching staff, beside the hostels, which provides the ancient Gurukul ambience, and lends a perfect opportunity to the learner and the teacher to interact, more often with each other.

Students Support System
Founding fathers were conscious that India is a country of great disparities. Therefore, right since the inception, freeships, scholarships and many kinds of assistance have been provided to physically challenged, economically under-privilege and other disadvantaged students.There are special no-fee hostels for the physically challenged and destitutes, with an intake capacity of 50 students each. Special support is also made available to those who are extra-talented in regular or other disciplines.

Training and Placement Cell
IASE believes in providing an environment that stimulates and develops the abilities of each individual student, to the best of their potential. It supports the students to hone multi-dimensional skills and to make them ready to face the hard realities of the contemporary world. Training and placement cell of IASE is meticulously working in this direction with untiring zeal. The Cell is assisting the students in the following three ways:

* Providing information about opportunities for training and placements.
* Interacting with corporate houses for campus placements.
* Providing career counseling and helping students in shaping their personalities.

Training and Placement Cell is also acting as a facilitator in building up a resource base through specific research, related to industry.

DEPARTMENT OF MANAGEMENT
The Department of Management at IASE has been designed to impart all-round skills, capabilities and competency in the areas of business and management. The course structure is a rational mix of core and optional modules enabling specialization in Marketing, Finance, Human Resource Management and Information Technology. The University motivates the academically strong faculty members to continuously develop innovative ways of using the technological infrastructure in support of teaching-learning process for the Students.

Through its carefully designed and contemporary curriculum, delivered by a mix of faculty from the best of academics and industry and a work culture that treats every student as a manager from the moment he/she enters the institute. The Department designs and undertakes its activities in such a way that students acquire upto date knowledge of the subject, develop managerial skills and cultivate soft skills so crucial to success, in an integrated way. The departments curriculum for its programmes is reviewed and improved constantly keeping in view the perceived needs of business in future.

A variety of learning tools are used for the acquisition of knowledge and skills. Role-play, case study, project-work, field experience, assignments, quiz, seminars, industry visits, group discussion are some of the methods used. Student managers are encouraged to develop analytical judgment and presentation skills through writing and publication of articles, features and presentations, at various plateforms including in-house publications, workshops and seminars The student fraternity is marked by a strong camaraderie and the total dedication with which the students involve themselves in the activities of the institute as cohesive group which also honing them skills to excel in the fiercely competitive world of contemporary business. The remarkable sense of community starts in classrooms, where synergy can be witnessed among the students and faculty members.

DEPARTMENT OF PHYSIOTHERAPY
Complementary to medicine and surgery, Physiotherapy has witnessed rapid growth in the post World War era. Medicine and surgery, in all related cases, can become perfectly successful only through Physiotherapy interventions and assistance by ParaMedical Science. Physiotherapy, in fact, is a study of neurological, respiratory, cardiac, thoracic, muscles, skeletal disorder and that of psychosomatic origin and treatment by manual therapy, movement through instruments based on physical principles. This speaks of the fact that physiotherapy and paramedical science need very competent professionals to provide effective relief to the patients.
They have not only to keep themselves updated, so far as knowledge is concerned, but also to innovate some novel techniques based on their skills and experiences. All this has been kept in mind while designing the course module at IASE.

These professionals can serve in some existing hospitals and clinics or establish their own clinics. They can also become effective teachers after post graduation. The large corporates also employ their in-house therapists.

In case a student discontinues after successful completion of 1st Year of MCA, he/she may be awarded Post Graduate Diploma in IT/CA/CS, if a student discontinues after successful completion of 2nd Year of MCA, he/she may be awarded Masters Degree in MSc IT/CS.

Under Lateral Entry Scheme if a candidate has completed:
* A or O level (DOEACC) after graduation, he / she is eligible for admission in MCA 3rd Semester.
* B level after graduation, he / she is eligible for admission in MCA 5th Semester.

This petition has been filed under Article 226/227 of the Constitution of India praying for issuance of a writ in the nature of certiorari, quashing the list published by the respondents, of eligible candidates (Annexure P-4) in regard to respondent No.9 and such other persons.

It has been pleaded that the petitioner is a Junior Engineer holding an additional charge of the post of Sub Divisional Engineer and is deputed in Municipal Corporation, Chandigarh. The petitioner obtained the degree in B.Tech Civil (Water Resource Engineering) in the year 2003.

It has been pleaded that the petitioner as also respondent No.9 applied for the post of Sub Divisional Engineer (Civil).

Annexure P-4 is the list of eligible candidates
published by the Punjab Public Service Commission.

Respondent No.9 has been shown at Serial No.342 in the list.

It has been asserted that respondent No.9 is not eligible for appointment.

The list published by the Punjab Public Service Commission, Patiala, indicates that the persons who are ineligible such as respondent No.9, are
being considered as eligible. Learned counsel
further contends that the facts have been made
known to the respondents by way of filing a representation, however, the respondents are
going on with the selection process on inclusion
of ineligible candidates, such as respondent No.9.

So far as respondent No.9 is concerned, learned counsel states that he obtained the degree through distance education from the Institute of Advanced Studies in Education (Deemed University), Sardarshahar, District Churu, Rajasthan which has been impleaded as respondent No.8 in the petition.

In view of the admitted fact that selection has not been finalised, I am of the considered opinion that the petition is premature. However, in view of the facts that have been brought out, the respondents are directed to consider a copy of the petition as notice of the petitioner and consider the same before considering the candidature of respondent No.9 for selection for the post of Sub Divisional Engineer (Civil).

The petition is disposed of with the above directions.

AN INTRODUCTION

GVM was founded in 1950, on an 1200-acre piece of land, in a terrain which is one of the harshest and the most backward. It is acutely prone to droughts, heat and cold waves, epidemics and other calamities. GVM has been striving to alleviate these suffering and backwardness through various permanent and ad-hoc programmes of education, culture, livelihood, health and hygiene, vocations etc. The rich cultural and spiritual heritage of India and propagation of Gandhian ideals of Ahimasa, Sarvoday and Universal Brotherhood. The new millennium heralded the dawn of a dream-come-true. After a long toil of over fifty years, Institute of Advanced Studies in Education (IASE) of GVM was formally recognized as Deemed to be University by the Govt. of India under section 3 of UGC Act-1956 vide their notification F.9/29/2000-U.3 of 25 th June 2002 and by the U.G.C. Vide their notification F.6-25/2001 (cpp-i) of 27 th July 2002. IASE is India's premiere institute in the Faculty of Education, facilitating teachers' training from primary up to the doctoral stage and also having an additional special charge of seven districts of Rajasthan, namely Jaipur, Dausa, Alwar, Sikar, Jhunjhunu and Charu, to improve the quality of teaching at all levels, through specific courses devised for training of in-service teachers.

DEEMED UNIVERSITY

IASE is a NAAC accredited B+ (79% i.e. 5 star rated) institute. The fledgling University has within no time created a niche of its own in the field of distance education. There are hundreds of Study Centres of the University, already operating, from Kashmir to Kanykumari, in the fields of IT, Management, Para-Medical, Vocational and various other modern and traditional streams.

Construction of new buildings for the colleges of IT, Management, Engineering, Home Science and Para-Medical Science are completed and some courses have been started, on-campus, and more will be added soon. Degree courses in Arts, Commerce and Science are offered on-campus at Seth Budhmal Dugar (Govt.) College.

IASE University is a constituent of Gandhi Vidya Mandir (GVM), a dully registered public charitable society established in 1950. Like an oasis amidst the Harshest and the most backward desert terrain near Sardarshahar, Distt.
