Dream big and aim high: Abdul Kalam

Jaipur: Most learned scientist and former President of India Dr APJ Abdul Kalam made numerous students’ present at Jaipur National University (JNU) last day of 2011 special and memorable one.As soon as Dr Kalam entered the arena on Saturday and stepped on the dais, there was a huge round of applause from the youths.In his address, first thing Dr Kalam did was he asked the students what they would do in year 2012. He asked the students to recite a poem on how to celebrate New Year 2012 after him. Like obedient students, they all recited after him.

He told the students to dream big and to think high. “How many of you want to fly,” questioned Kalam, and promptly all the students raised their hands.
He then made them sing, “I have wings,” poem and told them to aim high.
Making the youth aware of the aims and objectives of being a scientist and importance of science, he said the benefits of science should reach the underprivileged sections of the world. He said there is an urgent need to empower rural and underprivileged people across the globe, who constitute almost half the world’s population.

He asked the students about the unique feature of inventors and answered that “They all were creative,” stressing on importance of imaginative minds to do unique things.Emphasising the role of teachers and parents in developing this creativity among the students, he said they should nurture the creative minds to bring about a healthy change in children.

“I had a teacher named Subramaniam Iyer in standard 5. I saw him radiating with knowledge and in a class of 65 students, he would encourage us to fly and fly high. He would explain the basics in lucid manner and because of his encouragement to fly …I became a rocket scientist,” said Kalam.

Honour comes calling: Dhariwal gets ‘Rajasthan Ratna’ award

Jodhpur: Adding another feather to the glorious cap, Rajasthan Home Minister Shanti Dhariwal was awarded with ‘Rajasthan Ratna’ and ‘non-resident Rajasthani’ awards in recognition of his service to its people spread all over the world.The ‘Rajasthan Ratna’ was given by the Rajasthan Association of North America (RANA), Canada, while RANA Calfornia honoured Dhariwal with non-resident Rajasthani award.
Media chairman of RANA Prem Bhandari, who had received the honours for Dhariwal, presented the award to state Home Minister during a ceremony in Jaipur. Worthy mentioning here that in 2009 also, Dhariwal was awarded with ‘Rajasthan Ratna’ by RANA Calfornia.Bhandari called Dhariwal as the voice of non-resident Rajasthanis.

The ceremony was attended by former SEBI head DR Mehta, Chief Judge of Karnataka and Tamil Nadu NK Jain, Chancellor of Jodhpur National University Kamal Mehta, Head of RANA New York Haridas Kotewala.
After the ceremony, Bhandari also held meeting with the student leaders to press for demand of constitutional recognition to Rajasthani Bhasha. Bhandari is also the coordinator of Akhil Bharatiya Rajasthani Bhasha Sangarsh Samiti and has returned to India to promote for the constitutional status of the 'Rajasthani'.

NCTE appeal order for Jaipur National University Jaipur

O R D E R

WHEREAS the appeal of Jaipur National University, Jaipur, Rajasthan dated 02-07-2009 is against the Order No. F.NRC-NCTE-F-7-3-RJ-2242-2009-15622-15628 dated 27-01-2010 of the Northern Regional Committee, refusing recognition for conducting M.Ed course on the grounds

(1). The Professor has not been appointed through properly constituted selection committee.

(2). Shri Mukesh Kumar Meena appointed as lecturer is not qualified as per NCTE norms for M.Ed”.

AND WHEREAS the Correspondent, Jaipur National University (hereinafter referred to as the appellant), preferred an appeal dated 02-07-2009 to the National Council for Teacher Education, New Delhi (hereinafter referred to as the Council) under Section 18 of the NCTE Act, 1993 against the said Order.

AND WHEREAS Prof. (Dr.) H.N. Verma, Pro-Vice- Chancellor vide his letter dated 02-02-2010 and also the Registrar vide his letter dated 10-02-2010 submitted that the appointed professor had been selected by a duly constituted selection committee in its meeting held on 10-10-2009 and further Shri Mukesh Kumar Meena was also qualified for the post of the lecturer as per the latest NCTE norms notified on 31-08-2009.

AND WHEREAS the Council noted that NRC vide its letter dated 09-01-2010 directed the university to appoint faculty as per NCTE norms for M.Ed course within 60 days as the list of appointed faculty pertains to 2008 which is too old. In compliance to this direction, the university appointed the qualified faculty as per regulations 2009 of NCTE. It further noted that the appointed Professor Dr. T.K.S. Lakshmi had been selected by properly constituted selection committee on 30-10-2009. In view of the above, the Council came to the conclusion there was adequate justification to accept the appeal for issuance of formal recognition order.

AND WHEREAS after perusal of documents, memorandum of appeal, VT Report, affidavit and after considering oral arguments advanced during hearing, the Council reached the conclusion that there was enough ground to accept the appeal and that it should be accepted. Accordingly, the appeal was accepted and NRC‟s order dated 27-01-2010 was reversed with a direction to the NRC to issue formal recognition order in continuation of conditional recognition order- letter within 15 days of issue of this order.

NOW THEREFORE, the Council hereby reverses the Order appealed against.

NCTE appeal order for Jaipur National University Jaipur

O R D E R

WHEREAS the appeal of Jaipur National University, Jaipur, Rajasthan dated 02-07-2009 is against the Order No. F.NRC-NCTE-F-7-RJ-2242-141st Meeting-2009-3706 dated 03-06-2009 of the Northern Regional Committee, refusing recognition for conducting M.Ed course on the grounds “The M.Ed course run by the University from 2006-2007, till date is not recognized by NRC, NCTE, Jaipur”.

AND WHEREAS the Correspondent, Jaipur National University (hereinafter referred to as the appellant), preferred an appeal dated 09-07-2009 to the National Council for Teacher Education, New Delhi (hereinafter referred to as the Council) under Section 18 of the NCTE Act, 1993 against the said Order.

AND WHEREAS Shri. Sandeep Bakshi, Secretary, Prof. H.N. Verma, Pro. V.C., Dr. Kamla Vashistha, Director, Jaipur National University, Jaipur, Rajasthan presented the case of the appellant institution on 21-08-09 In the appeal and during personal presentation it was submitted that

1). The NRC rejected the application No. RJ - 2242, submitted by the appellant for M.Ed additional course in the 141st meeting of NRC, by assuming that the existing M.Ed course was not recognised from 2006, which was not true and issued a show cause notice to the appellant institute.

(2). After examining the response of show cause notice in 143rd meeting, the NRC decided to continue the recognition granted to existing M.Ed course for an intake of 25 but the matter of additional M.Ed was not considered.

(3). Since the ground on which application of additional intake for M.Ed course was rejected by NRC had been quashed now by its subsequent order no. NRC-NCTE-F-7-7259 dated 19-09-2006; hence it was requested that the matter of additional M.Ed be taken up immediately for further processing”.

AND WHEREAS the Council noted that the appellant had been conducting M.Ed. since 2006-07. It further submitted an application for additional intake in the existing programme, on 7-10-08. Whereas NRC vide its order dated 03-06-09 closed the file of the institution stating that basic unit had been conducted by the institution without NCTE’s recognition; NRC after examining the representation of the institution, issued an order on 01-07-09 , permitting to continue recognition for M.Ed. course (25 intake given 2006). In view of the above, the status-quo of the institution with regard to M.Ed. programme with a basic unit has been maintained and further NRC, may process the file for additional intake on the basis of merit.

AND WHEREAS after perusal of documents, memorandum of appeal, affidavit, VT Report and after hearing oral arguments advanced during the hearing, the Council reached the conclusion that there was enough ground to accept the appeal and remand the case to NRC for further processing of the file, for additional intake, on the basis of merit.

NOW THEREFORE, the Council hereby reverses the Order appealed against.
