Punjabi University has shown a remarkable growth and excellence in the various fields over the last 40 years and has been accredited with Five Star status by National Assessment and Accreditation Council (NAAC). Keeping in view the increasing needs of technical education and lack of proper faculty and facilities available in many recently established engineering colleges and feeling deeply concerned with the deterioration in the quality standards in the technical education, the University decided to use its potential for enriching the aspiring students and their parents with quality technical education in the state of Punjab, Overwhelming response from the people was witnessed during counselling conducted by Punjab Technical University, Jalandhar, when UCoE was the first wherein all the seats in the three field of engineering (Computer, Electronics and Communication and Mechanical) were filled in the first counseling itself. This exhibits the tremendous faith, the people of Punjab have on the capacity and capability of Punjabi University, Patiala. The University, on its part, has drawn up a master plan to be executed in three phases to provide technical education in the basic and specialized fields in the time to come. Although only three branches leading to B.Tech. degree have been offered in the first phase, second phase would introduce M.Tech. programmes in various disciplines besides adding another three branches namely Micro-electronics, Power Engineering and Bio-informatics and the third phase would include the further expansion and stress on the research work and establishment of a separate research and development centre with active involvement and participation of the industry. This centre would strive for providing solution to the technical problems of the industry and would suggest ways and means for overall growth of the industry in the region. For its first phase, an area of 14 acres of land in the University Campus for the construction of the instructional area, laboratories, computer and informatics centre, library, workshops, administrative offices, hostels, one each for the boys and girls with a capacity of 400 each, a swimming pool and landscapes with an approximate cost of Rs. 25 Crores: Total building area in this phase would be more than 32,000 sq. meters. The University plans to equip about 20 laboratories and workshops with the modern and latest equipment and provide all other modern amenities and teaching aids in its academic area such as library, informatics centre, class rooms, seminar rooms etc. and as well as in both the hostels.UCoE is committed to recruit highly qualified and best suited faculty for imparting education to its students. The curriculum would be designed and updated frequently as per the changing needs of the industry and technology advancements. It would provide flexibility for promoting inter-disciplinary approach and would switch over to the credit system in due course. It plans to provide on-line accessibility to the various libraries of repute in India and abroad and providing internet connectivity to all the students even in the hostels. UCoE will provide opportunities and encourage its students to participate in the extra-curricular activities such as NCC, NSS, youth welfare and cultural programmes, debates, tech fists, sports etc. Their interaction with the other students of the University in such programmes is bound to contribute towards their overall personality development. A constant active interaction with the industry will be promoted by holding regular extension lectures from technical experts from the industrial houses and the frequent visits of the students to the industry, assigning the field/project work to the students and organizing workshops and seminars on various specific themes. A central placement cell has been established by the Punjabi University for arranging the training and final placement of its students. The cell is in constant touch with the industrial houses and is entrusted with the responsibility of arranging on and off campus interviews of its students with the executives of the industry and projecting its students by highlighting their achievements and potential for delivering goods as per the requirements of the industry. The Punjabi University is committed to develop UCoE as a Centre of Excellence in Technical Education. To promote technical and professional education on its main Campus, a University College of Engineering (UCoE) was established in 2003 which now has become third best sought-after engineering institute in the region and second in Punjab. Equipped with latest infrastructure, the College runs courses in Computer Engineering, Electronics and Communication Engineering and Mechanical Engineering. Significantly, around 95 per cent of its first batch students have been picked up for placements by various multinational companies. Notably, the 10-storey building raised for the college is second highest structure after Punjab Civil Secretariat in Chandigarh. Two other eight-storeyed buildings have also been completed to accommodate the ever-increasing number of girl hostellers. JUSTICE HEMANT GUPTA. HONBLE MRS. JUSTICE DAYA CHAUDHARY. Present:- Mr. Tribhawan Singla, Advocate for the petitioner. Ms. Ambica Luthra, A.A.G. Punjab. for respondent No.1. Mr. Amrit Paul, Advocate for respondent No.2. Mr.Deepak Sibal, Advocate for respondents No.3 and 4. Ms. Anu Chatrath Kapur, Advocate for respondent No.5. HEMANT GUPTA, J The petitioner has invoked the writ jurisdiction of this Court, claiming the admission in Computer Engineering under Sports Category. It is the case of the petitioner that the candidate lower in merit has been admitted against the Sports category, whereas the petitioner who has secured the Rank 6262, has been denied admission. In reply, it is the stand of the respondents that in fact, the petitioner has not appeared in the Office of Director, University College of Engineering, Punjabi University, Patiala, in terms of the Note in the Prospectus for claiming admission under the Sports quota. The said condition reads as under:- The candidates seeking admission under sports quota should report with all necessary original documents in the office of Director, University College of Engineering, Punjabi University, Patiala three days prior to the date fixed for counseling of Sports Category in the counseling schedule given in the information brochure, at 10.00 a.m. failing which they will not be considered under Sports Quota. The Policy of de-reservation of PTU adopted for central counseling will be followed. The counseling was scheduled to be held on 07.08.2008. Admittedly, the petitioner has not appeared three days before the counseling with his Sports Certificates before the Director. The appearance of the petitioner before the Director, University College of Engineering, Punjabi University, Patiala, three days before the counseling, was a necessary condition for admission against the Sports Category. Since the petitioner has not complied with such condition, therefore, the petitioner is not entitled to admission against Sports Category seats. In view of the above, we do not find any merit in the present petition. Dismissed.
