Profile of Sibsagar Girls CollegeA premier institution for women education, was established in 1964 in the historic town of Sivasagar, a reminiscent of the great Ahom rule. Started as an Arts College, the institution decided to open up Science stream as well in 1989 and since then, the college has the status of a two stream Degree College. The College is constantly updating itself by adding vocational courses and computer education, so that the students, along with traditional learning, can acquaint themselves with entrepreneurship ideas to become economically independent.
Consistently good results at both H.S. and Degree level, picturesque buildings, rich and growing library, experienced and committed faculty, modern laboratory, disciplined atmosphere, exclusive hostel and, above all, constant efforts put in by all concerned in making the college a place of ideal learning was reflected in the B+ (75%) gradation by NAAC.

Poet Ram Gogoi rememberedSIVASAGAR, Sept 24 – Sivasagar Kavi Charka in association with Sodou Asom Kavi Sanmilon observed the death anniversary of prithvir kavi Ram Gogoi through a day–long programme in Sivasagar Girls College on September 9.
After the central executive meet in the forenoon session, the open session was inaugurated by Prema Gogoi, former president of Sodou Asom Kavi Sanmilon. Prema Gogoi paid glowing tributes to the prithvi aru patharar kavi in his speech and said that he had worked tirelessly for the downtrodden as a member of a left party.
Born on June 20, 1932, poet Ram Gogoi founded the poets forum Sodou Asom Kavi Sanmilon and led it through the fledgling period. Ram Gogoi visited China and was much influenced by the socialistic ideals of the country .
Dipali Bhattacharjya Boruah, president Sivasagar kavi charka, lit the ceremonial light while the session was presided over by Juliana Begum, president Sodou Asom Kavi Sanmilon.
The third session of the poets meet was moderated by Dr Manik Saikia, critic and literature. Dr Benu Gogoi addressed the session as the appointed guest.
A large number of poets from various places that attended the session read out their self composed poems .
Ministers visit: Agriculture Minister Pramila Rani Brahma recently visited Sivasagar and exchanged views and ideas regarding Rabi crop and Bodo paddy cultivation in the winter season with farmers.
She called upon the farming community to use modern agri-technology to enhance their produce. She also called upon them to procure power pumps at subsidised rates to offset the pathetic condition of irrigation facilities in the district.
Contributions of Ambedkar recalledSIVASAGAR, Aug 26 – The 117th birth anniversary of Baba Saheb Dr BR Ambedkar was observed with a day-long programme at the ONGC colony here by All India SC-ST Employees Welfare Association (AISCSTWA) of ONGCs Sivasagar and Nazira units on August 14.
Speaking on the occasion, JG Chatturvedi, ED, Asset Manager of ONGC, Assam Asset, said that Dr Ambedkars ideals helped shape modern India and the works of the AISCSTWA are indeed satisfactory and therefore the ONGC management has increased its budgetary allocation to the association from Rs 15 to Rs 18 lakh this year.
Dr Hemanta Phukan, Principal of Sivasagar Girls College inaugurated the function and called upon the SHGs to utilise the resources provided by ONGC properly.
AK Verma, ED, OSD, ONGC, recalled the contributions of the Ambedkar. Pradip Saharia, GGM-HR, ONGC and Vandana Dutta Tamuli, SDO, Nazira also addressed the gathering and gave away packets of cotton yarn and other welfare aids to the beneficiaries.
Punaram Mili, working president of CWC, AISCSTEWA, presided over the function while BC Das, chairman of AISCSTEWA, delivered the welcome address. Safia Institute of Fashion and Textile Designing, Sivasagar presented a fashion show.
Sampreeti hospital: Adding a new chapter to the private sectors contribution to healthcare services in Upper Assam, a new hospital Sampreeti, owned by Dr Arun Madhav Barua and Associates, was inaugurated recently by Upper Assam Commissioner LN Tamuli on behalf of the Minister of Law, Sericulture, Handloom and Textile, Pronob Gogoi, who could not arrive from New Delhi on the date.
Dr Bhabani Prasad Chaliha, retired Prof of AMC, Dibrugarh, as the guest of honour, Sivasagar DC NM Hussain, famous litterateur Imran Shah, SP, Sivasagar Shyamal Prasad Saikia were present on the occasion.
LN Tamuli called upon the Sampreeti Hospital to serve the people in keeping with the reputation. Dr AM Baruah has built up over the years in Sivasagar. Dr BD Chaliha said he would always extended all possible professional guidance to the Sampreeti staff.
Dr AM Baruah while delivering the welcome address promised to serve the people of the region devotedly and that they new hospital would offer all modern professional expertise in healthcare and would also impart training on general medical education.
Presently, the hospital opened ENT, Orthopaedics and Paediatric services, besides Maternity and has plans to promote it to a PG institution in medical science.
NAAC report of Sibsagar Girls CollegeSECTION I
The Sibsagar Girls College is a Grant in-aid institution affiliated to Dibrugarh University, Assam. The College was established in 1964 and recognised by University Grants Commission (UGC) under Section 2(f) in 1969 and under section 12(b) in June 2003. It is situated in an urban setting and has a campus area of 5.28 acres. It was established with the objective of giving boost to female education in the district of Sivasagar that is inhabited by people belonging to OBC / SC / ST categories besides a sizable number of tea garden laborers. The college was started with the initiative of the local public. The College was started with a single Faculty College imparting education in areas like, English, Assamese, Political Science, Economics, Education, History, Geography & Home - Science. It is important to note that the college introduced Science stream in 1993 with the teaching of Physics, chemistry, Zoology, Botany and Mathematics. In 1995 the college started offering some subjects at undergraduate as core subjects. Thus, the college has grown and now it has two Faculties namely Arts and Science and 13 departments catering under graduate (UG) courses of studies. The total student strength is 895. The College has 46 teachers and 29 non-teaching staff under aided and un-aided categories. Six teachers have M.Phil degree while two have got Ph.D. degree. The College follows annual system of examination. The unit cost of education per student is around Rs.6,911. The Governing Body (GB) of the College is the supreme Executive Body.
The College volunteered to be assessed by NAAC, Bangalore and submitted its Self Study Report to NAAC on August, 2003. NAAC Constituted a Peer Team to visit the College and validate the Self Study Report. The Peer Team consisted of Prof. Ananda Deb Mukhopadhyay, Former Vice-Chancellor of Vidyasagar University, West Bengal as Chairman and Prof. D.N Sansanwal, Director & Dean Institute of Education, Devi Ahalya Visvavidyalaya, Indore and Fr. Dr P. J. Victor, Principal, St. Joseph College, Darjeeling as Members. Dr. K. Rama Deputy Adviser, NAAC, Bangalore coordinated the Visit.
The Peer Team carefully analysed the Self Study Report prepared by the college. The Peer Team visited the College from 10-11 December, 2003 and went through all the relevant documents and looked at the existing infrastructural facilities. The Peer Team interacted at length with the Principal, GB members, teaching & non-teaching staff, Students, Alumni and Parents. The observations of the team on various assessment Criteria are given below.
CRITERIA WISE REPORT
CRITERION I: Curricular Aspects
The upliftment of women through education by inculcating the intellectual, moral, political, ethical and cultural values was the vision with which this college was established. It was due to the belief that the educated women can change the society. The activities are centred around this goal. The College offers education up
to undergraduate level and follows the syllabus and examination system as prescribed by the Dibrugarh University, Assam. The students have flexibility to pursue a programme with respect to Elective options. The College takes one year to introduce a new programme within the university system. Recently the college has introduced some job oriented vocational courses under self- financed scheme. The college takes feedback from students about the teaching and other activities of the institute.
Criterion II: Teaching, Learning and Evaluation
The students are admitted in different courses of the college on the basis of merit. Majority of teachers impart instruction through lecture method. They do dictate notes which may better be discontinued, with the material made available in the library for reference by the students. Some teachers use teaching aids available in their department. The medium of instruction is Assamese as well as English. The class size in some courses is too small. So teachers do use Seminar as a method of teaching. Teachers give assignments and take unit tests. There is a scope to innovate methods of teaching and use of Information Technology. It has a well planned mechanism of assessing the student's knowledge and skills for a particular programme. The college has a well framed plan for monitoring student's progress. The college has provision for organising remedial courses for disadvantaged students. The college encourages teachers for preparing teaching plans.
Some departments take their students for field trips for gaining hands-on experience. Out of 215 working days, the teaching days are 185. The college takes appropriate steps for intimating the students about the examination system at the beginning of the academic session. The faculties are recruited by strictly following UGC and State Higher Education Department norms. The college has autonomy to appoint temporary and ad hoc teaching staff. The college has well planned self appraisal method for evaluating the faculty for teaching, research and extension activities.
CRITERION III: Research, Consultancy and Extension
Few teachers have completed their Ph.D. degree while some are in the process of completing. Still teachers need to be motivated to pursue their research for the Ph.D degree as well as send proposals for funding from agencies like, UGC, ICSSR, CSIR, DBT, MHRD, etc. Teachers have attended conferences and seminars and presented papers but it needs to be further encouraged. They should publish papers in esteemed journals. Teachers are granted study leave for carrying out their research works. The various extension activities undertaken are community development, social work, health hygiene and environmental awareness. The college has an active NSS and NCC units through which the students are involved in various community oriented work at the local and village levels.
Criterion IV: Infrastructure and Learning Resources
The college is located in an urban setting and in a campus area of 5.28 acres. The college has its plan for further development. It has a central library with approximately 18,000 books and journals and computer facility. There is a healthy
Inter library borrowing system existing in the college. The library is yet to develop data base with the help of appropriate software. The library has 217 working days.
The computer facility is made available to those students who pay for it. The fee charged per student is Rs. 200=00 per month and it is managed by Tata Infotech.
Tata Infotech has provided eight computers with a teacher. The internet facility is not available for the time being but they have a provision to provide Internet facility.
The college has some spacious classrooms but the faculty rooms in the departments are too small. All science laboratories including home science, education, geography, etc. need to be strengthened. The college has an effective mechanism for maintenance and optimal utilization of its existing infrastructure. The need for augmenting the infrastructure to keep pace with academic growth is taken care of under the supervision of the Work Committee. The existing infrastructure is also maintained by regular repairing, face lift etc, The college takes constant effort to keep the campus clean and green.
CRITERION V: Student Support and Progression
The college publishes its prospectus and syllabi annually which is very much helpful to students. It has a well built in mechanism for collecting feedback from students. The governance is dependent on the principles of collective participation. Modern management practices are followed to a certain extent in the college. The college has also some welfare schemes for all its constituents. It has a grievance redressal cell for students, teaching and non-teaching staff.
The college has girls hostel where 120 students can be accommodated. It is well maintained. There is a provision for health care, recreation, etc. There is proper discipline both in the college and hostel. One of the teachers is the warden and a full time superintendent. The college built this hostel with funding from UGC and Tribal Welfare Department. The important newspaper cuttings related to different courses, vocations, etc. are displayed on the notice board for the benefit of the students. The students are encouraged into publishing wall magazines. There is a provision to learn yoga. Facilities such as canteen, girls common room, indoor and outdoor games and sports are available to the students.
While the student success rate in the university examinations is relatively high, the progression to higher education seems to be not very encouraging. The college management may like to take up special initiative for providing required guidance and encouragement in this direction. Likewise, though the enrollment is very high due to the compulsory admission policy of admitting the students with minimum pass percentage, it has resulted in the high drop-out rate which is above 50 %. Though this has been explained to be also aggravated due to the prevailing social practices, the college may take a serious view of this and think of appropriate measures to improve the situation.
CRITERION VI: Organisation and Management
There is a good mechanism for academic and administrative planning in the institution. The governance of the administrative and teaching departments of the college is based on principles of collective participation. Modern management practices have been introduced in the college. There is a good financing system of
the college and an internal audit mechanism. The programmes and functioning of the institute are cost-effective. The college has also a good resource mobilization strategy. There is a special committee in the college for preparation of students' academic calendar. The organization and management of the college are being run through effective functioning of several committees like appointment, works, library advisory, examination, students' grievance cell and counseling and infrastructure development committees. The college has plans and programmes of future development chalked out by the collective wisdom of the members of the above mentioned committees.
The unaided unit of the science stream of the college has been started with contributions from the local community, staff and the students of the college with the aim of providing science education to the students keeping the global scenario and employment opportunities in view. However, it is unfortunate to note that the efforts of the institution have not so far been recognized by any funding agencies in strengthening the programme. With low enrollment rate in this faculty and the inputs required for the infrastructural development, the staff are being paid comparatively a low salary. The management may put in efforts to bring in funds for proper development and remuneration of the staff.
CRITERION VII: Healthy Practices
The key healthy practice of the college is displayed by its adaptability to the contemporary needs of educational, social and market demands. The institution is also amply geared up to promote an atmosphere of creativity and innovation. The students of this college are enthused to participate in union and other extra curricular activities. The college takes constant effort for community orientation through its NCC, NSS and other activities. The other mentionable healthy practice is the team spirit of collective working by the teaching and non-teaching staff, students, management, alumni and guardians. It is worth mentioning that one alumna has already donated Rs 2,00,000/- for establishing internet facilities in the college and the alumni association is taking active interest for developing the college by mobilizing resources of different kind.
The students and teachers of this college, especially from the science stream, have contributed towards the infrastructural development of the science laboratory and the overall departmental facilities which needs special mention and appreciation.
The Peer Team during its visit validated the self study report and after carefully interacting with the college community, alumni, guardians, parents and assessing its existing infrastructural and other facilities noted that the college has made fair attempt to translate its vision and goal into academic practices. The college has qualified faculties, balanced management, healthy environment with adequate infrastructural facilities. The academic Co- and Extra-curricular activities of the college helped in moving closer to its goals and vision. The Peer Team feels it pertinent to record the following commendations and suggestions for consideration of the concerned authorities:
The collective efforts of the management, teachers, non-teaching staff and students of the college are a commendable feature.
There exists a cordial relationship amongst the college communities.
In spite of limitations, the effort taken by the college to initiate science courses on self-financing mode is well appreciated.
It is worth mentioning that the students have taken a major role by organizing cultural evening for raising funds for the development of the science courses.
The parents, alumni and students have expressed their satisfaction over the trend of functioning and development of the college.
The workshop on paper setting conducted by the college recently is a mentionable feature for academic development.
The courses offered by the college are traditional in nature. The college may introduce utility and job oriented courses like Nutrition and Dietics, Journalism and Mass communications, Microbiology and Computer Science on self-financing basis.
Professional PG courses may be opened in the college.
The authority may take a serious effort for developing research culture in all the departments of the college. The college authority may form an appropriate body to monitor and encourage research activities in the college.
All departments may take initiatives for extension activities for societal development.
Establishing of computer facilities for administrative and academic advancements is of utmost importance.
The college may take appropriate measures for internet connectivity.
The college management may take into consideration for facilities of more books in the central library.
The faculties of the department of chemistry may take initiative for collaborative work/training in the nearby ONGC laboratory.
The team recommends that serious efforts be taken for developing communicative skills in English, thinking and reasoning among the students, by organizing one period a week.
The Peer Team appreciates the collective efforts made by the teaching and non-teaching staff and students of the college under the able guidance of the Principal.
The Peer Team is confident that the college will achieve future development in course of time.
