Tharoor wants reasonable restrictions on Facebook, Google

Contending that reasonable restrictions on liberties were sometimes needed to ensure public order and communal harmony, Congress MP Shashi Tharoor has said content like Facebook pages promoting inflammatory causes should not be allowed to go viral on Internet.

Defending Union Minister Kapil Sibals statement, Tharoor said his main concern for asking Facebook and Google to screen user-generated content was the misuse of internet for inflammatory causes with potential of causing violence and threat to social harmony.

Facebook pages calling for extermination of certain religious communities or castes were dangerous to Indias social fabric and should not be allowed to go viral on the net, as they could lead to violence and pogroms.

If someone is holding a match stick to destroy a petrol pump, my concern is to save the pump and not to defend the freedom of action of the vandal lighting the match, Tharoor said last evening while inaugurating a two-day Knowledge Sharing Workshop on Sub-Regional Human Rights Mechanisms organised by the O P Jindal Global University and the United Nations Development Programme (UNDP) here.

In a statement issued by the University, Tharoor said public order and communal harmony were higher priorities for the nation and maintenance of these priorities could sometimes entail reasonable restrictions on liberties.

He said an individuals rights have to be limited in the event that they are violating the rights of large groups to live in peace.

OP Jindal University to train IAS officers

The National Institute of Administrative Research (NIAR) of the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, which trains Indian Administrative Service officers, has signed a memorandum of understanding (MoU) with OP Jindal Global University, Haryana for joint
research, teaching and exchange of faculty.

The MoU signed by NIAR director-general Dr Kush Verma and OP Jindal Global University vice-chancellor prof C Raj Kumar on May 25 also covers hosting of visiting academic delegations, development of research centres, organisation of conferences and promoting scholarship through publication. We are already working with the National Police Academy, Hyderabad, Kumar told.

He added: The MoU with LBSNAA has been built upon the existing relationship of JGU with the National Police Academy and evolving collaborative arrangements with the Foreign Service Training Institute, the CBI Academy and other similar national institutions.

The Ministry of Home Affairs had awarded the contract for training of mid-career IPS officers to the Cambridge University and the OP Jindal Global University, following an agreement signed at the Sardar Vallabhbhai Patel National Police Academy, Hyderabad in March 2010.

As part of their mid-career refresher course to hone their policing skills, about 100 senior Indian Police Service (IPS) officers from 1991 to 1994 batch had in January this year gone to the University of Cambridge in the UK after completed their six-week training at the National Police Academy in Hyderabad conducted by experts from Cambridge University, OP Jindal Global University as also those from the United States.

The latest MoU lays the basis for JGU and its four schools to work closely with LBSNAA in a variety of training and research initiatives, Kumar said.
