NAAC report of Hurakadli Ajja Law CollegeSection I: PREFACE
The L.E.A's Hurakadli Ajja Law College, Dharwad volunteered to be assessed by the National Assessment and Accreditation Council (NAAC). The self-study report was submitted to NAAC by the institution in December 2003. A Peer team was constituted by the NAAC to visit the institution and validate the Self Study Report. The Peer team consisting Prof. T. Audiseshan, former Vice-Chancellor, Tamil Nadu Dr. Ambedkar Law University, as Chairperson, Dr. K. Vikraman Nair, Director, School of Indian Legal Thought, Mahatma Gandhi University, Kottayam and Shri. V. T. Chougule, Principal, N.S.Law College, Sangli , as Members visited the institution for two days on 12th and 13th March 2005.
The HALC is an Affiliated College of the Karnatak University and the College is located in a Campus area of 2.33 acres. The College is in the unaided sector. The College was established in 1983 and is offering only a three year LL.B. Course. The institution has got UGC recognition under 2f and 12b. The college has 532 students.
The college has 5 full time teachers apart from the Principal and 4 Guest Lecturers. Amongst the full time teachers, one has passed NET and also has registered for Ph.D. and two other faculty members have taken the NET examination and results are awaited. The College has 10 Members as Non-teaching staff. The college has a well equipped library, computer center and a grievance redressal cell. The College has a playground and also a provision for indoor games.
The Peer team carefully perused and analyzed the self-study report submitted by the institution. During institutional visit, the team went through all the relevant documents, visited the facilities and interacted with various constituents of the institution. The academic, co-curricular, extra-curricular, sports and extension facilities of the institution were visited. The peer team also interacted at length with the Head of the institution, faculty, non-teaching staff, students, parents and Alumni of the institution. Based on the above exercise, and keeping in mind the criteria identified by NAAC, the peer team has made the evaluation. The assessment of the institution under various criteria, the commendable features of the institution as well as the issues of concern are given in the following pages.
Section II - Criterion - wise - Analysis
Criterion-I: CURRICULAR ASPECTS
The college is affiliated to the Karnatak University. The Board of Studies in law plays an important role in framing the syllabi. The temporal plan of the academic work in the college is in semester system. The college offers only a three years law course.
The teachers review the existing syllabi periodically and make suggestions to the Board of Studies in law.
The college gives practical training to the students in order to expose them to the social reality. The guest lectures by experts in the field of law are arranged for updating the knowledge of the teachers and for the benefit of students.
Criterion-II: TEACHING LEARNING EVALUATION
Admission is given by conducting a special entrance test for the students those who have scored less than 45% marks in degree examination and for others through their academic record on first come first serve basis and in conformity with the rules of the Karnatak University.
HALC has semester teaching schedule for 205 days. The college encourages the advance learners to participate in National and State Level competitions such as Moot Court, Debate Competitions, Seminars and Workshops. The syllabus is unitized according to the semester system. Apart from lecture method students are encouraged for interaction in the class. The real court experience is given to the students by arranging visits to the courts to witness judicial proceedings in order to have a first hand knowledge of court proceedings. The College also conducts mock trial and moot courts.
Two teachers have participated in National Level Seminar. Faculty recruitment takes place whenever necessary in consultation with the management. The college has a very spacious library with latest editions on various subjects.
The students have secured awards in various moot court competitions held at State level and National level.
Criterion -III: RESEARCH, CONSULTANCY AND EXTENSION
As HALC is concentrating on teaching at the Bachelor's Degree level, there is only a limited scope for research activity. One of the faculty members has registered for Ph.D., and also has passed NET and two other faculty members have taken the NET examination and results are awaited. One Member of the Faculty has written three textbooks in the regional language which will be of much use to the students coming from the rural areas.
HALC has established a separate Legal Aid Cell to offer free legal consultancy to the needy people. The college organizes Legal Aid and Awareness Camps in the nearby villages.
HALC has been active in extension activities such as social work, Health and Hygiene awareness, blood donation camp, Aids awareness and community development. Legal Aid and Awareness programmes have been conducted in association with Non Governmental Organisations and Governmental Agencies. These activities sensitize the students to the problems and needs of the society.
Criterion-IV: INFRA STRUCTURE AND LEARNING RESOURCES
HALC is located in an urban area of 2.33 acres with an independent building. The building has spacious lecture halls well ventilated and separate rooms for boy's and girls. The College has one computer in the Principal's room and seven in the Computer Hall for the students and staff. The college has a play ground of its own and also has adequate sports material and it is also seen that many students have distinguished themselves in various sports and athletic events. There is also a full time Director of Physical Education for the College.
The library has about 5600 books and is kept open from 8.00 a.m. to 4.30 p.m. on all working days. Apart from law textbooks, 11 law journals and 6 periodicals are made available in the library. The library has Book Bank facility to SC, ST and OBC students. Facilities of Reprography and internet are available. HALC has indoor and outdoor games facilities.
Criterion-V: STUDENT SUPPORT AND PROGRESSION
HALC publishes prospectus every year which contains information relating to fee structure, admission norms, syllabus, rules and regulations of the Karnataka University related to law courses.
The college has an Alumni Association and many students hold prominent positions in judiciary, administration and police department. In the year 2002 one student has secured Gold Medal and two students have secured University rank.
Scholarships are extended to the eligible and deserving students under both the central and state government scheme. The management of the college also provides educational loan facility to the students in keeping with its objectives.
The college has many University Blues in cricket, tennis and women's kabbadi team. The students are involved in professional oriented extension activities such as Moot Court, Mock Trial and Pre-Trial preparation. They have secured first and second place, best lady advocate, best memorial, judges' special awards in the University, National and State Level Moot Court competitions.
Criterion-VI: ORGANIZATION AND MANAGEMENT
HALC is governed by Lingayat Education Association, Dharwad. The local governing body of the LEA monitors the functioning of the college and gives suitable directions. With the help of the management the college conducts Socio-legal activities.
Internal coordinating and monitoring is done by the Principal. The members of the management oversee as to the overall efficiency of non-teaching staff. The academic calendar of the College is prepared on the basis of the University's Academic calendar.
Financial assistance is given to the permanent employees on no profit no loss basis.
Criterion-VII: HEALTHY PRACTICES
The peer team has identified few features, which enhance the academic ambience of the institution.
HALC regularly conducts legal aid and awareness camps. It has not only social service value but also has the value of educating the students. The lectures by the experts in various subjects are arranged to compliment the regular academic programmes.
For the all round personality development of the students the college conducts moot courts, mock trials, debate competitions, sports, quiz and cultural programmes.
The Peer Team, after going through the self-study report and also after visiting various academic and physical facilities noted that the institution is being run in general in keeping with its objectives as enshrined in the mission statements. The peer team considers that there are a few features of HALC's approach to quality assurance requires to be appreciated. Also, the Peer Team would like to bring to the attention of the college, certain concerns for its consideration.
The Peer Team would like to commend the institution for the following aspects.
The management has provided good infrastructural facilities like building, playground and a good library.
The performance of the students in the moot court competitions held at University level, State level and National level is commendable.
The performance of the students in various sports activities also requires to be commended.
Discipline maintained in the institution.
The extension activities- legal Aid and Awareness Camp, Blood Donation Camp etc.
Sanction of loan without interest to the employees..
Indoor and Outdoor sports facilities.

Keeping in view the future plans of the institution, the Peer Team would suggest the following to the institution for its consideration:
Multimedia facilities may be further strengthened to make the learning process more effective and interesting.
A separate moot court hall is to be constructed.
The self-appraisal mechanism of teachers needs to be formalized.
Formal mechanism for collecting feedbacks from students on the various aspects of their learning experience at the institutional level may be strengthened.
The college may generate resources through consultancy service with the help of Alumni Association.
The college should make provision to improve facilities for the faculty.
The college may make use of other teaching aids such as L.C.D., Multimedia etc.
Institution website may be developed to provide institutional details regarding admission procedure, fee structure and other facilities available.
It is desirable that the College authorities give effect to the recommendations made by the University Inspection Committee especially relating to appointment of qualified teachers.
It is desirable that the class strength is limited to the norms as prescribed by the Bar Council of India.
