A month on, state govts separate dept on climate change still not in sight

Ahmedabad/Vadodara The Gujarat governments announcement to set up a separate department for Climate Change last month was lauded by all. But now it remains to be seen whether this was merely a publicity gimmick or the government is really serious about it. As of now, nothing seems to be moving forward.

S K Nanda, Principal Secretary, Forest and Environment, Gujarat, when asked about the delay, said, We are waiting for the elections to get over, after which things will roll out.

Even officials at The Energy and Resources Institute (TERI), New Delhi, which was approached by the state government for consultancy on climatic change issues in the state, seemed unaware of the progress on the proposed department. Rajiv Chhibber, Manager, Corporate Communications, TERI, said, The chief minister along with 40 other officials had visited us last October, where they were oriented on climatic issues in Gujarat. Officials said there has been no headway since then.
On the face of it, the mandate for the proposed department seems encouraging. It includes preparing a comprehensive multi-dimensional Climate Change Policy; making Green Technology a new economic drive; undertake research on climatic changes in the coastal areas of Gujarat; preparing integrated strategy for environment covering land, air and water; maximising carbon credit earnings; and introducing educational curriculum on climatic changes. To add to it, the government has also enumerated its various initiatives in environment conservation while announcing the department.
But the Environment Sustainability Index 2008 (ESI) for 28 Indian states, prepared by the Centre for Development Finance at the Institute for Financial Management and Research, Chennai has placed Gujarat at the bottom of the table on the 27th spot along with Punjab.

The ESI score, which is a equally-weighed average of 15 indicators, is abysmally low for Gujarat at 10.46.
Like government, like varsity Taking a cue from the Gujarat government, the M S University (MSU) had also announced to design a curriculum on Climate Change studies, in postgraduate and PhD programmes of the Department of Environmental Sciences, in collaboration with TERI. But the matter was not even discussed in the recent MSU Senate meeting.

MSU Vice-Chancellor Prof Ramesh Goyal said: Although this matter was discussed with TERI chairman Prof R K Pachauri when he was here to attend MSUs 57th Annual Convocation, it will still take some time to materialise.
Meanwhile, TERI officials expressed apathy akin to the state government on the part of MSU officials. Rajiv Chhibber said, TERI is ready to send its team to the varsity to help design the course, but the MSU officials have not approached us so far.
