Cant make late change in varsity admission normsThe government cant change at the last minute admission norms spelt out clearly in the prospectus published by a university, the Supreme Court (SC) has ruled.
Such a change, it said, would be illegal.
SC said stated norms should be followed strictly, particularly in admissions under central and state quotas to super-specialty courses such as post-graduate medical to ensure there is no manipulation.
Selection for admission should be finalised in the light of criteria specified in the government order already in force and [spelt out] in the prospectus, a three-judge bench of justices Altamas Kabir, Cyriac Joseph and S.S. Nijjar ruled.
SC further clarified that once government orders on admission criteria had been included in the prospectus, it is not open to the state government to alter terms and conditions a day before counselling has to begin.
This would deny fair opportunity to candidates already selected as per the admission procedure spelt out in the prospectus prepared by the university, the top court said.
The government was debarred from interfering in university admissions after publication of the prospectus, apparently to prevent political interference.
The ruling came on an appeal by six doctors from Haryana whose admission to post-graduate courses in Pandit B.D. Sharma University had landed in trouble due to last-minute changes in rules made by the state on granting no-objection certificates to serving government doctors for admission under Haryana civil medical services reserved quota.
Haryana Assembly passes 8 bills on last day of monsoon sessionChandigarh: The Haryana Assembly on Wednesday passed eight bills, including the Haryana Ceiling on Land Holdings (Amendment) Bill, on the concluding day of the monsoon session here. The bill on land holdings was necessitated to remove uncertainty on various issues which arose after the ceiling law on urban, industrial and other infrastructure projects came into effect, the government informed the Assembly. INLD chief Om Prakash Chautala, whose colleagues were suspended by the Speaker for their unruly behaviour inside the House, told reporters that the Act was aimed to benefit builders, realtors and big industrial houses.
Rubbishing INLD's claims, Chief Minister B S Hooda told reporters after the Assembly session that the Land Ceiling Act was a farmer-friendly legislation. "The Opposition's allegations are aimed at misleading the people. The Urban Land (Ceiling and Regulation) Repeal Act, 1999, was passed by Parliament in 1999 and has also been implemented in a number of other states like Rajasthan, Gujarat, Maharashtra, Punjab...," Hooda said.
Hooda said land was required as the country needs power plants, universities and other big institutions.
"The Act is not intended for any specific builder, but would benefit the state at large and accelerate the pace of development," the chief minister said.
Among other legislations that were passed includes the Haryana Value Added Tax (Amendment) Bill, the Haryana Private Universities (Amendment) Bill, the Punjab Passengers and Good Taxation (Haryana Amendment) Bill.
Other two important bills passed were Pandit Bhagwat Dayal Sharma University of Health Sciences Rohtak (Amendment) Bill and the Haryana School Teachers Selection Board Bill.
The Bill for school teacher provides for establishing a board for selection of government school teachers, teacher educators and educational supervisors. Haryana Education Minister Geeta Bhukkal informed the House that the government had been focusing on all round development of the state with special focus on human resources.

The petitioner had appeared for appointment of stenotypist.
She was considered but was not selected. She has now filed this writ petition to challenge the appointment of respondents No. 3 to 6 who have been selected for the post and appointed. The only and sole grievance of the petitioner is that she has not been properly assessed and not given marks for the experience. Even if half mark is given to her for her experience she will come in the select list as she will score more marks than the last selected candidates.
Counsel for the respondents however would submit that the petitioner cannot be given any mark for experience as at the time of submitting application she had mentioned in the relevant column that she had not worked anywhere.
Subsequently she had produced the experience certificate which was not annexed with the application form as per the requirement. To explain the anomaly the counsel for the petitioner submits that at the time of submission of the application form the Fast Track Judge where the petitioner was employed on contract basis was not available and hence she could not submit the experience certificate.
Since she was not then working she had mentioned 'No' in the column where she was asked to disclose the details of earlier service.
Be that as it may the fact remains that the petitioner did not attach any certificate of experience alongwith the application form which could be taken into consideration. Since this was the requirement projected and certificate was supposed to be annexed with the application I do not find any infirmity in the action of the respondents in not considering the certificate while evaluating the merit of the petitioner.
The writ petition is accordingly dismissed without any any merit.

The petitioner was initially appointed as daily wager on 29.6.1994 on the post of Chowkidar on D.C rates. It appears that the Haryana Govt. took a policy decision to regularize the services of daily wagers on completion of 5 years of service on 31.1.1996. The petitioner filed CWP No. 18171 of 2001 seeking regularization on the basis of some policy decisions of the State Govt. for regularization of daily wagers. This writ petition came to be allowed vide judgement dated 10.8.2004 and respondent no.3 was directed to consider the case of the petitioner for regularization under the Govt. Policy and if he is found eligible under the same, he may be considered for regularization with effect from the date of the issuance of the policy letter i.e. Dated 18.3.1996. Pursuant to the aforesaid directions of the Honble Division Bench, the petitioner was regularized vide letter dated 11.7.2006 w.e.f. 1.10.2003. The petitioner availed the benefit of regularization. It is after more than 3 years that the present petition has been filed by the petitioner challenging the aforesaid order of regularization to the extent the petitioners regularization has been made effective w.e.f. 1.10.2003. The further prayer made is that the directions be issued for regularization of the petitioner w.e.f. 1.2.1996. There is no explanation for delay in filing the present petition.
Otherwise also, the regularization order of the petitioner has been passed on 5.7.2006 i.e. after the judgement of the Honble Apex Court in case of of Secretary, State of Karnatka and others Vs. Uma Devi (3) and others reported as 2006 (4) SCC 1, wherein in para 54 the Honble Supreme Court has made clear that even a judgement or a direction of any court forregularization which is in contravention of the aforesaid judgement, will not be implemented nor any such Govt. Policy can be implemented after this judgement. Admittedly, petitioner has been regularized after the judgement. However, the fact remains that the petitioner stands regularized, therefore, no interference is warranted in so far the regularization is concerned but at the same time the petitioner cannot ask for retrospective regularization.
No merit, petition dismissed.

IntroductionPt. B.D.Sharma, PGIMS, Rohtak is situated at a distance of about 240 km from Chandigarh and about 70 km from Delhi on Delhi-Hissar-Sirsa-Fazilka National Highway (NH-10). It is the only major Institution for Medical Education and Research and a tertiary care centre for provision of specialized health care services not only to the people of the State of Haryana, but also to those from Punjab, Rajasthan, Delhi and western U.P. The Institute was started under the name of Medical College, Rohtak in the year 1960. For the first three years, the students were admitted to Medical College, Patiala which acted as a host Institution. In 1963, the students were shifted to Rohtak. In the subsequent years, multifaceted expansion measures have transformed the Institute into a fully developed center of Medical Education and research in all the major disciplines of Medicine. In the year 1994, Medical College, Rohtak was renamed as Pt. B.D.Sharma, Medical College, Rohtak and subsequently it was upgraded to a Post Graduate Institute of Medical Sciences in the year 1995. Today Pt. B.D.Sharma, PGIMS, Rohtak is a famous institution not only for medical education but also for the health care facilities both at the National as well as International level.

The Institute has a remarkably well developed campus spread over an area of 350 acres of land. During the 43 years of its existence, Pt. B.D.Sharma, PGIMS, Rohtak has witnessed a phenomenal growth achieving not only its designated goals but also in expanding its horizons to set newer objectives completely commensurable with the requirements of National goal of 'Health for all by 2020'.
The Institute, over the years, has developed excellent organizational structure through its statutory and non-statutory authorities resulting in establishment of a well regulated administrative machinery and achievement of excellence in academic functioning and medical research and providing high level of medical care to the patients. Just to give a glimpse of the services rendered by the hospital to the needy patients, nearly 11,38,980 patients were provided consultation and treatment in the out patient departments during the year 2004 - 2005. Out of these 68,000 patients were admitted as indoor patients.
The expansion of the hospital campus at Rohtak has been phenomenal both in terms of academic expansion as well as providing infrastructural and other support facilities.
AdministrationThe Institute is a Haryana Govt. Department, which functions under the Health Department and is wholly funded by Govt. of Haryana. The following officials/functionaries manage the affairs of the Institute in a team spirit.

Its my privilege to welcome you to Pt. B.D. Sharma PGIMS Rohtak. We are a premier post graduate medical institute in North India offering courses in major specialties and super specialties of medicine. In recent years we have concentrated on upgrading our surgical, investigative, technical and teaching modalities and our efforts are focused on making the state of the art infrastructure at PGIMS Rohtak so that desirous aspirants can excel in the chosen area of their study and research. LibraryThe Institute has a library, which has a collection of 42621 books on various streams of Medical Science. Besides this, the library also subscribes to about 150 national and international medical journals. Internet connectivity is also available in the library for the use of the staff and students of the Institute. The library is open from 7.00 am to 9.00 pm during summers and 9.00 am to 9.00 pm during winters. A project for the air-conditioning of the library is currently under progress. In addition, the Reading Room attached to the library provides a calm and serene atmosphere for the students to study.

Campus LifeThe Institute has a beautiful and magnificent campus. Tranquil and calm surroundings provide an ideal academic environment.
