NCTE appeal order for BAGRU SHIKSHAK PRASHIKSHAN MAHAVIDYALAYA Jaipur

O R D E R

WHEREAS the appeal of Bagru Shikshak Prashikshan Mahavidyalaya, Jaipur, Rajasthan dated 15-03-2010 is against the Order No. F.NRC-NCTE-F-3-RJ- 600-2010-17489 dated 23-02-2010 of the Northern Regional Committee, withdrawing recognition for conducting B.Ed course on the grounds

1) The teaching staff has not been appointed through duly constituted selection committee as per NCTE norms for B.Ed.

2) The deficiencies communicated with regard to labs, library and furniture still exist.”

AND WHEREAS the Correspondent, Bagru Shikshak Prashikshan Mahavidyalaya (hereinafter referred to as the appellant), preferred an appeal dated 15-03-2010 to the National Council for Teacher Education, New Delhi (hereinafter referred to as the Council) under Section 18 of the NCTE Act, 1993 against the said Order.

AND WHEREAS Dr. Babu Lal Devanda, Secretary and Shri Ramesh Chand Meena, O.S., Bagru Shikshak Prashikshan Mahavidyalaya, Jaipur, Rajasthan presented the case of the appellant institution on 21.04.10. In the appeal and during personal presentation it was submitted that vacancy for appointment had been advertised in National News Paper; the interview for appointment of teaching staff was conducted by the duly constituted selection committee at the management level; teaching staff qualified as per NCTE norms had been appointed on the recommendation of the duly constituted selection committee; the list of faculty was sent to university approval. With regard to second refusal ground it was submitted that –

(1) the appellant institution had established well equipped laboratories for B.Ed. course in new building as per norms of NCTE in which all necessary equipments and materials were available;

(2). The library was spacious and it was having 1332 titles, 4645 books and 12 educational journals.

(3). the institution had provided proper furniture in the library for students for B.Ed. course.

AND WHEREAS the Council noted that the institution did not appoint the faculty, through duly constituted selection committee comprising a university nominee. Further, the list of the faculty selected and appointed by the management was not approved by the affiliating university. The Council also noted from the Visiting Team Report dt. 27.08.09 that books were not properly classified and categorized, unrelated books were kept in the library and there were only 146 titles; no separate E.T. lab and sports room available; language learning facilities were not available; one room is partitioned for making it into two labs; Staff not appointed as per norms. In view of the above, the Council came to the conclusion that there was no justification in accepting the appeal and that it should be rejected.

AND WHEREAS after perusal of documents, memorandum of appeal, affidavit, VT report and after considering oral arguments advanced during hearing, the Council reached the conclusion that there was no ground to accept the appeal and that it should be rejected. Accordingly, the appeal was rejected and NRC’s order dated 23-02-10 was confirmed.

NOW THEREFORE, the Council hereby confirms the Order appealed against.
