NAAC report of BLDEA- New Arts College

SECTION 1 : INTRODUCTION
Bijapur Liberal District Education (B.L.D.E.) Association started the New Arts College in June 1969 with affiliation from Karnataka University, Dharwad. It is located in Tikota in a rural setting, 20 km. away from Bijapur. The population of the village is 14,000. The college offers B.A. with a number of subject combinations from 10 departments. Hence, it can be called as a social science college. The college was recognized under section 2(f) and 12(b) of UGC Act in January 1977. The caption on the emblem is 'Earnestness Leads to Light'. The college is located in an area of 10 acres with reasonable infrastructure facilities. The College has an enrollment of 495. It has 16 full-time and 2 part-time teachers on its rolls, besides 6 non-teaching staff. The college, which is aided, follows the annual examination system. The college volunteered to be assessed by the National Assessment and Accreditation Council (NAAC), Bangalore and submitted its preliminary self-study report in December 2003. The peer team was constituted to visit and evaluate the college on the basis of the self-study report and through discussion and interaction with different personnel engaged in academic and administrative activities. The team comprised : (1) Prof. K.Ramesh, Dean, College Development Council, Andhra University, Visakhapatnam; (2) Prof. Suneethy Reddy, Principal, RPRRV Women's College, Narayanaguda, Hyderabad; (3) Prof. Mukul Shah, Dean - Commerce Faculty, SNDT Women's University, Mumbai, as members.

The team visited the college on 4th & 5th August 2004. It went round all the departments and sections to have a close look at the infrastructure facilities. The members of the team had the benefit of interaction and discussions with the office bearers of the governing body, representatives of students, teachers, non-teaching staff, parents, alumni and the principal. The following are the observations:

SECTION 2 : CRITERION-WISE ANALYSIS
Criterion 1 : Curricular Aspects
The college was started with the objective of educating the rural masses. It is affiliated to Karnataka University. It is a single faculty college offering only B.A. Programme. The ranges of subject combinations are Statistics / Kannada / Sociology ; Hindi / Geography ; History / Political Science / Sanskrit and Education / Economics / Agro-Marketing. There is a flexibility in elective options as a student can choose one subject from each group. The non-core options are Kannada ; English and Hindi.

The University prescribes the curriculum. Senior faculties of the college serve in the University Bodies contributing to curriculum design. The college implements annual system of examinations as prescribed by the University.

A certificate course in Computer Application is available to meet the needs of modern day education.

Criterion 2 : Teaching Learning And Evaluation.
Admissions are made on the basis of merit. The faculty helps the students in selecting the courses. Bridge courses are offered to the academically weaker students. Tests are conducted and students are encouraged to participate in seminars, debates and discussions. Special coaching is given to the academically poor students. The advanced learners are motivated to realize their full potential by participating in quiz and debating competitions. The meritorious students are awarded books, scholarships and cash prizes. Teachers use black boards, OHP, maps, charts, audio-visual aids in making learning interesting.

The department of Geography has a well-equipped laboratory; classroom teaching is supplemented by practicals and experiments. The department also uses charts, maps, models, videocassettes and diagrams as teaching aids.

The numbers of teaching days are 180 and the working days 290. The number of teaching hours are 16 per week and 20 per week with practicals. The ratio of full time teachers to part-time teachers is 8:1, the ratio of teaching staff to non-teaching is 3:1

Emphasis is laid on acquainting the candidates with the method and mode of evaluation. They are informed of the model of the question paper, allotment of marks and question papers of the previous years are available to the students in the library. The candidates are informed about the scheme of evaluation, weightage of marks. The overall performance of the students is analysed at the beginning of the year and measures are taken to improve the performance.

Recruitment for aided posts is according to government and university norms. The management makes temporary and part-time appointments of teachers on merit and through interviews.

All the staff members attended a three-day workshop organized by the college on Quality Management and a few attended a one-day workshop on HRD. One staff member participated in a state level conference, 5 members participated in a national level conference and 2 more staff presented papers at national level conference.

The college adopts the method of self-appraisal and the principal takes steps to ensure satisfactory performance. Students evaluate each teacher twice a year. The students are instructed not to reveal their identity. The negative points are brought to the notice of the faculty. Besides every year during the farewell function the outgoing students, are given an opportunity to talk about their experience on the campus. Efforts are made to overcome the drawbacks pointed out if any by the outgoing batches. Most of the faculty has been attending Orientation/Refresher courses under faculty development programme. Few staff members are deputed as resource persons to sister institutions and to post-graduate centers.

Criterion.3 : Research , Consultancy and Extension.
Two of the staff members completed M.Phil. Two lecturers have registered for Ph.d. Two of the staff are selected by the UGC for FIP under X plan.

The college has NSS and NCC units and conducts AIDS awareness, adult education and literacy programmes, blood donation camps etc. The staff and students are encouraged to participate in extension activities. The college has made an agreement with SSI computer Centre to provide computer awareness to its students.

Criterion 4 : Infrastructure And Learning Sources
Situated on a campus of nearly 10 acres of land, the college has adequate infrastructure in terms of classrooms, staff room, library, NSS, NCC, sports room, ladies room, geography laboratory apart from administrative office. The management has funded Rs. 40 lakh for the expansion of the building in last 2 years, which provides separate rooms for each department.

The construction cell of B.L.D.E. Association maintains the college building. The College has made an agreement with SSI (recognized by government of Karnataka) computer centre to provide computer facility to the students.

The College has a good library facility, it has partly computerised its operations and it provides audio and videocassettes in the subject of Geography.

College utilises the services of the government hospital and the Association's medical college to take care of the health of its students and staff.

The college has outdoor facilities on two separate playgrounds and indoor game facilities also. Students are provided tracksuits and other material for games and sports.

Criterion 5 : Student Support And Progression
The college brings out a detailed annual prospectus. The college offers different government scholarships, assistance from the Aid Fund and donor prizes to the needy and meritorious students. Students get the benefit of academic counselling, employment and entrepreneurial opportunities through an informal employment cell of the college.

A number of recreational and leisure time facilities have been made available to the students.

Criterion 6 : Organisation And Management
The day-to-day affairs of the college are managed by the Principal with the active support of the teaching and non-teaching staff. The Governing Body of B.L.D.E.Association, Bijapur are involved in the efficient and smooth functioning of the college. Local Advisory Committee also monitors the college.

The office has been partly computerised. The relation between teaching and non-teaching staff and those between student and non-teaching staff are cordial. The logistics needed for the college are ordered, procured and supplied by the purchase committee and during the last year they have provided computers and other equipment worth Rupees 1 Lakh.

Criterion 7 : Healthy Practices
The college was established in the year 1969 at Bijapur and shifted to Tikota in November, 2001 to cater to the educational needs of the backward and rural public. In a relatively short span of its existence it has developed a number of healthy practices, like :

A number of programmes are arranged as a part of extra curricular activities for all-round development of the students. These programmes inculcate in them civic responsibilities and community orientation.

The democratic way of administration has encouraged the staff members to make all-out efforts to motivate the students to do well in their chosen field.

The library is having a book bank facility with sufficient number of books
The college has full-fledged NCC and NSS wings.

Value-based education is inculcated in the college by the staff.

SECTION 3 : OVERALL ANALYSIS:
The Peer Team is happy to note, subject to certain limitations, the performance, progress and the infrastructure facilities of the college. The team notes the following special features of the college, which reflect the quality and standards maintained by the college.

Location of the college in rural area, which is free from pollution.

Attracts students from 6 to 7 pre-University colleges in and around Tikota.

Offering only one programme namely B.A. but with wide range of subjects, providing reasonable number of options and combinations.

Majority of the students are from the economically backward families, the teachers take personal interest to solve their problems.

Evaluation through monthly tests, seminars, tutorials and group discussions.

Use of different teaching aids like Maps, Charts, OHP, VCR and CD Players etc., by the department of geography.

Well-built and ventilated classrooms with glass boards, platform and podium.

Introduction of games, puzzles, role-play and dialogue writing in English language class.

Evaluation of the teachers through student appraisal reports.

Encouraging the teachers to attend Orientation and Refresher courses, Workshops, Seminars, Conferences to upgrade their skills.

Conducting extension activities through NSS and NCC in the areas of health and hygiene, aids awareness, blood donation camps and environment awareness programmes.

One among the 11 colleges selected for Social Science Improvement Programme by the UGC.

Enlightened Management, ready and responsive for efficient and smooth functioning of the College.

Contribution of students and staff to Gujarat Earth Quake Relief Fund; Kargil War Relief Fund; NSS Activities and NCC Camps.

The peer team feels happy that the New Arts College, Tikota, has good potential for growth in future. Its location and sustained efforts of the teachers particularly help the students in the rural areas. The college has qualified faculty and staff and has developed reasonably good infrastructure. It figures among the 11 colleges in the state (Karnataka) selected by the UGC for Social Science Improvement Programme. It offers some innovative and unique courses and combinations at UG level. It has an assessment system on a continuous basis through monthly tests, seminars, group discussions and counselling. The college has also introduced evaluation of teachers performance by the students. However, for future planning and development of the college, the peer team wishes to offer the following suggestions:

Improvement of water resources to make the campus green.

Introduction of Internet facility.

Introduction of remedial courses under the UGC scheme.

Constituting Students' Grievance Cell.

Improvement of classroom attendance through regular monitoring and appropriate measures.

Research and Extension activities are to be augmented.

Parent-Teacher Interaction to be strengthened.

Taking up UGC major and minor research projects, building grants etc.

Development of Sports Complex and obtaining grants for the purpose from the Ministry of Sports & Cultural Affairs.

Introduction of College Magazine to bring out the latent talents of the students.

Possibilities for introducing other Degree Programmes viz., B.Com., B.Sc. etc. are to be explored.

Dropout rate has to be reduced through counseling.

Introduction of certificate/diploma in English communication skills, tourism, yoga, philosophy, personality development, office management, survey techniques etc…

College needs auditorium, ladies common room with toilet facility, more indoor game facilities, hostel facility, gymnasium etc…
