Youth protests in front of MS University seeking PhD seatMADURAI: A parotta master at a roadside eatery, on Tuesday staged a sit-in protest inside the Manonmaniam Sundaranar University (MSU) alleging that few faculty members as well as the students there were hindering his efforts to pursue PhD.
The youth, Mohamed Khan, a native of Thalayuthu near Tirunelveli, hails from a financially-poor background and was working as a parotta master even as he studied. Khan, who visited the university on Tuesday morning sat inside the department of criminology and demanded that he be admitted as a PhD scholar.
However, a senior faculty in the criminology department said that Khan, who had some time back registered for PhD in the university, withdrew from the course after a girl student complained that he assaulted her.Now, the university is ready to offer him a PhD seat. But let him find a guide to pursue the course, he said.
Khan completed M Sc in criminology in 2009 and immediately registered for a PhD in the department. However, about two years after he registered for PhD, a girl student from the department claimed that Khan had abused her.During an inquiry by the university, Khan offered to withdraw from the course and gave it in writing. However, few months later, he visited the department and expressed his interest to pursue the course.
But the faculty members in the department are not entertaining me. They are deliberately thwarting my attempts to complete PhD, he told adding that a few students were also threatening him not to visit the department.The faculty members in the department had refused to take him as a scholar. He has hurled abuses on all of us. He has also sent derogatory messages to us on our mobile phones. How can we guide such a student? But it is true that he comes from a poor family and has struggled a lot. We want to help him. If he finds a suitable guide, the university would offer him PhD, said a senior faculty member.
Students protest sexual harassment by university professorTIRUNELVELI: Students of Manonmaniam Sundaranar University in Tirunelveli have alleged that a professor was sexually harassing girl students.
The students resorted to a sit-in protest in the varsity at Abishekapatti on the Tirunelveli-Tenkasi road since Friday. They alleged that they had lodged a complaint with the registrar on April 19 itself but no action was taken. Registrar S Manickam, however, said the university had issued a show cause notice to A Chellamani, professor and head, department of chemistry, on Saturday.
Tamil Nadu tops primary school student enrolmentTamil Nadu leads the country in student enrolment rate in elementary schools with its average higher than the national average, reveals the annual status of education report.
Eminent educationists in the state released the reports Tamil Nadu statistics on Saturday.
Addressing academicians, students and volunteers of various NGOs during the release of the report, Dr V. Vasanthi Devi, educationist and former vice-chancellor of Manonmaniam Sundaranar University, said Tamil Nadu has registered 99.1 per cent in student enrolment in elementary schools, higher than the national average of 95.2 per cent.
I think no other state could have numbers more than Tamil Nadu in student enrolment but in other parameters, the state miserably failed, she said.
She pointed out that only 3.9 per cent of students in class 1, 26.1 per cent in class 3, and 67.5 per cent in class 5 could read a class 1-level text in Tamil Nadu.
VIT University chancellor G. Viswanathan said enrolment in educational institutions across the country has increased but quality has gone down.
The government does not allot more funds for education. Former president Radhakrishnans committee recommended to the Union government to allot 6 per cent of gross domestic product (GDP) for education but it never happened.
We get only about 4.5 per cent even today, he noted. Lamenting that the public education system lacked accountability, Mr Viswanathan said parents and teachers never meet to discuss students performance.
Certificates sans vc signatureStudents of Manonmaniam Sundaranar University have expressed fear that the degree certificates that they have got may not be valid outside the state as they do not have the vice-chancellors signature.
The VCs post remains vacant for the past nine months.
The fear was strengthened as the universitys chancellor, Governor K. Rosaiah, and the pro-chancellor, the state higher education minister, P. Palaniappan, also not attend the 19th convocation function held at the university in Tirunelveli on Thursday.
The convenor committee chairman and the law secretary, government of Tamil Nadu gave the students the certificates at the ceremony.
However, the controller of exams at the university, K.S.P. Durairaj, said that in the absence of the vice-chancellor, the chancellor of the university has empowered the convenor committee chairman, Dr G. Jayachandran, who is the law secretary, government of Tamil Nadu to sign the certificate. He added that it was not against university rules.

WHEREAS the appeal of Manonmaniam Sundaranar University, Tirunelveli,
Tamilnadu dated 09-06-2010 is against the Order No. SRO-NCTE-M.Ed-DE-2010-18460 dated 21-04-2010 of the Southern Regional Committee, refusing recognition for conducting M.Ed-DE course on the grounds “ Before applying to the NCTE for recognition of a teacher education programme, An ODL institution shall ensure the following tasks before applying to NCTE for recognition of a teacher education programmes. 1) Preparation of the project document with details about the scope of the programme, fee structure, enrolment, faculty requirement, of Study Centres, estimated expenditure for development and implementation of the programme, norms of payment to development and implementation of the programme, norms of payment to development and implementation of the programme, norms of payment to Study Centres and resources persons, additional faculties, resources to be provided to Study Centres, etc. 2) Approval of the appropriate university bodies for launching the programme 97. 3) Preparation of curriculum (course-wise and unitwise structure) including scheme of evaluation-examination and support services, duly approved by the University. 4) Preparation of the self-learning material in print and non-print, duly certified by the DEC. 5) Undertaking from the identified Study Centres in a prescribed format ensuring strict observation of norms for the study centres. 6) Staff selection processes be initiated such as advertising, screening, interviewing and offering appointment to the selected candidates and 7) Building Completion certificate is not submitted in the prescribed format. 8) Original notarized copy of affidavit on Rs.100-- stamp paper in a prescribed format duly complete in all respect is not submitted.
AND WHEREAS the Correspondent, Manonmaniam Sundaranar University
(hereinafter referred to as the appellant), preferred an appeal dated 16-06-2010 to the National Council for Teacher Education, New Delhi (hereinafter referred to as the Council) under Section 18 of the NCTE Act, 1993 against the said Order.
AND WHEREAS Sh. Dr. M.Sadananthan, Professor and Head, Manonmaniam Sundaranar University , Tirunelveli, Tamilnadu presented the case of the appellant institution on 19-08-2010. In the appeal and during personal presentation, it was submitted that they have fixed Rs. 36,000-- as fee for two years; they intend to have a basic unit of 250; they have appointed one staff member and another five will be appointed and study centres have been identified; they have worked out the expenditure; salary will be as per UGC norms; study centres will be paid fixed amount; the Syndicate of the University in its meeting held on 14.07.2009 approved to start M.Ed programme under the distance mode; they propose to follow the curriculum of IGNOU and purchase self–learning material from IGNOU; building completion certificate is now attached and notarized copy of affidavit was already sent.
AND WHEREAS the Council noted that according to Norms and Standards for the M.Ed programme through open and distance learning system, before applying to the NCTE, the institution has to inter–alia to prepare a project document with all the details mentioned in para 12 (ii) of the Norms and Standards of the course appended the NCTE Regulations. It is noted that the appellant has not done this exercise which is a pre–requisite for consideration of the proposal. It is also observed that while the Norms and Standards envisage preparation of curriculum, self– learning materials etc. the appellant institution proposes to follow the curriculum of the IGNOU and purchase the self–learning print and non–print material from the IGNOU. This proposed arrangement will deprive the appellant institution of its distinct individual status.
AND WHEREAS the Council after considering all aspects of the matter and after observing non–preparation of a detailed and self–contained project document in particular, came to the conclusion that the appeal deserved to be rejected and the order of the SRC confirmed.
AND WHEREAS after perusal of documents, memorandum of appeal, affidavit, and after considering oral arguments advanced during hearing, the Council reached the conclusion that there was no ground to accept the appeal and hence it should be rejected. Accordingly, the appeal was rejected and the SRC’s order dated 21-04-10 was confirmed.
NOW THEREFORE, the Council hereby confirms the Order appealed against.

The University Grants Commission, New Delhi, an apex higher education body of the Union Government, has accorded its approval for getting financial assistance since 29 March 1994. Surjit Singh Barnala was born on 21st October 1925 at Ateli Begpur in Haryana. He passed matriculation at Nabha and then went to Lucknow for higher studies and passed Law from Lucknow University in 1946. During his stay at Lucknow he participated in the Quit India Movement in 1942. He started practicing law in District Courts at Barnala in 1967 and was elected to the Legislative Assembly from Barnala constituency.
He represented this constituency till 1999. In 1969, he became the Education Minister of Punjab. During his tenure, he was instrumental in establishing Guru Nanak Dev University at Amritsar. In 1977 he was elected to the Parliament and was inducted as Cabinet Minister in the Janata Government headed by Shri Morarji Desai with Agriculture, Food, Irrigation and Rural Development as his portfolios.
In 1985 he was elected as President of Shiromani Akali Dal and became the Chief Minister of Punjab in 1985. In 1990 he was appointed as Governor of Tamil Nadu. He was elected to the Lok Sabha in 1996 and again in 1998 and was appointed as Cabinet Minister with Chemical & Fertilizers and Food & Civil Supplies departments. He was also the first Governor of Uttaranchal state.
He has represented India in the United Nations, FAO, SARC and other international organizations. He has traveled extensively. He is a nature lover, fond of painting, reading and writing. He has painted scores of paintings and an exhibition of his paintings was held in 1998 in the Art Gallery of Patiala University. He has also authored the book 'Story of An Escape'.

Prof. Dr. R.T. Sabapathy Mohan, the Vice-Chancellor of Manonmaniam Sundaranar University had a brilliant academic career right from School Education to University Education. He has earned his Doctorate degree in Chemistry from Annamalai University, Chidambaram. He has started his career as Lecturer in 1975 and served in Annamalai University as Lecturer, Reader and Professor of Chemistry from 1975 to 2008. He has to his credit 33 years of teaching experience and 25 years of research experience at the University level. His areas of research are Chemistry of Epicuticular Waxes of some Mangrove Plants, Kinetics and Mechanism of Os (VII) and Synthesis & characterization of heterocyclic compounds by NMR spectral studies and X-ray diffraction studies.
As a resourceful academician and administrator, he has a commendable and eventful research profile. He has successfully guided ten research scholars who have obtained Ph.D degree from Annamalai University. Now two research scholars are pursuing Ph.D under his guidance. Moreover 15 Scholars have obtained M.Phil degrees under his guidance.
He has visited several countries viz., U.K., Switzerland, Germany, Singapore, Thailand and Malaysia for presenting research papers and co-curricular activities. He has authored two books namely Non-Linear Hammett Plot (1988) and Chemistry of Epicuticular Waxes of some Mangrove Plant of Pitchavaram (1998). To his credit, he has published 20 research papers in International and National journals. Also he has presented five papers in International Conferences and 26 papers in National Conferences.
He has the distinction of having served Annamalai University as a Syndicate and a Senate member. He has also served as a member of National Committee for Promotion of Social and Economic Welfare, Government of India. As a scientist, educationist and administrator, Prof. R.T. Sabapathy Mohan is a multi-faceted personality with a vision to take the Manonmaniam Sundaranar University to newer and greater heights, aiming at global recognition.

Library About UsThe University Library is well equipped and has a good collection of reference sources,books and journals in printed as well as in electronic form.Internet facility is available to browse any information in moment and also efficient Online Public Access Cataloging Service is Provided to the users.The Library is fully automated with the help of INFLIBNET Center,Ahmedabad.The University Library Provides research oriented information to its users getting information from American Information Resource Center.It has its membership with DELNET and also providing e-journals service through INFONET.
The holdings include resources on a wide range of disciplines like Computer Science,Mathematics, Physics, Chemistry, Statistics, Operation Research, Environmental Science, History, Sociology, Communication, Education, and Tamil etc. The collection also includes Surveys, Annual reports, Dessertations and Corporate Publications.
The Library is kept open from 9 A.M to 7 P.M on all working days. On Saturdays and on Summer Vacation the Library is kept open from 10 A.M to 5.45 P.M.
During the academic year 1999-2000 , 7,155 books have been added to the collection. Total Collection raised to 45,685.The Library subscribes 168 Periodicals both Foreign and Indian including Newspapers and Popular Magazines.
The Library is used by 17,913 Teachers, Scientists, Scholars and Students. In the counter 50,059 Books were charged and 32,346 were discharged.1,66,730 Books were consulted.
The University Library holding are feed into computer and automation of the Library is taken place. The Software package Used for the Automation is CDS/ISIS (Computerised Documentation System/Integrated set of Information System) which is developed by the UNESCO.The library is slowly entering into Computerisation work of charging and discharging of books. With financial support of INFLIBNET center, Ahmedabad the library has started e-mail, Web Page, Internet facility etc.
TRANSFER OF BOOKS
For the benefit of the Department 243 Textbooks have been transferred from the library to the Departments of Environmental Science and Institute of Coastal Aquaculture Studies.
MANO LIBRARY STUDY CIRCLE
In this academic year 1999-2000 also the library has launched a Mano Library Study Circle which meet every week in which, faculty,Administrative Staff and students of the university take up new additions for book reviews. Besides students, scholars including members of teaching Community bring current topics of common interest for discussions and this Program is supplemented by working collection available at the library.
MANO BOOK FAIR 1999
The Mano Book Fair'99 organised by Manonmaniam Sundaranar University Library from 13.9.99 to 20.9.99 at V.O.C Ground, Palayamkottai was a grand success. The fair was a grand event in which leading publishers and booksellers from all over India participated and the displayed books in 35 stalls. The fair provided an excellent opportunity for the general public as well as the students at all levels to skim through the latest books published in a wide range of disciplines from Medicines and Electronics to Literature and Hobbies .The fair proved to be a great intellectual feat and attracted large crowds. In general it was a great success drawing all round appreciation from the general public and the media.
LIBRARY CONFERENCE DECEMBER 11-12,1999
The Library conducted a state level conference in the Campus of Holy Cross College, Nagercoil on December 11th & 12th 1999 as librarians and faculty of Library Science from different parts of Tamilnadu converged for the business of interaction on the challenges of Library Science in 21st century. The Conference highlight was that for the first time in Tamilnadu, the business sessions were held in Tamil. Papers presented as well as the discussions that ensued were in Tamil. The full papers to be presented had already been collected, and it was released at the inaugural session of the seminar.
