Section : Preface
Rayat Shiikshan Sansthas Radhabai Kale Mahila Mahavidyalaya,( Arts and Science ), Tarakapur, Dist. Ahmednagar, ( Maharashtra State) is a private, urban - based aided educational institution and was established in year 1989. It is permanently affiliated to the University of Pune and is recently recognized under Section 2f and 12 B of the UGC act. The college was sponsored by the Rayat Shikshan Sanstha.

The Rayat Shiikshan Sanstha was founded by Padmabhushan late Dr. Karmaveer Bhaurao Patil ( 1887 - 1959 ) in 1919 for imparting education to the 'down- trodden' masses in the rural areas of Maharashtra and Karnataka States. At present the Sanstha is managing 36 degree colleges of Arts, Commerce and Science stream, 02 B. Ed., 01 law, 01 Engineering, 08 D.Ed colleges, 182 Junior colleges, 436 High schools, 41 Primary and Preprimary Schools, 04 industrial Training institutes, 08 Ashramshalas , 70 Hostels and 64 other institutes. According to the management, the Sanstha is the biggest educational institute in Asia. The mission laid down by the great social reformer and the founder of the Sanstha, Padmabhushan late Dr. Karmaveer Bhaurao Patil is the guiding principle in the management of all the Sanstha's institutions.

The college is named in memory of Sou. Radhabai Kale, who was the mother of one of the trustees of the the Rayat Shikshan Sanstha and who rendered great service to the Sanstha and also along with others donated substantial amount for the construction for the college building.

The college is located on a spacious area of 6.866 acres, presently exclusively under its use. The management has constructed a pucca building for classrooms etc.

At present the college is offering undergraduate degree programmes in Arts and Science. In Arts, 06 subjects (English, Marathi, Hindi, History, Economics and Geography) are offered at 'Special' level and 04 subjects ( Political Science, Sociology, Psychology and Urdu ) at 'General' level. In Science at 'Special' level Chemistry and Botany and at 'General' level Physics, Mathematics and Zoology are offered. The medium of instruction is Marathi in Arts and Science subjects are taught in English medium. The total enrollment in B.A. and B.Sc. degrees is 518 and 107 respectively. There are 19 permanent teachers ( 02 females and 17 males) including a Librarian and a Physical Director, all under grant - in - aid and receiving UGC scale of pay. Nine teachers ( 04 females and 05 males ) are working on temporary / Clock hour basis and are paid out of the grants received from the government. Three more teachers ( 02 females and 01 male ) are appointed on temporary basis and paid out of the college funds. The Non- teaching staff consists of 03 Clarks and 05 class IV employees. They are all under grant-in-aid.

The college volunteered to be assessed by the National Assessment and Accreditation Council ( NAAC ) submitted its Self Study Report in September 2003. The Council constituted a peer team consisting of Prof. V. Ramakistayya, former Vice-chancellor, Osmania University, Hydrabad as a chairman, Rev. Fr. Sabestian Thekkedathu, Principal, Christ college, Bangalore, as a member and Dr. ( Miss ) Niloufer Jamshed Chinoy, Retired professor , Gujarat University, Ahmedabad as a Member - Convenor. The team visited the college for two days, i.e. 19th and 20th December 2003. ( Rev. Fr. Sebestian Thekkedathu had to leave the peer team due to unavoidable circumstances on 19th Dec.2003 afternoon ).

The peer team perused and analyzed the Self Study Report submitted by the college. During the institutional visit, the team went through the relevant documents and visited the departments and the facilities. The peer team also interacted with the management, the head of the institution , teaching and non teaching staff, present students, parents and the past students of the institution. Keeping in view the criteria identified by NAAC , the peer team presents below the assessment of the institution under the various criteria, the commendable features of the institution and the issues of concern.

Criterion - wise - Analysis :
Section 2 : curricula -wise Analysis
The Rayat Shikshhan Sanstha (1919) started Radhabai Kale Mahila Mahavidyalaya, Ahmednagar in 1989. It is affiliated to the University of Pune. It is not autonomous and hence it follows the syllabus of the University of Pune.

The college aims at value based education for the students who come from a rural setting and belonging to socially and economically backward and downtrodden families. The college provides education in Arts and Science streams. The results are fairly good taking into consideration the poor academic background of the students at the entry level.

The college runs degree level programs in Arts and Science with various core and non- core subjects and with horizontal mobility. The college has conducted seminars in Botany and Marathi.

The college strives to impart proper education which will enable the students to survive in a competitive scenario. However, all out efforts to update the teachers and implementation of methods of improvement like strategic planning and introduction of courses which would fetch jobs for the students and their all round development are imperative. Providing proper infrastructure is also important for imparting proper curriculum. Attempts towards imparting co-curricular and extra-curricular activities are being carried out.

The Rayat Shikshan Sanstha's motto 'Education through self help ' is realized through the 'Earn while learn scheme' for poor students which is commendable. About twenty-five students are benefited by the scheme each year. It makes them self reliant for their education, promotes a sense of dignity and self respect amongst them.

The College produces several graduates every year, who are first generation women learners from their family. Although the college is situated in an urban locale, most of the students are from the rural and nearby areas around the city.Ahmednagar city has a big population of Muslim community. Around eighty percent of girl students of this community give first preference to this college rather than the other coeducation colleges for their study. This is the only college in Ahmednagar District which offers Urdu subjects at general level in Arts stream. The college pays special attention to its qualitative educational progress especially to the rural, socio-economically backward and downtrodden women. The Sanstha has its monogram 'A Banyan Tree ' signifying growth and development .As Mahatma Gandhi has said ' If a man is educated only one person becomes literate, but if a woman is educated, the whole family becomes literate'.
The college strives to promote competitive merit and excellence among its girl students and encourages the emancipation and empowerment of women to enable them to accept the challenges of the emerging new eras.

Students with the minimum marks in qualifying examination get admitted in the college. The students are provided with prospectus and academic calendar in the beginning of the academic year. Teaching methods include group discussions etc. Some remedial courses in English, Economics and Mathematics are also offered.

The teachers are open to various techniques of imparting education. Tutorial and unit tests, term examination etc. are conducted for the benefit of the students. Three teachers were honoured by various bodies for their teaching. In the future there is a desirability to recruit more Lady teachers. Some new vocational courses in Tailoring, Fashion Designing, Beautician and screen printing have been recently introduced.

The education received by the students empowers them and enables them to work towards social transformation in the society wherever they are.

Faculty improvement programme under UGC is to be introduced shortly in the college. Among the permanent teaching faculty none have Ph.D. but one has M.Phil. degree. Among the permanent teacher one has registered for Ph.D. and non-for M.Phil. Research and higher education are inalienable and the relevance of higher education depends on the ability of the academic community in engaging the society they are working within terms of their problems and potential. The college needs to take up this aspect, as it is one area where in the colleges get funds from various agencies for creative intervention in the society. The research activities need to be geared up in future.

The college was started with strength of 67 girl students. Today the college has 31 teachers and about 625 students with courses in Arts and Science streams. The college is situated in a campus of 6.866 acres of land. The first generation learners are transformed into graduates and as women they transform the society through the valuable education they received which would not have been possible without this college. The college has 12 classrooms, 4 Science laboratories, Girls Hostel, Canteen, Cycle stand, Library, Playground and botanical garden. Classes for students who opted for Arts are held in the morning session and for those who opted Science classes are held in the afternoon.

The college has a girls hostel and presently is accommodating 25 students. The office has two computers for general use. However a central computer facility and language laboratory and needed.

The library has only 6400 books, which is quite insufficient by any standard. Maintenance and upgrading the facilities are big challenges for the management. Some plans for future developments are on the anvil. The college needs to provide reading space/rooms, reprographic facilities and computerization of library.

The college has playground and courts and other facilities to play various games and sports. However gymnasium and other sports facilities need to be expended in future. Some students have participated in sports events in Inter University level.

The student's hail from the weaker sections of society. In spite of that most of the students take their examinations. Students are motivated to better through prizes and recognition and outstanding performance is specially recognized. Most of the students receive financial aid in one form or another. In 2002-03 the number of recipients of scholarship or free ship was 553. College has instituted various prizes and awards. Students are encouraged and trained in problem solving and are made competitive through debate, essay writing, general knowledge quiz etc. From 2002-03 Alumni / Alumnae Association started functioning in the college. Various extracurricular activities are encouraged.

Student support and Progression is an area, which should get more systematic approach and planning from the administrative side. These days sky is the limit in terms of student support and progression. Gone are the days when colleges could resort to only classroom teaching and learning. Guidance and Counselling for higher studies and profession, coaching and facilitation of competitive examination, interaction with parents and other stakeholders etc. are avenues to be expanded. Audio-visual facilities, Information Technology, horizontal and vertical choices for the students in their progression are all areas to be addressed in the future.

The institution is part of Rayat Shikshan Sanstha which claims to be the biggest education institution in Asia. Being a part of such a Society is advantageous to the college. At the college level Local Managing Committee takes care of the policy and normal administration of the college. Various academic and administrative committees also function at the college level. Academic calendar is prepared in advance. Teachers are appointed or transferred to the college by parent society. Internal and external auditing take place for the proper accounting. There is a student Council also at the college level. Loan facilities are available for the teaching and non teaching staff through co operative bank and P.F. loans.

The income through fees is quite limited and the management has to raise funds through donations for the overall development of the college.

The college has mechanism for internal quality check and management. It is in the process of establishing linkages with other institutions and industries. It has recently started three short term vocational courses namely fashion designing and tailoring, Screen printing and Beautician on self financing basis and is planning to run some courses under distance education. Under 'Earn and Learn' Scheme it is promoting among its students respect for dignity of labour and its importance in community life and through NSS activities the students are given opportunities for imbibing the spirit of service to community and also for learning civic responsibilities. The sports and games and other extra curricular activities of the college are helping the students to develop their all round personality.

Radhabai Kale Mahila Mahavidyalaya, Ahmednagar, during the last 14 years of its existence , succeeded in imparting higher education to a large number of girls coming mostly from disadvantaged sections of the society. Most of them are first generation learners. Though the college is urban - based, its feeding is mostly from the surrounding villages. In the district of Ahmednagar this is the only girls degree college affiliated to University of Pune. But for this college many girls belonging to conservative section of society would not have received higher education due to the unwillingness of their families sending them to coeducational institutions. The institution helped many poor girls to get the benefit of college education through its 'Earn and Learn' Scheme. The college has good playgrounds and is encouraging its students to participate in outdoor games like Volleyball, Basketball, Kabbaddi etc. Many of them have participated in inter- university competitions.

The peer team, while appreciating the good work done by the college, would like to draw the attention of the management to the following areas of concern.

The college has spacious area of 6.866 acres at its disposal but the infrastructure raised on the site has to be substantially strengthened to meet the present basic requirements. In case the management proposes to add some more courses at undergraduate / post graduate level or shift its Junior college wing to this college premises, it is necessary that first the infrastructure to run the present courses is fully strengthened by undertaking additional construction and to meet the requirements of expansion by adding separate infrastructure

The library needs strengthening both in terms of number of books, Journals, etc., and the space for stacking and reading proposes.

The chemistry and Botany laboratories need strengthening both in terms of space and equipment.

The college may promote research culture in the institution. Out of 19 permanent teachers three hold M. Phil degree. The peer team is informed that one of the permanent teachers is currently registered for Ph.D. The college may over the next 3 to 5 years motivate the younger faculty to complete their research degrees. Teachers may also be encouraged to organize more Seminars and to undertake major / minor research projects for which funds are available with the UGC.

Computer awareness has become a must for all streams of learning. The college may initiate the necessary steps to establish the computer center to cater to the needs of students coming from the surrounding villages. The center may offer the certificate courses of various duration on self-financing basis.

Students aspiring to work at national level after their graduation need good proficiency in English language communication. Since the students of the college study in Marathi medium and mostly belonging to villages they need facilities for improving their communication skills in English. For this purpose the college may take steps for establishing English Language Communication lab to be run on self-financing basis.

Career Guidance Center may be strengthened by collecting and making available to the students information regarding the employment opportunities in various governmental and non governmental organizations, Public and private corporations, Public Service Commissions etc,. Career males also may be organized for this purpose. Competitive Examination cell also needs strengthening. For this purpose a separate room may be allotted.

Higher education is undergoing fast changes. Its relevance to the student's aspirations is being questioned in many quarters of the society. To meet these challenges there is a need for evolving strategies by preparing a vision document. The management, the Principal and the faculty of the college may closely interact for this purpose and chalk out its plans in various aspects for institutional growth and development during the next 5 to 7 years.

The college may strengthen its interaction with the past students (Alumnae Association) and the parents. Every department may be asked to keep track of its past students and get the feedback , wherever possible regarding the course contents being offered by the college and the need for modifications etc,. The periodical interactions of the college and the past students and the parents in course of time may be of great help to the institution in its growth and development.

The peer team is happy that the college has constructed a girls hostel on its campus. At present it is not being fully used to accommodate the girls. This may be rectified.

In future recruitments the management may explore the possibility of recruiting more lady teachers.

In the course of interaction with the management, the peer team noted the keen interest on the part of the management to develop the college by providing necessary help, financial and otherwise. The management is forward looking and progressive in its outlook, the faculty is also committed. This being the case the college has potential to reach greater height in its academic performance in the years to come.
