NAAC report of Government CollegeSection 1: Preface
The Government College, Bahadurgarh, started in 1967 as an evening college in the building of a Higher Secondary school. Later, in 1970, it started functioning in both day and evening shifts. The college shifted into its own complex in 1981. It has a sprawling campus in an area of 22 acres. The mission of the College is to impart higher education in semi-urban surroundings, which is educationally and economically backward.
The College applied to the National Assessment & Accreditation Council (NAAC), Bangalore, for its assessment in the summer of 2002. Two members of the staff attended the workshop, organized by the Higher Education Department, Haryana, Chandigarh and interacted with the officials of the NAAC. The Council constituted a Peer Team consisting of Prof. Santosh Kumar, Vice-Chancellor, Dr. Harisingh Gour Vishwavidyalaya, as Chairman, and Prof. P. K. Chaudhuri, Member Secretary, West Bengal State Council of Higher Education, and Prof. V. K. Saluja, Principal, Mata Gujri Women's College, Jabalpur, as Members. Mr. B. R. Manjunath, Academic Consultant, NAAC, acted as the co-ordinator of the visit and lent all assistance to the Peer Team. The Peer Team visited the College for three days, from 21st - 23rd January, 2003.
The Government College, Bahadurgarh, has 49 teachers at present to cater to about 1500 students, all from the State of Haryana, more than 400 of them being girls. There are 19 non-teaching staff members, belonging to administrative and technical categories. The College is totally financed and managed by the Haryana State Government and is affiliated to Maharsi Dayanand University, Rohtak. The College offers undergraduate courses in Arts, Science and Commerce at present. All courses are conventional. The College imparts education in Hindi at postgraduate level through Distance learning. Some P.G. courses, taught earlier, have been discontinued.
The College has several large buildings and staff quarters. It also has a large play ground in its sprawling campus, used by the students as well as the general public of Bahadurgarh.
The teaching learning process in the College is mostly conventional. The tutorial classes and the occasional audio-video sessions supplement the lecture method. Eight teachers are involved in research, but no research project is either in progress or has been completed. Students participate in a variety of extension activities.
As a Government-run institution, the College enjoys financial protection and has no compulsion to raise resources through consultancy, research funding by external agencies or allowing its infrastructure to be used by other organizations. It receives grants from the Government and the UGC for augmenting and maintaining its infrastructure.
The Peer Team critically reviewed the Self-Study Report submitted by the Government College, Bahadurgarh. Further, the Team pursued all the documents made available to it during the course of its visit. The Team had discussions with the Principal, faculty members, administrative staff, students, ex-students and parents. Based on all these interactions, and keeping in mind the parameters determined by NAAC, the Peer Committee made an assessment of the college and its activities. The assessment of the college under the seven criteria identified by the NAAC, the commendable features of the college as also the matters of concern are given below
Section 2: Criterion-wise analysis
Criterion I: Curricular Aspects
Government College, Bahadurgarh, is basically an undergraduate college affiliated to Maharshi Dayanand University, Rohtak, offering three-year degree courses in Humanities, Commerce and Science streams with conventional subjects. It runs a postgraduate programme also through the distance education mode. In all, there are 7 academic programs; 6 undergraduate and 1 postgraduate. The College is located in a semi-urban area and its mission is to impart higher education in a rural scenario.
In the Humanities stream a student has to study English and either Hindi or Sanskrit as compulsory language subjects and select two elective subjects out of several options, viz. Hindi/ Sanskrit, History, Political Science, Mathematics, Geography, Philosophy, Sociology, Economics, Psychology, Military Science, Home Science and Vocal Music. However, the college has some restrictions on the choice of subjects and reserves the right to withdraw any subject if the enrolment falls below 30.
Students enrolled for the B.Sc. programme study the same compulsory language subjects. However, they can choose either the combination of Chemistry, Botany and Zoology, or that of Chemistry, Physics and Mathematics as elective subjects. All Arts and Science subjects are offered at the pass level only.
The B.Com. degree is offered at two levels, Pass and Honours. Students in the Commerce stream, studying for B.Com.(Pass), have to study 5 compulsory and 1 optional paper in the first year, and 5 each in the second and third years, i.e. 16 compulsory subjects in all in three years, apart from one elective subject in each of second and third years of study. In order to obtain the B.Com. (Honours) degree, a student studies the same subjects as a student in the pass programme in the first year, but offers 6 compulsory papers in each of second and third years. The courses are not modularized and being conventional in nature, are not amenable to interdisciplinary or multidisciplinary approach.
The College offers a post-graduate M.A. programme in Hindi through the Distance Education mode, conducted by a teacher of Hindi. It had started conventional M.A. programmes in Hindi, History, Economics and Political Science but these were later discontinued under instruction of the State Government
The Government of Haryana has introduced two Certificate Courses in Computer Education at three levels in the College. The courses are taught by Tata Infotech Ltd., which provides text books and computers. The Certificate Courses are in the nature of enrichment courses and are career-oriented. The College cannot introduce new subjects on its own. It usually takes one year for the College to obtain permission of the Government and the affiliating University to introduce a new subject.
The College does not offer any flexbility in time scale or horizontal mobility of its students from one course to another. The courses prescribed by the affiliating university do not have any provision for non-core options. There is no mechanism to collect feedback from academic peers or prospective employers. The College has no linkage with neighbouring industries.
Criterion II: Teaching-Learning and Evaluation.
The College admits students to all programmes on the basis of their academic record. Their progress is assessed through class tests, held periodically. There are remedial courses for students belonging to Scheduled and Backward classes and other disadvantaged categories. Students are divided into tutorial groups, each group being assigned to a tutor. The tutor looks after the general welfare, including the physical and mental development of the students assigned to him/her. One teacher acts as the Chief Tutor and coordinates the tutorial classes. The College holds personal contact sessions for the advanced students to help them to progress further.
Teachers of the College are selected by the Haryana Public Service Commission and are adequately qualified. They are encouraged to make teaching plans and guidelines in this regard are issued by the College Academic Committee. The teachers follow the conventional lecture method of teaching in general, but there is some use of overhead projectors in the teaching of computer courses
The College follows an annual system of teaching and evaluation, the academic year consisting of three terms according to University norms. The College has 228 working days per year, of which 208 are teaching days. The number of teaching days is much above The UGC norm.
The College holds three monthly class-tests and one half-yearly comprehensive test on the basis of which students are allowed to appear in the final University examinations. Conduct and attendance of the students are strictly monitored. These factors also count in the sending up of students.
The College has 49 teachers at present against 59 sanctioned posts and 1461 students, the teacher student ratio being 1: 30. While some departments, viz. English, Hindi, Geography and Commerce, have four or more teachers, some other departments have only one whole-time teacher each. The College does not have any part-time or guest faculty. Being a Government College, it does not have the power to make any such appointment. Twelve of the teachers are holders of doctorate degrees while13 others have done their M.Phil. More than half of the teachers have the Master's degree as their highest qualification. Performance of the faculty is monitored through Annual Confidential Reports (ACR). Teachers attend seminars and conferences for faculty development and in the last two years, more than half of the teachers have benefited by attending such programmes.
Criterion III: Research, Consultancy and Extension
The College permits the teachers to undertake research and assists them by sanctioning study leave and adjusting the teaching schedule. However, there is no research culture among the teachers. Only 8 out of 54 teachers are engaged in research. There are 3 full-time research scholars, attached to the Hindi Department. However, no research project has been completed and there is no ongoing research project. The College does not have any research committee, and it does not provide financial support to any research scholars. No research fund has been generated through assistance of external agencies.
The teachers do not engage themselves in any consultancy work. There is no avenue of projecting their expertise.
The College has a variety of extension activities, guided by a Committee set up for the purpose. The students participate in various forms of social work like community development, adult education and literacy programme and awareness programmes on AIDS and Environment. The College organizes medical and blood donation camps. It has two NSS units and encourages the students to enroll in the Scheme. The College has one NCC platoon and has applied for another for girls.
Criterion IV: Infrastructure and Learning Resources
The College has large buildings covering nearly 22 acres of land. It is located on Nazafgarh Road, about 3 km away from the boundary of the State of Delhi. There are 2 academic and 1 administrative blocks. The classrooms and the laboratories have adequate space and are well maintained. However, the College does not have any workshop.
The College has a residential quarter for the Principal. There are quarters for Group D staff and one quarter for a teacher on the College premises. A part of the Principal's quarters is used as guesthouse, but there is no students' hostel or non-residents' centre. A canteen functions in the administrative block. There is a Health Centre, which is equipped to provide first-aid only.
The College has a central library with about 20,000 books. About 300 volumes are added each year. It has some audio/ video CDs but is not computerized. The library is open on all working days. The College has a computer in the Principal's chamber with Internet connection. The College also has a Computer Centre with 3 computers and accessories. The website of the College is under development. The Computer Centre is open to both staff and students during the College hours. The academic departments have no computers. Facilities for sports and games in the College are adequate. The College has a ground for Football, Hockey and athletics. It has courts for Volleyball, Badminton, Kabaddi and Kho Kho. There are facilities for Table Tennis, Judo and Karate. The College provides all accessories. The College encourages sports activities among the students by awarding cash prizes, the College Colours and certificates to outstanding performers. Travelling and other expenses of participants in various tournaments are borne by the College. Several students of the college have received awards in National and International Tournaments as well as All India Inter-University competitions in Swimming, Water polo, Athletics and Power-lifting.
Criterion V: Student Support and Progression
Prospective students of the college are acquainted with the admission procedure and other facilities available in the college through the college Prospectus. The Prospectus is published annually, stating all the information regarding the various courses available in the college, fee structure, scholarships, examination matters and other activities. Students from the State of Haryana alone seek admission to the College. Success rate of the students of the college is about 90% and the dropout rate 10%. The percentage of students who pursue further studies, that is from UG to PG and from PG to Ph.D. is about 50%. Career counseling and guidance is provided through the Liaison Officer and Employment exchange Officer. Various kinds of scholarships are awarded to the students like merit scholarship, scholarship for SC/OBC students, etc.. During the last two years, two students have benefited by merit scholarship and about 300 students are given different financial aids.
The college does not have an Alumni Association. The college does not have any record of its ex-students clearing UGC/NET/SLET & GATE Examinations.
Recreation and leisure time facilities are provided to the students through several societies such as cultural clubs, debate club, various art competitions and indoor/outdoor games.
Criterion VI : Organization and Management
Some committees like Building Fund Committee, House Examination Committee, and Discipline Committee etc. have been constituted for the smooth functioning of the college. The academic calendar is prepared by the Academic Council of the MD University, Rohtak. The Government has an inbuilt mechanism to check the work efficiency of the non-teaching staff and professional development programs for non-teaching staff are conducted by the Government from time to time. However, there is no statutory Planning and Evaluation Committee at college level since these are under direct control of the State Government.
Many welfare programs/activities are conducted under the NSS and the Women Cell. The senior faculty members of the college act as grievance redressal cell, helping in solving individual problems of the students. Tuition and other fee structure is as per Government/University rules. Financial management of the College is checked by the Government agencies. The College provides various loans likes Car loan, Computer loan, House building loans, festival loans etc. to the members of the teaching and non-teaching staff, in accordance with Government rules. There is no minimum basic pay limit as regards the procurement of loans like festival, marriage and other loans of such nature.
Criterion VII: Healthy Practices
The Peer Team has analyzed the specific attributes which enhance the academic ambience of the college. The following points are noteworthy:
Even though some departments are running with only one or two teachers, they are able to engage the classes through skilful handling of the routine.
Some teachers are engaged in research in spite of various constraints and have presented or published papers in international/ national journals and seminars.
The college provides facilities such as NSS, NCC and cultural activities, which help in the all-round development of the student.
The College encourages the students to participate in sports and achieve excellence.
Although the College does not have a swimming-pool of its own, it has rented a public pool for the use of some of its students with excellent performance in aquatics.
The College has a 'Women Cell' which provides counseling to girl students and organizes various activities on women awareness and culture.
The college attempts to provide moral and value-based education through guest lectures and seminars. The students learn to imbibe social and civic responsibilities through the various workshops and conferences that the college organizes for them.
The College provides financial assistance to weaker students through an 'Earn While You Learn' scheme, wherein the College employs the students within the campus in their free periods and pays them at Rs. 30 per period of work.
The Grievance Redressal Committee helps in solving the problems of the students.
Loan facilities are available to the teaching & non-teaching staff according to Government rules.
Section 3: Overall Analysis
The Peer Team, after going through the Self-Study Report and after its visit to various academic and physical facilities, is satisfied with the overall performance of the institution, keeping in view its constraints and limitations in imparting higher education to the students in and around Bahadurgarh. The Peer Team wishes to place the following commendable features of the College on record and also make some recommendations for its further progress.
Dedication and commitment of the Principal, Teaching and non-teaching staff of the College.
Good teamwork among the staff and a healthy relationship between the teacher and the taught, resulting in efficient teamwork.
Monitoring of students' conduct and attendance in classes as well as in class-tests, and informing the parents about the performance of their wards.
Active role played by teachers in promoting students' participation in various activities.
Keeping in view the fact that the Government College, Bahadurgarh, is the only co-educational Government College in the sub-divisional town of Bahadurgarh, and in view of the ongoing globalization and liberalization in various fields including Higher Education, the Peer Team wishes to put forth the following recommendations for consideration of the institution:
The College teaches all Arts and Science subjects at the 'pass' level only. The students are in a disadvantageous position in respect of admission to post-graduate programmes. The College may try to introduce honours courses and restore the post- graduate programmes that were earlier taught in the College.
The College may also try to introduce frontline and career-oriented courses on subjects like Bio-technology, Industrial Microbiology, Fisheries, Computer Applications, Electronics and Computer Science. These courses may also be run in self-financing manner as has been suggested by the U.G.C.
The College has a good culture of sports. It may try to ensure wider participation of the students in sports and physical activities. The State Government may also consider introducing the Bachelor of Physical Education (B.P.Ed.) programme in the College.
The College is yet to have an Alumni Association. The same may be formed and activated and its activities encouraged for the welfare of the college.
The College may start maintaining a record of students' progression and their achievements in competitive examinations.
Some of the academic departments have only one or two teachers. The College may try to obtain permission of the State Government to appoint at least one or two part- time or guest lecturers. Government may be moved in order to fill up the sanctioned posts which are lying vacant. As an alternative, the College may be permitted to appoint teachers on contract basis.
The administrative staff may be trained in the use of computers so as to enable them to discharge their duties more effectively.
Teachers may prepare projects and submit to U.G.C.(as Minor Research Projects) and other funding agencies so that they can get research grants and enrich the institution through research and building up of infrastructure.
The College library may be strengthened by subscribing to journals and newsletters. The library may be computerized on a priority basis and access for students to internet and audio/video facilities may be ensured.
The college does not have any mechanism /process for internal quality checks. A mechanism may be evolved for collecting feedback from students on various aspects of their learning experience.
The college may try to establish national /international linkages for training and research which is essential for students to keep up with the times.
The Peer Team is of the opinion that the exercise of assessment of Government College, Bahadurgarh, that it has carried out will be of use in giving the institution a new sense of direction and in enabling it to initiate quality enhancement measures towards further growth and development of the College. The Peer Team extends its thanks to the Principal and staff of the Government College, Bahadurgarh, for their kind hospitality and co-operation during the visit. The Peer Team wishes a bright future for the institution as well as the hundreds of students whose future it is building with zeal and sincerity.
