Introduction
Established initially at Mumbai in 1949, the location was shifted to Dharwad in October, 1949 and Karnatak University had its official inauguration in March 1950. Covering a vast expanse of 750 acres on the hill named 'Chota Mahabaleshwar' one of seven hillocks on which Dharwad is beautifully perched inviting comparison with Rome, the University has its own ambience with a sylvan setting of undulating greenery. Though spacious initially the campus now looks small with 48 Departments that have come up during the half century or so of its historic existence.

The University in its formative years had the leadership of Dr. D.C. Pavate as the Vice-Chancellor (1954-1967 ) who gave it a shape all its own with symmetry that merges with the environ that spells harmony. The rocky edifice built in magnificent style is a tribute to his genius as the architect with a matching academic input. the faculty, to earn the campus the name, Pavate Nagar for posterity. The galaxy of Vice-Chancellor that lent their shoulders to the wheel of progress, the dons and the deans brightening the academic horizons and the illustrious band of the students spanning out for and wide holding coveted positions have all given it in aura of eminence that now the University to day is rated as one of the handful Universities in the Country with a potential for Excellence, as identified by NAAC by giving a five star status which only a handful of Universities have been able to achieve. UGC recently has granted an outlay of rupees 25 crores. The newly created Departments like Genetics, Microbiology, Reproductive Health Management bid fair to do well besides the established departments of yore with a track record of Academic Excellence.

The Karnatak University has Postgraduate Centers at Belgaum on a sprawling campus with 178 acres, Postgraduate Centre at Torvi, Bijapur on 200 acres with another Postgraduate Centre at Karwar 6 acres, catering to fisheries, needless to mention P.G. Programmes in leading colleges at Dandeli, Bagalkot, Gadag, Haveri, Bijapur, Dharwad, Hubli, Ilkal, Jamkhandi and Belgaum. The second oldest in the state, Karnatak University with 48 P.G. Departments, 5 P.G. Centers, 5 Constituent College : 256 Affiliating Colleges with 264 P.G. teachers, 4252 UG teachers, 4531 PG students and 1,01,142 UG students in a community of academics, all drawn in the adventure of learning from the seven districts of Northern Karnataka. Karnataka University is the second oldest university in Karnataka.In a few months time it is poised to celebrate its Golden Jubilee year (1998-99) It has jurisdiction over seven North Karnataka Districts namely , Dharwad , Gadag, Haveri , Bijapur , Bagalkot, Belgaum and Karwar.
The main campus of the University, known as Pavate Nagar is situated in Dharwad on the Chota Mahabaleshwar Hillock envisioned by sylvan surrounding of unparalleled beauty, The Dharwad campus offers as many as 43 P.G. Courses, 17 Diploma courses and 11 Certificate courses . The second P.G.center established in Karwar in 1975 offering a two-year P.G.Courses in marine Biology and M.phil and Ph.D courses.The third P.G.center was established in 1982 at Belgaum, which offers seven P.G. courses. It is now shifted to the new and spacious bhootaramanahatti campus, some 15 Kms from Belgaum side of National Highway. The fourth center came into being in March 1994 at Bijapur. This center offers P.G. Diploma courses in Art History and Tourism. The University has jurisdiction over nearly 1,00,000 students enrolled for the undergraduate and 4500 students for the P.G. courses.

This University has undertaken a number of maiden collaborative research institution in India and abroad. our faculty members have established ties with researches in countries such as USA ,Germany,France,UK ,etc. the University is fortunate enough in having received and listened to distinguished statesmen, scientists, educationists and literary figures including a Nobel Laureate.

Second oldest university in the state, Karnataka University has been recognized with the Potential for Excellence by University Grants Commission of India (UGC). The University has been accredited with five star status by National Accreditation Council (NAAC). The educational jurisdiction of the University spreads over seven districts of North Karnataka namely Dharwad, Gadag, Haveri, Bijapur , Bagalkot, Belgaum and Karwar.

In 1949 the Karnataka University was founded and the magnificent building was built in 1958..

Due to the fervent efforts of Dr D.C. Pavate who was the third Vice Chancellor of Karnataka University most of the departments were established. The University campus is spread in the northwestern part of Dharwad. The weather is so pleasant that it was called "Chota Mahabaleshwar". University has a very rich collection of books (more than 4 lakhs) and the library building is standing in a little remote and insylvan surrounding of the University campus.

There is a historical Research Institution consisting of old writing on plamyra leaves, engraved copper sheets. A very good collection of old coins and idols have enriched the treasure of this institution.

There are 35 departments including Medicine, Engineering, Ayurveda, Music, Education Yoga, Criminology, Women studies etc. There is a Kausali Institute of Management Course. There is a separate wing for Gandian Studies also.

History
Started at Mumbai in 1949, the location of the University was shifted to Dharwad in October, 1949. In March 1950, Karnataka University was officially inaugurated. The rapid development of the institution is attribited to Dr. D. C. Pavate who was the vice-chancellor of the university from 1954 to 1967.

Educational Streams
Karnataka University has an excellent track record of academic excellence especially in areas of like Genetics, Microbiology, Reproductive Health and Management. It has also established collaborations in India and foreign countries such as USA, Germany, France, UK etc. Distinguished statesmen, scientists, educationists and literary figures have visited and addressed KUD faculty and students. Apart from the University campus, constituent college and affiliated colleges the University has established post graduate centres in several cities of Karnataka.

The PG Centre established at Belgaum offers Master of Education (M Ed), a course of one academic year with two semesters for full time students. Another PG Centre at Karwar offers M Sc course following the semester system wherein students are admitted as per the norms of Karnataka University. The Bijapur PG Centre offers MA in History and Archaeology and PG Diploma courses in Tourism, Art-History, Computer Application, Food Processing and Quality Control.

Facilities
The university provides hostel accommodation for its students and guest houses for the visitors. Recreation and sports facilities are also available for all the students, teaching and non-teaching staff members. The University maintains good play grounds, tennis courts, basket ball court, swimming pool, volley ball court, gymnasium, indoor shuttle badminton court, and table tennis facility on the Campus. State Bank of India and Syndicate have set up their branches inside the campus. Postal and telegraphic services are also provided within the campus.

9. STUDIES RELATING TO MUSEOLOGY AND CULUTURE OF KARNATAKA: Kannada Research Institute was established in 1937 and became a part of the Karnataka University later. It has a museum and gallery of art and archaeology attached to it apart from its excellent manuscripts that are of rare vintage . Diploma Courses in Epigraphy is conducted in this Institute.

10. ENGINEERING AND ENVIRONMENTAL STUDIES: Post-graduate courses in engineering is conducted by the University at Hubli, Hulkoti, Dharwad, Belgaum and Bijapur. These courses are being delinked from this University, stage by stage.

POST-GRADUATE COURSES AT BELGAUM CAMPUS:
In June 1982 the University opened a new campus at Belgaum where facilities are available for post-graduate studies and research leading to both master's and Doctorate Degree programs in seven disciplines, viz., Kannada, Marathi, economics,commerce, Geography, Sociology and Mathematics. It is proposed to start PGDCA courses during 98-99.

The University has provided basic facilities on the campus. About 200 acres of land has been acquired on Poona-Bangalore highway No. 4. It is 20 Kms . away from Belgaum City . The University has constructed academic building at the estimated cost of Rs. 75.00 lakhs.A hostel for students and a furnished Guest House with well laid roads and independent water supply is provided. About 3 Crores of rupees are invested to develop the campus and created academic facility on the campus.

P.G.COURSES AT KARWAR:
This is the second P.G.Center established in 1975 which offers a 2-year P.G.Course in Marine Biology and M.Phil and Ph.D Courses. Master of Commerce Course is introduced from this year (1998-99)

P.G.Courses Bijapur : This is the fourth P.G. Course of the University established in 1994 offering P.G. Diploma Course in Art History and Tourism .

P.G.Course At Dandeli: The University has started a M.Tech Course in Pulp and Paper Science from the year 1998-99.

Linkage With Development : With the support of the Gandhi Smarak Nidhi and the U.G.C the University established the Gandhi Bhavan where the Department of Gandhian Studies is housed, and has created facilities for the propagation of Gandhian ideas through a multidisciplinary approach and a multiphase program,viz establishment of a Gandhian Library, a one year Diploma Course in Gandhian Studies, adoption of a village for bringing about all-round development in village by students ,etc

Certificate and Diploma Course :
Certificate and Diploma Course are offered in Kannada, German, French Russian, Tamil, Statistic, Yoga, Music, Translation , Jainology , Linguistics and BasavaStudies.

Studies in Multidisciplinary subject:
The University has established several Chairs and started Diploma Courses in the following to promote the lofty ideals , philosophy , way of life and thinking of the great saints, scholars and political thinkers in the contemporary context, At present there are six Chairs which are already established namely Basava Chair, TamilChair ,Ambedkar Chair and VemanaChair .

SpecialTraining Programs:
With a view to helping those who take the All-India Competitive Examination for entering the Indian Administrative Service including Banking or the Provincial Administrative Service , provision has been made for training them at a Center specially established for the purpose .Financial assistance is also granted in the case of students belonging to weaker section like the Scheduled Castes and Scheduled Tribes.

External Courses:
The University has also been offering external degree facilities . Under this scheme persons residing either in India or abroad who are unable to attend recognized colleges as regular students can register in the faculties of Arts ,Social Science and Commerce either at the undergraduate level or at the post graduate level as external candidates . They can also take up Mathematics in the science Faculty

The basic qualification for registering as external candidate for the First year of a Degree Course is a pass in Pre-University examination or equivalent. For the Master degree course a candidate must have passed the degree examination in the appropriate subjects For the Diploma in Foreign languages a candidate must have passed a certificate course in the respective languages or the Pre-University examination with that language .

Prof.S.S.Basavanal Library:
The University Library is named after Prof.S.S.Basavanal,a well known Litterateur of Karnataka and has on its shelves over 3,50.000 books and is receiving about 434 periodical publication .It is kept open on 358 days in year from 8.00 a.m to 9.00 p.m on all days except Sunday ,Tuesdays and holidays,
when it is kept open from 11.00 a.m to 6.00 p.m During the examination season it is kept open till 11.00 p.m Prof. S.S.Basavanal Library is housed in an independent building of its own .A separate text books corner for SC/ST students and IAS study corner are the features of the library.

United Nations Depository Center: The Library has been designated United Nation Depository Center where important United Nations Documents are received regularly and are available for consultation.

Prasaranga (Publication Division): For carrying the torch of knowledge to the very door steps of the common man , the university has established the "Prasaranga" which Organizes Extension Lecture camps in the rural areas ,and special lecture camps in and around Dharwad .It also publishes books based on research work and also six Journal in Arts ,Social Science and sciences in English and Kannada including "Vidyarthi Bharati" meant for students.

Students Amenities :
Hostels: There are six student hostels, two for girls, three for boys, and one for research students on the campus accommodating around 1200 students out of whom 250 are lady students. the main canteen on the campus is kept open on all days, except Sundays.The student home serves meals at subsidized rates.

Health Center: Moderately equipped Health Center has been functioning on the University campus for the last 30 years. This center caters to large number of patients in a year ( approximately 30,000 patients) . A branch of it is also functioning in Karnataka College Campus

Employment Information and Guidance Bureau : The University Employment Information and Guidance Bureau was started in the year 1970 and has an employment exchange office of the Government Karnataka attached to it.

Gold Medals and scholarships:
The meritorious students are given moral and financial support through various scholarships, cash prizes,and gold medals instituted at the University in addition to the various concessions given by the Government. At present there are as many as 108 Gold medals, 41 prizes and 14 scholarships available.

Sports: The sporting boys and girls have done well in cycling ,kabaddi, cricket ,best physique , cross country race ,hurdles, horizontal bar, volley ball, etc., at the national and international levels.

P.G.Gymkhana:
It is a forum of the students of the University meant for promoting the sports and cultural potentialities among the students. The Post-graduate Gymkhana can boast of noteworthy success at various competitions and meets, including international cultural exchange program (Japan) and National Youth Festival held at Mumbai recently,

Central Workshop:
The University has established with financial assistance from the U.G.C a Center Workshop for repairs and maintenance of equipment in the science Departments.

University Scientific Instrumentation Center:

The University has established the Scientific Instrumentation Center with special financial assistance from the U.G.C The Center is housed in an independent building and has acquired several sophisticated and costly equipment.

Botanical Garden:
Vast areas are planted with different species of trees. A Botanical Garden, with very rare species of plants, is a focal point of shade as well as for the material for botanical Research.

Other facilities on the campus : There is a Post & Telegraph office on the campus .There are branches of the state Bank of India and the Syndicate Bank .The KSRTC plies buses to University from Dharwad Bus Stand and Hubli.

University Campus
Karnatak University Campus is spread over about 750 acres of land. Efforts have been put to maintain the beautiful greenery in the campus. Teaching and non-teaching staff members are provided with quarters to stay on the campus. There are about 80 quarters of different categories for Lectures, Readers and Professors and there are about 50 quarters for Non-teaching staff inclusive of class IV employees. The top officers of the University - Vice-chancellor, Registrar, Registrar (Evaluation), Finance Officer, Resident Engineer are provided with free quarters.

There are two guest houses. The new guest house with 24 rooms includes a seminar hall of about 150 seats capacity. University Engineering Department is looking after water supply on the campus.

Good gardens, Parks and a Children Park are maintained by University garden department and add to aesthetic beauty to the environment of the campus.

University has provided Recreation and Sports facilities for all the students, teaching and non-teaching staff members. There are good play grounds - tennis courts (two), Basket ball Court, Swimming Pool, Volley Ball Court, Gymnasium, Indoor Shuttle Badminton Court, Table Tennis facility, on the Campus. Post Graduate Gymkhana is equipped with T.V., Radio and indoor games, maintained by Directorate of students welfare.

"Gandhi Bhavan" with more than 2000 seat capacity and a recreation hall of 300 seat capacity, with stage and lighting facilities are available for cultural activities.

Annaji Rao Sirur Rangamandira is a fully equipped air conditioned auditorium situated in Karnataka College campus is one of the beat auditoriums in the north Karnataka.

A credit co-operative society of employees of University is being successfully running. It provides short and long term loans to its share holders (employees of the University) and also accepts term deposits.

Canteen and boarding facilities are provided through central canteen, and five small canteens.

* Banking facility is provided by Nationalized banks - Syndicate Bank and State Bank of India. Postal and Telegraphic services are also provided on the Campus.

* The needs of the residents of the Campus such as grocery, vegetable, stationary articles etc., are met by allowing vegetable grocery, fair price Ration shops and Janatha Bazaar.

* Hostel facilities for students are provided. There are three girls hostels, one working women hostel, and three boys hostels, and 35 students capacity kitchenette (for self cooking) on the campus. There is also one hostel run by social welfare department for boys.

* A Kannada Medium Primary School up to IV standard is provided for children of employees.

* 'Vishvachetana' - a cultural organization of the University to encourage cultural activities and togetherness amongst teaching, students and non-teaching staff.

Karnatak University hikes affiliation fees

DHARWAD: Colleges and institutions in the purview of Karnatak University aspiring to introduce new courses at undergraduate (UG) and post-graduate (PG) level will have to shell out more money to get varsitys affiliation now onwards.

The academic council at its meeting held here on Monday gave its consent to the proposal to hike the affiliation fees. The affiliation fees for commerce course at both UG and PG level has been hiked substantially.

While the average fees for affiliating UG courses has been hiked by 12 per cent it is 31 per cent hike for PG courses. The deposit amount has been hiked by 9 per cent.

Vice chancellor H B Walikar, who chaired the meeting justified the hike saying that the other universities in the region had hiked the affiliation fees for UG courses by 72 per cent and for PG courses by 330 per cent.
Now the colleges intending to start commerce course at the UG level will have to pay Rs 45,000 instead of Rs 30,000. For arts and science courses the hike is from Rs 30,000 to 33,000. For PG courses to start MCom the fees has been hiked from Rs 48,000 to Rs 1 lakh, for MA from Rs 48,000 to Rs 80,000 and for MSc from Rs 48,000 to Rs 60,000.

Walikar said there has been good demand for commerce courses at both UG and PG level and inflow of students was also high. As such the colleges can accumulate the necessary funds for payment of affiliation fees, he said.

The academic council also gave its in-principle consent to allow the lecturers having PhD and working in private aided-unaided first grade colleges to work as guides for PhD students. A committee will be constituted to study the merits and demerits of allowing lecturers to be guides and the recommendations of the committee will be incorporated in the rules.

The university also came out with the time table for admission process to various PG courses. Since the results of all undergraduate courses have been announced the varsity will start distribution of application forms for PG courses from June 30. The respective departments will conduct entrance test on July 18 and the admission process will be completed by July 30. There will be no centralized entrance test, the VC clarified and said the concerned departments will conduct the tests.

Karnataka University vice chancellor replaces the clueless registrar

DHARWAD: In a dramatic turn of events Karnataka University vice chancellor H B Walikar on Monday relieved registrar (evaluation) J S Bhat from his responsibilities and appointed prof. Ninnekar of PG department of biotechnology as the in-charge registrar (evaluation).

The sudden development took many by surprise and Bhat himself was caught off-guard as the announcement came during a media briefing by the VC on Monday. Bhat and registrar (administration) SB Hinchigeri, who had attended the academic council meeting, were sitting by the side of the VC during the media briefing. They were stunned when the VC announced that Bhat has been relieved and Ninnekar will take his place.

Bhat later told that he had no clue about the development and would consult his legal advisor on the future course of action.

Defending his spur-of-the-moment action, Walikar said his decision to relieve Bhat and appoint Ninnekar was in accordance with the order issued by the Karnataka High Court Circuit Bench (Dharwad) on Monday morning, the copy of which he had received just then. He said he was just following the courts direction.

J S Bhat, professor in the department of physics in Karnatak University was appointed as the registrar (evaluation) two years ago during the regime of S K Saidapur as vice chancellor.

After Saidapurs term ended, the university had filed a petition in the high court challenging the appointment of Bhat claiming that he had been appointed overlooking the seniority of others.

Subsequently, Bhat had also approached the court and had managed to get a stay order from the high court which had barred the varsity from relieving him till May 30, 2012.

In the meantime, the department of higher education had also sent a letter to the university to continue Bhat as registrar (evaluation) till further orders.

On Monday the high court circuit bench took up the case and decreed that Bhats appointment was against the norms and asked the vice chancellor to relieve Bhat from the post and appoint the senior professor as registrar (evaluation). The court has also directed the state government to appoint a suitable person as regular registrar (evaluation) for a period of two years before July 15.
