NAAC report of Acharya Narendra Deo CollegeSECTION 1: PREFACE
The A.N.D. College, P.O. Shahpurpatori, Dist. Samastipur, 848504, BIHAR volunteered to be assessed by the National Assessment and Accreditation Council (NAAC), The self-study report was submitted to NAAC by the institution in January, 2004. A Peer Team was constituted by the Council to visit the institution and validate the self-study report. The peer team consisting of Sri Arun Kumar Samantharay, IAS, as Chairperson &Dr. T.K Chatterjee as Member - Coordinator visited the institution for two days from 19th to 20th January, 2005.

The temporal plan of academic work of the college is Annual System.
The college has the following support services: Central library, Sports facilities, Boys hostel(25seated),Computer Centre, Health Centre, Workshop, Welfare schemes, Grievance Redress cell, Vehicle parking shed, Canteen, Disaster
sheter, Night guard accommodation, Guest rooms.
The peer team carefully perused and analyzed the self-study report submitted by the institution. During institutional visit, the team went through all the relevant documents, visited the departments, the facilities and interacted with the various constituents of the institution. The academic, co-curricular, extra-curricular, sports and extension facilities of the institution were visited. The peer team also interacted at length with the Principal, faculty, non-teaching staff, students, parents and alumni of the institution. Based on the above exercise and keeping in mind the criteria identified by NAAC, the peer team has taken the value judgment. The assessment of the institution under various criteria, the commendable features of the institution as well as the issues of concern are given in the following pages.
SECTION 2: CRITERION-WISE ANALYSIS
Criterion 1: Curricular Aspects
Being a constituent college of L.N.Mithila University, the college follows the syllabi as prescribed by the university. The syllabi has been revised as per UGC guidelines of model syllabi from 2002-03 session for the Science, Humanities, Social Science and Commerce faculties in non-semester (annual) mode.
The college offers 20 courses in UG level including Honours in five science subjects, namely, Physics, Chemistry, Zoology, Botany and Mathematics, Honours in three subjects in literature, namely, English, Hindi and Sanskrit, Honours in seven subjects in social science, namely, Psychology, Geography, Political Science, History, Economics, Sociology and Philosophy and Honours in Accounts in the discipline of Commerce. It also offers B.A./B.Sc./B.Com. General courses as well as B.A. Honours in Mathematics. In the science faculty there are five subject options while those for the arts/social science faculty are ten. In Commerce, the students have no choice but to study only Accounts in Hons. level.
The college runs N.C.C.(160 Boys) and N.S.S.(100 Male&Female) -
The teacher: student ratio 1:46 taking into account all the courses. The teaching: non-teaching ratio of 1: 1.7. Academic and work environment are congenial. The staff of all categories are committed to development of the college.Support services like central library, computer centre, health centre, sports facilities, workshop, hostels, guest house, canteen, welfare schemes, parking shed,disaster sheter etc. are available.Extension programmes like literacy drive, AIDS awareness campaign, population education, environment protection schemes, blood donation, medical camps, community development activities have been taken up earnestly by NSS volunteers consisting of male and female students. NSS volunteers are awarded certificates on completion of training.
One NCC unit is functioning well. Students get certificate on completion which helps them in career growth.
The central library has a good stock of about 9,000 books and a Book Bank of 14,000 titles but without any journal/periodical. The Book Bank helps the students immensly.
The admission process is based on merit of the applicants. Prospectus and Form are issued at a nomimal cost of Rs.30.00 each.
The college teaching days are 180-190 and in conformity with UGC rules.
The remedial coaching scheme of the UGC has been approved for the college from 2005-06 session very marginal.
The college could not introduce any self-financed course in emerging and job-oriented subjects. Even the dual mode or COP scheme of the UGC which is aimed to provide scope to students for their skill and capacity building for better placement on graduation has been attempted by the UGC from 2005-06 session in six month, namely, Health Care, Plantantion and processing of crops, Agro services, Application Data Care Management, E-commerce (Rs.10 lakhs.). The UGC supports such schemes on 100% basis for five years.
The UGC grant for Backward Area College is to be sanctioned soon.
There is no initiative for resource generation. Inter-disciplinary courses are absent.
About 80% teachers have Ph.D. degree but research work by teachers need to be much more than the present level.
Criterion II: Teaching-Learning and Evaluation
One of the greatest handicaps is single teacher per subject. The university and the state govt. need to be sensitive to quality teaching and post one more teacher per subject. For Psychology, only the Principal is available for teaching.
The teachers are required to follow pre-determined teaching plan month-wise as well as submit compliance report to the Principal. Unitized syllabi and lesson plans are used. But we could not find evidence that these records are checked regularly and followed up. There is an effort to strengthen teaching -learning processes use of audio-visual aids, group discussions, special tutorials, monitoring of performance, back-up counseling etc. Progress of students is monitored round the year. Weaker students are provided with remedial coaching .The UGC funding in respect of remedial coaching scheme has been availed from the 2005-06 session. Rs.3.00 lakhs has been sanctioned by the UGC. Innovations in teaching methods need to be strengthened . Performance Appraisal system has not been enforced for the faculty and not linked to their career advancement.
Students from the locality are admitted as the college has not succeeded to attract students from other areas for admission. Had there been wider choice of subjects or more diversification of academic options, students from other localities would have come forward and this could foster more exposure and competitiveness among them. Collaborative arrangements with external agencies for teaching and research have not been initiated. Student feedback about services received by them has been introduced. Performance appraisal system for teaching & non-teaching staff need to be introduced. FIP scheme for faculty and sensitizing them for research and updating of knowledge need to be strengthened for teachers also have not yet obtained Ph.D.degree
Criterion III: Research, Consultancy and Extension
The College has a commendable list of extension and social outreach activities namely, literacy drive, population education, AIDS awareness, afforestation, cleaning of campus etc. These are conducted regularly by well organized NSS unit.
Research publications of teachers are fewer than expected. So is the interest about taking up sponsored research projects. The UGC grants minor research projects liberally but there is no attempt to submit proposal and accept such schemes.
Four teachers have supervised two Ph.D. candidates each.
The college should constitute a Research Committee for arranging the basic infrastructure and then take up research projects from external agencies.
The college could not introduce any consultancy services.
Criterion IV: Infrastructure and Learning Resources
The college is not endowed with reasonable infrastructure for effective teaching and all-round grooming of students. But it tries to optimally use the resources. Over years of hard and dedicated work, it has been able to organize and sustain the present level of infrastructure and support services. Book Bank scheme for poorer students is appreciated. Library computerization should be taken up. There are four PCs located centrally. The students should be given access to PCs. The centre may be strengthened with COP grant of UGC infrastructure facilities for sports are good. Participation of students in regional, state and national level games and sports is noteworthy. Physical education may be introduced as a subject of study so that sports and games activities are further facilitated .
The college has started setting up a Central Computer Facility for students and faculty. UGC scheme of networking resources where liberal funding is provided for purchase of computers and Internet connectivity has not yet been availed. Library computerization should be initiated . Equipments in some science depts. need urgent modernization. The college has received Rs.16.00 lakhs under Xth Plan UGC assistance scheme which may be fully utilised for upgradation of infrastructure in labs and library.
Criterion V: Student Support and Progression
Admission process of the college is sound and transparent. College prospectus is published regularly. Academic Calendar is circulated in time and followed in all academic work. Extensive financial support are given to the students as State/National merit scholarships, wards of freedom-fighters, GOI scholarship for SC/ST/VJ/NT categories, physically handicapped etc. besides various aid from college fund. A strong Grievance Redress Cell is notable.
It is, however, noted that there is no Placement Cell which need to be set up. Support services need to be increased. Alumni Association has been been set up but the alumni should meet periodically and be exhorted to contribute to development of their alma mater. The entire income of the college out of fees paid by the students and other receipts are to be deposited to the university. The Principal is required to seek financial sanction for contingent expenditure on all non- salary items. This process takes time and as a result work is hampered. The Principal should be given freedom to incur expenditure as per approved budget estimates. On the other hand, it is not always conductive for efficient management if the Principal is to remain under direct control of the vice-chancellor who is stationed at a far away campus. It is desirable to have an advisory committee including representatives of teachers to oversee day to day affairs. The college is under direct control of the L.N.Mithila University as per policy of the state govt. It is funded by the state govt. through the University. But the college should be allowed to retain income if generated on own initiatives like consultancy etc. as otherwise the motivation to do so will be absent.
Criterion VI: Organization and Management
Several committees are formed with teachers to plan and run different sub-sectors. In-built mechanism of monitoring and internal co-ordination are present. Adequate welfare schemes for students and staff (Financial support and loan etc.) are found. Grievance Redress Cell is praiseworthy.
The college has an internal audit system by Bursur. Efforts need to be made to revise the fees and mobilize additional resources. Fees are very low (Rs.316.00) compared to unit cost of education (6110.00p.a.) Formation of Committees has been avoided. The vacant land of the college may be put to better use, like setting up a medicinal plant garden, so that income generation besides beautification can take place.
Criterion VII: Healthy Practices
The college is located in an interior rural area but in spite of numerous constraints, it tries to provide academic services to the stake holders with sincerity and dedication. Girls constitute about 25% of total strength and this is a great contribution towards women empowerment in a rural society.
The college pays utmost sincere efforts towards providing quality education to its clients and there is a thrust for value based education and inculcating honest civic responsibilities. Students are carefully groomed so that they acquire good personality, articulation, communicative skills, community orientation, physical fitness, proficiency in sports and games, NSS, NCC and so on. Seminars and Group discussions are held for the students. It has a transparent management practice in all sectors based on several committees constituted with the teachers.
SECTION 3: OVER-ALL ANALYSIS
The Peer Team notes with satisfaction that sincere efforts are being made to translate the goals into academic realities in the midst of odds of challenges of vast magnitude.
The peer team would like to commend the institution for the following aspects:
Dedication and commitment of the teaching and the non-teaching staff of the institution.
Effective leadership and good human relationship resulting in efficient team work.
Strict discipline maintained in the institution.
Smooth functioning of the tutor-ward system that facilitates the monitoring of the students, both academic and personal.
Facilitating aspect of the institution to promote student participation in extension works, social outreach and achievement in sports and games.
Above all service to the children of the downtrodden and underprivileged sections of society. The peer team particularly comments that girls constitute about 25% of the student population of the college. It augurs well for empowerment of the women.
Construction of a two-storied building named as ' Karpuri Thakur Smriti Bhaban' with contribution of the college students. The building will be used only for academic purposes and indoor games.
Particularly in the wake of emerging national and global scenario, we would suggest the following to the institution to consider:
While the peer team appreciates the overall mission of the college, the college should identity specific objectives and make strategic plans to attain the same.
The college may explore the possibility of introducing more course options to increase flexibility in course combinations keeping in mind the latest trends and societal needs. UGC funding in this respect should be availed.
In the light of the successes seen elsewhere in the COP or dual mode courses as outlined by the UGC, effort should be made to introduce those courses, with or without UGC funding.
Exploring to avail UGC fund for network resource center and go on-line with dial up or leased line internet connectivity for sharing resources available in better institutions.
Access to computers and student support services like placement cell, need to be strengthened. With the appointment of a permanent counselor, the counseling and guidance cell may evolve effective planning and suitable strategies for the benefit of the students.
Laboratories need to be renovated and modernised quickly. One more lab is required for each Science subject.
FIP scheme for teachers and their participation in refresher courses and seminars/workshops held outside need to be pursued more vigorously.
Formal mechanism for collecting feedback from students on the various aspects of their learning experience at the departmental/institutional level may be instituted forthwith.
Teachers to motivated to acquire research degrees and contribute in research journals. Teachers need to be sensitized to pursue research projects, at least minor research projects which are supported quite liberally by UGC.
Consultancy services by teachers need to be organized with a professional approach, for example, sharing of net income between the teacher concerned and the institution.
The self-appraisal and other mechanism of teachers as well as non-teaching staff need to be formalized and linked to their CAS benefits.
In order to widen the horizons of the teaching faculty, it is necessary to recruit teaching staff from other places.
Resource generation need to be explored to facilitate accelerated growth. For example, medicinal plants may be grown in the vacant land.
An Internal Quality Assurance Cell may be set up quickly to monitor all parameters and radars for academic, research, governance and extension sub-sectors of the college.
More subject options and course options need to be achieved.
Area specific research be undertaken.
The college may consider more UG courses keeping in view local needs and job prospects in a changing scenario.
Classes be started for functional English.
Short-term Certificate courses may be introduced in subjects such as Bio-technology, Computer Application, IT, Physical Education, Sericulture, Horticulture, Floriculture, Pisiculture etc.
The college may prepare a VISION DOCUMENT for next 20 yrs. or so. It may also think of a blue print or roadmap for developmental works over next 5 yrs.
Considering the rural setting and visible backwardness, the uniqueness of the institution should be strengthened and developed.
The building for the Physics dept. constructed with UGC funding is not under use and is deteriorating. It should be renovated and used by the Physics dept. as it is in dire need of more labs.
More Hostels for Boys and Girls need to be constructed in a time-bound manner as they are commuting from long distances.
The college should take steps to introduce professional courses to meet student aspirations.
The Peer Team is of the opinion that this exercise will be useful to the institution to initiate the quality enhancement strategies towards further growth and development.
