The Complainant vide his RTI request dated 18.08.2009, had sought information regarding appointment of class 03-04 employees by the Respondent between 01.01.2009 and 13.08.2009. On not getting any response, he filed a complaint with the Commission on 21.12.2009. A perusal of the file record reveals that the Respondent replied to his RTI request vide memo No. 563/11.09.2009, which is on record.

Since the information stands supplied to the satisfaction of the Complainant, the case is disposed of and closed.

Some historical background of Shaheed Udham Singh Government College, Sangrur

The college was started in July 1969 to commemorate the cherished memory of Shaheed Udham Singh. Originally named Shaheed Udham Singh Memorial Degree College. It was taken over by the State Government in September 1974 and renamed accordingly. The College besides preparing students up to the Three-Year Degree Course (Arts Group), also provides training under the National Cadet Corps and National Service Scheme. It has a library, a book bank and a dispensary, a number of cultural and literary societies and audovisual clubs functioning in the college to promote healthy growth of personality among the students. It brings out its magazine called ‘Udham Jayoti’ annually.

The number of students on the rolls of the college, during 1977-78, was 445.

Section I : Preface
Shaheed Udham Singh (S.U.S.) Government college is situated at Sunam Sub-division of District Sangrur in the Malwa belts of Punjab State. The College was established as an approved educational institution in 1969. In July 1974 with the efforts of Punjab Government the holy relics of national martyr Shaheed Udham Singh were brought to this city. Then Punjab Government while paying tributes to this Great Martyr, the college which was already established in his name, was taken over by the Government.

The college has 11.65 acre of campus area in semi-urban area. The institution has got U.G.C. recognition under 2f and 12B in 1974-75.

At present the college is offering three programmes at undergraduate level in Science, Commerce and Arts (humanities). Faculty of science consists of departments of Botany, Chemistry, Mathematics, Physics, Zoology and Biology. In the faculty of Arts there are department of English, Economics, Political Science, History, Punjabi, Geography, Physical Education, Sanskrit and faculty of commerce. At the day, college has 10 permanent teachers (02 Ph. D., 06 M.Phil and 02 P.G.) and 20 Part-time teachers (01 Ph. D., and 19 P.G.) and 08 technical and 06 administrative non-teaching staff members. The college offers only U.G. Programmes with 1266 students enrolled from the same state.

The College volunteered for institutional accreditation by National Assessment and Accreditation Council (NAAC), Bangalore. The staff study report necessary for this purpose was submitted to NAAC in December, 2003. The peer team consisting of three experts visited the college on 18th and 19th February, 2004 to assess the institution for accreditation. The peer team consisting of Prof. M. Malla Raddy, former Vice Chancellor of Osmania University, Hyderabad as Chairperson, Dr. Ashok M. Chavan, Head Botany Department and former Principal of Vasantrao Naik Mahavidyalaya, Aurangabad (M.S.) as a member and Dr. (Mrs.) K.K. Tandon, Former Deputy Director of Colleges, Government visited the institution for assessment.

The peer team carefully perused and analyzed the self-study report submitted by the college. During institutional visit, the peer Team went through all the relevant documents, visited the departments and all infrastructure facilities in the college, interacted at length with the Principal, teaching faculty, staff, students, parents, management, and alumni of the college. Based on the above exercise and keeping in mind the seven criteria identified by NAAC, the Peer Team has taken up the task of assessment and accreditation of the college.

Section II: Criterion wise Analysis
Criterion 1: Curricular Aspects
S.U.S. Government College, Sunam, affiliate the Punjabi University., Patiala is a co-educational College established in July 1969. The Punjabi University normally does not confer autonomy to the colleges. College works well within the framework of the university and has a limited say in the curriculum followed for the various courses. The college offers courses in Humanities, Sciences and Commerce faculties at the undergraduate level. The college started with Arts stream but keeping in view the goals and objectives of the college, it expanded its areas of academic operations to science and Commerce. The college offers 03 U.G. Courses and 01 Computer Courses besides 02 Senior Secondary in Medical and Non-medical stream in Science. Two teachers are the members of the Board of Studies and are actively involved in curriculum/syllabi formation and the structure of the various academic programs. The programs are of conventional in nature. Keeping in view the importance of computer education, the college has a tie up with NIIT Ltd. for imparting preliminary and advanced level computer courses.

Since its inception, the mission of the college has been to provide higher education to rural population especially weaker sections of society and female population and also inculcate Punjabi heritage and culture. Within this framework the college has added new subjects, faculties of science and commerce. The seats are reserved for socially and educationally weaker sections. The girl students are provided free education and scholarships are given to S.C. students. However, the college may start a few career-oriented courses like B.Sc. home science, B. Sc. Bio-technology, Music (Vocal) etc. The college need to arrange extension lectures bringing in interaction with academicians.

Criterion 2: Teaching, Learning and Evaluation
The admissions are made in accordance with the rules stipulated by the University and Punjab Government, reservation policy of the Government is followed for admission. Particularly there is no competition for the admission for the college and therefore almost every student who applies, is given admission. Recently the college introduced a system of continuous assessment of the learner. Its information is also intimated to the Parents/Guardians.

Conventional teaching method is being followed. Teaching innovations will have to be introduced and encouraged. Pedagogical methods need to be strengthened and modernized. More use of OHP, Slide Projector be made and modern teaching aids have to be procured.

The syllabi is unitized. It is informed to the students at the time of admission, which helps in teacher learner interaction. The Peer Team feels that steps may be taken to formalize the academic calendar and its regular follow up.

Students are assessed by conducting periodic tests. It is noted with concern by the Peer Team that there is an acute shortage of teachers, which adversely affect the quality of institution. The Peer Team strongly recommends that Government should initiate immediate take steps to recruit minimum two to three teachers in each department. Appointment of temporary/adhoc teaching staff is made by the State Education department.

Self-appraisal method to evaluate the performance is not unregistered. However, the performance of the teacher is evaluated by annual confidential report (ACR). Principal writes ACRs considering the annual results, teacher’s punctuality, general behavior, personal attention, discipline & other duties assigned, number of Conferences attended and teachers research work.

Criterion 3: Research, Consultancy and Extension
The college is essentially an institution for undergraduate teaching, and there is limited scope for research. The Faculty members need to update their knowledge/skill by participating and attending national level seminars workshop/conferences. It is also necessary to invite experts from different fields to deliver lectures, which provides rich compensatory educations for obvious advantages. Teachers encourage students to participate in extension activities. The best Social Worker student is felicitated with honor by the college. College undertakes extension activities like community development, health and hygiene awareness, adult education and literacy, AIDS awareness, environment awareness, population activities are to be organized along with NGO’s and GO’s

Criterion 4: Infrastructure and Learning Resources
The college is located in semi-urban area of Sunam, Distt. Sangrur in a 11.65 acres. of under developing area. At present college has 06 classrooms, 06 lecture theaters, 04 laboratories, 08 small rooms, common room for girls, Seminar Hall, Red Cross room and Administrative Block. Athletics track, Parking shed and Canteen is also available in the campus. The Peer Team however strongly recommends that the college should expand its infrastructure including Library, Laboratory etc. The maintenance of the infrastructure is done by the public works department (B&R) of the Punjab Government and its own employees.

The college plans and regulates its optimum use of the infrastructure. The college library and reading room are open to the students on all working days for 06 hours. Library is inadequate to meet increasing reading requirements of the students. The Reprography, Computer and Internet facilities should be procured for the library. There is no centralized computer facility. However, the computer center is run by NIIT, which remains open during college hours. The maintenance of all the computers is the responsibility of NIIT.

Red cross room provides first aid to students and staff. However, the State Government is providing free health service to the staff members of the college.

Sports facilities are available for indoor games and outdoor games. Sports persons participation in University and State level competitions. Outstanding sport persons are awarded the roll of honors and college colours.

Reservation of seats for admission and facility of fee concession are also given. The Peer Team appreciate the sport performance of the college.
No hostel facility is available in the college.

Criterion 5: Student Support And Progression
The college is situated in the Malwa Belt of the Punjab State. College Publishes its prospectus annually which includes college profile, courses of study available, eligibility, criteria for admission, fee structure, rules and regulations etc.

Financial support is made available to the students from State/Central Government scholarship and other agencies. A good number of students were awarded with merit scholarship, scheduled caste and backward class students are also benefited by financial supports

The college do not have any employment cell, however, step should be taken for the same.

The college has an Alumni Association organized in the name of ‘The Old Students Association of S.U.S.Government College Sunam’. It has an elected body, which is extending its support for the development of the institution particularly the infrastructure. Peer team appreciates the activities of the Alumni Association for the welfare and development of the institution.

Criterion 6: Organization and Management
S.U.S. Government College is run by the Punjab State Government The Government also runs 48 colleges in the State and other educational institutions. The college have an efficient internal co-coordinating and monitoring system in the form of College Council, which consist of five senior teaching faculty members and the principal. The working in the departments are monitored by the principal.

State Government often organizes professional development programmes for non-teaching staff for efficient management of the institution.

College offers various welfare schemes for the benefit of the students, Liberal financial assistance is given to the poor students. Book bank facility is given to needy students on yearly basis. Merit scholarship is given from the Central/Stage Government and agencies like NCERT. However the schemes should be formalized.

There are separate grievance rederessal committees for employees, boys and girls. The committee for employees is headed by the Principal and the Office Superintendent as its members.

Various loan facilities are available from the State Government like house building loan, vehicle loan, and computer loan. Teaching and non-teaching staff are benefited.

Criterion 7: Healthy Practices
The S.U.S. College is still in a formative stage and miles to go to develop into a comprehensive institution with excellence. Despite several limitations the existing faculty and the principal are taking active interest to promote the institution and raise its standards.

Principal calls staff meetings from time to time. College ensures proper utilization of teaching hours. The college also periodically assesses infrastructure facilities.

College imparts the value-based education. College organizes guest lectures on National days like National Integration Day, National Solidarity Day, Human Rights Day, International Women’s Day etc. The N.C.C. and N.S.S. Units also help the students realize the dignity of labour.

College inculcates civic responsibilities amongst the students by sensitizing them to environmental awareness, Blood Donation etc. College Youth Club, English Literacy society, Punjabi Sabha also help in inculcating leadership qualities.

College also looks towards all round personality development of the students. College promotes the activities of many literacy societies, youth club which seek to tap the talent of students. Debates, declamation, quizzes are organized by the college. The old students association also collaborates with the college to undertake activities with the purpose of all around personality development.

College caters to the educational needs of the people of surrounding rural area and those belonging to the lower strata of society. Seats are reserved for backward classes. Girl students are not charged any tuition fees.

College magazine ‘Udham Jyoti’ is a regular publication, which provides an opportunity to learner to give expression to their creative skills.

Section III : Overall Analysis
S.U.S. Government College has been started with an objective of providing access of higher education particularly to the rural students, under privileged girls and first generation students. The peer team appreciates the efforts made so far by the college to the extent possible in introducing some of the healthy practices indicated.

Commendations:

*College introduced continuous evaluation of students. Remedial measures adopted to help the poor students.

*The existence of Parent Teacher Association (PTA) has come as a boon to the college development.

*College has bagged Championship in sports.

*College has twinning programmes NIIT.

*Emotional bondage of alumni reflected in the contribution for development of their Alma matter.

*Value based education imparts responsibilities amongst the students.

*Efforts of the college towards all-round personality development of the learner.
The peer team feels that, there are several areas of concern, which the college may consider in order to improve its standards. The following suggestions are made for future development of the institution:

Suggestions:

The teacher parents ratio needs to be improved on priority basis.

Teaching innovations needs to be introduced and encouraged.

Pedagogical use of modern teaching techniques should be encouraged.

The college may explore the possibility of introducing more applied courses.

Access to computer and student support services like placement cell, academic counseling need to be strengthened.

Inculcate research culture in staff members and teachers should explore the possibility of seeking additional funds from various national funding agencies to strengthen the academic and research activities.

The Laboratories need to be well equipped.

The budgetary provision for purchase of new books, journals may be enhanced. Internet, Computer and Reprographic facility may be provided to the Library.

Keeping in view the demand of the students, parents and Alumni Association, the post of Physics Lecturer should be filled so that the college can start B.Sc.-I (Non-medical)
