Technical education to be revamped

Bikramjit Singh Khalsa, chief parliamentary secretary for technical education and industrial training, Punjab, has said the technical education system in the state will be revamped to make it relevant to the needs of the fast advancing technology in the industrial sector, so that the trained youth in the technical institutions can capture their share from the enormous job opportunities created at the global level.

Addressing students at a function after inaugurating a talent search contest at Govt Polytechnic for Women, Rishi Nagar, today, he said most courses, being taught to the students, had become irrelevant with the induction of the latest technology at all levels and the youth were finding it difficult to get the jobs in corporate sectors. Khalsa said now it was the right time to thoroughly review the technical training programme in consultation with corporate sectors, so that the youth could be given training as per the needs of the industry and service sector. He exhorted the students to acquire excellence in their respective vocations, so that they could compete with their counterparts from all over the world.

Chief parliamentary secretary said the state government had also decided to open at least one polytechnic or ITI in each block of the state, for which the survey had already been conducted. He said with a view to preparing the students for technical education, 10+1 and 10+2 classes were being started in all polytechnics and ITIs, where, they would be given quality education in maths, science and English subjects utilising, the available qualified staff and updated labs.

Appreciating the conduct of talent search contest, Khalsa said that such events were the most essential ingredient for channeling the energies of the youth. He said the role of teachers was of a model for the students and they should perform their duties of creating a healthy society by inculcating moral values, spirit of patriotism, sacrifices and service among the students and appealed the students to accord respect to the teachers. In the contest, competitions of folk songs, dance, skits, mono acting, fancy dress, choreography and gidha were conducted.

Prominent among others who were present on this occasion included Baljinder Singh, principal ITI, Darshan Arora, chairman Ludhiana Citizen Council, M P Singh, S A Khan and R P Chopra.

Shri Tarsem Lal, on behalf of Public Information Officer has filed a letter authorizing him to appear in this Court. The Complainant Shri Ashok Kumar had filed a complaint on 2.6.06 in the Commission stating that the necessary information as per his application dated 2.6.06, along with the requisite fee of Rs. 50/- deposited through Bank Draft No.534991 dated 12.5.06, was not supplied to him. The said complaint was forwarded to the college for their response, and they gave answers to points No. 1-3 and point No.4 whereas on point No. 6 & 7, it was stated that the information concerned another college, situated in Amritsar, and not their college.
They also sent copies of a report dated 21.4.04 wherein Shri Ashok Kumar, Senior Asstt. had acknowledged the receipt of record needed by him and where he had also stated that he did not require any more record, This report has been signed by him in token of its correctness and the office Superintendent, Sr. Asstt.,Steno, Jr. Asstt. had also signed on the record. as had the Principal. This information was once again referred to the complainant. for his comments.
Separately, the Principal had also addressed this Commission stating that Shri Ashok Kumar had approached the Commission without exhausting the legal remedy available to him of an an Appeal to the next higher authority as provided under the Right of Information Act.
Shri Ashok Kumar wrote on 26.7.06 to acknowledge the receipt of the document at Sr.No.4 but stated that he had not yet received documents at Sr,No.1-3, 6&7, in spite of the deposit of fee and much time having lapsed. Now, the Principal has sent another letter dated 7.8.06 in continuation of the previous communication dated 14.7.06 in which she has given the point-wise reply to the original application dated 2.6.06. The letter dated 7.8.06 addressed to the Commission has been endorsed to Shri Ashok Kumar also.
Thereafter, the case was fixed for hearing, and a notice was sent to both the parties on 14.9.06. But Shri Ashok Kumar has not appeared today. The complete point wise reply has been seen and it is observed that such information, as could be provided to him, has been given to him and Shri Ashok Kumar had full opportunity to point out the deficiency if any. Since he had not appeared, it is presumed that he has nothing to say. The matter thus stands disposed of accordingly.

Vide application dated 28.04.2011, Sh. Daya Bhan sought the following information under the RTI Act, 2005: -

“1. Contents of the enquiry report against Mr. Naresh Nagpal while posted in this college sexual harassment of a girl student of GPW, Jalandhar (news published in The Tribune dated 23.07.2003);

2. Tenure of Sh. Naresh Nagpal in the college;

3. A copy of the enquiry report.”

Contesting the response dated 18.05.2011, the present complaint has been filed with the Commission on 28.06.2011.

Respondent present stated that vide communication dated 18.05.2011, complete information according to the original application dated 28.04.2011, as available in the records, had been provided to the complainant. A copy of the letter dated 18.05.2011 has also been tendered which reads as under: -

“Ref. Your application dated 28.04.2011.

The requisite information is as follows: -

1. As per our records, no such enquiry against Sh. Naresh Nagpal had been ordered / conducted;

2. Sh. Naresh Nagpal remained posted in this college from 10.06.1992 to 05.08.2003.

3. As per No. 1.”

It was also disclosed by the respondent that some more information had been sought by the complainant vide another application on a plain paper on the same date and that too was provided vide letter dated 18.05.2011 referred to above. It is pointed out that only the information sought vide original application, has to be provided.

It is noted that the complainant has not annexed a copy of his application on a plain paper while filing the instant complaint.

Complainant submitted that the Financial Commissioner Revenue had ordered an enquiry into this incident. He further stated detailed particulars of the Inquiring Authority have not been provided by the respondent. It is, however, pointed out that once the respondent has asserted that as per their records, no such enquiry was conducted, no particulars of the Inquiring Authority could be available with them.

If the complainant is not satisfied with the response from the respondent college, he should take up the matter with the higher competent authority.

Seeing the merits of the case, it is hereby closed and disposed of.

Copies of order be sent to the parties.
