Media coverage of Jindal Global Law School (JGLS), Sonepat Haryana, Haryana
IntroductionThe Om Prakash Jindal Gramin Jan Kalyan Sansthan (OPJGJKS) is a non-profit society based in India and is the sponsoring organisation for establishing the O.P. Jindal Global University (JGU) and the Jindal Global Law School (JGLS). The University is named in memory of Mr. O.P. Jindal, whose life’s journey from a farmer’s son to a successful industrialist, a philanthropist, a politician and a leader serves as a great source of inspiration for generations to come. His worthy son, Mr. Naveen Jindal is the promoter and founder of this institution and is the Executive Vice Chairman and Managing Director of Jindal Steel & Power Limited (JSPL). Mr. Jindal, a member of the Congress party, is a Member of Parliament (Lok Sabha) in India since 2004 representing the Kurukshetra constituency in the State of Haryana.
The establishment of the JGU and JGLS has received strong encouragement and support from Mr. H.R. Bharadwaj, Cabinet Minister for Law & Justice, Government of India; and Mr. Jairam Ramesh, Minister of State for Commerce & Power, Government of India.
One of the aims of the OPJGJKS is to establish educational institutions with a view to promoting excellence in teaching, research and academic development. In furtherance of that aim, the OPJGJKS is establishing the JGU to create a global university of international standards in India. The JGLS will be the first school to be established under the aegis of the JGU. The JGLS will provide students unique global perspectives through its curriculum, faculty expertise, research collaborations, and thematic programmes.
The vision in establishing the JGU and the JGLS is to impart globalized education with a view to producing world-class professionals, scholars, and academics in law and other disciplines. Globalization has opened various opportunities and challenges which have created the need for competent academics, scholars and professionals. The vision of the JGU and the JGLS is to fulfill this need by equipping their students and faculty with the knowledge, skills, scholarship and vision to meet these challenges and demands of globalization. India, which is on the verge of becoming an economic superpower must produce world-class professionals, scholars, and academics to compete globally. History indicates that excellence in education leads to economic growth and development. The Founders of the JGU and the JGLS, having realized this, have come up with the mission to establish this global institution in India, which will be comparable to the best in the world.
Public funds are scarcely available for higher education in India. Private funds are therefore required in the current educational scenario. The gap between the availability and the need for funds in higher education could be met only by corporate and individual philanthropy. Our mission will be implemented through corporate philanthropy and commitment to corporate social responsibility of the Jindal Group, which is a multinational Indian corporate business house. It is hoped that the JGU and the JGLS will provide new opportunities in the field of private non-profit higher education.
To achieve the vision of providing globalized education in India, the JGU and the JGLS will recruit the best faculty from across the globe. The JGU and the JGLS will enter into collaborations, exchange programmes, research partnerships and other forms of engagement and interaction with top universities and institutions across the globe which are willing to share their invaluable intellectual resources developed over decades. The JGU and the JGLS aspire to build upon the experiences of the past and the innovations in teaching that are taking place at present to create for the future an institution of global excellence. The JGU and the JGLS will provide world-class legal education to a diverse and talented body of students. They will have international exposure at the JGLS. There will be faculty and student exchange programmes and academic collaboration arrangements with leading law schools, such as Harvard, Yale, Oxford, NYU, Sydney, Keio and many other reputed universities in the world. Students will be provided support and training to participate in international mooting competitions and other student activities. The JGLS will also host international events, conferences, seminars, symposia, workshops and round table events.
TeachingExcellent scholars will be attracted from different parts of the world, including India. The JGU and the JGLS will encourage both traditional and innovative teaching methods to accommodate teachers coming from diverse backgrounds; it is believed that such approach to teaching will be good for students and will be more effective. The curriculum will be modern with the flexibility to introduce electives to deal with emerging legal issues. It will take into account the context of globalization and market economy. As part of providing excellent legal education and training, students will be required to obtain insights into the practical side of law and undergo internships with leading law firms, lawyers, judges and NGOs. Education and teaching strategies will be designed not only to foster a congenial and effective educational environment and produce high quality graduates, but also to instill in students self-confidence, self-reliance and, more importantly, a sense of commitment towards society at large.
ResearchTo stimulate research, research centres of excellence will be established to encourage faculty members to do research and publish on cutting edge legal issues. Faculty members will be provided with competent research assistants. It is envisioned that the faculty will be able to attract research fundings from institutions in India and abroad. Teaching and research are interlinked and mutually reinforcing. Encouraging the highest quality research activities will be important for the JGU and the JGLS and will be the main component of a faculty member’s duty. Faculty members will be expected to disseminate their research findings to the wider world of scholarship. Research is the best tool to disseminate legal knowledge. Faculty members will be expected and assisted to obtain research collaborations and grants from institutions in Asia and beyond. All forms of research and scholarship will be encouraged. These will include: critical analysis and interpretation of legislation and case law; highlighting practical legal issues confronting society and the individual; economy and the state; interdisciplinary and comparative study of law; and the preparation of materials or reports for submission to legislatures, courts, administrative bodies, national and international agencies.
Faculty members will be required to publish learned books, book chapters, articles, reviews, and comments. Student instructional materials such as casebooks and course manuals on a given subject or topic published by a faculty member will also form part of that faculty member’s track record. A faculty member’s research track record will be taken into account in determining which position that faculty member should be appointed to, and whether promoted. Apart from teaching and research, other academic contributions of faculty members are also fundamental to the development of an internationally reputed law school. The JGLS will encourage scholarly activities by faculty members, such as lending their expertise to legislators and policy makers, inter-governmental agencies and nongovernmental organisations, offering educational programs to professional bodies (including law firms) and serving on other universities and professional bodies.
Academic FreedomGood legal research can take place only in a free and fair environment. And only such environment will allow a researcher to challenge, question, think, examine, evaluate, engage, and develop scholarship and understanding on various issues that affect law and justice. The JGLS plans to develop research capacities in several different areas of law. Research in law and its administration should also focus on the need for the protection of the rule of law and its impact on governance. To promote research and advanced legal studies in a university, one of the important goals should be to ensure that legal scholars are given the maximum possible encouragement and freedom for the research and study they are pursuing. The JGLS will give freedom to scholars to collaborate and develop useful partnerships and research exchange relationships with other individuals and institutions that are in India and abroad.
Student Centred LearningStudent-Centred Learning
In the JGLS, students will be given the opportunity to specialize in different areas of public and private law. It is hoped that students will be involved with legal aid clinics where they will have occasion to appreciate the challenges of poverty and issues relating to legal empowerment. With such relevant legal education, students graduating from the JGLS will have excellent job opportunities in diverse fields, both in India and abroad. The JGLS will provide state of the art facilities for students; the campus will be connected through the Internet and would provide the richest international and national databases; it will have facilities such as video conferencing and relaying of live lectures from other venues. The library will be fully computerized and will be connected with other libraries of the world. A strategic collaboration is being developed with the law librarians of the Harvard Law School, Yale Law School and the New York University School of Law, some of whom are helping the JGLS in establishing its law library.
Our students and faculty members will be provided with IT enabled services so that they can work speedily, efficiently and effectively. Apart from standard books, journals, periodicals also available will be a host of other wide-ranging international and national research materials, either on the Internet or otherwise. Although the primary mission of the JGLS will be to teach about the law and society as well as the basic lawyering skills required for a successful lawyer, it will also provide its students broad liberal education to prepare them to take up leadership roles in their chosen fields of work. To achieve this, liberal arts and non-law courses will be taught alongside law courses. It will also be the purpose of legal education to inculcate in students a sense of professionalism, responsibility towards society, respect for the rule of law and fundamental freedoms of others as well the virtues of honesty, integrity and rectitude in their relationships with others
LocationThe JGLS will be built in Sonipat, a bustling town located about 50 km to the north of Delhi within the National Capital Region (NCR) in the State of Haryana. The proposed campus is less than one hour by road from the Supreme Court of India in the centre of New Delhi. The founders of the JGLS envisage the establishment of a comprehensive, self-sufficient, state of the art LAW SCHOOL campus and other physical infrastructure necessary for building a global campus which will be equipped with cutting edge technology and multimedia facilities. The campus of the JGLS will be environmentally-friendly and will be built through sustainable use of energy, conservation and utilisation of renewable resources, including water and electricity. The campus will be fully wireless enabled and aesthetically pleasing with large open spaces, greenery and pathways - all of which are important for free thinking, rationally reflecting upon global issues that affect different peoples and communities and the world at large and for providing a congenial environment for promoting excellence in teaching and research
