Students unhappy with govt bus drivers cause traffic jam in Ludhiana

Ludhiana: On Monday morning, school and college students blocked the road in front of the main bus stand, thereby causing traffic jam. The students jammed the road to protest against the government bus drivers who do not stop their buses for students possessing bus passes. The jam caused long queues of traffic and continued for around 30 minutes.The police calmed the students down and then arranged a meeting between the students and the bus stand management.The students have said that they possess bus passes and that they have to go Ajitwal from Ludhiana to attend their college classes. They have alleged that the government bus drivers do not stop buses for them and therefore, they have to run and catch the buses.The students said that there were not many government buses operating on the Ludhiana-Ajitwal route and thus, they had to travel in private buses, paying the whole fare.They asked the officials: What is the point of issuing bus passes to students when we are not getting any benefit of it?

According to Navraj Batish, station supervisor of the Punjab Roadways, Ludhiana Depot, the issue arose because of the Pepsu Road Transport Corporation (PRTC) bus drivers. He says that the bus pass issued by the Punjab Roadways can be used in the PRTC buses as well.However, the students have alleged that the PRTC conductors do not allow students to travel without paying for the fare, although they posses bus passes.

ORDER

During the hearing held on 24.5.2010, the Respondent has taken a plea that Respondent College is not a public authority and it is exempted from the purview of the RTI Act, 2005 and PIO was directed to file an affidavit by the next date of hearing on Respondent’s claim regarding non-receipt of any kind of grant from the Government or any other Government Agency.
2. Today, in compliance of the order, an Affidavit was filed by Shri Vikas Kuthial on behalf of Respondent-College, submitting that :-

I. That the Lala Lajpat Rai Polytechnic College, Ajitwal, Moga (Punjab) is a private unaided College managed and run by Shri Guru Nanak Dev Educational Society (Regd) Moga (Punjab).

II. That the Lala Lajpat Rai Polytechnic College, Ajitwal, Moga (Punjab) is affiliated to the Punjab University.

III. That the Lala Lajpat Rai Polytechnic College, Ajitwal, Moga (Punjab) has never received any financial aid, grant from any Central and /or State Government or any Government Authority.

IV. That the Lala Lajpat Rai Polytechnic College, Ajitwal, Moga (Punjab) does not fall within the definition and /or the meaning of “Public

Authority” as given in section 2 (h) of the Right to Information Act, 2005.

3. The respondent has also placed a copy of the order relating to a similar case CC No.1080 of 2008 decided by Hon’ble SIC Mrs.Rupan Deol Bajaj.
4. In view of the categorical assertion in the affidavit which is adequate is accepted by the Commission. It is clear that Lala Lajpat Rai Polytechnic College is not a Public Authority, the Respondent is not obliged to disclose the information.
5. In view of above, the case is hereby dismissed.

ORDER

This complaint was filed on 4.3.2010 with the grievance that the request for information dated 27.8.2009, has not been redressed by the Respondent within the prescribed period of 30 days. The notice of hearing was issued on 19.3.2010 and hearing was held on 12.4.2010 and 3.5.2010. Respondent was absent on both the hearings.

2. Vide order dated 12.4.2010, PIO was directed to be present in person on the next date of hearing failing which action shall be taken against him under Section 20(1) of the RTI Act, 2005 and again on 3.5.2010, PIO was issued a show cause notice to explain as to why the penalty under Section 20(1) of the RTI Act, 2005 be not imposed on him.

3. In response to the order dated 12.4.2010, issued by the Commission, the Respondent vide his reply dated 3.5.2010 stating that Lala Lajpat Rai Memorial Polytechnic College Ajitwal (Moga) is self financing College of Polytechnic and it is exempted from the purview of the RTI Act.
4. On Complainant’s protest that he will prove that the Respondent College is liable to provide information. The Complainant was asked to submit his submissions before the next date of hearing in regard to the plea taken by him. PIO is hereby directed to file an affidavit by the next date of hearing on the Respondent’s claim regarding non-receipt of any kind of grant from the Government or any Govt. Agency.

5. With these directions, the case is adjourned to 14.06.2010 at 2 PM.

2. Today, neither any intimation regarding supply of information and absence on the date of hearing has been received from the Respondent, which clearly shows defiance to the earlier orders of the Commission and disregard to the RTI Act, 2005.

3. Therefore, PIO is hereby issued a show cause notice as to why a penalty under Section 20(1) of RTI Act, 2005 @ Rs. 250/- per day subject to maximum of Rs.25000/- be not imposed on him till the information is furnished.

4. In addition to the written reply, the PIO is also hereby given an opportunity u/s 20(1) proviso thereto for a personal hearing before the imposition of such penalty on the next date of hearing. He may take note that in case he does not file his written reply and does not avail himself of the opportunity of personal hearing on the date fixed, it will be presumed that he has nothing to say and the Commission shall proceed to take further proceedings against him ex parte.

5. Directions are given to the PIO to provide information to the Complainant within 15 days under intimation to the Commission with proof of registry.
To come up on 24.05.2010 at 2.00 PM for compliance.

Polytechnic college honours students

The Lala Lajpat Rai Memorial Polytechnic College today felicitated its meritorious students.

Raj Kumar of EMP course got first position with 682 marks out of 875 while Daljinder Kaur stood second with 601 marks. Similarly, Ritu Jarial stood first in Punjab with 655 marks out of 875 and Pooja Dhiman got fifth position with 644 marks.

Amarjit Yadav of ECE branch bagged second position in the district with 628 marks while Shalwinder Sharma was adjudged third with 617 marks.

To encourage students, college felicitated them with shields. The students credited for their impressive marks to the faculty for its dedicated and planned approach towards teaching. Professor Shashi Yadav Head of department was also honored on this occasion.

GND polytechnic college bags overall trophy

Hosts Guru Nanak Dev Polytechnic College, Gill Park Gill road, Ludhiana, bagged the overall trophy in the boy s section of the 35th annual Punjab State Inter-Polytechnics Athletics Meet, which concluded on Saturday. The overall trophy in the girls section was annexed by Lala Lajpat Rai Memorial Polytechnic College, Ajitwal, Moga.

As amany as 41 teams from various technical instututes of Punjab participated in the two-day meet. The Victor Ludorum Trophy 2005-06 in the boys section was clinched by Lala Lajpat Rai Memorial Polytehnic College, Ajitwal, while this honour in the girls section was shared by the Government Polytechnic for Women, Amritsar, and the Government Polytechnic for Women, Ludhiana.

Mr J.B.Goyal, secretary, Technical Education, Punjab, gave away prizes to the winners. Mr Birinder Singh, Principal of Guru Nanak Dev Polytehnic College, Ludhiana, Mr Naresh Nagpal, Addictional Director, Technical Education, Punjab, and Mr Baljit Singh, president, Punjab Technical Institute, Sports were among others who present at the prize distribution function.

Gang of robbers busted

The local police claims to have busted a gang of robbers with the arrest of Harbinder Singh, alias Binder of Manuke, Harvinder Singh of Dhurkot, Sikandar Singh of Acharwal, Manjit Singh of Sodiwal, and Satwant Singh of Shahkot near Sohian with weapons while planning to commit a crime.

They were responsible for the murder of Baghel Singh, a student of Lala Lajpat Rai Memorial Polytechnic College. During further interrogation, the accused confessed to having stolen a scooter on August 20,1998, from Puri Auto Centre Jagraon, for which an FIR was lodged.

They said they had looted a petrol station at Hathur village at Jagraon and stolen a scooter near Jandi village.

They also tried to steal another scooter but on resistance by the riders, fired and injured them and later took their scooter towards Kishanpura.

They robbed an Esteem car at gun point near Gahaur which they had hired from Ludhiana.

Financial constraints seems to be no limit for Jeewanjit Singh, a city resident, who has modified a motorbike by fitting an engine of four wheeler.

A lover of bikes, Jeewanjit Singh, completed his diploma in mechanical engineering from Lala Lajpat Rai Memorial Polytechnic College, Ajitwal, near Moga recently. He opted for a topic on modification of bikes in his project report which was to be submitted during the last semester of the diploma course. He succeeded in giving the final shape to his idea after one and a half year’s hard work.

On a manually developed frame, he along with his batch mates — Swarn Singh and Gaganpreet Singh — from Ludhiana fitted a Gypsy engine of 970 cc capacity with a gearbox of Yamaha 350 cc. The rear tyre has been replaced with a Tata Safari’s tyre, while that of a front with the rear tyre of a motorcycle to make vehicle stronger.

While talking to Chandigarh Tribune, Jeewanjit Singh said the petrol tank of the six geared bike has a storage capacity of 10 litre and can run at a speed of over 160 km per hour which could be raised upto 200 km. In a long drive the bike gives an average of over 20 km per litre.

“My parents and brother inspired me a lot to achieve the goal. My elder brother, Mr Jatinderpal Singh, gave the idea to modify a motorcycle by fitting an engine of a light vehicle some years ago and I tried my best to prove it”, Jeewanjit Singh added.

After a similar bike with a Ludhiana resident Mr Davinder Singh, he claimed that his bike was second in this region. “I will keep giving shape to my ideas of modifying the bikes but need a job at this time,” he said.
