About University
The Government of Assam in the year 2010 took the greatest initiative in the entire country to establish and constitute a teaching and residential University in the state of Assam to secure all the stakeholders of the Cooperative Management, education for widening knowledge and learning, training for enhancing skill and managerial capacity, research for searching innovative spheres, promotion for building cadres of professional managers, functionaries to man,organize, develop ever growing numbers of cooperatives and to make efforts for all-round development of co-operative movement and rural economy.

The Assam state assembly passed the Rajiv Gandhi University of Cooperative Management Bill, 2010 recently for setting up the states’ first such university exclusively for the cooperative sector. The university, to be named after former Prime Minister Rajiv Gandhi is coming up in upper Assam Sivasagar district. The university will offer courses on co-operative management and, at the same time, will train existing manpower in both the government and the private sector to manage the cooperative sector. The university will also carry out research and studies on government projects in the cooperative sector as well as suggest measures for proper management and implementation of schemes. The move comes amid demand for proper management of co-operative agencies under the government. Several co-operative banks and development agencies in Assam are on the verge of closure due to poor management. But the state government has seceded to take up steps to rejuvenate the co-operative agencies to boost the state’s rural economy.

The concept of establisment of a Regional Institute was further examined thoroughly, after which the Hon'ble C.M. decided to set up a University in place of an Institute. Notification No. COOP114/2010/1 dtd.5-5-2010,was issued to set up a University in place of the proposed Regional Institute of Management and training at Jorhat .Later on, as necessary land was found available at Sivasagar, this notification was cancelled and a fresh notification vide No. COOP 128/2010/20 dtd. 10-6-2010 was issued to set up the proposed University at Sivasagar. Further, in order to present a national character, the name suggested for the University was 'Rajiv Gandhi University of Cooperative Management'.

Present Status
Act for the University has already been passed by the State Assembly.
Honourable Chief Minister of Assam, Shri Tarun Gogoi has provided Rs.1 crore for initial work of the University.
Land of 250 Bighas has already been allotted at Joysagar in Sivasagar District, Assam.
For Design of Courses,etc of the University, MOU has already been signed with IIM-Ahmedabad.

Dr Zaman appointed VC of Cooperative varsity

GUWAHATI, Dec 28 – Dr R Zaman, former Commissioner and Secretary to the Government of Assam, Cooperation, has been appointed as the first Vice Chancellor of the countrys first Cooperative University, i.e., Assam Rajiv Gandhi University of Cooperative Management, at Sivasagar.

Dr R Zaman is a gold medalist in Physics of Gauhati University and also a PhD in Economics, an official release said.
It may be noted that the establishment of Assam Rajiv Gandhi University of Cooperative Management at Sivasagar is considered very significant as it heralded the introduction of cooperative management studies in the university level in the country. The declaration of the establishment of the university was made by Assam Chief Minister Tarun Gogoi in the budget speech on March 15, 2010, and later a budgetary provision of Rs 1 crore was made under Chief Ministers Innovative Scheme.

Chief Minister Tarun Gogoi laid the foundation of the university on December 28, 2010.
It is noteworthy that the university is meant to offer courses on cooperative management and will also train existing manpower in boththe government and the private sectors to manage the cooperative sector.

Future of cooperative varsity uncertain

SIVASAGAR, Oct 21 – The future of Assam Rajiv Gandhi University of Cooperative Management, foundation stone of which was laid by Chief Minister Tarun Gogoi in December last year, has become uncertain with the government failing to make any progress of the ambitious project.

The university, hyped as the first such institute of higher learning in the country and which was expected to usher in a new era of co-operative education in India has almost become a forgotten chapter.While the district administration has finalized a plot measuring 250 bighas at Demow Pathar near Joysagar in the district for setting up the co-operativeuniversity, its future hangs in a balance with concerned officials unaware about the progress of the university.

When contacted, cooperation department officials said that progress of the university has been hampered due to the Assembly elections. They could not provide any detail about the progress of the university.More concerning is the fact that the website of the university www.argucom.com has been removed from the web, giving enough scope to speculate about the seriousness of the government to set up the university.

Sivasagar has for long been neglected by the State government so far as setting up of any institute of repute is concerned.Prior to the laying of foundation stone, a section of conscious citizen had questioned the governments step to establish the university without allocating any fund. Gogoi had announced the setting up of the university in the 2010 State Budget.Prior to the laying of foundation stone of the university, conscious citizen had termed the foundation laying ceremony as another step to woo the Sivasagar voters prior to the Assembly elections.

In his speech at the foundation stone laying ceremony, Tarun Gogoi had said that the government was holding talks with IIM, Ahmedabad to prepare its academic courses and syllabus. In fact, a three-member consultative team of IIMA
participated at the foundation laying ceremony, held at Boarding field here.

A source of the university said that rupees one crore has already been allocated to the university to start preparatory works. Assam government was supposed to provide rupees 20 crores to the university after the concept paper of the proposed university was prepared, he said The source further said that DoNER ministry was supposed to provide another rupees 20 crore to the university, after submission of detailed project report.

Presently, plan for the proposed university lay only on papers and its prospect seems dim with nobody in the government willing to share its progress.
