The Chhatrapati Shahu Ji Maharaj University Kanpur, has been on the map of higher education for more than three decades. Established in 1966, it has not looked back, now it has 170 affiliated colleges in 15 districts. Spreading over a campus of 264 acres, the university is booming with academic activities. While the undergraduate and post-graduate programmes in all disciplines of Art, Science, Commerce, Law, Engineering and Medicine are offered in affiliated colleges and institutions, the residential wing of the campus includes faculties of Life Sciences, Business Management, Education and English. C.S.J.M. University is one of the biggest affiliating University not only in U.P. but in whole of the country. Spreading our 15 districts of U.P., the university has 312 affiliating colleges, imparting UG and PG courses in 70 different subjects and programs to more than Three Lakh Eighteen Thousands students to manage the admissions, examinations, evaluations of answer sheets and timely declaration of results of such a large numbers of students is not an easy job. But this Herculean task is managed, processed and completed by university very efficiently and well in time. To regularize the session and to implement the academic calendar in 312 colleges is also a tough task but the university successfully manages the strict implementation of academic calendar.
Apart form the above, the university also successfully conducts the examinations of more than 1.5 Lakh private candidates spreading over 15 districts.
The university is proud of maintaining total transparency in admissions, examinations and evaluation system and finally declaring the results of more than five lakh students, well in time according to time bound academic calendar of the university.
For maintaining the transparency and fairness, the university adopts the following steps:
(a) Entrance Test : Except Arts and Commerce group, the university conducts the Entrance
Test for all other disciplines and programmes viz. M.Sc., L.L.B., B.Ed., M.Ed., B.Tech., B.Lib.I.Sc., M.Lib.I.Sc., MSW, B.C.A., B.B.A., M.B.A., M.J., and Mass communication, B.P.Ed., M.P.Ed., Biochemistry, Bio-Tehnology, Bio. Informatics, Life Sciences, Para Medical Sciences, Dental Sciences, B.Pharm.etc.
(b) OMR Sheets : Test is conducted through OMR sheets and the evaluation of OMR sheets is processed through Scanners and the Computers. The result of the entrance test is declared within 10 to 15 days of the entrance test.
(c) Counseling : For proper allocation and allotment of seats in various courses and disciplines in different colleges, counseling programme for more than 14 thousands students is held by the university each year. This great task is completed within a record time of only three weeks, by a counseling board, headed by a Coordinator appointed by the Vice-Chancellor.
(d) Reservation of seats : For the reservation of seats in various categories rules and horizontal systems of reservation, providing double options for reserved candidates.
(e) Admissions in the colleges : The list of the allocation of students to various courses is provided to the colleges with strict instructions to complete the admissions by July 31 each year. To make the system full proof, the colleges are asked to provide the list of admitted candidates to university in floppy. No admission is allowed in any case after 31st July.
(f) Examinations : University examinations are conducted between Ist week of March and 30th April. Examinations of private candidates are also over by the 15th of May. All the result are declared by 20th of June. Despite the fact that over 5 lakh students appear in the University examinations, yet all their results are declared by the university by adopting central evaluation system followed by computerized tabulation.
(g) Central Evaluation: To expedite the evaluation of the answer sheets of about 5 Lakh students in record time, the university has adopted central evaluation system. For the purpose, The university has a well furnished double stored building with seating capacity of more than 500 examiners, nine store rooms for the storage of answer book. All the rooms are fitted with closed circuit T. V. Cameras to monitor the evaluation process and activities.
Coding : To maintain the sanctity and fairness and to avoid any kind of subjectivity and malpractice, most of the answer sheet of major disciplines are coded through computerized random coding, artificial roll numbers are allotted.

The University which has more than 350 affiliated colleges spread over 15 districts of Uttar Pradesh and more than 4.5 lakh students on its roll is truly one of the largest universities of Asia catering to both urban and rural students offering unparallel range of courses both professional and academic in all disciplines of Arts, Science, Commerce, Law, Engineering, Biotechnology, Computer Applications, Management and Medicine are offered in affiliated colleges and institutions.

Established in 1966, Chhatrapati Shahu Ji Maharaj University is located in Kanpur. A residential cum affiliating university, it has about 201 colleges spread over 15 districts.
Undergraduate and postgraduate programs in the disciplines of art, science, commerce, law, engineering and medicine are offered in affiliated colleges and institutions whereas the residential wing of the campus includes faculties of life sciences, business management, education and English.

The Kuladhipati (The Chancellor)-- The Governor is the Kuladhipati (Chancellor) of the University. He is by virtue of his office the Head of the University and the President of the Court and when present, presides at meeting of the Court, and at any Convocation of the University.
HIS EXCELLENCY - SHRI B.L. JOSHI
Born in a small Rajasthan village, Shri B. L. Joshi began his career in 1957 with the police service in Rajasthan and moved to the Govt. of India in 1962. During a long service career, Shri Joshi worked in different administrative positions including in the Ministry of Home Affairs, with Prime Ministers - Shri Lal Bahadur Shastri and Smt. Indira Gandhi, with the High Commissions of India at Islamabad and London, and with the Embassy of India at Washington D.C. He took voluntary retirement from the I.P.S. in 1991 and got involved in social work.
Shri B.L. Joshi
Shri Joshi moved to the United States of America in 1993, where he was Director with two large American Companies and also as Executive Director of an NGO located in California, which awards scholarships to bright and needy students in India. On his return from the U.S. in March 2000, Shri Joshi was appointed as 'Member' of the Rajasthan State Human Rights Commission, a position equivalent to a High Court Judge, where he worked for four years. He assumed the post of the Lt. Governor of Delhi on 09 June, 2004 and relinquished this responsibility on being appointed the Governor of Meghalaya in April 2007.
In October 2007, he was appointed Governor of the State of Uttarakhand. Shri Joshi has travelled extensively in India and abroad. He takes keen interest in social work and is also associated with several social service groups and agencies.
In modern times, during the close of the 19th century, the Society for Propagation of Gospel of Christ (S. G. P. C.) successfully introduced the classes of higher learning in its schools in Kanpur. Gradually the demand for institutions for higher education in the fast growing commercial metropolis gained momentum. The Arya Samaj, Sanatandharma and other missions and denominational institutions opened such colleges under the encouraging patronage of the government. The Agriculture College, Harcourt Butler Technological Institute, Central Leather Institute, Textile Institute and Sugar Institute were also established in course of time. After India became free, further studies were made in the field of education in Kanpur. Institutes of Higher Learning, Like Ganesh Shanker Vidyarthi Memorial Medical College and Indian Institute of Technology were set up.
Even after the setting of these institutions the long cherished desire of the people of Kanpur for getting a university, a real seat of eminence and excellence which could co-ordinate and update the working of the different educational institutions, remained unfulfilled. In the mean time, several academic institutions with much advanced resources and expertise sprung up in different parts of the country. Education and Research has advanced by laps and bounds and Kanpur in comparison looked smaller than before, simultaneously an imperative need was felt by a vast segment of the population of Kanpur for an establishment of learning which could fulfill their academic needs and provide leadership in social, economic, cultural, and technical spheres.
The Radha Krishnan Commission (1949) suggested the establishment of a university at Kanpur as it was felt that the Agra University to which the colleges at Kanpur were affiliated was getting increasingly overburdened. In order to meet the popular demand and to reduce the burden of Agra University, Kanpur University was established by an Act of U.P. State Legislature in the year 1966. Since its inception the Kanpur University has made considerable growth both in the number of the colleges affiliated to it, and the diversification and varieties of subjects taught. Today it has 170 colleges spread over fifteen districts of the state, affiliated to it. About 2.75 Lac students appear every year in the various undergraduate and postgraduate examinations in the faculties of Arts, Commerce, Science, Education, Law, Agriculture, Medicine, Ayurvedic & Unani, Engineering and Technology, Business Management, Life Science, and Advanced Studies in Social Science etc. There is also a centre for Computer Application, Department of English and Education.
The University has been making continuous efforts to improve and upgrade teaching facilities in its constituent and affiliated colleges. For this purpose an In Service Teacher's Orientation and Research Centre' was established in the University with the approval of the U.G.C. The College Development Council was also established. The CDC has been doing useful work by providing facilities to the colleges and procuring U.G.C.'s assistance for the developmental activities and research for the teachers.
The University has been alive to the need of bringing in qualitative changes in its character and during the past eight years it has gradually emerged as a distinctive teaching and research centre. The establishment of a Central Library has fulfilled the much-felt need of providing a reference centre. The opening of M.Phil Classes in the University in English, Education and Commerce, K.N. Kaul Institute for Life Sciences, Institute Of Business Management can be said to be a landmark in the growth of this University as a eminent center of higher learning. These classes comprise the residential wing of the University.
The University administration has been conscious of its social and cultural commitments as well. The establishment of the Department of Adult and Continuing Education in the University, a Population Centre, Planning Forum and Women Study Centre, in one or other of the pioneer institutions of the University have opened a new chapter in linking the University to further extension work. The University is successfully running the M.B.A. classes and has recently established an ambitious Institute of Engineering and Technology in the campus.
During the thirty-seven year of its existence, the C.S.J.M. University, Kanpur has established itself firmly as a quality teaching and research institution. It is fulfilling a great need of education in the State. It is significant to note that from the very beginning the university has adopted a progressive attitude. Besides the provision of instructions through its colleges in various Liberal arts and science, the University has emerged as a Leader in the field of non formal education. The direction of progress in this regard include adult, continuing education & women studies.
The residential wing of the University and the college constituting the university have established a reputation for organizing high level conference, seminars and symposia. Matters of topical interest with relevance to academic, quality of life and living are discussed. There is an effort to widen the frontiers of knowledge. In this, the university and its affiliated units are immensely assisted by the high traditions of literature, art and culture of this illustrious metropolis. The university subsidizes the visit of the faculty to attend national and international institutions of higher learning. Thus, those engaged in the task of imparting instructions to young students are able to keep themselves abreast of the recent thinking and development in various spheres. The U.G.C. has provided a Computer Centre for efficient university workings and research.
By introducing a three years Degree course, the university has come in line with the other universities in the country. Considerable attention is paid in the university to games, sports, physical education, the National Cadet Corps and the National Service Scheme. The student of the university have excelled in all these fields. The university is consistent in its pursuing directions that such it towards an increased use of Hindi, privileges for the physically handicapped including the blind students & facilities for the scheduled caste, scheduled tribes & the backward class.
The Chancellor, the Vice Chancellor and the member of the executive council who are presently holding office, the court and the Academic council of the C.S.J.M. University, Kanpur constitute a body corporate in the name of "Chhatrapati Shahu Ji Maharaj University Kanpur" The University has a perpetual succession and a common seal and can sue and be sued by its name. The university is open to all persons irrespective of class or creed but nothing may require the university to admit, to any course of study, a large number of students than determined by the ordinances. Similarly nothing can prevent the university from meeting special provisions for admission of students belonging to the Scheduled caste or Scheduled Tribes.
Powers And Duties
The University has the following power and duties, namely-
1. To provide instruction in such branches of learning as the University may think fit, and to make provision for research, and for the advancement and dissemination of knowledge;
2. To admit any college to the privileges of affiliation or recognition of, to enlarge the privileges of any college already affiliated or recognized, as the case is, or to withdraw or curtail any such privilege and to guide and control the work of affiliated and associated colleges;
3. To institute degrees, diplomas and other academic distinctions;
4. To hold examinations for, and to grant and confer degrees, diplomas and other academic distinctions to and on persons, who-
1. Have pursued a course of study in the University, a constituent college, or an affiliated college, or associated college; or
2. Have carried on research in the University, or in an institution recognized in that behalf by the University or independently, under conditions laid down in the Statutes and ordinances; or
3. Have pursued a course of study by correspondence whether residing within the area of the University or not, and have been registered by the University, subject to such conditions as may be laid down in the Statute and ordinances as external candidates; or
4. Are teachers of other employees in the university or in an Institute, or other employees in the University, or in an Institute or in a constituent or affiliated or associated college or in any other educational institutions under conditions laid down in the Statutes and the Ordinances or are inspecting officers permanently employed in the Department of Education of the State Government, and have carried on private studies under conditions laid down in the Statutes and Ordinances; or
5. Are women residing within the area of the University and have carried on private studies under conditions laid down in the Statutes and Ordinances; or
6. Are blind and are residing within the are a of the University and have carried on private studies under conditions laid down in the Statutes and the Ordinances;
5. To hold examinations for and to grant the degree of Bachelor, or Arts or Commerce, or master of Arts or Commerce to persons residing within the area of the University who have carried on private studies under conditions laid down in the Statutes and Ordinances;
6. To confer honorary degrees, or other academic distinction in the manner and under conditions laid down in the Statutes;
7. To grant such diplomas to, and to provide such lectures and instructions for persons, not being students of the University as the University may determine;
8. To cooperate or collaborate with other Universities and authorities in such manner and for such purposes as the University may determine;
9. To institute teaching posts required by the University and appoint persons to such posts;
10. To recognize teachers for giving instruction in halls;
11. To lay down the conditions of affiliation or recognition of colleges, and to satisfy itself by periodical inspection and see that those conditions are satisfied;
12. To institute and award scholarships, fellowship (including traveling fellowship), studentships and prizes in accordance with the Statutes and the Ordinances;
13. To institute and maintain halls and hostels, and to recognize places or residence for students of the University, the institutes, or the constituent or affiliated or associated colleges;
14. To demand and receive such fees and other charges as may be fixed by the Ordinances;
15. To supervise and control the residence, and to regulate the discipline of students of the University, the Institute and the constituent or affiliated or associated colleges, and to make arrangements for promoting their health;
16. To create administrative thereto; and
17. To do all such acts and things, whether incidental to the powers aforesaid or not, as is requisite, in order further the objects of the University.
On account of its noteworthy achievements, CSJM University readily received recognition under section 12-B from University Grants Commission, and other concerned agencies. The steep increase in student strength on the campus can be attributed to keen aspirations of potential youth to pursue higher/professional education which remained consistently suppressed owing to non-access and non-availability of effective opportunities in metropolitan cities like Kanpur. On account of pressing demands from within the region and other parts of the state, the University is consistently launching to match the aspirations of potential incumbents.
As cited in the foregoing, dramatically fast and holistic growth of CSJM University has a spectacularly bright silver-lining i.e. the progress has entirely been achieved with little, if any, financial support from the state or central government. All the percentage of fund was generated through University's own resources completely. The University has always been planning to locate new avenues to generate finances to meet out the future planning without the help of any agency what so ever under the able and dynamic guidance of Prof. S.S. Katiyar, the learned V.C. of the University.
The 21st Century has given a clear cut direction that national development is possible only through research and scientific technology and its implementation in a right manner. Keeping this in view the University is keen to invite faculty from abroad and open up new channels of intellectual interaction for the students. The University is eager to exploit e-learning solutions combined with conventional learning. In this direction the University is trying to adapt to the changing environment by restructuring teaching patterns to ensure that the student is equipped with core values needed to be a responsible citizen and face the global competition in his/her chosen field. The courses are revised and updated every three years through the Board of Studies, Academic Council and Executive Council.
The University has also after modification from Board of Studies has adopted UGC's Curriculum Development Committee recommendations on new courses.

A most modern Computer Centre (2001) upgrading the existing system (1991) with latest configuration has been established. The Kulpati (Vice-Chancellor) is a whole time salaried officer of the University and is appointed by the Chancellor from amongst the person whose names are submitted to him by a Committee constituted in accordance with the provisions above U.P state Universities Act 1973.
The following are the power and duties of the Kulpati (Vice-Chancellor):
1. The Vice-Chancellor is the principal executive and academic officer of the University and
1. Exercises general supervision and control over the affairs of the University including the constituent colleges and the Institute maintained by the University and its affiliated and associated colleges.
2. Give effect to the decision of the authorities of the University.
3. In the absence of Kuladhipati (Chancellor) preside at meetings of the Court and at any convocation of the University.
4. Is responsible for maintenance of the discipline in the University.
5. Is responsible for holding and conducting the University examinations properly and at due times and for ensuring that the results of such examination are published expeditiously and that the academic session of the University starts and ends on proper dates.
2. He is an ex-officio member and Chairman of the Executive Council Academic Council and the Finance Committee.
3. He has the right to speak in and or otherwise take part in the meeting of any other authority or body of the University but will not by virtue of this sub-section be entitled to vote.
4. It is the duty of the Kulpati (Vice-Chancellor) to ensure the faithful observance of the Act, the Statutes and the Ordinances and he possesses all such powers as may be necessary on that behalf.
5. The Kulpati (Vice-Chancellor) has the power to convene or cause to be convened meetings of the Executive Council, the Court, the Academic Council and Finance Committee. Provided that he may delegate this power to any other officer of the University.
6. Where any matter is of urgent nature requiring immediate action and the same can not be immediately dealt with by any officer or authority or other body of the University empowered by or under this Act to deal with it, the Kulpati (Vice-Chancellor) may take such action as he may deem fit and shall forthwith report the action taken by him to the Kuladhipati (Chancellor) and also to the officer, authority, or other body who or which in the ordinary course would have dealt with the matter.
Provided that no such action is taken by the Kulpati (Vice-Chancellor) with out the previous approval of the Kuladhipati (Chancellor) if it involves a deviation from the provisions of the Statutes or the Ordinances; If the officer, authority or other bodys of the opinion that such an action ought not to have been taken may refer the matter to the Kuladhipati (Chancellor) who may either confirm the action taken by the Kulpati (Vice-Chancellor), annul the same or modify it in such a manner as he thinks fit and thereupon, it shall cease to have affect or as the case may be take effect in the modified form.
7. The Vice-Chancellor, exercises such powers as is laid down by the States and the Ordinances.
The university conducts undergraduate and post-graduate programmes in disciplines of Art, Science, Commerce, Law, Engineering and Medicine that are offered in affiliated colleges and institutions. The residential wing of the campus includes faculties of Life Sciences, Business Management, Education and English. It also has a computer centre, a department of Adult and Continuing Education, Communication and a College Development Council. For catering to the requirements of young engineering aspirants, the university has recently started an Institute of Engineering and Technology in the campus offering courses in several branches of engineering. The curriculum is regularly updated, new courses developed and a forward looking and innovative teaching methodology is applied. Admissions, except Arts and Commerce group, are held through Entrance test.
CSJM University provides hostels to male and female students separately. The students are allowed to use their own computer in the rooms. Bank, Cafetaria, Central Library, Computer Centre, Guest House, Helipad, International Centre, Lecture Hall Complex, Multipurpose Hall, Shopping Complex, Stadium and etc are other facilities.

25 of 29 failed students were Dalits, admits GSVMKanpur: Last week, three students of Ganesh Shankar Vidyarthi Medical College (GSVM), Kanpur, attempted suicide after failing in an examination claiming that they were deliberately failed by the teacher because they were from a low caste. On Tuesday, the three students admitted that most of the failed students belonged to the Dalit community.25 out of the 29 failed students belong to the Dalit community, said GSVM Principal Anand Swaroop, adding that parents of these students are learnt to have approached Chhatrapati Shahu Ji Maharaj University (CSJM), seeking re-checking of their answer sheets.On September 2, the three GSVM students -Shobhit, Sanjeev and Vivek -- had attempted suicide by consuming poison after they failed in their biochemistry examination.The issue took a casteist turn after the aggrieved students and their families blamed two college lecturers for making casteist remarks against them, following which the college administration constituted a committee to probe allegations.
Swaroop asserted that although the entire case smelt of foul, no conclusion should be drawn until the probe was over.He also assured stern action against those found involved in carrying out casteist acts.
Athlete Arunima may undergo surgery due to infection in limbLucknow: National-level volleyball player Arunima Sinha alias Sonu, who lost her leg after being pushed from a moving train, may have to undergo a surgery due to infection in the severed limb, hospital sources said here.
During the examination of Sonu, who was admitted on Saturday, it was detected that her amputated left leg has swelling and infection which may require further surgery for treatment, said the sources at Chattrapati Shahuji Maharaj Medical University, where Arunima was shifted on Saturday.As of now the dead tissues were removed, wound cleaned and fresh dressing was done, they said.Though her condition is stable, but due to excessive bleeding Sonus haemoglobin level has gone down fairly due to which transfusion was done last night, the sources said.
Sonus case is that of amputation below the knee and she has been kept in high-dependency ward, they added.The 23-year-old player was earlier undergoing treatment at Bareilly district hospital where she was admitted on April 12, a day after being thrown out of the Padmavat Express by three men trying to rob her when she was travelling to Delhi to appear for an examination.
Stalemate continues in Chhatrapati Shahuji Maharaj University teachers stirKANPUR: Two days after the teachers of self-financed courses of Chhatrapati Shahuji Maharaj University had submitted mass resignation, nothing has been done to resolve the issue. It being the second Saturday of the month, the authorities did not come to their offices. The teachers held a meeting and decided to continue the agitation till their demand of implementation of sixth pay commission is met.
The tussle between the two sides led to the postponement of the semester examinations scheduled to be held from May 12. CSMU vice-chancellor Ashok Kumar had said on Friday that the issue would be resolved by Monday.
