NAAC report of Degree College

Section -1
Introduction
Govt. Degree College Sleemnabad was established by the State Govt. in September 1989. The college is affiliated to Rani Durgawati University, Jabalpur, located in rural area of Katni District. It offers one programme i.e. three years Degree course leading to Bachelor of Arts only.

The aim of the College is to give Higher Education to the poor people of the localities, who have small agriculture land or working as farm laborers, mine workers or engaged in Bidi's cottage industry. The college has got recognition by the UGC under section-2(f) and 12 (B) in October 2006. College has 7 teachers with student strength of 219 (140 boy+79 girls) in session 2006. It has six permanent teachers (3 male+3 female) besides one temporary male teachers, one of them is acting as an incharge pricipal. College has 8 acres (4.16 hectare) of land. The built up area is approximately 220 SqM. consisting of five rooms. The non-teaching staff strength is 10. The unit cost of education has shown Rs. 249.31 in SSR.

On the basis of self-study report submitted to NAAC, Bangalore a peer team was constituted by National Assessment and Accreditation Council (NAAC), consisting of following members to validate the self-study report of the college.

As a part of pre-visit exercise, the members had independently scrutinized the SSR and during the visit on 27-28 March 2007 to the college, the peer team held discussions with the principal, staff, non-teaching staff, students, alumni, parents and Janbhagidari Committee. The team visited the college and interacted with the teachers. Based on interaction and verification of SSR, examining the system and looking the infrastructural and other teaching facilities, the team makes the following criterion wise analysis and over all observations and recommendations.

Criterion wise Analysis: -
The Assessment of the college under various criteria, the criterion wise report of the college is given under.

Criterion-I: Curricular Aspects: -
The college is financed by State Govt. with the aim to impart higher education to the poor people of the surrounding areas. The majority of students is backward and belongs to poor family. College follows the Syllabi of Rani Durgawati University, Jabalpur to which it is affiliated. It has only three-year degree course with one compulsory subject Political Science and a foundation course of elementary Hindi or English and two optional subjects to be chosen from Sociology, Economics, Hindi and Geography.
College has introduced environmental awareness program to the students from session 2006-07. College follows norms of the Govt. and University. Being small college, it has not devised any method for assessment of teachers and to obtain feedback from academic peer.

Criterion-II: Teaching, Learning and Evaluation:
College has made the rule of admission on the merit basis and follows the Govt. norms. Small number of students applies and gets the admission. College follows the academic calendar of the University and accordingly the teaching plan is decided by the teachers. Apart from usual classroom teaching the college has also practiced other means of teaching through discussions, giving projects and field assignments.

The college has only one program, therefore, it should ask for grants for opening some useful job oriented courses. College needs to improve teaching method by using some audio-visual aids. Teachers have participated in refresher courses and tried to monitor the academic performance of the students through personal contacts or group interactions.

Recruitment of teachers is done by the State Govt. as per UGC norms. College has encouraged the teachers to avail the computer related training. There is a need to introduce a formal mechanism for self-appraisal of teachers and grievance redressal. The principal makes the annual confidential report on the basis of performance of teachers. Since, the students are from rural background, therefore, they should be coached for spoken English and some personality development programme be started. Teacher should try to become the member of professional bodies and try to send the articles in conferences and research journals. The college needs to devise the mechanism of evaluation of teacher on his teaching and innovative ideas of learning's.

Criterion-III: Research, Consultancy and Extension:
The college is under graduate so obviously there is no facility for research and extension. Half of the teachers are having doctorate degree and most of them have participated in orientation programmes organized by the University but no action research has been carried out by any teacher.College has a NSS unit through which some extension work was carried in the rural areas. Teachers should make small projects or proposals to UGC for funding and they need to see the recent proposals of UGC through net such as FIP, visit to universities departments and programme for research etc.

Criterion-IV: Infrastructure and Learning Resources:
College has only 220 sq m. built up area of five rooms (15x10 sq.ft.). The infrastructure, library facilities and other amenities for the students are inadequate. It has only 1800 books in library. The college should make a complete plan and send it to the state Government and UGC for funding.

More books need to be added in library and it also needs modernization, proper accession and computerization. College should take at least broad band/network connection. College should look to the facilities of sports ground, common room for girls, room for indoor sports and canteen.

College has sent the proposal for grant to UGC for Net Work resource centre and development. It has also sent the proposals of college development to state government for funding. The principal of college has made a nice for for the development which needs to be supported by Govt.

Criterion-V: Students Support and Progression:
The student passed percentage is nearly 80. Most of them after graduation look for jobs in near by industries or engage in agriculture work. College publishes its prospectus annually giving the information regarding admission, fee structure and combination of courses at B.A. level. The college provides post metric scholarship to the financially poor students of SC, ST, and OBC, Bidi Kamgars Ward Scholarship to the students whose parents work in Bidi's industry and Gaon Ki Beti aid to the girls' students who got 80 percent or more marks in intermediate examinations. College has book bank facility and has established a grievance redressal cell. Some students have participated in divisional level sports activities. College has organized essay, debate, quiz, citation of poems, fancy dress, rangoli, music programme, and other such co-curricular activities.

Criterion-VI: Organisation and Management:
The college is managed by higher education department of the State. To look into the day-to-day problems and to have the suggestions, the college has formed a Janbhagidari committee as recommended by the state government.

The principal assesses and evaluates the performance of teachers and non-teaching staff. During last 2-3 sessions the college has not received any development fund for books and other activities from the Govt. College account is audited as per Govt. rules.

Criterion-VII: Healthy Practices
The staff and principal work as per direction laid down by the Govt. and follow the academic guidelines of the University in teaching the syllabi. The NSS volunteers participate in the promotion of social responsibilities through various programmes.

College has constituted Janbhagidari and parents-teachers association by which day to day problems are shorted out. It has a cell to look after the problems of harassment to girl students.

College has made the arrangement of suggestion box to seek the suggestions from students pertaining to the teaching and development programmes.

Section-3: Overall Analysis
College has only one programme and is financed by the Government of M.P. Backward and poor people of the adjoining area are getting B.A. degree. Efforts should be made to start job oriented professional courses. Overall there is need to improve college infrastructure and provision of adequate funds to create all other facilities to the students.

College is imparting education to the students of rural area.

Discipline among students is good.

College has formed Janbhagidari and Parents-Teachers Committees to solve and look into day-to-day problems.

Principal and teachers are committed.

College has started to take feedback from the students.

College has a career guidance and counseling cell.

Suggestions:
Teachers should try to evaluate entry and exit behavior of students after
three years

Job oriented/need based professional courses should be started by the Government.

Adequate infrastructure/teaching facilities are required.

Help of audio-visual aids be taken during class-room teaching.

Books and library facility be improved.

Computer facility is the need of hours so the computer facility must be given to the teachers and students.

Janbhagidari and Parents-Teachers Committees should make active efforts in developing infrastructural facilities and academic activities.

Courses in functional/communicative English may be started for enhancing communication skills and development of personality of the students.

A placement cell is required in the college so that the students may know about the prospectus of jobs in the surrounding industrial units or outside the state.

Yoga & value education classes may be started.

Efforts be made to start NCC training to the students.

College needs to arrange some local need based vocational courses on marble cutting and making of decorative articles of marbles pieces.

The peer team wishes to place on record the co-operation extended by principal, teaching and non-teaching staff for completing the work. The team also appreciates the hospitality extended during stay.
