NAAC report of Ch BRG Government Girls Post Graduate CollegeSection 1: Preface
Ch. B.R.G. Government Girls (P.G.) College, Sri Ganganagar, Rajsthan was originally established in July, 1958 by the joint and ceaseless efforts of philanthropist Ch. Ballu Ram Godara and Govt. of Rajsthan initially at Intermediate level. Graduation in Arts faculty was introduced in 1960 & Science faculty in 1964, Commerce faculty in 1981. The college got its present name with the addition of post Graduation courses in Hindi, Sociology in 1994 and Political Science in 1999.
The College was earlier affiliated to Rajsthan University; Jaipur later to M.D.S. University Ajmer and now the affiliation is from Bikaner University, Bikaner. It is located in the heart of the city in 11 acres of land and is providing service to both urban & rural students.
The college volunteered to be assessed by the National Assessment and Accreditation Council (NAAC) and the Self-Study Report (SSR) for the purpose was submitted by the institution to NAAC in the academic session 2003-2004. A peer team was constituted by the NAAC to visit the institution and validate the self-study report.
The Peer Team consisting of Prof. D. Ramakotaiah, former vice-chancellor, Nagarjuna University, Guntur (Andhra Pradesh) as Chairman, Dr. R S Shukla, Principal, Municipal P.G. College, Mussoorie as member and Dr. Kiran Angra, Principal, M.D.S.D. Girls College, Ambala City (Haryana) as member Coordinator; visited the college on July 26th â€“ 27th, 2004 (two days). Dr. Latha Pillai, Advisor, NAAC has been coordinating the Peer Team visit from Bangalore.
The peer team carefully pursued and analyzed the self-study report submitted by the Institution. During its visit, the Peer Team went through all the relevant documents, visited the departments and the facilities, and interacted with the various constituents of the institution. The academic, sports and extension facilities of the institution were visited. The peer team also interacted at length with the Head of the institution, Faculty, Non-teaching staff, Students, Parents and Alumnae of the institution.
The college has teaching strength of 48 permanent faculty. Out of 48 teaching faculty; 22 are Ph.D., 09 are M.Phils and 17 have P.G. qualifications. However, a substantial number of sanctioned posts are yet to be filled without which it is highly difficult to carry out teaching work efficiently. There are 12 non-teaching and technical staff members in the college. Total students enrolment in 2003-2004 was 2,468 including UG & PG students.
The college has limited buildings & infrastructure facilities, which are put to optimum utilization. The same classrooms are used by different classes and faculties at different times. Administrative Block, Staff Room, Computer Center, Central Library, Sports Facilities, Separate Vehicle Parking Space. Canteen and limited hostel facilities with mess are available in the college.

Section 2: Criterion-wise Analysis
Criterion I: Curricular Aspects
As an affiliated college of the Bikaner University, Bikaner, Ch. B.R.G. Government Girls (P.G.) College, Sri Ganganagar follows the syllabi prescribed by the University for Humanities, Sciences and Commerce faculties both at the under-graduate and post-graduate levels.
The college offers 07 programmes: 04 UG programmes, 03 PG programmes with Annual System of examinations. Programme option of Elementary Computer Education and Environment Studies is also available to 1st year undergraduate students in the college.
To introduce a new programme within the regulations of the University, college takes one year.
Eight staff members of the college are on the Board of Studies of the University. Their involvement may help the college in bringing about the necessary changes in the syllabus whenever needed.
The college needs to strengthen the mechanism to obtain feedback from students, academic peers and employers. The Peer Team suggests that some career-oriented courses or programme options may be thrown open soon to the students. Linkages with the industries and co-operatives around may be strengthened for the benefit of the students.
Criterion II: Teaching - Learning and Evaluation
Ch. B.R.G. Government Girls (P.G.) College, Sri Ganganagar follows the norms and guidelines of Bikaner University for admission of students in different programmes. Usually, the past academic record is taken as the base for admission.
Departments of Botany and Zoology are using teaching aids like OHP; Slide projectors to supplement lecture method. A staff member in the department of Physics has been carrying out research taking help of IUCDA, NSC and SSPL. The college encourages its teachers to prepare term-wise teaching plans in the beginning of the academic session, which are monitored by their respective HODs.
The students are regularly evaluated through terminal tests, assignments, house-tests etc. It is noteworthy that examination results of the college have been above 90%.
Being the Government College, there is no tuition fee for the girls till degree level Under PG (Arts), the Public Service Commission, Rajsthan, does the recruitment of teachers in the college.
Two teachers have attended National Level, while one teacher has attended International Level Conference. A faculty member of music (vocal) received youth award from Rajasthan Sangeet Natak Academy for classical singing.
During the last two years: 03 teachers availed the facility of Teacher Research Fellowship, 33 participated in Refresher Courses and 04 in Orientation courses.
The Peer team expresses its concern that some the departments are not in the position to handle theory classes due to lack of required numbers of staff members.
Criterion Ill: Research, Consultancy and Extension
Teachers are encouraged to take up research work by granting study leave during the period of their work. The very fact that 46% of the teaching staff of the college have the Ph.D. degree, indicates the research potential available, which could be used to further develop research culture in the college.
A few teachers have authored books and many others have published manuals. Mention may be made about a teacher in commerce department who authored sixteen text book. A faculty member has supervised Ph.D. thesis. A faculty member of the department of Physics has published four papers in international and one paper in national journal.
The college has three NSS units, which function under the able guidance of the three programme officers. The NSS units organize year long activities such as Blood donation camps, Adult education, Community development and awareness programmes on Aids and Environment. The NSS volunteers also actively participate in the Pulse Polio-Drops programme of the state. The students of B.Sc. Home Science besides classroom activity also take up village as their area of study and plan various community development and awareness programmes.
Criterion IV: Infrastructure and Learning Resources
The college has a vast campus housing the Administrative block, Library, Play Grounds, Laboratories, Museum, Hostel, Canteen, departmental rooms having post graduation.
The college has a rich library containing 50448 books and 33 Journals/Magazines. The library also possesses wide range of Dictionaries and Encyclopedias. However, proper reading room facility may be provided to accommodate more students. The library offers Book bank facility to the students. The Library opens from 8.30 AM to 4.30 PM on all working days. The library has no linkages with other National / International libraries. The library works under the supervision of Library Committee. Effort should e made to fill up the vacant librarian post, installation of reprographic facilities and computerization of the college library.
The college has a Computer Center with thirteen PCs with four printers. It is operational on all the working days. The Physics and Home Science Department have separate PCs in each department.
The Physical Education Department of the college is maintaining a 200 Mtr. Athletic track, Volleyball, Hockey, Kho-kho, Basketball & Kabaddi courts. The students of the college have performed fairly well in Sports Competitions at the University, State & National Levels & have won a number of medals. The outstanding sports persons are motivated through Scholarships, Stipends and fee concessions. They are also awarded Tracksuits and College Colours for their performance in various competitions.
A common room is available for girls. There are separate toilets for gents and ladies. There is also enough space for parking the vehicles. The college has a Canteen operating on contract basis. Limited hostel facility along with Warden and Mattern residence is available.
Criterion V: Student Support and Progression
The college prospectus provides comprehensive information regarding the college, the courses offered, eligibility criterion for admission, examination pattern, fee structure, rules and regulations, reservation policy, norms & the financial assistance available to academically meritorious students and to the students belonging to weaker sections of the society.
It is satisfactory to note that the college has low dropout rate. The performance of the students in University Examination is commendable. A number of students have passed NET/ SLET examinations during the past five years. The college is suggested to maintain a record of the upward academic progression of its students.
The college has a few clubs and literary association for the students in order to develop creativity and confidence among the young scholars. The students have done well in Cultural activities and other extension works.
Criterion VI: Organization and Management
Under the leadership of the Principal, the college has an effective internal coordinating and monitoring system. Internal audit is also carried out on various accounts, which are operated under the guidance of Chartered Accountant. Teachers are recruited as per the Govt./ U.G.C. norms. College maintains transparency in appointments, admissions and administration. Salary of the teaching staff is as per the U.G.C. norms, salary of non-teaching staff is as per the grant-in-aid of the state Govt. and all transactions are carried out through bank.
The grievances of the students and the staff are generally sorted out through internal discussions though the college has not formally established a Grievance Redressal Cell. The college has a Women cell to look into the problems related to women.
Loans to College staff from P.F. and from nationalized banks are made available.
Criterion VII: Healthy Practices
*There is College Uniform for the students to inculcate oneness among them (a practice which is usually not seen in most of the colleges today).
*The college has adopted internal quality checks in order to monitor the performance of the students.
*The college deserves credit for organizing Yoga training, Stitching, Painting exhibitions etc. by the Women cell, NSS and Home Science club.
*The college also imparts social awareness and moral education through NSS activities and extension lectures.
*Periodical term tests and assignments are conducted to monitor students performance regularly.
*Good leadership along with excellent inter personal relationships among teaching and non-teaching staff helps in the smooth functioning of the college.
*The college publishes college magzine named Aalokita every year and Quarterly Bulletin is also published.
Quality Higher Education is the hallmark of NAAC. After studying the self study report and visiting Ch.B.R.G. Government Girls (P.G.) College, Sri Ganganagar (Rajsthan), the Peer Team examined various academic, laboratory, sports and other infrastructural facilities and found that the institution has been serving the society by imparting quality education.
After interacting with the faculty, the alumni, non-teaching staff and the students, the Peer Team learnt that the goals and objectives of the college are being achieved through the committed faculty which by dint of hard work, dedication and commitment has been successful in preparing the students for higher goals of life through pragmatic and consistent programme of teaching and learning. The institution has also earned a name in creating a very congenial academic environment in the campus.
The Peer Team is of the view that there are a number of commendable features of the College regarding the quality assurance and academic standards, which needs to be highlighted.
The peer team would like to commend the institution for the following aspects:
*College Uniform for the students and no Tuition Fee in UG and PG (Arts).
*Dedication and commitment of the teaching and the non-teaching staff.
*Effective leadership and good human relationship resulting in efficient team work.
*Rule based transparent admission and administration policy.
*Periodical term tests and assignments etc. to monitor students performance regularly.
*Strict discipline is maintained in the institution.
*Facilitating aspect of the institution to promote student participation and achievement in games and sports and NSS activities.
*Facilitating and promoting student participation in co-curricular activities, social work and community oriented work.
*Contribution of Home Science department in community awareness programme is noteworthy.
*Research activities of faculty of Physics department. is appreciable
*Teachers and Parents of students participate in welfare activities of the college like fee generation for needy students and in development of Home Science laboratory.
Keeping in view of feature plans of the institution the Peer team would suggest the following to the institution to consider:
*While the Peer team appreciate the overall mission of the college which is empowerment of women, the college should identify specific objectives and make strategic plans to attain the same.
*The college may expose the possibilities of introducing more course options to increase flexibilities in course combinations keeping in mind the latest trends and social needs.
*Optimum utilization of computer facility by students and faculty be ensured.
*A formal structured career guidance cell and placement bureau could be established at the earliest.
*Formal mechanism for collecting feed back from students on the various aspect of their learning experience at the campus may be instituted.
*The self-appraisal and other appraisal mechanism of teachers need to be formalized.
*The college should make provision to improve facilities to the faculty like spacious staff-rooms with water cooler facility.
*Advised to conduct remedial courses to the educationally disadvantage students.
*Computerization of the office and library may be taken up on priority for smooth administration.
*Advised to start health center.
*Courses in Spoken English, Personality development, Information Technology would definitely help students.
*As per the strength of college more lecture theatres, laboratories be constructed to facilitate effective teaching.
*Short-term diploma courses could be conducted by the college to equip the rural students for gainful employment.
*An Audio Visual Center will help the teachers and students.
*Departmental library in P.G. Departments may be establish.
*A coaching center for competitive examinations will be helpful for many desirous and meritorious students of the area.
*More budget allocation is required for science department.
*Music department urgently requires sound system and audio visual material.
*The Peer Team strongly recommends that the State Govt. / University should fill vacant posts of teaching and non teaching staff so as to facilitate effective teaching learning process.
*The Women Cell may be further strengthened.
*Effort should be made to strengthen the existing Hostel facility.
