Profile of Yashwantrao Chavan Maharashtra Open University (YCMOU)

Maharashtra has a long and rich tradition of educational reforms. Mahatma Jyotiba Phule, Dr. Panjabrao Deshmukh, Dr. Babasaheb Ambedkar, Bhaurao Patil, Swami Ramanand Teerth and other great thinkers and reformers have contributed to educational philosophy and movement in the state. It was therefore appropriate that the state realized the need of an open university, The university was established on 1st July, 1989 through Act XX of 1989 of the Maharashtra State Legislature, justly named after Yashwantrao Chavan, Maharashtras great political leader and builder of modern Maharashtra.

Due to statutory powers conferred by an act XX (1989) of Maharashtra state legislature and the recognition by the University Grants Commission of India, this university is fully empowered to award various academic certifications like certificates, diplomas, and graduate, post-graduate, doctoral degrees. This university also takes all precautions, at all programme stages from Curriculum Design to Examination, to ensure that the standards and quality of, education and examinations are preserved. The curriculum of these programmes is designed for Equivalence, with respective similar academic programmes, offered by other statutory universities of various states.University also provides many different diploma or certificates, which may or may not be equivalent to any other such certificates. These certificates will motivate students for self-study, as their learning efforts will be recognized by the university after short duration. These certificates will be provided only when, student requests for it along with attested photocopies of Mark-Sheets confirming successful completion of the required courses in end examination. No convocation shall be necessary for issue of these certificates.
All architecture graduate and post-graduate programmes are duly recognized and approved by the Council of Architecture (CoA). Hence, after successful completion of the graduate degree programme (that is, B.Arch.), student can register with the Council of Architecture (CoA). Student shall be entitled to practice as an architect after such registration. For all engineering diploma and degree programmes, where equivalence status is not explicitly mentioned, university has already initiated recognition and equivalence procedures, with appropriate authorities like Board of Technical Education or All India Council for Technical Education (AICTE). University will publish the results of these recognition and equivalence procedures on the official web site, as and when they are available. All these degree and post-graduate degree programmes are duly recognized and approved by the University Grant Commission (UGC). Hence, these programmes are equivalent to the respective programmes offered by any other statutory university in India, for the purpose of employment, promotion and further education. In this respect, the status of this university is at par with all other statutory universities of India.

Yashwantrao Chavan Maharashtra Open University (YCMOU) was established in July 1989 by the 'Act XX-(1989)' of the Maharashtra State Legislature. This university is recognized by the 'University Grants Commission (UGC)' of India. 'The Commonwealth of Learning (COL)' Canada, conferred the prestigious 'Award of Excellence for Institutional Achievement' for the year 2002 to this university. YCMOU is the first Open University in India which is honored with this prestigious award. It is the fifth Open University in the country. A recent amendment in the act allows this university to establish study centers, even outside the state of Maharashtra.

The Head office of the university is located at Nashik, India. The university operates through its eight Regional Centers (RCs) at Amaravati, Aurangabad, Kolhapur, Mumbai, Nagpur, Nanded, Nashik, Pune and several Study Centers (SCs).

About Honble VC of the University
Prof. Dr. Sudhir Gavhane: Acclaimed Academician With a doctorate in Journalism, Dr. Gavhane brings with him rich experience of university teaching and professional media.

Apart from his erstwhile position as Professor & Head of the Dept. of Mass Communication & Journalism in Dr. Babasaheb Ambedkar Marathwada University, Aurangabad, Dr. Gavhane has held many important positions in the same university like for instance, Member of the Management Council, Director Student Welfare, Senate member, etc. Besides, in his capacity as a Member Secretary/Chairperson of the Peer Teams constituted by the National Assessment & Accreditation Council (NAAC), he has visited various institutions of higher education in Assam, Kerala, Karnataka, Andhra Pradesh, etc.

In addition to his academic contributions Dr. Gavhane has also been recognized for his contributions in Journalism and has been honoured with several state as well as national level awards like the Kusumavati Chavan Award for Life time contribution in Journalism, the State level Bhopatkar Award for being adjudged the best Marathi Journalist, the Late P.V. Gadgil Award for Journalistic writing, etc.

In addition to undertaking various research projects on socially relevant issues like Water and sanitation in villages in Maharashtra, Credibility of newspapers, etc. Dr. Gavhane has successfully guided several doctoral students in Journalism, presented papers and organized a number of national and international seminars and conferences and published several books in Marathi as well as English. Some of the titles he has published include ' Rural Journalism', 'India Srilanka relations and the Assassination of Rajiv Gandhi', 'Press Monopoly in India', 'Four Decades of Sugar Co-operatives in Maharashtra' and Newspaper Industry: Myths and Reality'.

Dr. Gavhane is well-connected with YCMOU, earlier as a member of the Academic Council, Director of the Post-Graduate Centre of YCMOU at Dr. Babasaheb Ambedkar Marathwada University, Editor of the Ashwamedh Special issue, Member of the Inquiry Committee, etc.

As a person from the Mass Communication and Journalism discipline, he is one of the few experts in the area of ICT applications in Education. He is known all over Maharashtra and for that matter, all over India as an orator, a committed teacher with an innovative mind and proven leadership qualities. Most importantly, he is acclaimed as an excellent teacher with character and a development-oriented mindset.

MNS MLA on management panel of Yashwantrao Chavan Maharashtra Open University

NASHIK: MLA Nitin Bhosale of the MNS has been appointed to the management committee of the Yashwantrao Chavan Maharashtra Open University by the Maharashtra state assembly. The deputy secretary of the Maharashtra state assembly announced about this to the university.

His appointment will be valid till November 2013.

On behalf of the vice-chancellor Dr R Krishnakumar, registrar Dr Prakash Atkare welcomed Bhosale to the committee at his residence. Anand Yadav, Jaywant Khadtale, Sunil Khairnar, Ratnakar Bhuse, Sunil Salunke, Sunil Barve, Anil Thorat, Sunil Vibhandik and Kailas Mohite were also present at the time of this occasion.

Maha govt help to open varsity students in finding jobs

Maharashtra government has decided to help Open University students who want to become government employee. The state government will every year help thousands of students who fail at the HSCSSC examinations opt for a 3-month preparatory course of the Open Universities and get their degrees.

However, those who need to take up a job before completion of their degrees are inconvenienced as HSCSSC certificate is a must to secure the job. Open University students face problems even after getting the degree. While applying for a government job they are denied the opportunity as they do not fulfill the all-important criterion of having passed the HSCSSC exam.

To remove all ambiguity in this matter, the government has issued a resolution (GR) dated May 20, 2011, according to which students of Yashwantrao Chavan Maharashtra Open University (YCMOU), who have passed the first year of the degree course will be eligible to apply for all government jobs wherever the educational qualification required is an SSC or HSC.

The state government is keen to ensure that all opportunities are made available to those who have to take the path of open education and are not discriminated against, Shrinivas Belsaray, YCMOUs head of corporate communications, said.

It was for those who cannot take the comfortable path of a full-time degree programme that Maharashtra set up YCMOU by a special Act of the State Legislature.

Maha open university to train defence personnel

The Yashwantrao Chavan Maharashtra Open University (YCMOU) has signed an MoU with the Defence services to train armymenofficers working on the border through the distance mode of education. The MoU was signed between Dr R Krishnakumar, vice chancellor of YCMOU and Lt General V K Chaturvedi, AVSM, PVSM, SM, director general of Manpower Planning and Personnel Services, Shrinivas Belsare, Head, Corporate Communications of YCMOU Mumbai office, said.
The university will offer courses for the Jawans and officers in all three services of the Defence forces with 44 new study centres being established all over the country besides the 3600 centres of the University in Maharashtra.
A special B.Ed programme will be launched for the war widows so that they can be employed respectably and a special BA, BCom and MBA programme will be developed according to the needs of the Defence services, Krishnakumar said.
A special BSc programme will also be developed for the children of the Defence personnel to prepare them face the Combined Defence Services (CDS) exam to join the Services.

It is observed that after a lifetime of service for the nation the jawans, who are highly respected by all citizens, feel erosion in their self-esteem when they have to work as watchmen or security guards in some organisation after retirement from the services.

This is because of their inadequate qualifications. They never get an opportunity to enhance their knowledge and skills while working under harsh conditions. The conventional system of eudcation can not reach these most unreached sections of our society. YCMOU, with its aim to reach the unreached has deliberately developed these programmes, he said.
The YCMOU will provide books specially written for self-study and the distance mode, free of cost and enhance the knowledge and skills of the personnel, he said.
