About University
Chaudhary Charan Singh University (formerly, Meerut University) was established in 1966, to cater to the needs of higher education in western Uttar Pradesh. The University celebrated its silver jubilee in 1991. Presently, it is one of the premier educational institutions of the country encompassing a vast, beautiful and pollution-free campus which sprawls over 222 acres of land having vast playgrounds and experimental fields, botanical garden, rose garden with life-size statue of the late Prime Minister Ch. Charan Singh, Gymnasium, Indoor Stadium, well equipped Library, Hostels for both girls and boys, Administrative Block, Spacious Auditorium, Guest House, Community Center, Medical Center, Residential Quarters for faculty members and employees, Canteen, Bank and Post office. The teaching department belonging to different faculties, are housed in spacious buildings and have well-equipped laboratories and advanced facilities. The University also has a separate engineering college, which is currently offering courses leading to B.Tech. degree in several different branches of engineering.

Initially, the M.Phil and Ph.D. programmes were started in 1969 taking credit of becoming first University in the country to introduce M.Phil. programme. In 1973, Post Graduate level courses were also introduced with the modernized syllabi. Since then, the University has been progressing at a steady rate. During the VIII five years plan, introduction of self-financed courses keeping in pace with the changing demands of the society and also for human resources development, were planned. Now, there are five faculties with 22 UGC sponsored and 35 selffinanced/job oriented courses being run in the campus. 252 professional colleges/institutions 109 colleges and one constituent college are affiliated to Chaudhary Charan Singh University.

Under the able leadership of the Vice Chancellor, Professor S.K. Kak, a renowned innovative technologist and an established committed academic administrator, the university is offering a large number of new and innovative post-graduate, under-graduate, diploma, advanced diploma and postgraduate diploma courses under self-financed scheme in areas of Agricultural Sciences, Humanities, Social Sciences, Journalism, Mass Communication and Multimedia Techniques, Earth Sciences, Teacher and Physical Education, Fine Arts, Legal Studies, Applied Sciences, Home Science, Business Studies, Geographical Information System (GIS) and Remote Censoring.

A distinct feature of the academic program is the semester system and continuous evolution of the students through quizzes, tests and seminars. Vice Chancellor

Establisment
The university has a Health Centre (Medical Dispensary) located near the Guest House of the University. It is open from 8 P.M. to 3 P.M. on all days except Mondays, Second Saturdays and University holidays. A medical officer is available for consultation. In addition, a pharmacist is also available during working hours. Plans are afoot to appoint another pharmacist and a part time lady doctor. The health centre also has an ambulance to meet emergencies.

University Computer Centre
Ever since its establishment in the year 1990, as a central facility, the Computer Centre is extending all need-based computational facilities to the students, research scholars and faculty members of the university campus departments. It offers Computer Science courses to the students of various departments established under the auspicies of the University Grants Commission. It has also started rendering services to the university administration like university pre-examination data processing, declaration of results, printing of mark-sheets, preparation of salary statements, prepration of provident fund statements, etc.

Presently the centre has two servers, 35 Pentium IV, 37 Pentium III and one 386 computer systems. It has three high speed line printers (600 lpm and 1500 lpm). Proposals are in the pipe-line to have additional 30 Pentium III nodes on net-working. Since the present Vice-Chancelor is taking keen interest to establish this centre as a nodal centre to meet all requirements of the university administration, students and faculty members of the campus departments, the centre is planning to spread awareness regarding the uses and applications of computers by providing training to all concerned.

Placement
The University has established a separate Placement Cell with the purpose of providing essential information and guidance to the students of the Campus for their employment opportunity. The Placement Cell functions as a center for career counseling and employment bureau. The State Government has also established an employment bureau in the University Campus that is situated in the ground floor of the Central Library. Prof. Rakesh Kumar is the Coordinator of Placement Cell.


Library Profile
Introduction : Ch. Charan Singh University (Formerly Meerut University) Library was established in 1968 to serve the academic community of the university in particular and this region of the state in general. With the introduction of teaching of M.Phil. And research programmes in 1969, the library was temporarily moved in L.L.R.M Medical College Campus. A few buildings were built in 1970 at the university campus and the library was housed in room No. 106 on the ground floor of the Institute of Advanced Studies. The designing of the library building was planned in consultation with the renowned architect and library experts. Construction of the library was started in 1970 and it was formally declared open by the first Chancellor, Dr Gopal Reddy on 11th January1972. The shoebox type library building is designed on modular pattern. Its countless louvers, gentle ramps and full-length glass panels on all sides add to its beauty. It provides 2655.38 sq. meters of floor area spread over four floors. The Library is now known as Raja Mahendra Pratap Library.

Mission of the Library : The mission of the library is to support fully the research and educational endeavors of the students, Research Scholars and faculty of this university and its affiliated colleges, by collecting, organizing, preserving, and disseminating information in any form, by providing effective service and instructional programs, and by utilizing electronic information systems to provide access to new information products and services

Membership : University library membership is open to the faculty members, students and research scholars of the university campus as well as to the faculty members of the affiliated colleges of the university. Besides these members, the library also serves to the consultant members coming from the different educational Institution and Industrial establishments.

Educational Streams
Various departments of the University under each faculty offer postgraduate (M.A/M.Sc./M.Sc.Ag/M.Ed/M.B.A) and research (M.Phil. and Ph.D.) courses in conventional UGC-aided courses as well as self-financed career-oriented courses. Institute of Advance Studies conducts courses in various subjects of Arts, Education, Science and Agriculture. CCS University is among the few Universities in the country with a separate M.Phil. program. It has a separate full -fledged Agriculture Faculty as well. Technical courses are the most recent additions in the university curriculum.

New Kolaveri di targets Meerut varsity VC

A new version of Kolaveri di song has been released in Chaudhary Charan Singh University, Meerut which has targeted the Vice-Chancellor, former Vice-Chancellor, administrative officers and other employees of the University. The students have leveled various charges such as irregularities and financial mismanagement against the officials of the university in the 41-line song titled University Kolaverdi.

The students have not released the video of the song but have depicted it in posters. The song has been written in Hinglish.

At the bottom of the poster, Abdul Khyams name is written instead of any organisations name.

The song has become a hot topic among the administrative officials and students of the University.

The Sleazy CD Affair

Take the case of Kavita Chaudhary, the 29-year old lecturer at Chaudhary Charan Singh University in Meerut. She was kidnapped from Bulandshahr on October 23, 2006, sedated, strangulated, and her body was thrown into the river and never recovered.

Kavitas fascination with power brought her in close contact with former ministers Babu Lal and Kiran Pal and also with former irrigation minister Mehrajuddin Ahmed with whom she was seen sharing intimate moments in a sleaze CD. On not getting her ambitions satisfied quickly, Kavita threatened a sting operation on her sexual liaison with those in power. The sleaze CD later created a furore in the state and forced Mehrajuddin to resign.

The CBI had arrested five in connection with the murder including a close associate of the victim Ravinder Pradhan who later died under mysterious circumstances in Dasna Jail. Merajuddin, Kiran Pal and Babu Lal figured in the CBI probe, but none of the political bigwigs were arrested.

Kavita Chaudhary

By the end of 2006, the murder of Kavita Choudhary, assistant professor of Fine Arts at the Choudhary Charan Singh University of Meerut had become such a political hot potato that the Mulayam Singh Yadav government had to ask for a CBI probe. It is another matter that the investigations are yet to yield anything and that Choudharys body has not been recovered. Three ministers then, Kiran Pal Singh, Choudhary Babulal, and Mirajuddin, featured in the probe.

Choudhary went missing on October 22 in 2006. Her family feared that she had been kidnapped and killed. Subsequent police investigations revealed that Choudhary had links with many prominent personalities. A CD of her sharing intimate moments with Mirajuddin and Singh also surfaced for which the former had apparently paid Rs 35 lakh in Delhi to Ravindra Pradhan, the prime accused in the case.

This booty became a source of dispute between Choudhary and Pradhan, after which he is believed to have murdered her and disposed off the body. In 2009, Pradhan was also found dead.

Meerut university professor killing: Two awarded life term

Ghaziabad: A special CBI court here awarded life imprisonment to two people and a three-year jail to a third person held guilty in the 2006 murder of Meerut University professor Kavita Chaudhary.The court awarded life term to Ravinder and Sultan for hatching a conspiracy, abducting the professor before killing her, destroying evidence, and extorting money from former state irrigation minister Merajuddin Ahmed.The court awarded three-year jail term to Yogesh, the third person held guilty Yogesh.On Thursday, Special CBI Judge A.K. Singh convicted Ravinder and Sultan for murder, abduction, conspiracy, extortion and causing disappearance of evidence. Yogesh was convicted for extortion and criminal conspiracy. Ashok, a fourth accused, was acquitted.Another accused, Ravinder Pradhan, died in the jail during trial, said the senior public prosecutor.
Ahmed had to resign as minister after his name figured in the murder of the professor, who was abducted by five assailants Oct 23, 2006, from Garhmukteshwar.Senior public prosecutor for CBI Ejaz Khan pleaded for capital punishment.The CBI submitted its charge sheet on March 23, 2007, after the case was transferred to it for investigation Jan 12, 2007. During its investigation the CBI presented 33 witnesses. Of them three turned hostile including the Merajuddin, Ravinder and Amit alias Ashu.The CBI charge sheet stated that Kavita had intimate relations with Merajuddin and made a CD showing her with him in a bedroom.Ravinder and the other accused in the case, along with Kavita, then started blackmailing the minister to make their CD public, the charge sheet said. The five assailants then extorted Rs.35 lakh from Merajuddin. While Kavita received Rs.4 lakh from it, Ravinder Pradhan kept the major share with himself.

A dispute over sharing the money led to Kavitas murder. The charge sheet also stated that Kavita was also in an intimate relationship with R.P Singh, the then vice chancellor of Choudhary Charan Singh University.She also had close relations with Kiran Pal Singh and Babu Lal, both ministers in the Uttar Pradesh government from Rashtriya Lok Dal (RLD) quota, the charge sheet stated

Three convicted for Meerut professors murder

Ghaziabad: A CBI court here on Thursday convicted three people for the 2006 murder of university professor Kavita Chaudhary in Uttar Pradesh.
A notice was also issued to former state irrigation minister Merajuddin Ahmed for turning hostile.The court, rejecting the Central Bureau of Investigation (CBI) plea, did not accept the closure report for setting two former state ministers free. The quantum of sentence will be pronounced later.Ahmed had to resign after his name figured in the murder of the professor of Meeruts Chaudhary Charan Singh University.

Seniors booked for ragging in UP, one held

Lucknow: Two students of an Uttar Pradesh government university in Meerut district have been booked for physically abusing and ragging their junior on the campusPolice said that one of the culprits had been arrested.
Sandeep Bhadana and Deepak Kumar – final year MBA students of Chaudhary Charan Singh Meerut University (CCSMU) – brutally assaulted Brijesh Ram, a first year Dalit student on Monday after he refused to perform obscene acts.Sandeep and Deepak assaulted the junior student with leather belts. They repeatedly punched and kicked him, following which he fainted and was rushed to a hospital, police inspector Mahaveer Prasad told reporters in Meerut, 450 km from Lucknow.He added, A case against Sandeep and Deepak was registered late Monday when the injured student approached us.While police on Tuesday managed to nab Deepak, they have sought assistance from the varsity authorities to trace Sandeep.

Meerut varsity question papers leaked

Meerut: BBA and BCA question papers of Chaudhary Charan Singh University, Meerut were leaked following which the examination has been re-scheduled, university officials said today.The question papers of cost management course in Bachelor of Business Administration (BBA) and computer graphics course in Bachelor of Computer Application (BCA) were leaked yesterday and now the exam has been re-scheduled for July 9, acting Vice-Chancellor of the university, J K Pundir said.A two member committee has been formed to probe the matter, he said. Question papers at all the examination centres in Meerut, Muzaffarnagar, Bullandshahar, Noida, Ghaziabad, Bagpat and Saharanpur districts have been sealed, University Registrar Omperkash said.Exams were scheduled to be held at 61 university centres last evening. It appears that the papers were leaked through SMS and other hi-tech media and therefore the leak could only be detected just before the start of the examination, acting Vice-Chancellor of the university, J K Pundir said.

WHEREAS the appeal of Ch. Charan Singh University, Meerut, Uttar Pradesh dated 10-02-2010 is against the Order No. F.NRC-NCTE-F-3-UP-1344-153rd Meeting-2009-14592-598 dated 06-01-2010 of the Northern Regional Committee, withdrawing recognition for conducting B.P.Ed course on the ground “The appellant institution does not fulfill the requirements of the Show Cause Notice issued on 13-04-2009.”

AND WHEREAS the Correspondent, Ch. Charan Singh University (hereinafter referred to as the appellant), preferred an appeal dated 05-04-2010 to the National Council for Teacher Education, New Delhi (hereinafter referred to as the Council) under Section 18 of the NCTE Act, 1993 against the said Order.

AND WHEREAS Prof. I.S. Sindhu, Professor and Shri Praveen Kumar, Lecturer, Ch. Charan Singh University, Meerut, Uttar Pradesh presented the case of the appellant institution on 13.07.10. In the appeal and during personal presentation it was submitted that the University started the process of fulfilling the conditions laid down by the NCTE; due to unavoidable circumstances and administrative problems, the process took time; 4500 books worth Rs. 15,06,683-- have been purchased for B.P.Ed. and M.P. Ed.; sports gymnasium equipment worth Rs. 11,50,000-- have been purchased; laboratory apparatus worth Rs. 6,00,000-- have been purchased; faculty positions were advertised on 08.12.2009; and one professor-cum.

Coordinator, one reader and 9 lecturers were selected on the basis of interviews conducted on 20.12.09.

AND WHEREAS the Council noted that the deficiencies pointed out in the show cause notice dt. 13.04.09 have been pre-existing for the last three years as per the report of the visiting team that conducted an inspection under section 13 of the NCTE Act on 31.07.06 and the appellant institution has not even sent any reply to the show cause notice. The improvements like purchase of books and apparatus equipment and issue of advertisement for selection of faculty and holding of interviews are claimed to be effected much after the issue of show cause notice. In these circumstances the Council came to the conclusion that the NRC was justified in withdrawing recognition and therefore the appeal deserved to be rejected and the order of NRC confirmed.

AND WHEREAS after perusal of documents, memorandum of appeal, affidavit, VT Report and after considering oral arguments advanced during hearing, the Council reached the conclusion that there was no ground to accept the appeal and that it should be rejected. Accordingly, the appeal was rejected and NRC’s order dated 06-01-10 was confirmed.

NOW THEREFORE, the Council hereby confirms the Order appealed against.

WHEREAS the appeal of Ch. Charan Singh University, Meerut, Uttar Pradesh
dated 10-02-2010 is against the Order No. F.NRC-NCTE-F-3-UP-1367-153
meeting-2009-14731-37 dated 08.01.2010 of the Northern Regional Committee, withdrawing recognition for conducting M.P.Ed course on the ground “The appellant institution does not fulfill the requirements of the Show Cause Notice issued on 13-04-2009.”

AND WHEREAS the Correspondent, Ch. Charan Singh University (hereinafter referred to as the appellant), preferred an appeal dated 05-04-2010 to the National Council for Teacher Education, New Delhi (hereinafter referred to as the Council) under Section 18 of the NCTE Act, 1993 against the said Order.

AND WHEREAS Prof. I.S. Sindhu, Professor and Shri Praveen Kumar, Lecturer, Ch. Charan Singh University, Meerut, Uttar Pradesh presented the case of the appellant institution on 13.07.10.
