NAAC report of Nanded Education Societys Peoples College

Section I: Preface
The Nanded Education Societys People's College Nanded 431605 has volunteered to be assessed by the NAAC and submitted the self-study report in September 2003. A peer team was constituted by the NAAC to visit the institution and validate the self-study report. The peer team consisting of Dr. Vedagiri Shanmugasundaram, Director Institute for Advanced Studies and Research (IASR) and First Vice-Chancellor Manonmaniam Sundaranar University, Tirunelveli, as Chairperson and Prof. U. Subbarao, Director, Students Services, Dr. B.R. Ambedkar Open University, Hyderabad, as a member and Dr. D. M. Basavarja, Professor of Commerce, Acharaya Tulsi National College of Commerce, Shimoga, as a member co-ordinator, visited the institution for two days on 22nd and 23rd January 2004.

The People's College, Nanded affiliated to Swami Ramanand Teerth Marathwada University, covering a total area of 85 acres was established in 1950. It has a strength of 1636 students, 649 students in UG and 578 students in PG and 162 students in self-financing courses. The college offers 22 programmes, including M. Phil., and Ph.D., programmes. The institution has got recognition by the University Grants Commission under 2f and 12 B in 1950.

The college has a well qualified teaching faculty strength of 49 members including 30 permanent teachers and 19 part-time and temporary teachers. There are 19 members on the non-teaching staff. The college has a good central library, with over 94,000 books and 115 periodicals, computer centre, health center, sports facilities, hostels, guest house, canteen, welfare schemes, grievance redressal cell, vehicle parking shed, reading rooms and ladies common room.

The peer team carefully pursued and analyzed the self-study report submitted by the institution. During the institutional visit, the team went through all the relevant documents, visited the departments and facilities and interacted with various constituents of the institution. The academic, co-curricular, extra curricular, sports and extension facilities of the institution were visited. The peer team also interacted at length with the governing body, head of the institution, faculty, NCC Office, audio-video faculty, career guidance cell, non-teaching staff, students, parents and alumnae of the institution. Based on the above exercise, and keeping in view the criteria identified by NAAC, the peer team has taken the value judgement.

The assessment of the institution and various criteria, the commendable features of the institution as well as the issues of the institution and the issues of the Peer Team concern to the are given in the following pages.

Section 2: Criterion-wise Analysis
Criterion I: Curricular Aspects
As an affiliated college of Swami Ramanand Teerth Marathwada University, the college follows the syllabi prescribed by the university for humanities and commerce faculties, both at the undergraduate and post-graduate levels in the annual and semester pattern. The college offers 22 programmes : 02 U.G., 06 P. G., 01 M. Phil., 08 Ph.D. Programmes, O1 P. G. Diploma and 02 Vocational Courses in commerce. In addition the college also offers, Library Science and post-graduate degrees and research, of Yeshvantrao Chavan Maharashtra Open University. Many of the courses are of conventional nature, as the institution is working as an affiliated college.

To introduce a new programme within the regulations of present university system, the college takes one year. Two vocational courses (i) Diploma in Business Management and another (ii) Bachelor in Library and Information Science have been started by the college.
The college is represented at various academic bodies of the university by senior faculty members who interact with the university on suggestions and observations about all the academic issues and help in bringing suitable changes periodically. The teachers who are members of Boards of Studies, Senate, and other bodies play a vital role in updating the syllabi and making them more relevant to the society and industry. The principal has been elected Dean of the Social Sciences and Member of the Management Committee of the Swami Ramanand Teerth Marathwada University, Nanded.

The college conducts seminars and workshops bringing academic peers to review and update the existing curriculum. The college-industry-neighborhood networking has been established in the departments of commerce and management studies. The linkage is used for field visits, job- training and preparation of project reports by the students. The programmes of the college are generally in conformity with the mission, goals and objectives of the institution.

Criterion II: Teaching, Learning and Evaluation
Admission to the various courses of study in the college is in accordance with the BC, OBC, SC, ST etc. reservation policy of the government of Maharashtra. Large number of students come from backward classes, scheduled caste and schedule tribes.

An entrance examination is conducted for admission to post-graduate diploma in Business Management. Bridge course is organized for the students admitted to B. Com. Courses. Advanced learners are encouraged by providing special guidance and personal counseling. Meritorious students are felicitated on the birthday of Swami Ramanand Teerth, the founder of the college.

The teachers look after the academic progress of the students. At the beginning of the year, a plan is drawn up by a senior member of each department. The syllabi is unitized according to the annual system of teaching. Midterm test and terminal examinations are conducted accordingly. Apart from the regular class room teaching, seminars and symposia are organized at regular intervals to motivate the students.

College students are encouraged to participate in intercollegiate debate, seminar and other competitions. Character and personality development is emphasised in all activities. The college has Commerce Creative Club, English Literary Club, Cultural Association, NCC and Gymnasium with many modern equipments for all round development of the students.

The institution has its own mechanism for faculty appraisal to identify the strength and weakness of individual teachers.

Criterion III: Research Consultancy and Extension
Four research centres in the college offer research programmes leading to M. Phil. and Ph. D. Degrees. Nearly 86 per cent of the teachers are engaged in research activities and publication of research studies. There are 88 research scholars in the college. 10 teachers have received U. G. C. research projects assistance. College promotes research as a feature of its mission and goal. It encourges research by providing, study leave. One staff member is Fulbright Scholar who pursued his research in U. S. A.. Quite a few teachers have authored books. Departments of Commerce and Management provide consultancy.

The NCC is very active in the college. One cadet has participated in the Republic Day Parade. They organize social service camps in the campus and blood donation camp.

The NSS organizes year long activities such as, Youth for Greenery, Youth for Water Harvesting, Well Recharging Project, Youth for Cleanliness, Rehabilitation Centre for Leprosy affected People. Besides this they have constructed approach roads in the campus and in villages. Teachers take part in all social activities.

Criterion IV: Infrastructure and Learning Resources
During the last 50 years the college has expanded its infrastructure facilities in the form of multi-floor building, library, and two hostel blocks for boys.

The college owns a campus of 85 acres with administrative, sports and canteen buildings, academic building used for class rooms, common staff room, ladies staff room, computer lab, examination room, language lab, and separate rooms for the principal and vice-principals.

Though each department offers its library service, there is a central library with 94,217 books and 115 periodicals. The library provides book bank and Xerox facilities. The main library is kept open during 10 a. m. to 5.30 p.m. on all working days. There is a separate study hall which is kept open from 8.00 a.m. to 11.30 p.m.

Table tennis and Badminton courts are housed in the college auditorium. The outdoor facilities like Kho-Kho, Kabbadi, Volleyball, Cricket, Tennis and Football grounds are provided. College maintains a two hundred meter running track. The college has two hostels for boys with a capacity of 94 students.

The college has 20 computers in computer lab, with TV, VCR, OHP and Slide Projector and Paxi Scope as teaching aids.

Criterion V: Students Support and Progression
The college consistently maintains very good results including number of distinctions and ranks in university examinations. Financial assistance is given to needy students in the form of scholarships and earn and learn scheme. A large number of students get one or the other scholarships.

Alumni Association runs one primary school and one high school at the plot provided by the management. It also actively participates in all the developmental activities of the college.

Criterion VI: Organization and Management
The People's College is governed by a Trust constituted in accordance with the Laws of Maharashtra. The Management Committee, consisting of eminent social workers, meets periodically to analyse the working of the institutions and provides directions, for the long term and short-term activities of the college.

Internal co-ordinating and monitoring is done by the principal, staff council and heads of all departments.

Teaching and non-teaching staff members are given loans through staff co-operative credit society and nationalised banks.

Criterion VII: Healthy Practices
The peer team has identified a few unique features, which enhance the academic ambience of the institution, as follows:

Good relationship along with the excellent and interpersonal relationships among teaching and non-teaching staff helps in the smooth functioning of the college.
Rain Water Harvesting Project has been completed.

Section 3: Overall Analysis
The peer team, after going through the self-study report and after its visit to various academic and physical facilities, is very much impressed by the progress of the People's College, Nanded in transacting the empowerment of women, which is a goal of the institution. The college has earned a reputation for imparting quality education and a sense of discipline to the younger generation. Women students have all the facilities required by them.

The peer team considers that there are a number of essential features of People's College, Nanded. College's approach to quality assurance and standards which it would wish to commend. Also, the peer team would like to bring to the attention of the college certain concerns for its consideration. The peer team appreciates the institution for the following aspects;

Encouragement and the support given by the management to the institution, by offering membership in the Managing Committee.

Dedication and commitment of the teaching and non-teaching staff of the institution.

Effective leadership and good human relationship resulting in efficient team work

Strict discipline in the institution regarding regular assemblies, dress codes and prompt attendance.

Smooth functioning of the tutor-wards system that facilitates the monitoring of the students, both academic and personal.

Facilitating aspect of the institution to promote student participation and achievement in sports, and

Adequacy, maintenance and future planning of infrastructure

Keeping in view the future plans of the institution, which is not yet autonomous at present, the peer team would suggest the following to the institution for consideration and follow up:

While the peer team appreciates the overall mission of the college, which is empowerment of women, the college should identify specific objectives and make strategic plans to attain the same, by providing entrepreneurial and employment oriented skill forming extra-curricular courses like fashion designing, secretarial practice, fine arts, and work experience in selected fields.

The college may explore the possibility of introducing more course options to increase flexibility in course combinations keeping in mind the latest trends and societal needs for men students, like accounting, office procedures, electric and electronic maintenance, outdoor work like building roads, maintenance of water supply, etc. with 'Earn while you learn' opportunities.

Access to computers and student support services like placement cell need to be strengthened. With the appointment of a new counsellor, the counselling and guidance cell may evolve effective planning and suitable strategies for the benefit of the students.

Training programme and course work may be provided to students to pass examinations held for recruitment to jobs held by Union and State Public Service Commission, banks, corporate bodies etc.

Formal mechanism for collecting feedbacks from students on the various aspects of their learning experience at the departmental / institutional level may be instituted.

With the construction of new buildings, the college should make provision to improve facilities for the faculty, like staff rooms and intercom, internet facilities.

The hostel for poor students which is now functioning may be improved. Presently each student is preparing his own meals in his room. This may be changed by providing common kitchen facilities to enable community cooking by the students to save time and to have access to better meals.

The central library of the college is one of the rare, rich and comprehensive learning facilities in the Marathwada region. The People's College may enter into Memorandum of Understanding (MOU) with other educational institutions in the neighborhood widening Swami Ramanand Teerth Marathwada University for research purposes and provide access on such terms as are helpful to raise resources and to encourage research in social sciences.

Considering the need for interdisciplinary studies which the Principal and Management appreciate, the departments of economics, commerce and management could be grouped under a School of Management, Commerce and Economic Sciences duly upgrading economics department to post graduate level to provide specialization in (i) Economic Development (ii) Mathematical Economics and (iii) economic history. This school may undertake benchmark studies to develop the Marathwada region in partnership with rest of Maharashtra. Similarly, the departments of Hindi, Marathi and English may be grouped as School of Indian and Foreign Languages with provision for teaching communication skills in English, French, German and Spanish as desired by many students.

Many teachers have attained M.Phil. and Ph.D. degrees and their thesis are commendable and worthy of publication. The college may take leadership in forming a co-operative or corporate body in collaboration with higher education institutions in Marathwada and publish inexpensive and condensed editions of thesis, after proper editorial and expert guidance duly refereed. This will encourage the teachers to publish their works and a large body of students is benefit by reading them; this is cost-effective and cost-oriented apporach.

The college which has completed half a century of higher education can aspire for autonomous status now and deemed university status in due course.

The Marathwada region has a large tribal population. The department of sociology in collaboration with other departments and tribal research centre in Madhya Pradesh, Orissa and Andhra Pradesh could develop research relevant to tribal areas and tribal populations.

The self-appraisal and other appraisal mechanism of teachers need to be formalized.
In order to widen the horizons of teaching faculty, it is necessary to recruit teaching staff from other universities in India to avoid inbreeding and to benefit by overall national objectives, which inspired the founder Swami Ramanand Teerth to establish People's College.

The college has a good health facility by further improvement each student should have Health Card duly prepared for the health care, when he commences the first year of the college for continuous follow up in subsequent years.

The peer team is of the opinion that this exercise will be useful to the institution to initiate the quality enhancement strategies towards further growth and development.
