Bihar central university: Kapil Sibal, Nitish Kumar disagree on main campus

chief minister Nitish Kumar met here on Sunday to resolve the stand off on the location of the state s central university.
Sibal and Kumar agreed on the idea of twin campuses, though they continued to disagree on where to locate the main campus - Motihari or Gaya. Nonetheless, the meeting succeeded in breaking the ice and both Sibal and Kumar have agreed to meet again and talk more. Sibal is understood to have offered to set up a campus in Motihari, with the main campus would be in Gaya. But Kumar reiterated his position that Central University must be set up in Motihari with a campus in Gaya.

The Bihar chief minister s solution that two central universities be set up was not acceptable to the HRD minister. Kumar said that he could not back down as the state government has made a commitment to set up the university in Motihari. The decision has the backing of the state legislative assembly. The chief minister said the state has already acquired land in Motihari for the university.

HRD ministry maintains that Sibal s push for Gaya as the main centre comes from its recent experience of remote locations of central universities in Tamil Nadu and Odisha. Once established, these universities had trouble attracting faculty and students. The Central University of Odisha located in Koraput had a sanctioned strength of 48 faculty members but managed to get only 10, while the Tamil Nadu Central University in Thiruvarur had a sanctioned strength of 24 faculty members but had filled only six.

Kumar s opposition to the Centre s plan to situate the university in accessible Gaya has forced Sibal to reconsider the decision. With most Bihar lawmakers supporting Kumar, he has succeeded to project the Centre as seeking to deny the state its rightful share of opportunities. Sibal s insistence on Gaya as the site for the university, in the face of the state s choice of Motihari, also feeds into the image of the Centre undercutting federal rights.

Being at cross purposes with Kumar s JD(U)-BJP government in Bihar is exacting its toll on Sibal s efforts to secure passage for his education legislations in the Rajya Sabha. Without the support of the NDA, Sibal will find it difficult to pass the bills.

Nitish meets Sibal over central varsity issue

New Delhi: A solution to the contentious issue of setting up a Central University in Bihar seems likely as Bihar Chief Minister Nitish Kumar on Monday held a luncheon meeting with Human Resource Development Minister Kapil Sibal at his residence here to resolve it.

Sources said the two discussed the issue during their meeting and a solution to resolve the issue of setting up the varsity can be expected soon. The Centre has proposed to set up the varsity at Gaya, but the state is seeking to open it at Motihari.

Sibal had said in the Rajya Sabha last week that he was willing to sit down with Kumar and discuss the issue. I have rung up Nitish Kumarji, I have requested him for an appointment, I am willing to sit with him and decide as to what we should do about the Bihar Central University as well. We have no problems, Sibal had said.

Let us sit together, and let us see how this can be done, Sibal said. Earlier, more than a dozen MPs of Bihar, mostly belonging to JD-U and BJP, staged a protest rally here demanding that the varsity be set up at Motihari as Bihar Assembly had also passed a unanimous resolution in this regard.

The varsity proposal has created a rift between the Bihar Chief Miniser and Sibal, who has favoured Gaya as an ideal location for the institution as the place is close to an international airport and is well connected.

When the state legislative assembly has unanimously passed a resolution for setting up the university in Motihari, I fail to understand why Sibalji is against it, BJP MP Radha
Mohan Singh had said here last week.

Sibal has insisted that Gaya as a location will help the varsity get quality faculty and also help it develop as a centre of excellence. The Ministry has been allocated land by the Defence Ministry there for the varsity, which at present is functioning from a temporary accommodation in Patna.

Bihar Central University may have two campuses; Motihari and Gaya may host university

NEW DELHI: A compromise to end the standoff over the Bihar Central University could result in the establishment of a two-campus institution. A campus in Motihari, along with the main campus in Gaya, is among options being considered by the HRD ministry.

HRD minister Kapil Sibal has been locked in an impasse with chief minister Nitish Kumar over the location of the Bihar Central University. While Sibal and the HRD ministry favour Gaya, on account of factors like accessibility, facilities and other practical and logistical consideration, the state government would like the university to be set up in Motihari.

Sibal is keen to resolve this situation. Being at cross purposes with Kumar's JD(U)-BJP government in Bihar is exacting its toll on Sibal's efforts to secure passage for his education bills in the Rajya Sabha. Without the support of BJP, Sibal will find it difficult to pass the bills.

The human resource development minister has been charged with attempting to politicise the issue, and using the Bihar Central University to create a rift in the state. BJP has charged Sibal with raking up a controversy over the site of the university to deny Bihar its legitimate demand.

A situation that BJP says is unfortunate as Sibal's first term in Parliament was as a Rajya Sabha MP from Bihar. BJP spokesman Shahnawaz Hussain said, higher education in Bihar is in bad shape. Sibal is creating unnecessary controversy over the location of the university. He is instead trying to deny this institution to Bihar.

An earlier effort to resolve the situation failed. Since Kumar had made a public commitment to set up a university in Motihari, Sibal had offered central assistance to set up a state university in the area. This offer was not acceptable to the Bihar chief minister, who had made it clear that he was committed to setting up a Bihar Central University in Motihari.

Kumar also has the backing of the state assembly, which passed a resolution backing up the demand for setting up the Bihar Central University in Motihari.The HRD minister is keen to make it clear that he is not playing politics over the university's location.

Sibal told MPs that he ung up Nitish Kumarji, I have requested him for an appointment, I am willing to sit with him and decide what we should do about the Bihar Central University. We have no problems. I think in terms of what the future of the children of Bihar as to what they need, what they require...I certainly have no problem in talking with Nitish Kumarji.

The two campus offer will be discussed when Kumar and Sibal meet. However no firm date has been fixed for the meeting.
