Shri Neelkantheshwar Government Post Graduate College was originally established as a private institution named Shree Neelkantheshwar College in 1948 at Khandwa in the state of Madhya Pradesh. This Town though small has always been socially, culturally, literally and politically alive. The concept of public participation in governance is now being promoted under a new cover, but the idea is not new . This college was founded by eminent persons of the town such as Shri BaijNath Baheti and well known Hindi poet Shri Makhanlal Chaturvedi who not only motivated the people but also donated library. The land where the college campus is located had been donated by Shri Baheti along with the main building. The college never looked back and has been making progress in various aspects.

NAAC report of S Neelkantheswar Government Post Graduate College

Section 1: Preface
The Government Post Graduate College, 450001, Civil Lines, Khandwa, Indore, M.P. volunteered to be assessed by the National Assessment and Accreditation Council (NAAC) and conducted the preliminary self-study in December, 2003. The self-study report was submitted to NAAC by the college in 2003. A peer team was constituted by the Council to visit the institution and validate the self-study report. The peer team consisting of Prof. Gokulananda Das, former Vice-Chancellor, Utkal University, # 177 Dharma Vihar, Khandgiri, Bhubaneswar-751031, Orissa, as Chairperson, Prof. P. K. Barhai, Dean, Sponsored Research and Collaborative Projects & Prof. & Head, Department of Applied Physics, Birla Institute of Technology, Mesra, Ranchi-835215, Jharkhand, as Member Secretary, and Prof. Swami Suparnananda, Principal, Ramkrishna. Mission Residential College, P.O. Narendrapur, Kolkata-700103, District 24 Pargana(s), West Bengal as Member visited the institution for two days during 11th and 12th August, 2004.

The Government Post Graduate College, affiliated to Devi Ahilya University, has a total area of 12 acres and was established in 1948. As on today, it has 1520 U.G. and 375 P.G. Students The college offers 19 programmes comprising 12 UG and 13 PG Programmes. The Departments of Political Science, Hindi and Commerce of the college are recognized as Research Centers for guiding Ph.D. students. At present there are four Ph.D. students. The college also conducts vocational courses funded by UGC in tax procedure and practice, sales promotion and advertisement in the Departments of Commerce and Functional Hindi in the Department of Hindi. The College is recognized by UGC under 2f . It is located in an urban area.

The college has well qualified teaching faculty. The faculty strength at present is 67 including 15 temporary teachers. There are 30 Ph.D holders and 9 M. Phil. Degree holders. There are 34 non-teaching staff, which comprise 24 technical staff and 10 administrative staff .The college has a central library, a grievance redressal cell and hostel facility for 60 students. The college has two NSS units & one NCC unit with more than 350 students. The sports facilities existing in the college are inadequate .The unit cost of education is Rs. 10,000.00 per year.

The self-study report submitted by the college was thoroughly studied and analyzed by the Peer Team. During institutional visit, the team went through all the relevant documents, visited the departments and the facilities, and interacted with the various constituents of the college. The academic, co-curricular, extra-curricular, sports and extension facilities of the institution were also visited. The peer team also interacted at length with the Principal, faculty, students, non-teaching staff, and parents of students and alumni of the college. Based on the above exercise and keeping in mind the seven criteria identified by NAAC, the assessment of the college under various criteria, the remarkable features of the college as well as the issues of concern are given in the following pages.

Section 2: Criterion-Wise Analysis
Criterion 1: Curricular Aspects
The college has a well-defined goal and objective which is to impart quality education at the lowest cost as per the State Govt. norms. As an affiliated college of Devi Ahilya University Indore, the college follows the syllabi prescribed by the university for the Arts, Science and Commerce programmes at both Under-Graduate and Post Graduate levels, in the annual pattern. The college offers UG Programmes and PG programmes in Science, Arts & Commerce. The curricular are reviewed and updated every year. The curricular contents are formulated with the guidance of Board of Studies, of the university The college has introduced four self-financing courses in B. Sc. Information Technology, B. Sc. Computer Science, B. Com, Computer Application and B. Sc. Microbiology. The mission of the college is to prepare the students with good academic skills and persons with sound mind and body. In this context the programmes offered are relevant to the mission. The curricula are unitized. To introduce a new programme within the regulations of the present university system, the college takes one year. The teachers who are members of the respective Boards of Studies of the University play a vital role in updating the syllabi and making them more relevant to development in the various areas.

All the laboratories need improvement, moderation and maintenance. The laboratory space provided is adequate for some subjects. Some rooms have seepage problem in the roofs. Some rooms are also utilized classrooms cum departmental office.

The laboratory and field work in the science subjects are not linked to needs of the emerging areas of science & technology and industry or society.

Criterion II: Teaching - Learning and Evaluation
The institute has transparent admission procedure. There is no provision for assessing students' knowledge and skills for a particular programme after admission. However, remedial classes and bridge courses are taken up by teachers of all departments. The teachers look after the academic progress of their students through remedial and bridge courses. Tutorial classes are also arranged for weaker students .Advanced learners are encouraged through lectures by guest professors. Apart from the regular class room teaching, seminars are organized at regular intervals to motivate the students to higher studies. The Teaching and learning process is further enriched by the use of video cassettes, CD's etc. Students are also encouraged to participate in intercollegiate seminars, quizzes and debates. Personality development is emphasized in all activities.

The working days of the college are impressive (270). However, the teaching days of the college is 180 days, a bit is in the lower side (usually 190 to 210 days). The percentage of total budget allocated to academic programme is less. The ratio of teaching to non-teaching staff is 68:34. The university follows annual pattern as per the guidelines of the university. The faculty is encouraged to attend refresher courses and seminars to update their knowledge with the recent developments in their subject areas. The college has the freedom to appoint temporary / adhoc teachers with financial support of Janbhagidari Samiti.

The number of faculty participating in seminars, conferences etc. is to be improved (at present only 10 in last two years). The college has self-appraisal method to evaluate the performance of the teachers. More number of teachers should be encouraged to go for higher studies on study leave. Linkage with national and international level institutions of learning needs to be established. Budget allocation on academic programmes needs enhancement (at present it is 20% approximately).

Criterion III: Research, Consultancy and Extension
About 10% of the faculties are involved in research. There is 1 sponsored research project in the institute. The teachers are encouraged to publish research papers in national journals. The faculties have so far published 58 research papers in the last five years. The extension activities of the college is a part of NSS and NCC. The activities cover the areas of community development, health and hygiene awareness, adult education and literacy, AIDS awareness, social works ,medical camp, blood donation camp and environment awareness. The college has good culture of encouraging faculty members to take up research projects and guiding research scholars. The college encourages faculties to publish research papers and books.

The students and teachers needs to be encouraged to participate in extension activities relating to social needs. The college is mostly involved in teaching. However, study leave is sanctioned for higher studies .There is scope for further utilization of student potential for extension activities and outreach programmes especially in the areas of community development.

Criterion IV: Infrastructure and Learning Resources
The college has a well defined plan to enhance the infrastructure facility through Janbhagidari Samittee and State Govt. assistance. The college has started the construction of a new building which will help in providing more space for laboratory and class rooms . The campus needs regular maintenance. The central library has also a book bank for SC/ST students . The library is moderately equipped with books, journals and periodicals. The library has adequate number of working days and working hours. The college has a central computer facility. The college does not have health centre of its own. The infrastructure facilities in the sports and physical education are poor . The outstanding sports persons of football and cricket are encouraged by providing sports kits at 50% cost .The students of the college participated at the State and Regional Sports Meets. At present there is hostel facility for 60 students but there is no mess facility . Janbhagidari Scheme is a source of Strength to augment the financial resources.

Looking at the programmes offered, computerization of the central library is necessary. However, the work has started. Some facilities like Reprography, Audio Video Cassettes and Internet are necessary to keep pace with the developments in both science and technology and humanities. The faculty needs to be encouraged to take up more sponsored projects to augment the facilities of the departments. The numbers of computers in the departments needs to be increased. A work shop and a centre for instrumentation is also a basic necessity for the science departments. Hostel facility should be enhanced and encouraged as it provides a place to learn to live and adjust with other fellow students. This helps to develop good understanding among each other. The annual maintenance is done with the help of fund provided by the Govt. of M.P. The college undertakes maintenance work under the supervision of PWD. The maintenance of sports facilities has to be improved.

Criterion V: Student Support and Progression
The college has a success rate of 70% in UG and more than 90% in PG. Number of students joining higher studies is not very large. The college systematically updates its prospectus every year which gives the admission procedure and other details of the college. Large numbers of students get financial aids in the form of merit scholarship. Other scholarships for the SC/ST and OBC students are also provided by the Government. The teachers provide counseling to students in both academic and career opportunities matters. It has also number of clubs and societies like nature club, debate club, cultural programmes, dance & music competition, essay writing etc. Participation of teachers in academic and personal counseling is a welcome measure.

Placement cell has been created recently. Placement services giving information on the career opportunities, communicating with companies to invite them to visit for recruitment needs to be started. Alumni association came in to existence in November, 2002 and it is helping in terms of career opportunities, resource generation, course modification etc.

Criterion VI: Organization and Management
The college has a well organized management headed by the Principal. The academic calendar of the college is decided by the State Govt. The appointments are done through the selection committee of the Govt. The college does not have any professional development programmes of non-teaching staff. The fee structure of the college is reasonable and it is line with the mission and objectives of the college. The college has a well organized accounts section with internal audit mechanism. The college has a grievance redressal cell. The purchase of the major items is done by the college through open quotations on the advice of the purchase committee consistituted as per Govt. guidelines.

The college has applied for reinstatement of autonomous status to the Govt. which they had partially in PG courses only and lost subsequently. Monitoring of work efficiency of both teaching and non-teaching staff needs to be started. Professional development programmes for non-teaching staff should be introduced. Internal coordinating and monitoring are done by Principal. Loans from the Govt. teachers' guild and nationalized banks are made available in times of need.

Criterion VII: Healthy Practices
The students are encouraged to participate in tests & seminars and group discussion. NCC and NSS activities are in the areas of community development and extensions activities. The personality development of the students is effected by organizing various extra curricular activities. The peer team has identified a few unique features which enhance the academic ambience of the institution. They are as follows:

A number of self-financing courses are offered to the students.

Good leadership along with excellent inter personal relationships among teaching and non teaching staff helps in the smooth functioning of the college.

The college encourages publication of departmental journals and participation in international seminars.

Vocational courses offered in the department of commerce and Hindi are a welcome feature.

Reorganization of three depts. of the college as research center by the university is also another milestone.

Janbhagidari Scheme to improve the financial resources is also the noteworthy as it is able to provide Rs. 25 Lacs for the construction of the new building.

Section 3: Overall Analysis
The peer team, after going through the self-study report and after its visit to various academic and physical facilities, is reasonably satisfied by the progress of the Shri Neelkanthashwar Govt. P.G. College, Khandwa. The college has earned a reputation for imparting quality education and a sense of discipline to the younger generation.

The Peer team considers that there are a number of features of Shri Neelkanthashwar Govt. P.G. College's approach to quality assurance and standards which it would wish to commend. Also, the peer team would like to bring to the attention of the college certain concern for its consideration. The peer team would like to commend the institution for the following aspects.

Formal mechanism for collecting feedback from students on the various aspects of their learning experience at the departmental / institutional level is present.

Keeping in view the future plans of the college, the peer team would suggest the following to the institution to consider:

While the peer team appreciates the overall mission of the college, it should identify specific, objectives and make strategic plans to attain the same.

More course options to may be introduced to increase flexibility in course combinations keeping in mind the latest trends and societal needs.

Access to computers and student support services like placement cell, need to be strengthened. With the appointment of a new counselor, the counseling and guidance cell may evolve effective planning and suitable strategies for the benefit of the students.

With the construction of new building, which is in progress, the college should make provision to improve facilities of classrooms , library and facilities for the faculty, like staff rooms.

The self-appraisal and other appraisal mechanism of teachers need to be formalized.
All the vacant posts may be filled up.

The peer team is of the opinion that this exercise will be useful to the institution to initiate the quality enhancement strategies towards further growth and development.
