Profile of Government Girls Degree CollegeGovernment Girls Degree College, Dewas is governed by the rules and regulations of the Higher Education Department of the government of M.P. and for academic activities affiliated to the Vikram University, Ujjain, to run the teaching programmes in the faculties of Arts, Science, Commerce, and Home Science. It is also included under the 2(f) and 12(B) sections of the U.G.C. Girl College, Dewas, since its very inception has been a Govt. institution. We were given the facility of running three faculties i.e. Arts, Science, Commerce at the beginning. Later on Home Science as a faculty was introduced for the benefit of the students.

Govt of Madhya Pradesh designed the format of a committee where the local bodies and responsible persons among the society are involved for the physical and literary development of the colleges. They raise funds for buildings, library, sports and also implement new job oriented courses which help the students to earn and stand on their own. They introduce various courses under Self Finance Scheme.
This committee in G.D.C. Dewas was registered in 1997, with Smt. Jaikumari Chawda as its first chairperson, and till date it is involved in the various developmental projects of the institution.

NAAC report of Government Girls Degree CollegeIntroduction
Dewas is situated at the threshold of a triangle formed by three major cities of Madhya Pradesh namely, Indore, Ujjain and Bhopal on the National Highway No.3 (Mumbai - Agra). Government Girls' Degree College, Dewas was established in 1984. It was established with the motto: 'Sa Vidya Ya Vimuktaye' which means 'Knowledge alone Liberates'. Keeping this in mind, the main objective of the college is: 'educate a girl and educate a whole generation'. The college is offering three year integrated undergraduate programmes leading to B.A., B.Sc., B.H.Sc. and B.Com. Degrees. The college is affiliated to Vikram University, Ujjain. The college is operating in the existing building since the year 1992. The college functions from 10.40 a.m. to 5.20 p.m., Monday to Saturday, six days a week, optimizing the physical infrastructure. The Department of Higher Education, Government of Madhya Pradesh runs this college, along with many other UG and PG colleges in the State.
The college is recognized by the UGC under 2(f) in November 1991 and 12B in April 1992 of the UGC Act. Its location is semi-urban, the campus area being 7.44 acres. It runs 4 UG programmes, all under grant in aid. Along with these, it runs B.Sc. (Computer Science) and B.Com. (Computer Application) under self-financing mode and B.Com. (Vocational) in Tax Practices and Procedures under the U.G.C. Aided Scheme. It follows annual system. Its student roll for the academic year 2005-2006, is 613 of which 333 are General, 80 SC, 15 ST, and 185 are belonging to OBC category. The faculty comprises of 18 permanent (of which One is on medical leave, one on study leave and one post is vacant) and 2 under Janbhagidari Scheme (for self financed computer courses). Faculty wise teaching staff members are: 6 in Science, 1 in Home Science, 8 in Arts, and 3 in Commerce. Of these, 18 ( 7 Male and 11 Female) permanent staff members, nine have Ph.D. degree and one has M. Phil. Degree. The administrative staff is 5. (1 Head Clerk, 1 Accountant, 1 UDC, 2 LDC) and 4 persons in Class IV staff category. The post of Librarian is vacant. Technical staff includes 5 Lab Technician and 5 Lab Attendants. In the year 2004-05, the college had 180 working days. The number of books in the library is 10,101 and the number of journals cum periodicals subscribed to is 10. The college has established laboratories for computer and different courses of science and home science, with the required equipments and peripherals. It has a vehicle-parking shed, play grounds and common purpose hall.
The college spent Rs.68,49,833 in the year 2004-05 as revenue expenditure for 697 students resulting into unit cost or cost of education per student of Rs. 9,828. The unit cost per student considering only salary component is Rs. 9631 and for all other expenses excluding salary works out to be Rs. 197 per student per year. It has all the characteristics of a government run and managed affiliated college: appointment of staff, transfer of jobs within the State, benefits like State Government employees, its curriculum is the one provided by the university; its final examinations are those given and marked by the university, its degrees are those conferred by the university.
The college initiated the process of introspection of its programmes and activities to identify the strengths and weaknesses. On the basis of which, it prepared a Self-Study Report in the standard format provided by the NAAC, and submitted it in June - 2004. A Peer Team was constituted by the NAAC for the purpose of visiting the college, its composition being: Prof. Hira Adyanthaya (Former Vice-Chancellor of Tilak Maharashtra University, Pune) Chairperson, Dr. S. V. Kamath (Principal, Dr. A.V. Baliga College of Arts and Science, Kumta) and Prof. B.A. Prajapati (Professor and Head of the Department of Commerce & Management, S. K. School of Business Management, Hemachandracharya North Gujarat University, Patan), Member Co-coordinator. The Team visited the college on 1st, 2nd and 3rd September 2005. Prior to that, it had gone through the report in all its details. During the visit it made an on-the-spot assessment of its (1) curricular aspects, (2) teaching-learning and evaluation, (3) research, consultancy and extension, (4) infrastructure and learning resources, (5) student support and progression, (6) organisation and management, and (7) healthy practices. The Team also looked up its facilities and support services and interacted with all its constituents and stakeholders: the Principal, the faculty, the students, the administrative staff, the alumni and the parents.
Based on the above exercise, the Peer Team assessed the college. Keeping in mind the commendable features and issues of concern, the report was prepared. The Peer Team shared it with the Principal and corrections were made wherever necessary. At the end it held an exit meeting in which a copy of the draft report was formally handed over to the Principal.
Criterion I: Curricular Aspects
The college offers the B. A. (combination of three subjects from Political Science, Sociology, English Literature or Home Science, Economics or Music and Hindi literarature), B.Com.(General), B.Com.(Computer Application), B.Com.( vocational in Tax - practices and Procedure), B.Sc. (two combination of three subjects in each group of: Physics, Chemistry and Mathematics or Chemistry, Botany and Zoology), B.Sc.(Computer Science), B.Sc.(Home Science) at undergraduate level affiliated to the Vikram University, Ujjain. All the courses follow the syllabi prescribed by the affiliating university under a basic course scheme designed by Central Board of Studies, Department of Higher Education, Government of Madhya Pradesh as unified courses and offers internal options framed by the university at different levels. The college follows the university examination pattern covering the theory and practical evaluation proportions prescribed in that behalf. The college has hardly any direct role in framing the syllabus. The department takes one to two years in revising the syllabus. One teacher of English is a member of Central Board of Studies in English and Foundation Course. Three teachers in their capacity as the members of the Board of Studies of the university contribute in framing the syllabi.
There is no mechanism of academic audit in the college of its own except observing the norms prescribed by the university. The college has hardly any autonomy of offering multidisciplinary approach but can exercise the flexibility available within the university norms.
Criterion II: Teaching-Learning and Evaluation
Teaching learning is the most important core activity of a college. Being non-autonomous, it does not have much freedom in curriculum design. However, the college is free to strengthen its teaching-learning process, that is, the way of executing the curriculum its affiliating university has designed for it. The teaching - learning process begins with admission and ends with the university finals. Its admission norms are quite simple for government run grant-in-aid programmes, based on the academic performance. The students are admitted considering the eligibility criteria laid down by the university and the guidelines of the Department of Higher Education, Government of Mandhya Pradesh from time to time. It does not administer any straight post-admission tests to gauge the knowledge-skill level of the newly admitted. In order to equip the students better, the college conducts two internal tests on its own, though it does not carry any weightage in the final results. The individual teachers conduct extra lectures for improving conceptual clarity. But by no means, it can be called as 'remedial classes' as prescribed under the UGC Scheme in that behalf. The students of Home Science visit hospitals, health centers, etc. as a part of the field visit/practical studies.
The syllabus is split into units and unit-wise teaching plans are prepared by the faculty members. Teaching diary is maintained by the teachers and a regular review of the progress is made and in the event of a shortfall, make-up lectures are organized, often implying academic teamwork. Some teachers are using OHP while most of others follow conventional lecture method.
As to the examinations and the modes of evaluation, the students are informed in advance, in fact from the time of their admission. The college organizes internal tests and based on these tests the academic counseling is done to the individual student for improving the performance. The college does not have adequate core faculty of its own for many courses. The major cause in this context is too much of delays in recruitment, transfer, etc being the Government run college. However, the college is making all the sincere efforts to get the faculty under the 'Janbhagidari Scheme'. For some courses visiting and guest faculty supplements the core faculty, from the neighboring Government colleges, which is a good practice.
The teachers are appointed as per the norms. Most of the teachers are regularly participating in seminars, conferences and workshops. Similarly, almost all have attended the UGC sponsored refresher and orientation courses, a mandatory requirement. The college has designed the system of the teachers' self-appraisal for assessing their day-to-day performance.
Some teachers have published articles in national level journals. One teacher each in Physics and Economics has published papers in international journals. If the students getting ranks in the university examination is considered as an indicator of the quality of the teaching-learning done in the college, then the college can claim credit, for there have been some university rank holder students.
The overall impact of teaching learning can be seen in the final year examination results which are conducted by the university. The third year results for the year 2004-05 are excellent, viz., for T.Y. B.A.- 100%, T.Y.B.Com.-100.%, T.Y.B.Sc- 92%, T.Y.B.H.Sc.- 100% etc. with a good number of first class. The results are commendable despite the fact that in some departments the faculty strength is less than the norms. The college has managed the gap by inviting visiting faculty from near by colleges as well as making use of its own retired faculty members.
Criterion III: Research, Consultancy and Extension
The research activity is restricted to the work of individual teachers reading for M.Phil or Ph.D. Degree. There are nine teachers who have a Ph.D. degree and three are pursuing. One teacher has M.Phil. Degree. One teacher is a recognized guide for Ph.D. dissertation with Vikram University and one research scholar is working under his guidance. The college provides study leave, and at present one teacher is on study leave to complete her Ph.D. The college provides financial support for attending seminars and conferences. One teacher in Commerce faculty in his individual capacity is acting as a consultant and also as resource person to the different activities related to ground water conservation. Teachers from the departments of English, Hindi, Political Science and Commerce have publications in the national level journals and Economics and Physics have in international level journals. Some teachers are regularly participating in state as well as national level seminars, conferences and presenting papers.
The college has wide-ranging extension activities like- community development, social work, health and hygiene awareness, medical camp, adult education and literacy, blood donation camp, AIDS awareness, environment awareness, water conservation, organizing rallies for creating awareness, etc. The NSS unit of the college carries out most of these activities. The college has one unit of NSS with 50 volunteers. The college does not have its own NCC unit. The college regularly participates in youth welfare activities of the university.
Criterion IV: Infrastructure and Learning Resources
The college has semi-urban setting and the management has taken all measures to optimize the resources for achieving its students' overall development. All the infrastructure facilities are provided in a campus covering 7.44 acres of land with boundary wall and pollution free environment. There are 9 lecture rooms, one computer lab, one music lab, five laboratory rooms for different departments, a staff common room, one rest room, NSS cum sports office, a lecture theatre, a multipurpose hall and other rooms for office administration and amenities including cabin for principal. All these facilities are created on ground and first floor of the building. Some part of the building is constructed with the help of 'Janbhagidari Samiti'- a public participation scheme. This includes MLA and MP grant. The college hostel is under construction for which financial assistance of Rs. 25.00 lakhs have been provided by the UGC under tenth five year plan. The maintenance of building is taken care of by the PWD department of the State Government. The college has installed a water cooler with purification device for clean and hygienic drinking water.
The college has 10 computers, 3 LaserJet printers and 2 OHP projectors. The college has a Memorandum of Understanding with IEC Software Ltd under the 'Gyanoday Project' designed by the State Government for providing short term computer courses with the highly subsidized fee of Rs. 84 per month per student. All the science laboratories are well equipped with the instruments as required under the syllabus prescribed by the university.
The library is provided on ground floor with reading space. The library has a stock of 10,101 books and subscribes to 10 journals/periodicals and 4 news papers to cater to the needs of the students and teachers. Poor students are helped with learning material by way of a book bank scheme. The college also has a special scheme to issue additional books to the students belonging to SC/ST category. The library service is not computerized. It has sports ground for outdoor games - kho-kho, kabaddi, high jump-long jump arena, soft ball and basket ball. It has a table for table tennis and space for indoor games with required facilities. The college should have a gymnasium with all modern facilities of health and fitness tools.
Criterion V: Student Support and Progression
'Knowledge alone Liberates' - the motto handed down by the founders of the college, is also to be examined in the light of the activities related to student support and progression. The academic excellence inculcated can be observed in more than 90 % of the students qualify for university examination and the drop out rate is very low.
The students are informed of the facilities adequately, and in advance, by the coverage in the prospectus. There are various recreation facilities created by the college like- indoor games, cultural programmes, dance/music programmes, creative writing etc. to bring the potential of the students out. One student participated in National Level Youth Festival in creative writing and debate events. The college provides financial aids available under different schemes of government, such as, free ship to SC/ST/OBC students. Financial Aid received during the year 2004-05 is Rs. 2,07,386 for 56 SC students, Rs.75,528 for 13 ST students and Rs.1,03,980 for 88 OBC category students. The college has not formed the alumni association. This should be done on priority basis and may endeavour to make the best use of its alumni by way of financial support as well as academic backup to the learners. The college has a unique teacher-guardian scheme. The teacher thus nominated helps the students in solving their personal problems & problems related to their studies.
The college has joined in the Student Insurance Scheme devised by the State Government wherein a token of Rs. 13 p.a. is charged as a premium. Two students have been benefited to the extent of Rs. 50,000 each for meeting medical expenses caused due to accidental injury.
Criterion VI: Organisation and Management
The college is run and managed according to the policy and rules designed by the department of higher education of the State. All the financial aids, grants, facilities, etc. are created according to the policy of the state. In order to have public participation, the College has a Janbhagidari samiti for the purpose of overall development. The samiti is delegated powers by the State Government in terms of introducing new courses, raising funds, etc. Earlier the district collector was acting as the chairperson of this samiti which is now replaced by public representative. The college has an Internal co-ordination and monitoring system. The college teachers perform internal Audit. The auditors from Accountant General of M.P. Government audit govt. funds. The academic calendar is worked well in advance and it is used for planning different activities. The Government does the appointment of permanent teachers. Staff members for self-financing courses and temporary vacancies are recruited through a committee on the basis of merit as per Government and U.G.C. guidelines. There is a grievance redressal cell and career counseling corner in the college. A suggestion box is kept for the purpose in which students can drop their complaints/suggestions. Such complaints and suggestions are attended to by the members of the cell and/or by the Principal. Loans, advances and other benefits are available to all the teaching and non-teaching staff members as per the government rules. The purchase committee of the college takes care of its requirements.
In order to look after the day to day activities of the college, various committees are formed by the Principal, like- examination, timetable, gymkhana, library, etc. The college follows committee form of organisation for execution of various co-curricular and extra curricular activities. The college is yet to computerize the admission process, examination system, library system and the accounts department activities.
Criterion VII: Healthy Practices
The college is a pioneer institution of the region imparting higher education for girls. It has done a commendable service to the first generation learners coming from economically and socially poor masses of the surrounding region. The atmosphere in the college is conducive for academic and extra-curricular activities. The teachers and students share a cordial relationship with each other. Students are encouraged to feel free with the teachers and are motivated to take part in cultural activities and NSS work. The teachers of the college are planning academic and co-curricular activities reasonably well. The cordial relation amongst the principal, management, teaching and non-teaching staff, and students is highly appreciated. Different activities like- guest lectures and celebration of important national days help to improve value education. The NSS unit has exerted to inculcate sense of civic responsibility among students. As a result the orientation of students by and large, appears to be positive and spirit of fighting against the adversities and agonies of life seems to be very strong among them. Inculcation of team spirit and social ethical values are done through various activities.
In spite of different constraints, teachers are taking to perform their duties enthusiastically. The team spirit appears to have been nourished with the sense of brotherhood, commitment and moral based approach by the dedicated and dynamic principal, though not a fulltime regular one.
Overall Analysis and Recommendations
The college established with the intention to offer higher education facility for the girls belonging to economically and socially backward segment of the society, has been fulfilling this task over a period of the last 20 years. In agreement with the mission and goal, the college is imparting knowledge to the girl students of Dewas and its surrounding area. The college was offering conventional under graduate level courses in Arts, Commerce and Science and now it has in its fold professional courses like- Home Science, Computer, and Tax Practice and Procedure. The college started as a grant in aid institution, now running need based courses on a self-financing mode also. High results of its students reflected in the University examinations show that the teaching learning process is effectively done. Some students are toppers in the university examinations, which speak the quality of education imparted. Most of the teachers are well qualified and actively involved in research, publications and extension activities. They keep themselves updated by regularly participating in different academic activities like- seminars, workshops, conferences, etc. The college has created infrastructure and other facilities through implementing the innovative ideas like- Janbhagidari scheme, using MP, MLA funds and public contribution, etc. Some students are representing regularly in the inter university teams in particular, kho-kho, softball and youth festival is worth mentioning. Efforts made by the college for community orientations such as, water conservation management, hazards of use of plastics, awareness for polio eradication, etc are praiseworthy.
In view of the various gaps it still has, the Peer Team makes the following recommendations:
The regular full-time faculty may be recruited for meeting the work load as per the university norms.
The key administrative and support posts like- registrar, sports officer, librarian be recruited.
The college should have full time regular principal.
The library facilities may be improved by increasing the holdings of textbooks and reference material, subscribing to journals and periodicals and by providing more space.
The office automation and computerization of library be done on priority basis and the staff members be trained for the use of computers.
The faculty be encouraged to take up research projects under different financial assistance of funding agencies like- UGC, ICSSR, etc.
The college may establish language laboratory for improving communication skills.
College should have more number of computers with latest configuration, printers, multimedia projector and other peripheral equipments.
The Botanical garden may be maintained by a well-qualified gardener. The college may earmark some funds for the purpose. More trees may be planted to improve greenery on the campus.
Contemporary courses like- Biotechnology, Microbiology, Biochemistry as well as History, Geography and Social Work may be started.
Lecture method of pedagogy be improved using modern audio video, and computerized tools of presentation.
The college may introduce PG courses for providing upward mobility to the students.
The establishment and functioning of alumni association needs to be done on priority basis.
The college should strengthen career guidance and placement cell.
The college should have a gymnasium with all modern facilities of health and fitness tools.
Efforts be made to bring out creative talents of the students by providing platforms like college magazine, wallpaper, painting, etc.
The Internet facility may be provided to faculty members as well as students in order to equip them to work in a globalised environment.
The college may strengthen the institutional linkages with the industry and institutes for better project work facility and placement.
The college may immediately set up an Internal Quality Assurance Cell.
The college may introduce short term skill oriented courses like-beautician, fashion design and interior decoration, computer maintenance, computerized accounting, health services, tourism, hotel management, journalism etc.
The college may provide canteen facility.
The college should establish the NCC unit.
