NAAC report of Rajendra College

Section 1: Preface
Rajendra College (Autonomous), Balangir was established in 1944 by Late Rajendra Narayan Singh Deo, the then Ruler of the earstwhile Patna State. The College was upgraded to a Degree College in 1964. The College is located at a campus of approximately 46 acres, on the outskirts of the town Balangir. The mission of the College is to spread the knowledge to the students through academic, social and co-curricular activities.

The College was given an Autonomous status in April 2002 and recognized by UGC under 2F in 1967 and 12B in 2002.

The College offers UG programme in Arts, Science and Commerce stream both in Honours and Pass course. In Arts, Hindi, English, Oriya, Sanskrit, Philosophy, History, Political Science, Economics, and Mathematics are offered and in Science, Physics, Chemistry, Botany, Zoology, Mathematics and Computer Science (self-financing) are offered under Science stream. In Commerce, both Pass and Honbours courses are offered. The College also offers PG course in Botany, Chemistry, Zoology, Economics, History, Political Science and Commerce.

Admissions for Honours courses are made on the basis of academic record and performance in written entrance test. Recruitment of the teachers is made by the Orissa Public Service Commission. The non-teaching staff are recruited by the College as per norms prescribed by the State Government. The College works for 274 days, out of which 180 are used for teaching. The College follows annual scheme of examination as prescribed by the affiliating University. The College has 32 permanent teaching staff, out of which 12 are Ph.D. and 05 are M. Phil. and rest are post-graduates. It has 35 Technical staff and 41 administrative staff. The total student enrolment into various UG and PG courses is 1061 and at PG level is 146. The unit cost of education including staff salary is Rs. 19,080 and excluding salary is Rs. 3,985.

The College volunteered to be assessed by the National Assessment and Accreditation Council (NAAC), Bangalore, and submitted its self-study report in March 2005. NAAC constituted a Peer Team to visit the College and to validate the Self Study Report (SSR). The team with Professor K.C. Mathur, Former Vice-Chancellor, MNRASRK University, Raipur as the Chairperson, Professor Arun K. Pandey, Professor of Botany, TM Bhagalpur University, Bhagalpur as Member-Coordinator and Professor Subir Kumar Basu, DSW, Vidyasagar University, West Midnapur as Member visited the College. Dr. M.S. Shyamasundar, Dy Adviser, NAAC, Bangalore coordinated the visit.

During the on site visit of the College on December 16 & 17, 2005, the Peer Team visited all the infrastructure available in the premises and perused the academic, administrative and financial records, went through all the relevant documents, visited the various departments, offices, library, laboratories, N.C.C. and N.S.S., sports and other facilities. The Peer Team interacted with the Principal, Executive Committee Members, Head of the departments, faculty members, non-teaching staff, students, parents, and some Alumni of the College.

Based on these exercises and criteria identified by the NAAC, the Peer team assessed the institution. The assessment of the College under various criteria, the commendable features and the issues of concern are presented in the following sections.

Section 2: Criterion-wise Analysis
Criterion I: Curricular Aspects
The College offers 15 under-graduate courses; 07 in Science, 09 in Arts and 03 in Commerce. The faculty of Arts offers UG courses in Hindi, English, Oriya, Sanskrit, Philosophy, History, Political Science, Economics, and Mathematics. In Science Faculty, the available subjects include Physics, Chemistry, Botany, Zoology, Mathematics, Statistics and Computer Science. The College also offers Commerce Honours. The College offers PG course in Botany, Chemistry, Zoology, Economics, History, Political Science and Commerce. There are a number of elective and non-core options for students in all the three streams. There are a number of flexibilities extended to a student opting for higher course at Degree level. The students can change their subject options within a period of thirty days.

The syllabi is reviewed and updated after the end of each academic year. While formulating the course, the suggestions of the students, examiners for different subjects, guardians and alumni are also taken into consideration. The courses offered at UG and PG levels are mostly traditional, but in Science subjects around 30% of the curriculum is practical oriented.

The affiliating University conducts review of academic programme of the College once in every two years. All the subjects at UG and PG level have modular curriculum. A number of elective subjects like Environmental Studies for Arts, Science and Commerce students, Biology for Physical Science students, Mathematics for Biological Sciences students have been introduced. Indian Society and Culture has been introduced for all students. The College has introduced Computer Science Honours course under self-financing scheme.

Criterion II: Teaching-Learning and Evaluation
The College follows the annual pattern in its academic programmes. Admission to UG and PG programmes is made on the basis of merit and special entrance tests. Beside general practical work, the students are given different project works.

In addition to the class room teaching, debates, group discussions, quiz, exhibition of collections, models, posters are regular activities of the College. Students use audio-visual and internet facility for learning. Field trips are organized in Botany and Zoology Departments.

The College conducts remedial classes for the benefits of disadvantaged students. The difficulties faced by the students are taken care by organizing proctorial and practical classes. Pre-test and test examinations are conducted so as to enable the students to appear at the examination with confidence.

The teaching is done for 180 days in a year. The College follows the six days week schedule with five hours actual working per day. The workload of most of the teachers is found to be in excess than the prescribed workload. 26 out of 32 members of teaching staff has at least one step higher qualification than the minimal level. All the classes are conducted by full time teachers.

The reading room of the library remains open for a period of five hours daily. The students use internet facility available in the library. The computerization of accounts, examination, admission and library has been partially done.

The evaluation methods are communicated to the students at the beginning of the session through the printed syllabus, College prospectus and class room appraisal. Internal assessment carries 20% marks. There are three Term End Examinations for UG students. The Principal of the College monitors the overall performance of the students during the sessions through tutorials and monthly examinations.

The Board of Studies are constituted as per UGC guidelines. The College follows door evaluation. The College adheres to the scheduled dates of the examination.

Selection of the teaching staff is done by the Orissa Public Service Commission. In the last three years, 27 teachers from the College have participated in National level seminars/ Symposia out of which two teachers have participated in International seminars. 40 teachers have participated in refresher/orientation courses.

During the submission of CCR, all the teachers and subordinate staff are given opportunities to follow the self-appraisal method to evaluate their performance. Each teacher furnishes a self-appraisal form every month. Annual self-appraisal is submitted by the teachers for onward transmission to Department of Higher Education, Government of Orissa. The Departmental progress registers are maintained by the departments and the same are reviewed every month by the Principal of the College.

The concept of evaluation of teachers by the students has been introduced. The students are provided appraisal questionnaire which contains information about conduct of classes, standard of teaching, facilities etc. Academic audit is done by the affiliating university from time to time.

The teachers should also be encouraged to make innovations in teaching and to use new technologies to enable classroom teaching to become more effective and culture specific. The drop-out rate is 5%. There is an increasing trend in the percentage of passes in all courses in the last five years and the present success rate is 62%.

The College publishes College Magazine, and Wall Magazine annually and monthly respectively. The College organizes literary and cultural programmes, especially folk dance, music and debate competitions. The Peer Team appreciates the involvement of the students in performing arts.

The advance learners are encouraged through seminars, periodic tests, term examinations, literacy competitions like debate, essay writing etc. The teaching plan prepared by the teachers help completing the syllabus on time. The annual system of examination is followed both for UG and PG programmes.

Lecture method is supplemented with visual charts, models and group discussions. OHPs and LCD projectors are used for effective teaching-learning. The College had 274 days of working of which 174 are teaching days during 2004-05.

Teachers are appointed by Orissa State Government based on the recommendation of Orissa State Public Service Commission. Out of 24 permanent teachers, 15 are Ph.D holders, 01 is M.Phil and 08 are PG holders. Self-appraisal followed in the College enables the teacher concerned to evaluate his/her strength and weakness in academic area. The College forward self-appraisal to the Government for the needful. The teachers of the College maintain diary which is verified by the Principal. The result in the annual examination during the 2004-05 was 62% and drop out rate was 5%.

One teacher each from Botany and History departments have won national awards. Two teachers have participated in the Faculty improvement Programme. Several teachers are members of syllabus committees, Board of studies of other Autonomous Colleges.

Criterion III: Research, Consultancy and Extension
The College provides facilities for research. 15% of the faculty are involved in research. There is a separate research committee to facilitate and monitor research. One major and one minor research project is going on in Botany and one minor research project is ongoing in the Department of History. The faculty members of Botany, Zoology, Statistics, Sanskrit, Political Science and History have published 44 research papers. Two students have been awarded Ph.D. degree during the last five years. Three students are working as part time scholars. During the last three years around 26 books in Botany, History, Statistics, Oriya, Sanskrit, and Political Science have been published. The College should motivate the faculty members to avail the facilities for research work like FIP. The Department of Botany has collaborated with Department of Forests and Environment, Govt. of Orisdsa in identifying species diversity in the Balangir district.

Some of the teachers have received awards for the extension work. The extension work is mainly done through NSS, NCC and Youth Red Cross. The extension activities include blood donation programmes, campus cleaning, providing drinking water facilities to the public during summer, conducting health camps in adopted villages, plantation programmes, pulse-polio immunization programme, health awareness and family planning, drive against illiteracy, leprosy eradication, national integration camp. The College invites eminent scholars to deliver lecture related to health and social problems. The College gives class room attendance relaxation to the students who take part in extension activities.

Criterion IV: Infrastructure and Learning Resources
The College has a campus area of about 46.053 acres. The College has three separate buildings comprising classrooms of Arts, Science and Commerce of undergraduate and postgraduate subjects and laboratory for science subjects - Physics, Chemistry, Botany, Zoology, Computer Science. It has Teachers' Common room, Library building, four hostels, staff quarters, Principal quarter, Guest House, Administrative building etc.

Public works Department, Public Health Department and Electric Departments take care of the overall maintenance of the building. UGC development assistance is utilized for purchasing the equipment, books, and journals. The state Government releases the funds annually for the maintenance of Laboratories, Library and other infrastructure.

The Central Library consists of four divisions - Social Science, Humanities, Science, Commerce. It has a collection of about 52,567 books. The Library remains open for six days in a week from 8 A.M. to 5 P.M. The library runs with the help of Advisory Committee that decides the purchase of the books and offer library policy matters. The library has been partially computerized. There is an independent reading hall of the library where students study during their leisure period. The Central library facilities need to be revamped. Book bank facility needs to be made available in the Central library. As many post graduate classes are run in the College and also as expansion of courses is on the College agenda, library space, maintenance, holding and services need priority consideration by the authorities. Last year 1390 books worth Rs. 6,52,368/- have been purchased.

Apart from that the computer facilities available at the computer center, most departments have computers. The computer facility can be more efficiently utilized for augmenting computer literacy on the campus. Internet facilities may be expanded at the library so as to enable the faculty & research scholars easy access to net browsing. The College has large playground and a stadium basketball court, badminton court. The College provides various games and sports equipments to the students. The playground is used for cricket, football, Badminton etc. by boys and girls students. The College has one P.E.T. who supervises various games in the College. Three students of the College participated in the inter-university cricket and football at the state level. The College has purchased equipments worth Rs. 5,46,1256/- for the session of 2004-05.

The College provides four hostels for 395 boys and 81 girls. Each hostel has a common room with a TV set and indoor game facilities.

The students are given information about the jobs and higher studies by the information bureau of the College. House building and conveyance advance are given to the teachers by the government and the bank loans are available for the employee of the College. The College has a health centre. The health care facilities are extended to the students, teachers and staff. Doctor attends to the emergency case as and when required.

The College houses IGNOU Centre, AISECT computer training centre, Post office for the benefit of the students and employee. The College has a Grievance-redressal cell for the redressal of the grievances of the students and employees.

Criterion V: Student Support and Progression
The College publishes its updated prospectors annually, which gives general information on courses offered, procedure of entrance test of UG and PG, guideline for admission, reservation policies, subject combinations, admission rules of the College hostels, students' attendance rule, examination rule, the details of the fee structure. policies and criteria of admission are made clear to the prospective students of the College through advertisement in the news papers and College website.

The College publishes its calendar in the beginning of the session which contains the general rules and regulations, general discipline, examination rules, fees and fines, Library facilities, scholarships and financial assistance, awards, prizes, cultural associations, NCC and NSS activities etc.

The College publishes an annual magazine to give scope for students and teachers express their creative talent. The College provides number of recreational and leisure time facilities like indoor games in the boys and girls common room, news papers, periodicals, magazines, cultural association. drama association etc.

The College has a registered Alumni Association. It organizes regular annual get-together and the alumni take part in various programme of discussion and deliberations on developmental issues of the College.

There is provision for financial aid to the students in the form of SC and ST Post matric scholarship, National scholarships, National loan scholarships, National talent search scholarship, Junior and Senior merit scholarship, PG merit scholarship. The College provides free studentship such as SSG and students aid fund and cash prizes are awarded to meritorious students. The students safety insurance scheme has been introduced in the College since past eight years.

The College provides students' information bureau, employment news and other employment oriented magazines. The teachers of the College, however, do provide academic and career guidance.

The success rate is 62% and the dropout rate is 5%. The College has one company of NCC for boys. The cultural association of the College organizes debates, painting competition, mock parliament, quiz competition among the students. Two students of the College represented in the football team of the Sambalpur University for the session of 2002-2003 and one student represented in the Cricket team of Sambalpur University for the session of 2003-2004 and one represented the cricket team of Orissa state for the session of 2003-2004. Ministry of Youth Affairs and Sports (Government of India) has awarded Indira Gandhi National Service Scheme to one of the students in 2004-05.

Criterion VI: Organization and Management
Rajendra College has been given 'Autonomy' from 1st April, 2002 by the UGC, followed by ratification by the Sambalpur University and Higher Education department Government of Orissa. The executive committee of the College is the apex body for management of academic and administrative activities of the institution. Besides College has Academic council, Board of studies, Finance Committee, Examination Committee, Development Committee, Discipline Committee, Library Committee, Admission Committee and other Committees. All committees co-ordinate and monitor the management of academic, financial and general administrative affairs.

All the selection and appointment of Lecturer, Reader and Professor are made by the state govt. through Orissa Public Service Commission. The non-teaching staffs are recruited by the College as per norms prescribed by the state government. Administrative bursar looks after various administrative work and guide the non-teaching staff in their day to day functioning. Administrative bursar assists the Principal in all administrative matters. Professional development programme such as Accounts training, office management, Computer training for non-teaching employees are permitted. However, overall supervision relating to behaviour, nature of functioning and work efficiency of the employees is looked after by the Principal. The Principal executes all important programs in consultation with the Heads of the Departments.

The Finance Committee of the College prepares annual budget in the beginning of the financial year and all expenditures are made as per budget. The finance of the institution is judiciously allocated and effectively utilized to make its programs and functioning cost-effective. Budgeting and auditing procedures are regular and standardized. Accounts bursar looks after the accounts matter, Besides College generates additional revenue by way of self financing course (computer Science).

The Controller of Examinations supervises all the examination matters relating to the paper setting, moderation work, evaluation and publication of results.

The College provides various welfare schemes for students, free studentship to poor and meritorious students and financial assistance to needy and poor students. The cordial relation between the Principal, teaching and non-teaching staff is noteworthy.

The Peer Team appreciates the efforts of the Principal in generating funds from various sources for the infrastructure development of the College.

The College has a Post Office in the campus. The internet and photostat facilities are available to the teachers and students.

Criterion VII: Healthy Practices
The Peer Team identified the following healthy practices as are in vogue for the benefit of faculty, non -teaching staff and students.

The cordial relation between the faculty and students.

Conduct of regular Yoga classes, both for boys and girls.

Organization of extra-curricular and co-curricular activities for over all personality development of students.

The standard of discipline is very high. No serious complaints are noticed from students or staff.

Special classes and coaching classes for students are organized.

Policy to implement the dress code for students.

Medicinal plants garden on the campus.

Organisation of seminars and extramural lectures at regular interval to impart value based education.

Maintenance of neat, clean and green College campus.

Active participation of Alumni and public representatives in the development of the College is noteworthy.

Coding of annual examination answers sheets.

Teak plantation in the campus by the College.

Section 3: Overall Analysis:
The Peer team appreciates the efforts made by the College in the past decade towards achieving its goal of providing higher education to the rural students. The comments of the Peer Team analysis are as follows:

Strong organisation and management.

Unless there is reviewing of the present higher education policy by the State Govt., it will be difficult to accomplish quality education and introduction of new courses.

State Government should take care of filling the vacant teaching posts.

Considering the high percentage of girls taking admission in the College, more facilities may be created for girls of backward area.

Being drought prone area, water conservation strategies may be undertaken.

While commending the strong features and healthy practices cited above, the Peer Team would like the College and the Government of Orissa to consider the following suggestions:

More self-financing courses may be introduced.

More choices can be provided in the undergraduate curriculum.

Diploma and UG courses in Bioinformatics, Gem and Gemology, Tissue Culture, depending upon the availability of qualified teaching staff.

While the Peer Team appreciates the efforts of the College in developing physical facilities, it is suggested to procure more computers and laboratory equipments.

More number of reference, textbooks and research journals may be procured.

Library functions needs to be fully computerized and students be provided open access in the library.

PG Departments must have a departmental library.

Book Bank facility should be created.

Preparation of Question Bank for the students.

Formal parents counseling and career-counseling units may be established at the College to increase the awareness of students and parents about newer opportunities for employment.

Construction of gymnasium, auditorium and a multipurpose hall.

An audio-visual center may be initiated to enable students to have access to other reading materials and staff to prepare teaching aids.

It is suggested that the faculty may formulate proposals for research projects to enhance competency of teachers.

Kitchen and dining halls of both boys and girls hostels are required to be equipped and modernized.

Creation of an Internal Quality Assurance Cell for the College.

Basic computer literacy programmes for all the students and staff of the College should be organized and made mandatory for the staff including non-teaching.

The staff of the Accounts Department and in Administration need to be trained in accounting procedures, computer applications and modern office management practices.

The College deserves to be provided substantial financial support by the Govt. in view of its services to the poorer section of the society especially the girl students.

In short, the Peer team feels that Rajendra College (Autonomous), Balangir has full potential and promise to serve the cause of higher education in Orissa. This report is meant to catalyze the process.
