HP University violence – Court orders search of hostel

Holding that no teacher employed by the state University will be permitted to take part in any political activity the Himachal High Court directed the state to strictly enforce the provisions of Himachal Pradesh University Ordinance of 1973. The Ordinance bars employees from taking part in any political activity.

The court noted that the expression employee includes a teacher and those employed as teachers can only contest in the state assembly or parliamentary elections and are entitled for leave for the same.

This permission does not give them (teachers) the liberty to indulge in political activity, the court stated. The court made it clear that any violation should be treated as indiscipline and stern action including suspension should be taken. The court also pointed out that some of the teachers indulged in political activities in the campus as well as function as office bearers of student organizations and political organizations.

The court was hearing a writ petition filed by one Dr. Lallan Rai against the order of the Himachal Pradesh University to close all the boys hostel for an indefinite period. The petitioner had mentioned in the petition that final examination in the University are going on and in such situation the order to close all the boys hostels by the University have put the students to hardship.

The bench directed the Inspector General of Police (IG) to conduct search of the hostel rooms in the University in presence of the warden and the allotee, if present. The police will also prepare an inventory in the process. The court further directed the University not to make any fresh admission to the boys hostel without further orders form the court.

The University had ordered the hostels to be shut in view of violence by students about a fortnight back.

Students in tents, court directs university to file affidavit

SHIMLA: After bloody clash inside Himachal Pradesh University campus on June 12 night, the future of thousand of hostelers hangs in balance as with examinations round the corner, university authorities have ordered the closure of hostels and have forcibly evicted the hostelers who are now forced to live under tents as they cannot afford to go home due to examination.

Himachal Pradesh high court on Saturday directed the Inspector General of Police to oversee the present law and order situation in the Himachal Pradesh University and submit his report in this regard. High Court while hearing the writ petition issued direction Inspector General to conduct appropriate inquiry with regard to the allegation raised by the petitioner in the petition on or before June this year. The Court also directed the Vice Chancellor and Registrar, Himachal Pradesh University to file an affidavit within three days stating therein, as to whether there have been non-students staying in the hostel and if so, why they were permitted to occupy the hostels. It shall also be clarified in the affidavit as to what action has been taken against the Wardens in this regard, added the court. The Court further directed the petitioner, Registrar of HP University, Inspector General of Police, Shimla, SP Shimla, Deputy Commissioner Shimla , Deans of Students and all wardens including the Chief warden to be present on the next date of hearing on June 20.

Himachal Pradesh University tense after 25 injured in clashes

SHIMLA: Around 25 students were left injured after a clash between Akhil Bharatiya Vidyarathi Parishad (ABVP) and Student Federation of India (SFI) activists turned bloody in the boys hostels of Himachal Pradesh University on Tuesday night and Wednesday morning.

Students resorted to stone pelting in the campus on Tuesday night for nearly four hours and three students were admitted to Indira Gandhi Medical College, including general secretary of Student Central Association (SCA) Hoshiyar Singh, who fractured his arm during lathicharge by police to disburse students. Hostel property was also damaged in several blocks.

Shimla: Vicinity of the district magistrate office did not deter two Himachal Pradesh University student outfits from clashing, leading to a free for all present that left quite a few nursing injuries today.

The clash occurred when the BJP associated Akhil Bhartiya Vidyarthi Parishad (ABVP) and left oriented Students Federation of India (SFI) were holding a protest in support of their separate demand near the district magistrates office.

The district superintended police office is also close by as are the district courts.

However, police intervened and prevented the situation from turning ugly.

Over the last few days, girl students groups have also been fighting each other in the city based Rashtriya Kanya Maha Vidyalay (Government Girls College).

Himachal Pradesh University Students protest scholarship delays

Shimla: Students at Himachal Pradesh University (HPU) are up in arms against the authorities over delays in granting Junior Research Fellowship (JRF) worth about Rs 3 crore to as many as 93 scholars.

Its not the first time we are protesting about delays in granting research scholarships, says Puneet Dhanta, president Students Central Association (SCA).

We have been raising the demand since 2010 and the scholarship amount due is now about Rs 3 crore, he said.

The students body president also claimed that the grant for 34 scholars had arrived in the university but authorities were not issuing it on the grounds that all scholars would simultaneously being given the scholarship grant.

Pressing the Dean of Studies about their demands today, the SCA asked for immediate release of the scholarships.

On his part the Dean assured the agitating students that the issue would be taken before the University Vice-chancellor to find and early resolution to the issue.

Bad news for compartment students in HP

Shimla, June 7(PTI) In a setback to students placed under compartment or who want to re-appear in one or two subjects, Himachal Pradesh University has decided not to admit such students to the next class. The University decided that from the current academic session (2012-13), no student would be allowed admission in the higher class unless he has completely passed the previous class, Registrar, C.P.Verma said. He said the decision has been taken in the light of a judgement passed by Himachal Pradesh high Court and conveyed to all the affiliated colleges-institutes of the University and if any lapse is found in this regard, the entire responsibility will lie on the concerned Directors- Chairperson -Principals head of Institute-Department-College. Earlier, the colleges had been giving provisional admission to students places under compartment or who wanted to re-appear in the next class but they were required to clear the examination before the final examination results are declared and thus saved one years lapse.

Introduction

Himachal Pradesh University (established 1970) is a public university in Shimla, India. The suburban campus in Summerhill hosts 28 teaching departments focusing on, among other subjects, Bhoti (a Tibetan language), ayurveda, and yoga. Half of the 220,000 students enrolled in the university and its more than 80 affiliated colleges are women.

The Himachal Pradesh University, a premier institution of teaching and research in the country, was established on 22 July 1970 by an Act of the Himachal Pradesh Legislative Assembly. It is wholly financed by the Government of Himachal Pradesh and the University Grants Commission, New Delhi. It enjoys the status of an 'A' class University according to the UGC grading system. The University is situated nearly 5 km away from the town, at Summer Hill, a quiet suburb of Shimla in the vicinity of the Indian Institute of Advanced Study. Its beautiful surroundings present a panaromic view of snow peaked mountains and are ideally suited to pursue higher learning amidst rhododendron, silver oak, pine and deodar forests. Summer Hill Railway Station is five minutes walk from the Teaching Departments and the main office of the University. The campus is spread over an area of about 200 acres. The various teaching departments, library, offices, residential complexes and hostels of girls and boys are housed in aesthetically designed buildings matching with the hilly terrain and climate. The University is both residential and affiliating in character.

Apart from an International Centre for Distance Education and Open Learning, a University Evening College, a University College of Business Studies, a Regional Centre at Dharamshala and nearly 80 affiliated Under-graduate, Post-graduate, engineering, medical, dental, education and Sanskrit colleges, the Himachal Pradesh University has 27 Teaching Departments offering various courses.

Agro-Economic Research Centre

The AGRO-ECONOMIC RESEARCH CENTRE (AERC)After the initiation of the era of planned development in India, need was felt for carrying out studies for proper understanding of the changes occurring in the structure and functioning of village economy and other specific problems arising from time to time. With this background Agro-Economic Research Centers were established in various agro-climatic regions of the country. The Agro-Economic Research Centre (AERC) at the Himachal Pradesh University was established in December 1972 by the Ministry of Agriculture, Government of India to carry out research and investigations in the field of Agricultural Economics in Western Himalayan Region consisting of Himachal Pradesh and Jammu & Kashmir. Activities

The faculty members are involved in guiding Ph. D and M. Phil students of Department of Economics, Geography. Till date the faculty has guided more than 25 Ph.D. scholars. Currently, the faculty members are supervising seven Ph.D. students of H.P. University. They are also involved in conducting evaluation work, paper setting of Ph. D, M.A, M.Sc (Agril) and B.Sc (Agril, Forestry, Horticulture) students of other Universities. The faculty members have been involved in lesson writing and delivering lectures in PCP of ICDEOL of H.P. University.

Trainings/Seminars Organized

The faculty is regularly associated with training programmes for farmers, agricultural markets traders, officers of Agriculture, Horticulture and Animal Husbandry departments of Government of Himachal Pradesh organized by the Himachal Pradesh Marketing Board and State Agriculture Management and Extension Training Institute (SAMITI), Himachal Pradesh Institute of Public Administration (HIPA) and other departments. Nearly 3000 farmers have been provided training on various aspects of commercial farming.

The AER Centre organized a weeklong training programme on Environmental Economics for media persons and Non-Government Organizations during 23-28 September 2002. This training programme was sponsored by the World Bank.

The AER Centre in collaboration with Institute of Integrated Himalayan Studies, Himachal Pradesh University organised a Seminar on Strategies for Sustainable Livelihood Systems Development in Himalayan Region, on March 24, 2003

Achievements

Policy and Problem Oriented Studies
The Centre undertook problem-oriented studies; such studies became the main research activity of the Centre. These studies generally involved, (i) evaluation of certain development programs initiated by the government in rural areas, and (ii) assessment of an overall impact of development programs on different sections of the rural population.

While program evaluation and impact evaluation studies continue to dominate the work program of the Centre even now, a large number of ad-hoc policy oriented studies have also been undertaken over these years. The research studies carried out by AER Centre cover a wide spectrum of issues in the field of agricultural economy. The Centre has completed 170 problem oriented and policy related studies up to March 2008. The faculty of AERC has to its credit more than 500 research papers (Details available at http://aercshimla.org/) published in national and international journals of repute. The Centre has published 11 books on agriculture, horticulture, animal husbandry, forestry and rural development aspects. Copies of the completed studies are available in the Center's library for consultation.

Providing Technical Advice
The Center's faculty has been providing technical assistance and guidance to post-graduate and research students of the H.P. University and other Indian Universities on problems of agricultural economy. A large number of foreign visitors, students of agricultural economics and experts, interested in studying problems of Himalayan economy have also been provided assistance by the Centre. The prominent among these visitors include Johan W. Mellor, Agricultural Economist of international repute, various delegations from ICIMOD, delegation from Nepal Government, World Bank, GTZ, USAID, Asian Development Bank, Ford Foundation, South Asia Institute, Heidelberg, Germany, AUSAID, etc.

Conferences/Seminars/Workshops/Symposia Attended
The faculty members regularly attend national and international Conferences/ Seminars/Workshops/Symposia for dissemination of their research work and for keeping them updated on the current trends and developments in the fields of agricultural economics/rural development and related fields. The international exposure was provided even to the farmers when some of them were taken to Nepal for attending the workshop/seminars.

Expertise of the Centre
The AER Centre has expertise in conducting impact evaluation and economic feasibility studies for Agriculture, Horticulture, Animal husbandry, Forestry and Rural Development related activities. Besides studies assigned by the Government of India, the AER Centre has conducted studies sponsored by the State Departments of Agriculture, Horticulture, Animal husbandry, Forest Farming, Rural Development and Tribal development. The impact evaluation and economic feasibility studies for of World Bank, GTZ, USAID, ICIMOD, CIP, NJPC, and SJVNL have also been carried out by the AER Centre.

I have the privilege of welcoming you to Himachal Pradesh University which has a beautiful and sprawling campus. Its stunning surroundings present a panoramic view of snow-peaked mountains, rhododendron, silver-oak, pine and deodar trees. The salubrious climate and congenial atmosphere are ideally suited for studies, research and higher education.

From the viewpoint of the academic expanse, the canvas of the University has become sufficiently enlarged. We have 12 faculties, out of which 8 are campus based, 29 teaching departments and some specialized teaching, research and training centers. There are as many as 185 conventional and professional colleges affiliated to or constituent of the University. These colleges are providing education in humanities, sciences, engineering, medical, dental, IT, management, commerce, education and law streams.

Immediately after its inception on 22 July 1970, having been elevated from a Regional Centre of Punjab University to the only affiliating and residential University of the State, it has today earned a name for itself in the educational fraternity of the world.

The University took a bold step towards proliferation of knowledge and democratization of education opportunities by setting up a Directorate of Correspondence Courses in 1971, becoming the first institution in North India to impart undergraduate and postgraduate education through distance education mode. Now rechristened as international centre for distance education and open learning (ICDEOL), it is playing a pioneering role in meeting the demands of higher education at both national and international level.

The teaching departments have carried out specialized and socially responsive interdisciplinary research in areas of Bio-Technology, Ethno-Bio-Sciences, Industrial Chemistry, Tribal Studies, Special attention has been given to areas relating to the State's economy and its resource base, hill development, demography and human geography.

Himachal University dumps Wilson formula

In a shocking move, Himachal Pradesh University (HPU) have made changes to the Wilson grading formula in selecting lecturers. The HPU have reduced marks for research publication and marks attained in plus two and graduate level. The HPU also removed marks for prior teaching experience. Late Dr. Anil Wilson during his tenure as Vice Chancellor had formed a grading system for selecting lecturers.

HPU actions in the past can put to shame any of the most notorious universities of the cow belt. This is a highly politicised university right from students to teachers to the babus. Student parties operate like mafia gangs and like gang wars, clashes among them is a common occurrence. Just before the SCA elections, the campus here was turned into garrison because of daily clashes. Couple of years back PMT papers were sold and the High Court had to step in to save the affected students.

With such background of this 'coveted' University, the recent step of doing away with the Wilson formula is not surprising. It is being alleged this step has been taken to adjust the party faithful into HPU. Years spent at HPU does not create excellence but mediocrity and after all the faithful have to be rewarded! So this move.

No wonder, very few at HPU have their work published in a journal of repute anywhere. The HPU website has a message from it's VC saying, The teaching departments have carried out specialized and socially responsive interdisciplinary research in areas of Bio-Technology, Ethno-Bio-Sciences, Industrial Chemistry, Tribal Studies, Special attention has been given to areas relating to the State's economy and its resource base, hill development, demography and human geography. Strangely, there is no profile of the the faculty on the website nor is there any link to the research carried out by the University. What is termed as research paper here is probably articles published in magazines and newspapers.

In the coming years no one will touch students from this University. HPU is an inch shorter to be termed as a failed institution. Coming years will definitely bridge this distance.
