NAAC report of GSKM Law CollegeThe Self Study Report for the NAAC Accreditation was submitted by Shri G.S.K.M Law College in September 2004 to the NAAC for accreditation. The G.S.K.M. Law College was established in the year 1983 in the memory of late G.S.Krishna, the leading Advocate of Rajahmundry. The LAW College was established under the Societies Registration Act. The college has been permanently affiliated to Andhra University in 1992, and has been approved by the Andhra Pradesh Government to run as a self financing institution imparting Law Courses. The Law College has also been recognized by the Bar Council of India and the University Grants Commission under sections 2 (f) and 12 (B) of the UGC Act.
The Peer Team of the NAAC visited the college on 30th and 31st March 2005 and interacted with all the constituents of the college including the members of the Managing Committee, Principal, Faculty members, Librarian, Technical Staff and Non-Teaching Staff of the college and the alumnies, senior Advocates from the local Bar, Parents of the Students of the college .
The College is situated in an area of 3.3 acres campus . The college is catering to the needs of semi Urban and rural students of Rajahmundry by offering undergraduate courses in Law under semester pattern.. The college has full time Principal.
The Law College has a separate Library comprising of about 4086 Books, both references, text books, Law Reports, Law Journals with a reading hall facility. It has a qualified Librarian and technical assistant to attend the students requirement.
The Peer Team visited the lecture halls, Moot Court Hall and other campus facilities provided to the students. The college has a first aid dispensary in the campus. It has provided a separate girls Rest Room, an open air auditorium and limited play ground facility. The team visited the Faculty room, the lecture halls and the open air auditorium. After considering the Self Study Report and other documents made available to the Committee, and after detailed deliberation and discussion among the members of the team prepared the following report under the 7 Criteria identified by the NAAC for the purpose of assessment for its accreditation.
Criterion No. I --- Curricular Aspects:-
The College follows the syllabus recommended by the Bar Council of India and prescribed by Andhra University for its affiliated Law Colleges. The college offers 3year Law Course after graduation and 5 year Law Course for those who completed the 10+2 Education. It also offers a one year PG Diploma courses on Industrial Jurisprudence Industrial Laws semester pattern.
The college has set up links with the community by undertaking diverse extension activities through different programs like legal literacy and legal aid programmes. These camps are organized by the college where senior Lawyers, students and Law teachers & Judicial officers participate.
The classes are held between 9 Am to 4 PM. The college adopts mainly lectures method for teaching and some times seminars are also conducted to provide practical knowledge. Some of the members of the bar also teach in the college.
The staff members on the faculty have been allotted 15hours each and 3 hours for other related academic activities. Like Seminars & Tutorials
To achieve the practical skills, moot court activity is conducted Periodically. The special coaching and supplementary classes for slow learners are also conducted.. The English orientation classes are conducted to students coming from Telugu Medium.
The college has organized a South India level Moot Court Competition Previously.
Criterion II --- Teaching , Learning and Evaluation
The students seeking admission are coming from rural and semi urban areas. Students are admitted based on the basis of centralized common entrance test namely LAWCET, conducted by the Andhra Pradesh Higher Education Council. Students are admitted in the conventional and professional courses of law after completing their qualifying examinations . Admission is based on the government rules / norms of reservation to the back ward classes.
The college has adopted teaching through lecture method, in addition to tutorials, seminar, visit to courts, Lawyer chambers, Police station, visit to central prison and other offices.
The college is offering LLM Courses under the Distance Education Programme of Acharya Nagarjuna University.
The college has adopted class room test method to evaluate and identify strength and weaknesses of the students. It has also adopted assignments, unit test methods for each semester and seminars.
The college is having 9 permanent teachers on its role and two temporary teachers. The workload assigned to each teacher is 15 periods per week and 3 Periods for assignments and tutorials. The college has 3 technical staff and one administrative staff in the cadre of office superintendent. The college has not produced teaching plans of individual teachers. It is found that student evaluation to obtain feed back has been adopted only for the current semester.
The recruitment of teachers is made according to the G.O No.12 and 119, of the AP Government.
The college informs that it takes various efforts to recruit teaching staff on the available vacancies. However since the college is unaided and self financing institution, it obviously faces a number of problems in the recruitment process.
Dedicated teaching and efforts of the faculty have produced good results. The teachers are encouraged to attend seminars, workshops and conferences whenever they received invitations. The faculty activities include publications in journals, participation in the seminars. A member of the faculty has earned a minor research project funded by the UGC.
Criterion III ---Research Consultancy and Extension:-
The college being an institution primarily meant for the undergraduate course in Law, the scope for research is limited, however, a faculty member holds a Ph.D., while another member has already submitted his Ph.D., thesis. It was informed that both the faculty members are presently on lien. The principal Shri T.Nagabhusanam has attended 3 seminars and published 5 papers in the Journals. Shri S. Madhu Sudhana Rao, another faculty has attended 2 seminars. The UGC was pleased to sanction a minor research project to a faculty member Mr. B.Ramesh on the problem of child labour.
The extension activity is being organized by the college through various programmes in the rural area. The college has provided free legal aid programme in the rural areas. Students are occasionally visiting the Police stations, Prisons, Sub-Registrar's office to learn the practical aspect. Students are also attached to lawyers' chambers and they are also taken to observe the proceedings in the courts. In the field of consultancy, there is no visible initiative by the college. The college can take positive steps to encourage research and paper publication by its faculty members.
It is also required to under take many extension activities for community development like blood donation, anti tobacco, AIDS awareness survey of polluting industries , suicidal deaths etc.,
A separate extension programme for girl students will be in order since girls students constitute in large number at the college.
Criterion IV---Infrastructure and Learning Resources
The Law College is constructed in an area of 16,092 Sq ft. Apart from 9 class rooms there is one room each for the secretary /correspondent, the Director and the Principal. A hall is allotted for the library including the reading space for students, One ladies waiting room, one green room in the open-air theatre for conducting cultural programmes. The college has a sports ground with a volley ball court. The college has its own land,3.3 acres with green trees and plants.
The college library has its own hall with a full-fledged Librarian, equipped with a computer funded by the UGC under the X Plan. The Library is having a collection of 4019 books, amongst which 3083 books or meant for issuance and 1000 books maintained for reference . The library is well maintained and well organized. The library subscribes to 9 Journals. Besides the library hall, a reading room for students is also provided. One of the notable feature is the Book Bank Scheme is available to the students.
The college premises including the library is well maintained. However the establishment of sports hall, toilet and water facilities for the urinals, a permanent arrangement should be made. The water cooler and wash basins are available . The athletic-sports room should be provided with a drinking water facility. The college is required to develop its own website.
Criterion V--- Student Support and Progression
The college has adequate infrastructure to support and ensure physical and intellectual well being of all its academic components. It has a team of well qualified and experienced teaching faculty both in law and pre- Law subjects. The institutional co-operation for the principal and to the faculty, the need is students are attached to the Lawyers chambers under earn and learn scheme. The omni bus facility is provided for transporting students from various parts of the city as well as bus stand and railway station. A student grievance cell has been established and a complaint box is also placed in the college.
The scholarship is provided to the students especially to the schedule caste, schedule tribes and the back ward class with the funds provided by the social welfare department. The student progression is achieved by conducting annual social gathering, which is demonstrative of their competitive skills and cultural activities. During the time, the college honors and pays respects the senior lawyers chosen from the local bar at every Annual Day Celebrations.
Criterion VI --- Organization and Management
The college has been established under a trust run by the management coordinating and monitoring the affairs of the college. The management is fully supportive of the principal and the academic staff and the administrative staff as well.
The curricular planning and the extra curricular activities are held systematically. The management has involved itself effectively in maintaining cordial atmosphere in the campus activities. It is remarkable to note that the college is run without government aid and is run by self financing mode. The management has to run the college with its own fund.
The management is keen to develop the Law college to its heights by the special efforts of the founder Smt.Sharada H Rao who is taking wholesome efforts with dedication to achieve the goals and mission of the college. Under her able guidance and supervision. The college is marching ahead in a competitive environment.
To maintain financial discipline, accounts are audited by the qualifying chartered accounts. And yearly income and expenditure is also being prepared by the auditors appointed for the purpose. The principal is coordinating the college academic activities and administration with staff and faculty in conducive way with wholesome support of the management.
For judicious and effective utilization of the funds the college takes affective steps. For example, every purchase, is made after due consideration of its requirement, items are purchased for the lowest rates .
The team was happy to note that the role of management is supportive and encouraging. The records are well maintained and the welfare of the teaching and non teaching staff and especially the welfare of the students over all academic requirements are taken care of.
Criterion VII --- Healthy Practices:
The college has understood the changing educational, social and professional demands. The programme , policy decisions are taken in most academic spirit and manner. The teaching as well as non-teaching staff along with the management functions in this manner in tune with the aims and objects of the institutions.
The academic planning displaying the conduct of extra curricular activities are observed. The proper teaching and learning of the practical subjects are adapted. The participation of practicing lawyers from the local courts in the legal aid and awareness activity brings in credibility and seriousness of purpose to such activities.
The college takes personal care of the students for linkage with various government departments to provide the practical legal knowledge to the students. It inspires the students to promote the study in the respective subjects. The students who desire to appear for judicial officers exams are provided with the guidance.
The Scholarship is provided to the backward class students along with the book bank facility is a remarkable feature. The medical primary aid center is available in the campus along with the open-air theater and play ground, cycle stands etc. are provided as a campus facility. The ladies students are provided with the separate ladies room in the building.
The management being genuinely concerned about the development of institution should encourage the local faculty to attend the necessary qualifications. Since college is self funded, the management may generate founds for payment of salaries and other expenses.
There is the need for all concern to be conscious that the college needs to produce capable, knowledgeable and dedicated lawyers and Law academicians.
Section III --- OVERALL ANALYSIS.
The Peer Team after going through the self study report , interaction with the principal, management, and the staff as well as after visiting and observing various academic and physical facilities available in the college can provide with proper legal education to the students. The college has earned reputation in the District and the field of the legal education, which is value based and purpose oriented. The contribution of the college towards the local bar and bench is notable .
The Peer Team feels that there are number of features of Sri GSKM Law College that are positive steps towards the standardization of legal education. The efforts of the college and reception by the students is notable.
A team of dedicated and hard working teachers is an asset of Sri GSKM Law College. It is appreciated that the teachers without looking towards the salary and remuneration devote for the academic contribution. They are doing their best not only in scheduled teaching but also by taking extra remedial classes. The weaker students are given coaching to come with better students. It has resulted in good performance in the examination.
The programme of extension and extra curricular activities have given an opportunity to develop good qualities.
The foremost cause for concern is a lack of academic qualifications prescribed by UGC. The existing faculties may acquire the requisite qualification. The college may accelerate its efforts to raise to financial support for the further developments since there are restrictions on the charging of tuition fees from the students.
The Team also feel that the necessary steps may be taken to give greater emphasis in the curriculum and contribution of the faculties in its framing. The faculty may also under take to participate in seminars, workshops and other academic movements for improvement of and updatetion of their knowledge. The teachers may also under go for refreshers and orientation courses prescribed by the UGC.
The Peer Teem is well aware with the constrains of the unaided colleges, however, to improve the academic standards, the professional skills and the academic status, the launching of separate website, on line programmes, teaching with the help of advanced techniques and teaching methods are advised.
The Peer Team is of the opinion that this exercise will be useful to the Institution to initiate quality enhanced procedures, which would help in the growth, development and the efficiency of the institution.
The Peer Team would like to place on record the cooperation and efforts of the institution and its employees in the process of NACC Accreditation. The college has to achieve a lot in the academic field. The team believe that with the efforts of the dedicated teachers and devoted management, this goal will be achieved.
