Inspired by the relentless efforts of various Jat Heroes, ideals of great visionary Deenbandhu Ch. Chottu Ramji, and belief of the leaders like Ch Matu Ram that the upliftment of farmers and marginalized sections of the society could have been engineered only through an effective socio-educational revolution backed by competent education system. The Jat Education Society established the All India Jat Heroes Memorial College, Rohtak in the year 1944. It was a tribute to the ethos of freedom fighters of the time. The needs of quality education to the vast rural stretches were catered through sustained efforts of the institute. The philosophy of integrating the society by reaching to all sections of the society irrespective of caste, community and creed has been truly practiced by the institute.
With the student strength of approximately 5500 and highly competent faculty, the institute boasts of a well equipped infrastructure spread over 30 acres of land on the National Highway No-10 on the Delhi Rohtak Road adjacent to the Maharashi Dayanand University, Rohtak. The institute is affiliated to Maharshi Dayanand University, Rohtak and has been accredited B++ rank by National Assessment and Accreditation Council of India (NAAC). Undergraduate courses in Humanities, Science and Commerce, Post Graduate Degree courses in Physics, Chemistry, Mathematics, English, Computer Science, Mass Communication and Post Graduate Diploma in Computer Application are offered by the institute. The institute also offers various professional courses i.e. Bachelor of Computer Application (BCA) Bachelor of Business Administration (B.B.A.), B.Sc. with Computer Science, B.Sc. with Electronics, B.Sc with Information Technology, B.Com with Computer etc.

NAAC report of All India Jat Heros Memorial CollegeSection 1: Introduction
All India Jat Heroes' Memorial college, Rohtak was established by Jat Education Society in the Year 1944 at Rohtak to commemmorate all those Jat Heroes known and unknown, who laid down their lives in the cause of justice and democracy in the two World Wars. The Jat Education Society has under its management other institutions like Chhotu Ram Polytechnic, M.K.J.K. College, Jat H.M.A.S Sec School, C.R. College of Education and C.R.M Public School. The driving force behind these institutions is the inspiration provided by the illustrious leader Din Bandhu Sir Chhotu Ram who fought for upliftment of farmers and down trodden of the then Punjab.
All India Jat Heroes' Memorial College is located on National Highway No. 10, 70 K.M. away from New Delhi. The college is recognized by the UGC under 2f&12b of the act and receives development assistance. The college is spread over a beautiful campus measuring 40 acres. This campus is well planned. Apart from Academic blocks for Arts, Science, Commerce and Computers separate blocks are constructed for Administration, Library and Auditorium. The college also has some staff quarters for Teaching and Non-Teaching. It also has hostel facilities to the boys and girls coming from rural areas.
This multi faculty college offers courses in Arts, Commerce, Science , Computer Science, Electronics and Information Technology at Under Graduate level and M.Sc. (Computer Science) and PGDCA at Post Graduate level. New Courses have been introduced from time to time keeping in view the needs of the Society. The conventional degree programmes like B.A., B. Com., B. Sc. are run under grant - in - aid and courses in computer like B.C.A., B.I.T., PGDCA, M.Sc.(Computer Science) are offered under self financing schemes.
All India Jat Heroes' Memorial College had submitted Self Study Report (SSR) in second week of October, 2002 and volunteered for assessment and accreditation by NAAC, Bangalore. A peer team was constituted by the council consisting of Prof. V. Ramakistayya, Former Vice-Chancellor of Osmania University and former Chairman Andhra Pradesh Public Service Commision Hyderabad as chairman, Dr. S.A.Deo Principal Gogate -Joglekar College, Ratnagiri, Maharashtra, and Dr. S.K. Dhawan, Jt. Director (Higher Education), Himachal Pradesh as members. Dr. G. Srinivas, Deputy Adviser, NAAC coordinated the Peer team visit. The peer team visited the college for two days during December 19-20,2002. It visited all the departments, saw the various facilities and interacted with all the sections of the college to validate the details and analysis furnished in SSR.
The peer team interacted with the principal, Dr. I.S. Dalal, the Steering Committee Co-ordinator Sh. M.S.Rahar, the Faculty, the present students, Alumni, parents and Non-teaching staff to get the right perspective of overall functioning of the college. The present term of the members of Management came to an end in the month of Nov., 2002 and new Management is yet to be elected. Hence, it was not possible for the peer team to interact with the Management. The following criterion-wise report is based on the above interactions and the documents furnished to the peer team.
Section 2: Criterion-wise Analysis.
Criterion I: Curricular Aspects.
At present the college has under graduate classes in the faculties of Arts, Science, Commerce and Computer Science. The college started B.C.A., B.I.T., M.Sc. (Computer Science) & PGDCA courses under Self financing schemes. The college has reputation for Science faculty, B.C.A. and M.Sc.(Computer Science) programmes at University level. The college offers maximum programme options in the M.D. University. Students of the college have obtained university ranks during the last few academic years. The college also conducts distance education programmes for B.A., M.B.A. and M.C.A. of M.D. University, Rohtak and of IGNOU. Some of the teachers are the members of various bodies of the University. The college conducts remedial coaching for SC/ST students as per Haryana State Govt. scheme. Most of the departments have sufficient faculties in spite of Government ban on fresh appointments. Faculty members of the college are committed and they are successful in their endeavours. The college has fifteen departments with a total enrolment of about 4500 students. In line with the policy of M.D. University, the college offers vertical mobility. The college has the highest student enrolment in Haryana. Its Science Faculty has State level reputation.
The curriculum is generally reviewed and updated every three years. The faculty members have the freedom of contributing to the updating of the contents and syllabi, as and when necessary, through the Board of Studies of the M.D. University. The college proposes to start some more vocational courses as per the market needs from the next academic year. The college also has plans to involve industry in planning in the course content of the new vocational courses
Criterion II: Teaching-Learning and Evaluation.
Teaching, learning and evaluation are carried out extremely well in all the faculties of the college. They follow annual, semester, monthly test system of the examination. At undergraduate level students are admitted on the basis of merit. The Government policy of reservation/relaxation of norms for SC/BC students is also adhered to.
There are few students from the neighbouring states. The total number of students during the academic session 2001-2002 are 4481. As far as teaching faculty is concerned there are seventy-seven permanent and eleven temporary teachers. The student teachers ratio in the college is 39:1. The teachers of the college are talented and dedicated to their profession. Forty teachers hold Ph.D., nineteen M. Phil. and eighteen hold Post Graduate degree. Some of the teachers also participated in seminars at national as well as at international level. Most of teachers use regular black board method of teaching supplemented by audio-visual facilities. However, these modern techniques need to be expanded into all the departments including Arts faculty.
The college also prepares academic calendar at the beginning of the academic session. Students are informed about the same with initial counselling by the faculty members.
M.D. University to which the college is affiliated for curriculum like B.I.T., B.C.A., and B.Sc. is following an annual pattern of examination. Unit system of evaluation has been a major innovation in this direction for achieving objective evaluation. The college works out unit - wise plan for all the faculties in the beginning of the academic session. Monthly tests/house tests are conducted to check the progress. This practice helps the students for better preparation for final examination. Attendance rules are enforced by the college strictly. The students are informed about their attendance from time to time. In case of habitual absentees, the college takes corrective measures.
Teachers are recruited through a duly constituted selection committee as per UGC/University rules. 88% teachers are permanent and 12% teachers are temporary. Standard self appraisal methods are used for teachers. During the last three years a good number of teachers have participated in Faculty development programmes. Student participation in the evaluation of Faculty need to be encouraged by the college.
Criterion III: Research, Consultancy and Extension
The college supports research work by the teachers by allowing them study leave. It provides seed money to initiate research. Some teachers of Science faculty are actively engaged in Research Projects. Some teachers have actively participated in national and International seminars. In case of Arts faculty, college needs to enhance each activity with some additional facilities and motivation. In case of consultancy, the college urgently needs to find out suitable areas and accordingly focus itself involving all teaching staff from all the faculties of the college. Further, teachers should be encouraged to apply for UGC, ICSSR, DST, DBT, DOEn. and other national and international agencies for more research projects and seminars.
During interaction with teachers, they expressed disappointment that M.D. University does not permit U.G. College teachers to guide research students nor allow them to start P.G. courses.
The college has designated persons in charge of allied activities :
These include for National Service Scheme(NSS), National Cadet Core(NCC), Environment Awareness programmes, Community Development, various types of Associations and other extension activities. Students are involved in these activities. Teachers are also involved in the activities of rural development and awareness. Some of the extension activities are collaborated with NGO's at National level. A good number of extension activities are planned by State Government at Rohtak with active collaboration of the college.
Criterion IV: Infrastructure and Learning Resources
The college has excellent infrastructure facilities resembling a Mini University. The campus is built on 40 acres of land at the important location of the town Rohtak and is well maintained. The infrastructure is well utilized. Eco-friendly steps are taken by the college for healthy environment. During the peer team interaction with the students, they have appreciated the infrastructural facilities in the college. The college should reorganize the Library and Reading hall in more reader-friendly way. The campus including Hostels, staff quarters is cleanly maintained and proper security arrangements are also made. The college has back-up facilities for power supply and potable water supply for staff and students.
The college Library has 42655 books, subscribes to 32 journals and 65 newspapers . It is housed in a separate building with ample space for future expansion. The library of college needs to organize in more systematic and modern way. Further, latest facilities like internet, open access need to be introduced in Library. The canteen facilities are found suitable and maintained well on the college campus. Guest Rooms, Health Centre etc. are properly maintained. The college provides residential accommodation on the campus for the both teachers and non-teaching staff.
The college has facilities for a large number of games and sports. It also has eight lanes four hundred meters track. Students of this college are proficient in the sports and showed outstanding performance well at state and national level. Few sports persons have achieved awards at international level competitions. At university level to which the college is affiliated has secured overall first position for last seven years consistently.
The college has separate hostels for boys and girls. Students are admitted to the hostels on the basis of merit. Both hostels are well maintained and all the amenities provided are up to the greater satisfaction of students. There is good demand from the students for hostels. The college is constructing another women hostel and a new block for Arts faculty. The college has its website www.aijathmcollege.com. It has about 100 computers. There are departmental and centralized computing facilities.
Criterion V: Student Support and Progression
The students are informed about rules, regulations and the facilities available through prospectus. Various types of financial aid available to the students from the central and state government, institutional grants, free studentships and sports facilities.
The college offers career counseling to the students. At the time of student interaction, some students suggested for career counseling before selecting course options. The college also implements several State government sponsored scheme for needy students such as 'Earn While You Learn'. The NCC & NSS units of the college are very efficient. The college has rich tradition of large number of students joining defence services through CDS/SSB selections.
Alumni of the college are contributing in almost all spheres of the society such as Science, Education, Engineering, Politics, Administration, Medicine, Sports and Literature.
The college also conducts Coaching Classes for students seeking admission into Medical and engineering courses including those from SC/BC and Ex-Servicemen with the support of State Government. The Counseling & placement centre guides students for employment and also motivates for self employment. Some departments organise annual activities for development of additional skills for the students. During the last few academic years, Computer Science department organized a number of such activities. Other departments should develop such activities for their students. The college also brings out its annual magazine 'The Heroes'. The prospectus illustrates requisite details of the programmes offered. The department of Computer Science brings out its annual magazine 'TechnoVision'. The students of the college annually visit 'Trade Fair' at New Delhi. During the interaction session, the students wanted more practical orientation to knowledge imparting. Several State ministers, public representatives, senior defence officers and bureaucrats are alumni of this college. About one third of the PG students enrolled in the M.D. University are from this college. Alumni association is of recent origin.
Criterion VI: Organization and Management
The college has a Board of Management. At present due to completion of its tenure, the board is not in existence. The college is managed by the Principal with the help of Deans for all the faculties along with heads of departments. The Principal takes keen interest in all the matters of the college from teaching to development and individual problems of the students. Development activities of the college are carried out by the small committees of the teachers and staff constituted for the purpose . There are administrative and accounts divisions.
The overall management of the institution is academic oriented and responsive to the academic needs. The college strictly implements 75% attendance requirement during the academic session. Reservation policy of the Government is adhered to by the college. It regularly maintains confidential reports of the teachers and administrative staff. The college has no deficit budget during last three years. The college has spent large funds for development purpose. Further, the college worked out various welfare schemes like Wheat Loans for class IV employees, Group Insurance scheme for the staff, compassionate appointment on the demise of an employee, three month advance salary without interest for the marriage of the wards of the employees and for treatment of major diseases. The college management helps the staff in getting all types of personal loans from the bank.
Criterion VII: Healthy Practices.
The college has a good number of Healthy practices. A few practices which are worth mentioning under this criterion are recorded below.
The Principal and Committees of Teachers play important role in development and fund raising for the college.
The college has obtained maximum financial assistance from UGC during IXth plan period under different schemes.
Good number of scholarships are being provided to the needy and deserving students.
The overall atmosphere of the college is congenial to academics and challenging for future development of students.
The college has distinction in Sports at individual as well as in team events by standing first in university competitions during the last several years.
The college is engaged in preparing its students for competitive Examinations, Defence Services, Medical and Engineering examinations.
The teachers are encouraged by the college to participate in seminars and conferences.
The college is eager to respond positively to start new academic programmes even on self financing basis to cater to the needs of students.
Staff welfare is well considered by the college.
Section 3: OVERALL ANALYSIS
The Jat Heroes' Memorial college, Rohtak, is a premier educational institution located in a backward region of Haryana. This institution has rendered yeoman service in the cause of education of this region. It is considered as one of the model institutions of the State. Many stalwarts in public life studied in this institution. Dr. Swarup Singh, former Governor of Gujarat, Prof. Sher Singh, Former Minister of State, Government of India, Capt. Inder Singh the present M. P. of Rohtak and Sh. Kishan Singh Sangwan the present M.P. of Sonepat were past students of this college. In the field of defence services Col. Bharpur Singh, Brigadior Hoshiyar Singh, winner of Param Vir Chakra and Lt. B.S. Suhag are some of the past students of this institution who rendered heroic service to the Country. In the field of education the college contributed many eminent educationists of Haryana. Many of its students are occupying prominent positions in public administration. A unique feature of this college is the importance given to the sports and games. They rightly claim that they are 'Mecca' of sports. Many students of this college have won Gold and Silver medals in All India Inter University Competitions. Students like Mr. Yogeshwar Dutt and Mr. Narender Singh participated in International Competitions and brought laurels to the institution.
Very few private institutions in the field of higher education have the infrastructure to the one available in this college. The teaching faculty is also well qualified and fully committed to achieve excellence in their respective fields.
It is well known that excellence has no limit. This applies to individuals as well as institutions. The peer team while appreciating examplary record of this college in academic, sports, games, cultural and community activities, wishes to draw the attention of the institution to the following areas of concern:
The library has ample space but the place for the study and the stack room are not at one place. It is desirable that they are located at same place. It is also necessary that the library is computerised and is given adequate staff which will enable the students to have greater access. More journals and reference books may be added particularly for the use of Arts faculty. The peer team is happy to know that the principal assured the team that very soon computerization of the library will be completed.
Arts faculty departments need more infrastructure facilities. The peer team is happy to know that a separate block is being added for the Arts faculty.
Teachers in all the faculties need greater motivation to take up research projects and participate in National Seminars. They should be encouraged to join Faculty Improvement Programme.
The college has reached a stage where it can diversify its activities by starting more vocational and job oriented programmes. Peer team is happy to note that the college is planning to start certificate courses of one to three months duration during summer vacation to spread computer literacy among students belonging to non computer stream.
The peer team is happy to know that the college is providing hostel facilities to girl students. There is need for more hostel accommodation for girls. The principal is planning to complete one more hostel block for them. The peer team hopes that this will be completed very soon.
The college has eminent people who were its past students. The Alumni association may be strengthened by associating the past students which will help in promoting its educational programmes.
The college is very well qualified to run Post Graduate Degree programmes. The peer team understands that the M.D.University rules do not permit affiliation of these programmes in colleges located within Rohtak. The peer team hopes that taking into consideration the academic and infrastructure facilities available in this institution, the University will in course of time allow Post Graduate courses on the campus of this college.
The college should start some certificate/diploma courses including communicative English to give value addition to the traditional degrees.
The college may create Internal Quality Assurance Cell (IQAC) for continuous quality enhancement.
The college has further scope to identify with the local communities and work for their upliftment.
The peer team deeply appreciates the cooperation and courtesy extended by the Principal, Coordinator Steering Committee, Teachers, Students and Non-Teaching Staff during their visit to the institution.
