Central College of Information Technology is affiliated with Pandit Ravishankar Shukla University, Raipur (Chhattisgarh) Media coverage of Central College of Information Technology, Fafadih, ChhattisgarhNCTE appeal order for Central College of Information Technology FafadihF.No.89-899-2010-AppealNATIONAL COUNCIL FOR TEACHER EDUCATION Hans Bhawan, Wing II, 1, Bahadurshah Zafar Marg, New Delhi - 110002 O R D E R WHEREAS the appeal of Central College of Information Technology Deptt. of Teacher Education, Raipur, Chhatisgarh dated 13-07-2010 is against the Order No. WRC-APW00010-723005-134th-2009-68082 dated 18-05-2010 of the Western Regional Committee, withdrawing recognition for conducting B.Ed course on the grounds 1) The college is running on the 1st and 2nd floor of Raipur Ice Factory measuring 14183 sq.ft. The lease is only for this portion of the building. 2) Further the society has taken another part of the building measuring 6821 sq.ft. on 16.04.2010. Therefore, the society has total built up area of 21004 sq.ft. to run B.Ed, PGDCA, B.Com, B.Sc, BCA and BBA courses. 3) The society did not have land of its own till 30.12.2009. On 31.12.2009 it purchased 3500 sqm of land. 4) Therefore, the society did not have land at the time of application. 5) the college has submitted an unapproved building plan for the college earlier which is totally different from the building plan submitted now (also unapproved).” AND WHEREAS the Correspondent, Central College of Information Technology Deptt. of Teacher Education (hereinafter referred to as the appellant), preferred an appeal dated 15-07-2010 to the National Council for Teacher Education, New Delhi (hereinafter referred to as the Council) under Section 18 of the NCTE Act, 1993 against the said Order. AND WHEREAS Shri Vinay Chadrakar, Jt. Secretary and Shi Rakesh Chandrakar, Treasurer, Central College of Information Technology Deptt. of Teacher Education, Raipur, Chhatisgarh presented the case of the appellant institution on 26.08.10. In the appeal and during personal presentation it was submitted that the recognition was granted in leased premises. Earlier the society was having 14183 sq.ft. of built up area on lease and later, on 16.04.10 it took on lease another 6821 sq.ft. of built up area and in total it was having 21,004 sq. ft. of built up area to run B.Ed., PGDCA, B.Com, B.Sc, BCA and BBA courses. With regard to ground 2- it was submitted that the institution was having donated land, but it was disputed. So the society purchased another piece of land on 31.12.2009. On this land a building plan for constructing the B.Ed College had been approved and it would complete the construction by January 2011. AND WHEREAS the Council noted that the appellant had been conducting the B.Ed programme since 2003-04. The WRC conducted an inspection u-s 17 of the NCTE Act on 27.02.2010 and the report inter-alia mentioned that the institution was having 14183 sq.ft. of built up area and 21,300 sq.ft. of land and the area had been on sharing basis and the same building was also used for running other courses on different timings. It is further noted that the recognition to the institution for conducting the B.Ed programme was granted in temporary premises taken on lease for five years vide WRC’s order dated 18.08.2004 with a condition that the institution shall shift to own premises within three years from the date of recognition. The appellant purchased land in December 2009 and on this land the appellant had not yet completed construction of the building and hence, till date the college had been running in the temporary premises that to with inadequate infrastructure and further also on sharing basis with other course and this was not permissible as per Regulations. In view of this, the Council came to the conclusion that there was no justification in accepting the appeal and hence that it should be rejected. AND WHEREAS after perusal of documents, memorandum of appeal, affidavit, VT Report and after considering oral arguments advanced during hearing, the Council reached the conclusion that there was no ground to accept the appeal and that it should be rejected. Accordingly, the appeal was rejected and WRC’s order dated 18-05-2010 was confirmed. NOW THEREFORE, the Council hereby confirms the Order appealed against. (S.V.S. Chaudhary) Vice – Chairperson 1.
