NAAC report of Bhagwan Parshu Ram College

Section 1 - Preface
The idea of starting a college took shape in July, 1992 in the wheat belt of Haryana, and thus Bhagwan Parshu Ram College was established in the holy city of Kurukshetra by Bhagwan Parshu Ram College Education Society. The college offers Arts & Commerce programmes at the undergraduate level with a student strength of 900 and faculty numbering 30 which includes 24 permanent and 06 part time teachers. The number of non-teaching staff is eleven. The college has thirteen departments - 12 in the faculty of Arts and one in the faculty of Commerce. The college is affiliated to Kurukshetra University, Kurukshetra and is a grant-in-aid college. The college has yet to get permanent affiliation from Kurukshetra University. Due to some reasons the college has not been able to shift to the new campus (Sector-5, HUDA, Kurukshetra) where construction work was halted and thus continues its activities from the same rented building. The authorities are, however, hopeful that very soon they will be able to settle the matters, take up the construction work and will like to start their activities from that place.

Keen to have an assessment of their growth, progress, strengths and weaknesses, the college authorities approached the National Assessment & Accreditation Council(NAAC) and submitted a self study report along with copies of supporting documents. The NAAC constituted a peer team comprising of Prof. S.D. Tripathi, former VC of Jabalpur University as Chairman, Prof(Ms) Vijai Shivapuri, Principal Vasanta College for Women, Varanasi and Prof. V.N. Sharma, Vice Principal, H.R. College, Mumbai to validate the self study report. Shri B.S. Madhukar, Dy. Adviser to NAAC, accompanied the team and facilitated the peer team visit.

The Peer team visited the college from 13th March to 15th March 2003 and had extensive discussions with Management, Principal, Faculty, Staff , Students, Parents and Alumni. The team visited each department and had a detailed discussion with faculty members. It went through all the relevant documents.

The observations of the team are given below criterion-wise.

Section 2 : Criterion wise Analysis
Criterion I: Curricular Aspects
With a mission to promote the teaching and ideals of Bhagwan Parshu Ram and Indian Culture the College was started in July 1992. The functions like birthday of Swami Vivekanand, celebration of Bhagwan Parshu Ram Jayanti are organized by the institution to inculcate moral values and promote Indian Culture.

The range of programme options available to the students at the undergraduate level are B.A. and B.Com. The programme options are suitable for conventional jobs and are basic qualifications for different competitive examinations viz. IAS, IPS, Banks and other Services. The programmes are generally in conformity with the mission and objectives of the institution. As an affiliated College to the Kurukshetra University, Kurukshetra. The College follows the syllabus prescribed by the University.

In Humanities, the students have elective options to choose from various subjects such as English, Mathematics, Economics, Physical Education, Hindi, Political Science, Sanskrit, Philosophy, Psychology, History, Social Work and Music. In commerce students can choose from subjects like PMIR, International Trade, Banking, Marketing, and Insurance. As the University extends full cooperation new programmes are introduced conveniently within the given time frame. The Principal visits classes off and on and gets a personal feedback from students. The peer team found that there is substantial agreement between stated goals of the institution and the programmes carried out by the institution.

Criterion II : Teaching, Learning and Evaluation
Admission into various courses are made initially on the basis of academic records but if the seats remain vacant, the policy of 'First Come First Served' is followed by the institution. The teachers are encouraged to make teaching plans. Syllabus is unitized in preparing teaching schedule for each academic year i.e. 35% in the first term & 35% in the second term and 30% in the final term. Special efforts are made by the teachers to motivate advanced learners in preparing by giving them extra time after the regular lectures. Question answer method and group discussion are encouraged in the classes. Students are informed about their syllabus and the university examination pattern.

The College monitors the overall performance of the students through monthly tests and by ensuring their discipline and active participation in various activities i.e. Sports, NSS, NCC and cultural activities. Character and personality development is emphasized in all such activities.

The College encourages participation of teachers in orientation programmes and refresher courses to increase their professional competence. 23 Teachers have attended refresher courses 1 - 3 times and 23 Teachers have attended orientation programmes so far. Annual confidential reports of teachers are maintained by the Principal. The number of teaching days is 168 days which should be 180 days as per the UGC norms.

Criterion III : Research, Consultancy and Extension
The College has inculcated a research culture among its teachers. Out of the 24 permanent teachers, ten are holders of Ph.D., three teachers - one each from Commerce, Political Science and History, is about to complete Ph.D and there are 12 M.Phils. Faculty members from Sanskrit, Political Science and History are guides for M.Phil programmes. A faculty member from History Department. has published a Research Paper titled 'Sultanate Coins from Kangathali'. Faculty member from Music Department has guided one of their students in the release of classical Music album.

Extention programmes undertaken by the College cover a wide range of activities. The activities of NSS are laudable. These include 'Cycle Samajik Sadbhawna and Chetna Yatra', Blood donation camps at various levels including Red Cross. They also organised Shramdan , 'Rashtriya Gramin Ekta Shivir' Relief for Gujrat Earthquake victims, Pulse Polio Immunization Abhiyan, 'Pollution Check Camp', 'AIDS awareness programme', Health & Hygiene, Village Cleanliness progarmmes.

NCC is the another activity where efforts are praiseworthy. Two students of college has won the 'Best Cadet Award' for the last two years. The Women Cell is quite active in creating awareness not only in females but also males are enlightened on women related issues. The Vocational guidance and counseling cell has a display board of employment news. It organizes programmes, lectures for career guidance and brings to the attention of job seekers the 'University Vocational Guide - News Letter' which gives detailed information regarding jobs, vacancies.

'Earn While you Learn' is a very good creative and supportive scheme and has been implemented very well. The peer team found sports achievements of the college remarkable over the years.

Extension activities in the College have certainly contributed positively to the community welfare, environmental care and thus realistically enriching the experience of the students and bringing a greater sense of discipline and making them socially and environmentally responsible.

Criterion IV : Infrastructure and Learning Resources
The college has acquired a plot in Sector-5, HUDA measuring about 12.5 acres. The building is under construction but the work has halted now. The College runs its affairs from a rented building (Kashyap Rajput Dharamshala near Birla Mandir, Kurukshera). The lecture rooms are inadequate. The library of the college is in the same building but it needs larger space. The college has recently arranged for Computer and Internet Facilities. They are making optimal use of the available space. The College has a Psychology Lab, NSS Cell, Typing Lab, N.C.C Office, Women Cell office, Health Centre, Cycle Stand and a small Canteen.

The students have won prizes at Inter Collegiate, Zonal, State and National Level tournaments in Cycling, Athletics, Volleyball, Kabaddi, Cricket, Soft Ball, Wrestling and Judo Championship competitions. The teacher incharge of the above activity has done a commendable job.

Criterion V: Student Support and Progression
The college admits students to the Undergraduate Courses such as B.A. and B.Com with a minimum pass percentage and some with a compartmental backlog. The dropout rate is 59% in first year as the students move out to join constituent colleges of the University or other institutions or due to non clearance of compartments. However, as they reach second year and third year the dropout rate is considerably reduced. The college may develop ways and means to check the drop out rate. The overall pass percentage ranges between 80-90% and in many subjects, like Hindi, Sanskrit, Physical Education it is 100%. The college publishes its updated prospectus annually which provides a detailed information.

Most of the students are from rural areas and hence their progress, keeping in view their rural background is quite satisfactory. The college helps needy and deserving students by granting them freeships. About 100 students were benefited. Students belonging to NSS, NCC and Sports are also extended free ship facility. Merit scholarship are also awarded to the students by Kurukshetra University. The book bank facility serves a very useful purpose to meet the needs of the students and should be made available. The college has 'Vocational Guidance Bureau' which helps students in guiding them on various aspects related to building their career. The College provides the following facilities also :-

Distribution of jersey free of cost to 30 poor students.

Giving blazer and colour to sports students.

Memento to prize winners.

Criterion VI: Organization and Management
Bhagwan Parshu Ram College is owned and managed by Bhagwan Parshu Ram College Education Society. The management is highly supportive and committed in running the college smoothly. The Managing Committee has regular meetings to discuss the affairs of the College. The Management is highly participatory in various events of the College.

The Principal provides a competent leadership . The Principal and HOD's plan and carry out the academic, cultural, extra curricular, and co-curricular programmes of the College. There are about 17 different bodies and committees working for the smooth functioning of the College which include Advisory Council, Admission Committee, Discipline Committee, Library Committee, Cultural Committee etc. Periodical meeting of Teaching Staff, Non Teaching Staff and various Committees are held and these help in effective coordination and monitoring of the College.

The academic calendar is prepared by the University and is followed in true sense and spirit. The College has internal audit mechanism. Loan facilities are extended to staff members against their Provident Fund and Class IV employees are given wheat loan facility annually.

Criterion VII : Healthy Practice
Every practice and event embodies the vision of the College spreading cultural and ethical message. The College session starts on a traditional note with a Yajna ceremony keeping the spirit of a Vedic Culture. The following are the healthy practices observed by the team.

The students are well disciplined

The students are motivated to participate in NSS, NCC, Sports and Cultural

Teachers of the College are enthusiastic and make themselves available for all
activities. Many of them are highly committed and dedicated to their job

The Principal was rewarded by the State Government for help rendered to District

Administration. The Principal and the NSS/Sports incharge were given a saropa by the Gurudwara Parbandhak Committee in recognition of their services

'Earn while you Learn' is a very good scheme of Govt. to help poor & needy students which is very well implemented here and many students are benefited

Vocational Guidance and Counseling Cell is doing a very fruitful job

Section 3: Overall Analysis
Having done extensive discussion with all concerned, the committee appreciates their achievements in term of examination results, awards obtained in Sports and Cultural Activities, NCC & NSS programmes. The committee, besides the foregoing criteria wise report, would like to make the following observations which need suitable attention on the part of college authorities.

The college should soon complete the construction of its new building in Sector-
5, HUDA in the city of Kurukshetra. The Master Plan of the new campus, as shown to the peer team, will definitely meet their future needs, but the college can shift as soon as the minimum facilities are available.

Presently the college is affiliated to Kurukshetra University temporarily. The
college may try to get permanent affiliation with that University as soon as possible.
The Library and Computer Facilities need expansion on priority basis. The
students of the college expressed these things while they were quite happy with the teaching & general atmosphere of the college.

The dropout rate of the college is a matter of concern. Even though, the team
could understand the reasons behind this problem , concerted efforts on the part of management and teachers of the college will definitely improve the situation.

Students strength in some subject like Mathematics, Social Work, Music needs to
be increased further.

Alumni association of the college should be made more functional. This
will definitely be of some help in fund generation and developmental work of the college.
Research work and research publications by the faculty members need
improvement as well as encouragement.

The Peer Team thanks the institution for the cooperation extended for the conduct of the visit. The team wishes the college to do the best in future also.
