Complainant has asked for the information about the candidates who stood first since 1945 onward. According to Shri Jai Pal, they are not maintaining any record of honour of the candidates who stood first and this information is available in the Gazette published by the University. From 1996 onward upto 2008 after perusal of the gazette a list has been prepared which has been duly submitted to Shri Gurcharan Singh appearing on behalf of Shri Jeet Singh, complainant.

NCTE appeal order for Pandit Chetan Dev Government College of Education Faridkot

O R D E R

WHEREAS the appeal of Desh Bhagat Pandit Chetan Dev Government College of Education, Faridkot, Punjab dated 10-08-2009 is against the Order No. F.NRC-NCTE-F-3-PB-216-144 MEETING-2009-6609 dated 22-07-2009 of the Northern Regional Committee, refusing recognition for conducting M.Ed. course on the grounds “The reply of the Institution has not been received in the stipulated time”.

AND WHEREAS the Correspondent, Desh Bhagat Pandit Chetan Dev Government College of Education (hereinafter referred to as the appellant), preferred an appeal dated 18-08-2009 to the National Council for Teacher Education, New Delhi (hereinafter referred to as the Council) under Section 18 of the NCTE Act, 1993 against the said Order.

AND WHEREAS Shri. Jai Pal and Dr. Darshan Singh, Associate Professor, Desh Bhagat Pandit Chetan Dev Government College of Education, Faridkot, Punjab presented the case of the appellant institution on 17-09-09. In the appeal and during personal presentation it was submitted that the intuition had received a letter dt.01-12-2008 and compliance was made by the institution vide dt.16-12-2008. It was also submitted that the institution was sanctioned the M.Ed Course with an intake of 15 students only as against the standard unit of 25 students as per NCTE norms and the proposal of the institution was for increase of student intake from the existing 15 to 25.

AND WHEREAS the Council noted that the standard unit for M.Ed course was 25 students as per the NCTE norms and therefore it was of the view that there was adequate justification for accepting the appeal to allow increase of the intake for M.Ed. course from the existing 15 students to 25 students.

AND WHEREAS after perusal of documents, memorandum of appeal, affidavit, VT Report and after hearing oral arguments advanced during the hearing, the Council reached the conclusion that there was enough ground to accept the appeal and set aside NRC’s order dated 22-07-09 Accordingly, the appeal was accepted and NRC’s order dated 22-07-09 was set aside, with direction to the NRC to grant recognition to the institution immediately by increasing the intake of students from the existing 15 students to 25 students for M.Ed. course, within 15 days of issue of this order.

NOW THEREFORE, the Council hereby reverses the Order appealed against.
