The Panjab University Regional Centre, Ludhiana was in the beginning started as a Panjab University Extension Library in the year 1959 to cater to the requirements of the intellectual residents of Ludhiana for a quality library where one could get good books and a quiet place to study. The Panjab University Chandigarh, the University Grants Commission, and the United States Embassy in India contributed to the setting up of this library. The library was formally opened for service in July 1960. This library that was started initially as a collection of 43,000 today boasts of a collection of 1, 75,000 books, periodicals, journals, and newspapers.
Since its inception the library provides wide range of library and information services to its users and tries to fulfill their intellectual thirst. Library subscribes to more than 110 national & international journals on various subject streams. At present the total library membership is more than 2100. Now we are moving towards complete computerization, automation, and air-conditioning of Panjab University Extension Library Ludhiana.
The Panjab University Regional Centre (PURC), Ludhiana was set up in 2003 on the campus of Panjab University Extension library by then Vice Chancellor Prof K.N. Pathak. A separate academic block was constructed with a grant of Rupees One Crore provided by Shri Lajpat Rai, then Member of Parliament from the MPLADS scheme. The first academic program started was the LLB . Three year course conducted in the evening. Subsequently, a five year B.A.L.L.B. course was started in the morning. Both these law courses have become highly popular( and there is now a very large waiting list of applicants for admission to both the LLB-Three year course and BALLB . During the year 2007, the MBA (Full Time) was begun by Prof R.C. Sobti, the present Vice Chancellor of Panjab University Chandigarh with the formation of University Business School (UBS), Panjab University Regional Centre, Ludhiana. During a short span of four years, the UBS Ludhiana has carved a niche for itself in management education and research. This B-School has excellent academic performance and excellent placements. The admissions to UBS Ludhiana are made through the CAT examination conducted by the Indian Institutes of Management (IIM), for which the UBS Ludhiana has been duly registered as a non-IIM institution with the IIMs.

About University Institute of Laws - Ludhiana
Panjab University Regional Centre (PURC) has been established at the campus of P.U. Extension Library, Ludhiana w.e.f. the academic Session 2003-04. Prof. K.N. Pathak, then Vice-Chancellor of Panjab University, Chandigarh took keen interest and fulfilled the long outstanding demand of the residents of Ludhiana and set up the Panjab University Regional Centre at Ludhiana. A sum of Rs 100 Lakhs was provided for the construction of the academic block by Shri Lala Lajpat Rai, then Member of Parliament, from the M.P. Local Area Development Fund Scheme. The Institute was formally inaugurated by His Excellency the Governor of Punjab, Justice O.P. Verma on 5th Oct. 2003. A number of new initiatives are being undertaken under the dynamic leadership of Prof. R.C. Sobti, present Vice Chancellor of Panjab University, Chandigarh.
A three year LL.B. Course in the evening was started at the Panjab University Regional Centre, P.U. Extension Library, Ludhiana, from the Session 2003-04 as a self financing Course. The sanctioned intake of students every year is 72 seats plus 09 seats for NRI/ NRI sponsored/ Industry sponsored candidates. The same syllabus, examinations pattern is followed at UIL, PURC Ludhiana as followed in the LL.B. Course at the Department of Laws, Panjab University, Chandigarh. Students are admitted on the basis of a Law Entrance Test conducted by the Panjab University, Chandigarh. The syllabus and Course contents are revised from time to time by the Faculty of Laws of Panjab University, Chandigarh.
A five years B.A (Honors) LL.B. course has been introduced from the academic session 2006-07 at this Centre as a self financing course with an intake of 87 seats plus 08 NRI/ NRI sponsored seats. The students are admitted on the basis of a C.E.T. conducted by the Panjab University, Chandigarh. The Syllabus and Course of the BALLB course at UIL, PURC, Ludhiana is the same as that prescribed by the Faculty of Laws, Panjab University, Chandigarh and same syllabus and examinations are followed as that followed by the University Institute of Legal Studies (UILS), Chandigarh conducting the same course.
About P.U. Extension Library
The Panjab University Extension Library is outcome of the joint effort of the Panjab University Chandigarh, University Grant Commission and Indian Wheat Loan Education Exchange Programme of US Embassy. Late 1959, a UGC Committee with the representatives of Panjab University and the Wheat Loan Office visited Ludhiana and after looking into the claims of the town of Ludhiana with its large number of students and teachers, the teaching facilities offered at undergraduate and graduate levels in the local colleges and the library facilities available in the town, the committee finally decided to establish an Extension Library at this place. Funds were made available, a skeleton staff was recruited and a centrally located building was acquired on rent.
In the early stages of the set-up of this library at Ludhiana, the work of book acquisition were done at the Panjab University Library Chandigarh, but later on the entire work was transferred to Ludhiana in April 1960. The library was formally opened for service in July, 1960. With the help of the funds provided by the UGC the PL 480 contribution received through the U.G.C., the Panjab University got funds and generous book donations from the Asia Foundation, the British Council, the US Information Service and United State Book Exchange Programme, the library had build up an initial representative collection of over 43,000 books.
The actual construction work of the present building was started in June, 1966. The building plans were prepared by the Panjab University Architect, Shri B.P. Mathur in consultation with the then Panjab University Librarian Dr. Jagdish S. Sharma. Funds for the library building were provided by the U.G.C., the State Government, the Local Zila Parishad, and by the Panjab University Chandigarh from the University.s own resources. The present building was built at a cost of about Rs 9 lakh. The building has a covered area of 250.X 150.. It has a stacking capacity of about 150,000 volumes and seating accommodation for 200 readers at a time. Besides this, there is provision in the library building for an auditorium with a seating capacity of 250 for holding Seminars, film shows, dramas, etc. Now, this auditorium is being extensively used by the Panjab University Regional Centre, Ludhiana for different educational programs.
The library is administered through local committee consisting of the Vice. Chancellor, Panjab University (Chairman), Director PURC Ludhiana (Senior Vice Chairman), Principal of the Local affiliated colleges, the Syndicates & Senate Members of the Panjab University residing at Ludhiana, Librarian, Panjab University Library Chandigarh, Librarian, PAU and the Librarian of the Extension Library as ex-officio secretary.
At present the library has a collection of over 1.67 lakh publications which include books, bound volumes of journals, dissertations, rare books, reports, governments documents, standards, back files of news paper, Braille books , University result gazette/ notification/ syllabi etc.

Bikes, cars serving as classrooms for PU studentsLudhiana: The law students of Panjab University are facing problems due to scarcity of rooms.The students dont have common room, lecture room for studying or completing their assignments. During this time, bikes and cars act as saviours for the students of the university.The law building is under construction from the past three years. The department has around 450 students. The university charges around Rs 1 lakh as yearly fees and expenses from each student.Still, it fails to provide basic amenities to the students.
Student Union President Avlok Singh said, many atimes the students have to complete their assignments sitting on the bikes.He said even after constant reminders no steps have been taken in this regard.
PU announces change in LLB datesheetLudhiana: The Panjab University has announced changes in the datesheet of BA LLB(H) course.Panjab University Assistant Registrar has sent notice regarding this to all its colleges.The Law College of Ludhiana runs evening classes for B.A LLB(H) programme.The University has decided to change the examination date of Law of Evidence from April 29 to June 2.Also, Civil Procedure Code examination which was scheduled to be held on May 3 would now be held on June 1.The examination will now be held from 9.15 am to 12.15 pm. Earlier, the examination was to take place in morning.The Intellectual Property Law examination will be held on June 2. Earlier, it was supposed to be held on May 20.
Fifth online list of B.Com to be issued todayLudhiana: The fifth counselling list of the B. Com course will be issued on Tuesday. There is a possibility of the seats for the B. Com course will be increased per college.Online coordinator of B Com admissions Dr AK Vashishtha said that the proposal to increase the B. Com seats had been sent to Vice Chancellor Dr RC Sobti.He added that if this proposal was accepted, physical counselling would be held after the fifth counselling list to fill the vacant seats.
It is to be noted that 280 seats of B. Com are still vacant in Ludhiana colleges even after the second day of online admission process. Four online counselling sessions have already been held.
