Profile of Ujjain Engineering College (Govt Engineering College) UECU

Ujjain Engineering College, formerly known as Govt. Engineering College, Ujjain was established in 1966 by Govt. of M.P. with a view to improve the technical education. Qualified engineering graduates may thus be produced who could bear the responsibility of providing impetus to growing industrialization of the country. Initially there were only three branches of engineering i.e. Civil, Mechanical and Electrical. Later on Electronics Engineering (1985) and Chemical Engineering (1986) branches were introduced. From Session 2001-2002 B.E. Computer Science and Engineering course has also been started. The college was declared autonomous by the state Govt. in the year 1997. Under this arrangement it is governed by a Governing Body, whose Chairman is minister of Man Power Planning Department of Govt. of M.P. and Secretary is principal, Engineering College, Ujjain. This college has produced quality graduate engineers in different branches of engineering who have been absorbed in almost all the major public sectors and private sectors industries of the country. This is an ISO 9001: 2000 institution and approved by AICTE, New Delhi.

The petitioner avers as under:-

He is a creative minded person and, on the basis of hard work put in for a number of years, he has been able to invent Water Generator, Radda Machine and Water Tractor which would run/work with water instead of fuel. The inventions have been registered with the Patenting Authority vide registration No.636/MVM/2002. The viability of aforesaid machines has already been assessed by the various technical authorities.

The Principal, Ujjain Engineering College had also issued certification
dated 3.6.2009 to the effect that the machine manufactured/invented by
the petitioner is different from other machines available in the market and
more viable to other conventional machines. The machine invented by the petitioner may bring revolution in the field of electric energy and may be helpful in consevation of electricity.

The above inventions made by the petitioner, have had made him the subject of envy in the eyes of tractor manufacturers who have an apprehension that if the petitioner is allowed to market the invention, it
would affect their business in due course of time. In that context, petitioner has been receiving telephonic threats. He has an apprehension that he may be kidnapped and done away with at any time. He made
representations Annexures P-3 to P-5 to Director General of Police, Haryana, Deputy Commissioner, Jind and Superintendent of Police, Jind
respectively and requested for providing security.

Learned counsel states that he would be content and interests of justice would be served if life and liberty of the petitioners is ordered to be protected.

Notice of motion.

Mr. S.S.Pattar, Senior Deputy Advocate General, Haryana accepts notice on behalf of respondents.

The petition is disposed of with a direction to the respondent Nos. 2 and 3 shall ensure that the petitioner shall have the similar constitutional protection which is available to all the citizens of the country under Article 21 of the Constitution of India. The reiteration of that obvious constitutional guarantee would not be inferred to be an expression of
opinion on the merits of the averments in the course of the petition.

Disposed of accordingly.
