Profile of Guru Angad Dev Veterinary and Animal Sciences University (GADVASU)

About University
Guru Angad Dev Veterinary and Animal Sciences University, an offshoot of Punjab Agricultural University, Ludhiana was first established at Hissar in 1962 where the College of Veterinary Science already existed since 1948. Guru Angad Dev Veterinary and Animal Sciences University was set up on 9th August, 2005 at Ludhiana to serve the society by promoting the livestock production, health and prevention of diseases through integrated teaching and extension programmes. The University was established with the following goals and objectives :

1.To help the society by providing adequate supply of trained Veterinary professionals capable of handling livestock health and production aspects including Master's and Doctorate level specialists according to the needs of the State Government and allied agencies.

2.To undertake research work in selected areas and wherever applicable following multi-disciplinary approach.

3.To provide opportunities for continuing education for professionals in Veterinary Science.

4.To provide consultancy and specialist services to livestock owners, government, semi-government and allied agencies.

5.To run 'Referral' hospitals for specialized treatment of the referred livestock patients and also to provide clinical training to the students.

6.To provide technical expert opinion to different government and other agencies whenever called upon.

7.To foster faculty development by providing them with opportunities to participate in appropriate training programmes, conferences, workshops, seminars, symposia etc. and avail other opportunities in exchange programmes.

8.To encourage cooperation and collaboration with other departments, Colleges, Universities and Industries both nationally and internationally.

Introduction
Guru Angad Dev Veterinary and Animal Sciences University (GUDVASU) was established with the objective of promoting livestock production, health and prevention of diseases through integrated teaching and extension programs in related fields. It is located at Ludhiana in Punjab and aims to serve the rural people of Punjab by improving their quality of life producing specialists within them.

History
Guru Angad Dev Veterinary and Animal Sciences University was established on 9th August, 2005, at Ludhiana to serve the rural society engaged in farming and animal husbandry. The University has evolved out of Punjab Agricultural University, Ludhiana that was first established at Hissar in the year 1962, where the College of Veterinary Science existed since 1948.

Mission
The mission of the College of Veterinary Science is to produce Veterinary graduates, scientists and extension workers for promoting better livestock health, by prevention of disease, increasing production and reproduction of livestock, thus improving the quality of rural life in Punjab.

Goals
The main goals of the college are:
i) To serve the society by promoting the livestock health and prevention of the diseases in domestic animals, zoo and laboratory animals and also taking care of veterinary public health aspects.

ii) To help the society by providing adequate supply of trained veterinary professionals capable of handling livestock health and production aspets.

iii) To undertake research work in selected areas and wherever applicable following systematic and multi-disciplinary approaches.

iv) To provide opportunities for continuing education for professionals in veterinary sciences.

v) To provide consultancy and specialist services to livestock owner, government, semi-government and allied agencies.

Educational Streams
Guru Angad Dev Veterinary and Animal Sciences University has established several institutions for the purpose of educating students in the related fields of veterinary sciences. The College of Fisheries under it is the only college in the states of Punjab, Haryana, Himachal Pradesh and Jammu & Kashmir for producing professionally and technically qualified manpower to cater the needs of fast developing fisheries sector.

The University offers five year and four year integrated programs in Veterinary and Animal Sciences, Fisheries Science, and Dairy Technology. Masters degree is offered in Veterinary Sciences and Fishery Sciences. Students can pursue research in Veterinary Sciences, Zoology and Fisheries.

Veterinary Hospital, located in the hospital premises, provides clinical training to the students. Applicants are required to pass 10+2 or equivalent examination with Physics, Chemistry, Biology and English from a recognized Board/University with minimum 50% marks in aggregate to secure admission in these undergraduate degree courses.

Facilities
The veterinary hospital as well as dairy and poultry farms help students in training and research. A book bank located in the complex provides students with the textbooks. A books and journals in various fields of Veterinary Science and Animal Husbandry is available in the book bank. The university provides hostel facility to the out-station students. Students can also access internet at the Computer Centre.

Bruised, city remains peaceful but tense
Ludhiana After having weathered the incidents of violence and rioting, the city on the whole remained peaceful on Sunday. The situation in most parts of the city remained tense but under control barring an incident on the Daba-Lohara road today evening where five boys were injured after they were attacked by a resident of Laxmi Nagar. These boys were later identified to belong to a gang of one Mauji, who has a criminal background with seven police cases pending against him.

Meanwhile, the police which was slightly relaxed in imposing the curfew last night ensured that a complete curfew was imposed today morning with no one allowed to come out on to the roads. As a result, the roads wore a deserted look and city swamped under the khakhi.
Deputy commissioner Vikas Garg has meanwhile ordered that relaxation in curfew has been given from 6 p.m. to 8 p.m. in the Model Town police station, Sarabha Nagar and Division No. 5 on December 6. In another order, the DC has ordered that all schools, colleges and all other educational institutions will remain closed on December 7. Acting on these orders, both Punjab Agricultural University and Guru Angad Dev Veterinary and Animal Sciences University have also announced that they will remain closed on Monday.

IG, Jalandhar zone, Sanjiv Kalra has meanwhile appealed, to all the citizens to remain calm and maintain peace in present times. He added, Punjab has already witnessed very hard times and we all should work towards maintaining peace and harmony. And for doing this, I need the cooperation of all the residents, added the IG.
Adding to this, the SSP, Dr Sukhchain Singh Gill said, We have ample force in the city -- about eight different companies from the RAF, BSP and the state reserve to maintain law and order situation in the city, especially in the wake of the Bandh call tomorrow. The SSP added, To instill confidence among the residents of the city, we are holding flag marches in various parts of the city and telling people that the situation is under control.

SAD, BJP urge residents to maintain peace and amity Sukhbir Singh Badal, Deputy Chief Minister, Punjab, today announced immediate grant of Rs 5 lakh to the family of Darshan Singh, who died yesterday in police firing in Ludhiana. According to an official spokesman, the Deputy Chief Minister has also announced a job for the next of kin of the deceased.
Meanwhile, Shiromani Akali Dal (SAD) and Bhartiya Janata Party (BJP) today issued appeal to the people of Punjab to maintain peace, harmony and communal amity as per the highest traditions of the state. This appeal was issued after a high-level meeting was held at Chief Ministers residence in which besides Chief Minister Parkash Singh Badal, Sukhbir Singh Badal, Deputy Chief Minister and president of the SAD, Prof Rajinder Bhandari, president of Punjab BJP, Ranjit Singh Brahmpura, Minister Rural Development and Panchayat, Sukhdev singh Dhindsa, Secretary General SAD and Harcharan Bains, Media Advisor to Chief Minister took part.



Workers of GADVASU threaten to go on strike

Ludhiana: Following the lines of their counterparts in Punjab Agricultural University, the workers of Guru Angad dev Veterinary and Animal Sciences University have decided to take on the state government over non payment of their arrears.The workers on Monday began indefinite protest at the admission hall. According to union leader Sukhvinder Singh, 40 percent of the arrears were supposed to be given to the workers in the month of April.However, the state government didn’t release the amount to the university.The workers had earlier issued memoranda to the government for the release of the arrear amount. “But there was no response from the government,” said Singh.The workers threatened to go on strike if there demands are not met within ten days.

Ludhiana: Guru Angad Dev Veterinary and Animal Sciences University (GADVASU) will host a Dog Show, the first of its kind in the city, on Sunday, Oct 30.Contestants from Punjab, Haryana and the union territory of Chandigarh will participate in the show.

Dogs of different species would take part in the show, manager of the Dog Show, Dr Kirti Dua, said. The cost of dogs range between Rs 50,000 and Rs 15 lakh, he added.Dogs will be put in different groups to compete with each other. This will certainly make the show interesting.One pet owner Amandeep Singh, who is a resident of Moga dist said that his pet Kairal would participate in the show. I am quite confident about the victory of Kairal. He has been like our family member and if anyone calls it a dog, I feel very angry, he said.

The plea of the complainant is that he has received letter dated 23.6.2011 vide which a copy of inquiry report consisting of total nine pages has been furnished. No other document/ evidence/ statement/ file notings have been supplied including action taken on the inquiry report.

2. The respondent on the other hand submits that the inquiry is still not complete and the Vice Chancellor, few days back, had discussed the matter with DSW-cum-EO and action is yet to be taken. The plea of the respondent is that whatever record was available has been furnished. He further submits that Dr. K.s. Sandhu, Director Extension Education has confirmed in writing that “ gq;ko f;fynk d/ dcaso ftu T[go'es ftô/ d/ ;zpzX ftu fJsBk jh foekov T[gbZGd j?”. A copy of this note of Dr. K.S. Sandhu on the body of memo No.GADVASU/SPIO/11/2154 dated 22.6.2011 has also been furnished to the information-seeker.

2. As regards delay from 23.3.2011 till today, the respondent has explained that the information pertains to Kali Jharani Centre in district Bhatinda. This centre was earlier headed by A.G.B, GADVASU and subsequently, it was transferred to DSW-cum-Estates Officer and then again it has been transferred to the Director, Extension Education. Since the information had to be collected from Bhatinda, it did result in some delay. The PIO further pleaded that there was no willful denial or unreasonable delay considering that the first lot of information was furnished vide memo No.362-63 dated 18.5.2011 and all queries/clarifications have also been given. I accept the plea of the respondent. However, considering that the complainant had to attend the proceedings on three occasions at Chandigarh incurring expenditure and wastage of time, I award him a compensation of Rs.1000/- which shall be paid by the respondent by a crossed cheque within a period of one month.

Veterinary varsity funds were misappropriated

Ludhiana: A case of misappropriation of funds worth lakhs has been reported from Guru Anand Dev Veterinary and Animal Science University here.The University accounts show purchase of material for research that were never purchased.Even the records of the stocks does not show the receipt of these purchases.A scientist at the Talwada centre wrote a letter to the vice-chancellor about it.But, even after two months the authorities mum.This stock was meant for the research at Talwada Research University. According to experts, the university account shows purchase of research material worth over Rs 11 lakh but in reality the university bought only stock worth Rs 4 lakh.

These points concern the purchases made by the Department of Veterinary Physiology and Biochemistry of the University, and various other expenditure incurred by it, and the details of the equipment acquired by the department whose cost is more than rupees one lakh. The respondent states that they have obtained legal advice, which is as under :-
“The information being sought at serial No (xi) to (xiv) being personal, the disclosure of which has no relationship to any public activity or interest and would cause unwarranted invasion of privacy of individuals. Thus the same can be refused U/S 8 (1) (f) of RTI Act.”

As a result of the above advice the information sought by the appellant was denied.

I find the advice given by the Ld. Counsel, quoted above, to be absolutely against the provisions of the RTI Act, 2005, because the information is not “personal”, its disclosure will in no manner cause the invasion of privacy, and it will also be in the public interest to give it. Infact, I find the advice to be thoroughly without merit and it is astonishing that the respondent has followed it. I, therefore, direct the respondent to give the information mentioned at point nos. (xi) to (xiii) of her application for information dated 01-05-2010, within ten days from today.
Adjourned to 10 AM on 28-10-2010 for confirmation of compliance.

Accepting the request of the representative of the appellant, his personal attendance at the next hearing of this case on 28-10-2010 is exempted.

In the instant petition filed under Article 226 of the Constitution, the petitioner has staked her claim for admission to the course known as Bachelor of Veterinary Sciences and Animal Health (BV Sc. and AH) under the sports category. She had appeared in the Common Entrance Test on 19.6.2009. According to the declaration of result she was given rank No. 223 in general category and rank No. 7 in sports category (P.1). It has been alleged that respondent nos. 3 to 5 got rank Nos. 243, 342 and 400 respectively in general category and rank Nos. 9,12 and 13 in sports category (P.2 to P.4). The admission to the sports category C was to be governed by the criterion given in Annexures A appended with the prospectus issued by the respondent University for the current academic session (P.5). As per annexure A of the prospectus the order of preference for the selection of outstanding sports person for admission to various Under Graduate and Post Graduate courses is to be as per Annexure B subject to the fulfillment of the prescribed minimum requirements for admission to a particular programme. However, clause 14 in annexure A” provided that only those games/ disciplines were to be considered for admission in which Guru Angad Dev Veterinary and Animal Sciences University, Ludhiana- respondent no.1 has to participate in the All India Inter-University Tournaments, National/ International sports like equestrian events were also to be considered. List of those games has been given in Annexure B. It is pertinent to notice that petitioner is a player of Boxing and has played the National Boxing Championship in the 52 Kg. Weight category. She has won Bronze Metal in the National Championship, 2007.

In para 7 of the petition, averments have been made with regard to other achievements in this sport. The petitioner has also challenged the right of respondent nos. 3 to 6 for their consideration under the sports category claiming that she is higher in merit.

We have heard learned counsel at a considerable length and find that the sport of Boxing has not been included for admission to BV SC and AH course against the seats reserved for sports person. At this stage it would be appropriate to read clause 14 of Annexure A appended with the prospectus which is as under:

14. Only those games/disciplines will be considered for admission in which GADVASU shall participate in the All India Inter University Tournaments. National/ International sports like equestrian events shall also be considered for this purpose. The list of these games/disciplines is given in anneuxre D.

A perusal of the aforesaid clause shows that only those games/ disciplines were to be considered for admission in which the respondentUniversity were to participate in the All India Inter University Tournaments.

It further provides that National and International sports like equestrian events were also to be considered for this purpose. It in turn refers to the list of games as per the details given in Annexure D. A perusal of the aforesaid annexure shows that the game of Boxing is not included and therefore the University has refused to consider the case of the petitioner under the sports category.

The matter is no longer res-integra. In some what similar circumstances a learned Single Judge of this Court in the case of Brijesh Kumar Bakshi v. Panjab University and others 1989(6) SLR 49 has refused to interfere when a candidate playing game of Boxing was not permitted to admission in the sports category by the Panjab University.

On the same line is the judgement of the learned Single Judge in the case of Shubhjot Singh v. Punjab University 1990(1) SLR 797. This Court has held that if the game of Boxing was included no grievance could be made by the petitioner claiming reservation on that basis because it is no ones right to claim that a particular game be included in the list provided by the prospectus. It is for the University to provide for such a list of games. Moreover, we find that a rationale basis has been provided by clause 14 when it says that the respondent University would consider only those games for admission in which it participate in the All India Inter- University Tournaments. It also clarified that National and Inter- National sports like equestrian events would also be considered for that purpose. The policy of the University appears to be to encouraged only those sports person who are playing the games for which the University has participation in the All India Inter University Tournaments or National or International sports. The view taken by the learned Single Judge of this Court in Brijesh Kumar Bakshis case (supra) is also unassailable and we are in respectful agreement with the aforesaid view. The writ petition is wholly without merit and is thus liable to be dismissed.

For the reasons afore mentioned this petition fails and the same is dismissed.

The respondent claims that the information required by the appellant was sent to him by post on 5-11-2008. The same has not yet been received by the appellant. He may go through the information when he receives it, and point out deficiencies, if any, in the information, on the next date of hearing. A copy of the information sent to the appellant has been seen by the Court. There are various anomalies which are noticeable. Firstly, it consists of a letter dated 23-10-2008 which has been sent to the appellant asking him to deposit the requisite fees of Rs. 3500/-, which is in direct defiance of the Court’s orders dated 3-10-2008, in which it has been ruled that the information is required to be provided free of cost to the appellant. Secondly, exemption has been claimed from providing various items of information under Section 8(1)(j) of the RTI Act, whereas the representative of the respondent present before us states that all the details required by the appellant have been provided to him. Thirdly, the information which has been shown to the Court consists of the certificates and marksheets etc. of only two or three candidates whereas eight have been stated by Sri Sabharwal to have been selected for the post of Store-Keeper.

In these circumstances, it would be necessary for the PIO-Dr. S.S. Sidhu, head of the Veterinary & Clinic Department to be present in the Court personally on the next date of hearing, alongwith a complete copy of the entire information asked by for the appellant. Rulings regarding the exemptions which have been claimed by the Respondent will be given by the Court on that date and information will be given to the appellant in the court itself in accordance with these rulings.

It is made clear that if these orders of the Court are not complied with, it would lead to the issuance of a notice for the imposition of the penalties prescribed in Section 20 of the RTI Act.

Monthly meeting of Innovative Fish Farmers Association at GADVASU

The monthly meeting of Innovative Fish Farmers Association (IFFA), GADVASU, was held here today at the College of Fisheries, GADVASU in which 15 fish farmers from various districts of Punjab took part. Technology of rearing and seed production ornamental fish was demonstrated to the farmers at the meeting.

Dr Asha Dhawan, Scientist (Fisheries) and Technical Co-coordinator of the IFFA, informed the farmers about this lucrative and upcoming enterprise, which can be a source of income for rural community, especially for women as back-yard business. She informed that as 85% of the trade of ornamental fish was from north-eastern states and rest was from southern states, there was a lot of scope to establish the rearing and seed production units of ornamental fish in Punjab.

Dr Vaneet Inder Kaur, Asstt Scientist (Fisheries), demonstrated the rearing and breeding technology of two ornamental fish varieties (Gold fish variety Shubunkin and Koi carp). She also gave tips to identify different fish species of gold fish and koi carp, diagnose diseases as well as the treatment methods. Dr S.K. Kansal, Co-ordinator of IFFA, encouraged the fish farmers to take up this venture as a small-scale enterprise.

However, copies of the correspondence between the DSP, Police Station Sarabha Nagar and the Vice Chancellor of the University, asked for in the complainant’s application dated 13-12-2007, has been incorrectly denied to him under the same section and therefore, I direct that the copies of this correspondence should be sent to the complainant, except for any portion thereof in which the contents of any ACR/Assessment Report etc.of any officer of the University, including the complainant, is revealed.

GADVASU to celebrate Foundation Day

Ludhiana, April 16 Guru Angad Dev Veterinary and Animal Sciences University (GADVASU) is celebrating its Foundation Day on April 21.
On this occasion, the Chief Minister’s Awards for innovative farmers in Animal Husbandry (Dairy, Poultry and Fisheries) will be given by Cabinet Minister Gulzar Singh Ranike. An exhibition on various university activities and latest research achievements will be arranged in the Silver Jubilee block (Hospital Complex).

The scientists of the university will also hold a technical session to mark the day. GADVASU will celebrate World Veterinary Day at Veterinary Clinical Services Complex. The celebrations will begin from April 21, and will conclude on April 26.

During the week-long programme, free anti-rabies vaccination, deworming and sterilization of the dogs and pets will be done. City residents can bring there their dogs for availing these facilities.

An animal welfare camp will be organized on April 23 at Gureh village near the city, at the Animal Welfare Center of GADVASU. During the camp, the treatment of sick animals, vaccination and surgical operations will be done. Lectures on management of dairy animals, reproductive disorders etc will be held.

The complainant in this case has written to the Chief Information Commissioner,Punjab, to the effect that he does not intend to appear in the Court today since he does not expect to get the required information from the respondent through the Court’s efforts.
The complainant has mentioned that he has taken exception to being asked to bring with him the information which has been provided by the PIO and has described this as “humiliation”. This is rather strange, since the complainant is aware that there is a difference of opinion in this case between the respondent and the complainant over the basic fact whether the information which has been asked for by him through his applications has been supplied to him or not. The only method to resolve this dispute was to go through each item of information which the complainant has asked for and to examine the information which has been provided and it was for this reason that he was asked to bring with him

the information which has been provided. The complainant did not raise any objection to this at the time the case was heard, and has now suddenly decided that he is not being properly treated.

Be that as it may, since the complainant has refused to attend the Court and extend any help or cooperation in taking a decision on his complaint, the Court has no option but to proceed to adjudicate this complaint ex-parte. For this purpose, the respondent should show to the Court the information which has been provided to the complainant with reference to those points in his applications, over which he is alleging that he has not got complete information. The Court will also adjudicate on the objections, if any, which have been raised by the respondent to providing any information.

Dr. A.S.Grewal has appeared before this Court on behalf of Sh. Sharwan Sehgal, Advocate, who has made the applications for information in this case, on his ( Dr. Grewal’s) behalf. He has been advised that the applications should have been accompanied by powers of attorney, and this deficiency should now be made up and powers of attorney in respect of all the three applications for information may be given to the PIO, GADVASU, Ludhiana, at the earliest.

Insofar as the merits of this case are concerned, there are 3 applications for information in this case and the position regarding each is as under:-

1. Application dated 31-5-2007

There are three points on which information has been asked for in this application. The information at point No. 1 has been denied by the respondent on the ground of exemption provided under section 8(d) of the RTI Act,2005.A plain reading of section 8(d) of the Act, ibid, however, makes it clear that it is not at all relevant to the information which has been asked for by the complainant, since Dr. A.S.Grewal was also a candidate for the posts for which the selections were made, and the revelation of the qualifications and publications etc. of the candidates who appeared for the posts can in no manner harm the “competitive position” of any candidate. The information asked for at point no. 2 has not been supplied by the University claiming exemption under section 8(i)(j) of the RTI Act. My finding on this point is that since Dr. Grewal was a candidate and was not selected for any of the 3 posts in question, he is within his rights to ask for the details of the evaluations made by the Selection Committee of each of the
candidates, and this does not cause any “unwarranted invasion of the privacy “of any individual.
The objections of the University are therefore overruled and the PIO/GADVASU is directed to supply the information asked for against point nos. 1 and 2 of the application.

2. Application dated 31-5-2007

The selection of Dr. K.S.Sandhu as Sr. Scientiest(VDI), has been challenged in a Court of law and is therefore subjudice. The proper course of action for the complainant would be to make a submission to the concerned Court for summoning of the required information.

3.Application dated 31-5-2007

The information required by the complainant in this application has been provided to him by the respondent.

The PIO,/ GADVASU, is directed to supply the information required by the complainant in accordance with the orders of this Court on the exemptions claimed by the respondent in their Memo. The petitioner has challenged the cancellation of his candidature through a communication (Annexure P.7) dated November 3, 2006. Vide the aforesaid communication, the petitioner has been informed that he was registered on July 24, 2006 as a student in B.V.Sc and A.H.

Programme for the academic year 2006-07.

However, the petitioner had failed to attend the classes in terms of Regulation 2.3 of the Regulation of the University which runs as
under:

“Provided that if a student after registration fails to attend the classes without written permission of the Dean for the last seven consecutive calendar days during the spell of twelve calendar days commencing from the date of registration, his/her registration stands automatically cancelled and seat vacated by him/her will be offered to next candidate on the waiting list subject to provision of semester rule 3.1.”

It has been averred in para 8 of the writ petition that he had in fact attended some of the classes as detailed in the aforesaid
paragraph.

After hearing the learned counsel for the petitioner, we dispose of the present petition with a liberty to the petitioner to approach the Vice Chancellor of the respondent University at the first instance making the grievance which the petitioner has raised before this Court. If any such application/representation is filed by the petitioner before the Vice Chancellor, then the Vice Chancellor may take appropriate action in the matter, in according with law.

A copy of the order be given dasti on payment of usual charges.

PAU to conduct entrance test for veterinary course

The authorities of the newly carved Sri Guru Angad Dev Veterinary and Animal Science University (not functional as yet) had to eat humble pie as they requested the authorities of the Punjab Agricultural University to hold the entrance test for admission to the BVSc four-year course and also conduct the counselling and interview for admission to the same course.

The Punjab Vidhan Sabha passed the Sri Guru Angad Dev Veterinary and Animal Science University Bill 2005 on April 19 in its budget session for the establishment of the university.

But the university has not yet come into being since the President has not granted assent to the same nor has the notification regarding its establishment been issued so far.

But the authorities of the new university have asked the Registrar of Punjab Agricultural University not to organise the admission to the College of Veterinary Sciences which is a constituent college of PAU and maintained that they would conduct the entrance test and admission.

The Secretary, Animal Husbandry, Punjab, who has been designated Vice-Chancellor of the proposed veterinary university, in a letter to the Dean, College of Veterinary Sciences, PAU, wrote on April 27, “The Guru Angad Dev Veterinary and Animal Sciences University Bill 2005 was passed by the Punjab Vidhan Sabha on April 19 and the same is under process for obtaining the assent of the President of India. As the academic session 2005-06 will be started in the new university, the necessary arrangements for the printing of prospectus etc may be made immediately so that the process of admission is started as and when the Guru Angad Dev Veterinary and Animal Science University Act 2005 comes into effect.” The Registrar of PAU was requested that prospectus for all courses which are to be transferred to Guru Angad Dev Veterinary and Animal Science University may not be published in the prospectus of the Punjab Agricultural University.

Accordingly, the PAU deleted the College of Veterinary Science courses published its own prospectus which have been on sale since may 6.

Now when the authorities of the new university have failed to get the assent of the proposed university from the President of India, they have requested the authorities of Punjab Agricultural University to organise the entrance test and counselling for admission to the BVSc course in the College of Veterinary Sciences.

The Secretary, Animal Husbandry, in a letter to the Dean Colleges of Veterinary Science, PAU, with a copy to the Registrar has stated, “The Guru Angad Dev Veterinary and Animal Science University Bill, 2005 as passed by the Punjab Vidhan Sabha has been sent to the President of India for his consideration and assent. As the process is time-consuming, it may not be possible for the new university to start the admission process as per schedule. Since the career of the students is involved , therefore , it has been decided that admission to the new academic session 2005-06 may be made by Punjab Agricultural University and it may be clearly mentioned in the prospectus that the new Guru Angad Dev Veterinary and Animal Sciences University is likely to be set up very soon, therefore, degrees to the students seeking admission during 2005-06 in the College of Veterinary Science will be conferred by the said university.”

At the same time, the Secretary, has observed, “The College of Veterinary and Animal Science is to be transferred to the new university, therefore , the income generated from the sale of prospectus, admission fee and NRI students etc may be deposited in a separate account so that the same could be transferred to the new university immediately after the same is established.”

The Registrar of PAU, Dr V.K. Sharma, said today that they would publish the supplementary prospectus now as their original prospectus was already published and was on sale.

The Registrar disclosed that the common entrance test of admission to the BVSc four-year course and BSc. (Agriculture) four-year course of College of Agriculture would be held on June 23 on the campus at Ludhiana and counselling for admission to the BVSc course would held on July 7. Counselling for BSc (agriculture) course would be held on July 8.

It is learnt that senior functionaries of the Punjab Government have not relished the mess allegedly created by the authorities of the new university. A senior functionary of the Punjab Government today rang up the Vice-Chancellor, PAU, and requested him to take steps for the conduct of the entrance test for the veterinary students. He also expressed his displeasure over the manner things had been dealt it with. The PAU authorities have assured the state government that they would hold the entrance test and admission to the College of Veterinary Science and money realised as a result of the sale of the prospectus and tuition fee would be transferred to the new university as per the rules provided in the act.

They maintained that so far the new university had not come into being and the College of Veterinary Science was an integral part of PAU. There could be no separate account for the new university.

The PAU Teachers Association president, Dr Hari Singh Brar, today criticised the “authoritarian attitude” of the state Animal Husbandry Secretary, particularly when the President has not granted his assent to the Bill and the notification for the same has not yet been issued.


PAU not to hold veterinary entrance test

The Punjab Vidhan Sabha has passed the Bill for the establishment of the Guru Angad Dev Veterinary and Animal Science University at Ludhiana but it awaits President’s assent. The Secretary, Animal Husbandry, of the Punjab Government who has been designated as the Vice-Chancellor of the new university in the Bill, has asked Punjab Agricultural University not to held the entrance test for admission to B.V.Sc and animal husbandry course of the College of Veterinary Science, a constituent college of the PAU till now.

The College of Veterinary Science located on the PAU campus has been transferred to the new veterinary university under the Bill. The provision of the College of Veterinary Science is mandatory under the Haryana and Punjab Agricultural University Act 1970 passed by Parliament.

The Secretary Animal Husbandry, said: “As the new academic session (2005-2006) will begin in the new university, necessary arrangement for the printing of prospectuses may be made immediately so that the process of admission is started as and when the Guru Anged Dev and Animal Science University Bill-2005 comes into force.”

At the same time, the Secretary has asked the Registrar of Punjab Agricultural University to delete the courses from the university prospectus which have been transferred to Guru Angad Dev Veterinary and Animal Sciences University.

Meanwhile Dr. V.K. Sharma, Registrar of the PAU said. We have deleted the courses related the College of Veterinary Science from the prospectus and the new prospectus of the PAU would be available from May 6.

Sh.Bahadur Singh Randhawa was born on 20.4.1950 in Village Mamadpur, Teh Malerkotla Distt. Sangrur. He is M.A.(Maths.) and has passed the A.M.Ae.S.I. (Associate Membership of Aeronautical Society of India). He served in the Defence Audit Department of the Comptroller and Auditor General (CAG) of India for 31 years 4 months from 1-5-974 to 31-8-2005. He passed the Subordinate Accounts Service (SAS) Examination in December, 1978 and was promoted as Section Officer on 18.06.79. Out of the service of 26 years & 2½ months (18.6.1979 to 31.8.2005 in supervisory capacity, 21½ years had been as Gazetted Officer i.e. 8 years 1 month (1.3.84 to 31.3.1992) as Assistant Audit Officer, 3 years 11 months (1.4.92 to 3.3.96) as Audit Officer and 9½ years (4.3.96 to 31.8.2005) as Senior Audit Officer. He had outstanding record in the Defence Audit Department. He has the experience of all types of establishment/administrative including budgeting and financial matters and audit work as Senior Audit Officer/Audit Officer/Assistant Audit officer. He has participated in a number of training courses including 'Financial planning, management and budgeting'.

He joined the Punjab Agricultural University, Ludhiana on 1.9.2005 as 'Accounts Officer & equivalent' and worked as Accounts Officer (Inspection Branch - Comptroller's officer) for eight months till 30.04.2006. He worked as Secretary to Vice-Chancellor, PAU from 1.5.2006 to 19.9.2008 (FN). He had excellent record in PAU. He took over the charge of Registrar on 1-12-2009.

Educational Streams

Guru Angad Dev Veterinary and Animal Sciences University has established several institutions for the purpose of educating students in the related fields of veterinary sciences. The College of Fisheries under it is the only college in the states of Punjab, Haryana, Himachal Pradesh and Jammu & Kashmir for producing professionally and technically qualified manpower to cater the needs of fast developing fisheries sector.

The University offers five year and four year integrated programs in Veterinary and Animal Sciences, Fisheries Science, and Dairy Technology. Masters degree is offered in Veterinary Sciences and Fishery Sciences. Students can pursue research in Veterinary Sciences, Zoology and Fisheries.

Veterinary Hospital, located in the hospital premises, provides clinical training to the students. Name : Dr Vijay Kumar Taneja
Brief Introduction
Dr Vijay Kumar Taneja, Deputy Director General (Animal Sciences), ICAR, New Delhi has taken over as the new Vice-Chancellor of Guru Angad Veterinary and Animal Sciences University (GADVASU), Ludhiana, on December 20, 2006. Dr Taneja is a well-known scientist of national and international repute. He is the fellow of National Academy of Agricultural Sciences (NAAS) and Indian Society for Study of Animal Reproduction (ISSAR). He is the recipient of Nils Lagerlof memorial award for his meritorious contributions to research in Animal Reproduction. He has been the member of informal Panel of experts on Animal Genetic Resources of Food and Agriculture Organization (FAO) for 3 years and involved in developing Country, Regional and Global Report on State of World Animal Genetic Resources. He has been the Chairman, Animal Production & Health Commission for Asia & Pacific and member Working Group on Animal Husbandry for X and XI Plan. He was Chairman of Sub-group on 'Cattle and Buffalo Breeding' Government of India. He has been instrumental in developing National Policy for Management of Animal Genetic Resources, National Breeding Policy on Cattle and Buffalo, Sheep, Goat and Rabbits and National Livestock policy. The major research contributions of Dr Taneja are Genetic evaluation of crossbred cattle genotypes and their performance testing under normal and free choice feeding, Synthesis of 'Frieswal', a crossbred cattle strain, Standardization and use of embryo transfer and related techniques in cattle and buffaloes.

Various other contributions of Dr Taneja include, formulation and implementation of National Project on Cattle & Buffalo Breeding with focus on conservation and improvement of indigenous breeds, Disease Free Zones for FMD and other diseases and Networking of Animal Disease Diagnostic Laboratories in the country for surveillance and early warning and response system. He initiated programs on ethno-veterinary medicine and indigenous knowledge and checked the ingress of highly Pathogenic Avian Influenza in the country through effective control measures.

Dr Taneja is a well-known academician, scientist and manager in Animal Sciences. Before joining as Deputy Director General (Animal Sciences), ICAR, New Delhi, he served as Animal Husbandry Commisioner (Govt. of India). He has played pivotal role in developing Animal Husbandry and Dairying.

Varsity has made significant strides, says GADVASU VC

Ludhiana - Guru Angad Dev Veterinary and Animal Sciences University (GADVASU) will celebrate its foundation day on April 21. Dr V.K. Taneja, Vice-Chancellor, GADVASU at a press conference held here today, outlined a significant progress made by the university in the areas of teaching, research, extension, infrastructure development, administration, finances and student activities during the last two years of its existence.
As per the VC, College of Dairy Science and Technology and College of Fisheries have been added to GADVASU while programmes of B.Sc. (Dairy Technology) and B.Sc. (Fishery Science) would commence from the academic year 2008-09. A new Department of Biotechnology has also been created and post-graduate programme in Animal Biotechnology would start in the coming academic session.

'With liberal grants from Government of Punjab and development-cum-research grants from the Indian Council of Agricultural Research (ICAR), renovation of teaching and research laboratories and lecture halls have been completed. Research and diagnostic facilities are being strengthened with state-of-the-art equipment to support accurate diagnosis and development of newer generation vaccines and diagnostics. Enhancing live-stock productivity and improving reproductive efficiency through genetic, reproductive and nutritional interventions is a priority for us,' opined the VC.

Dr Taneja also stated that during the year 2007-08, more than 80 research schemes were submitted to various funding agencies. Of these, 30 research proposals, amounting to more than Rs 15 crores, have been approved for implementation. The remaining proposals are under active consideration of funding agencies. Sizeable research grants are likely to become available during 2008-09, he said. Also, GADVASU has bagged a prestigious project on 'Sustainable livestock farming system for livelihood security in Hoshiarpur district of Punjab' amounting to Rs 8.5 crores under the National Agriculture Innovative Project of ICAR.

Dr Taneja also informed that the Department of Animal Husbandry, Dairying and Fisheries, Govt. of India has sanctioned Rs 60 lakh for Conservation and Proliferation of Beetal goats — a breed native to Punjab. The project is being taken up in Talwara (Hoshiarpur district) and Padari Kalan (Tarn Taran district ) and would supply superior breeding males (bucks) to goat farmers. In addition to this, the DAH&D, Government of India has also agreed to provide funds for improvement of Sahiwal cattle and Nili Ravi buffaloes. A proposal for a Centre of Excellence in Animal Biotechnology has been submitted to the Department of Biotechnology, Government of India.

'Requests have also been made for funds under Human Resource and Infrastructure Development. The Chief Minister personally discussed our proposals for additional grants both with Kapil Sibal, Union Minister for Science & Technology and Sharad Pawar, Union Minister for Agriculture, Govt of India,' he added.

The Vice-Chancellor emphasized that Dairy, Poultry and Fishery farms of the university had made significant progress — both in production and productivity. Total milk production went up from 4.65 lakh kg in 2006-07 to 4.87 lakh kg in 2007-08. A hundred per cent increase in silage production was achieved (3543 qtls in 2006-07 to 7645 qtls in 2007-08). Another landmark achievement is the introduction of 100% machine milking in buffaloes at university dairy farm. A new strain of quail named 'Punjab White,' with body weight of 225 g, was released for commercial use. There is a scope to adopt quail farming in Punjab.
