About University
The Radhakrishnan University Education Commission of 1949 emphasised the need for establishing Agricultural Universities in India., Subsequently, the indo-American team consistitued under the Chairmanship of Dr. K.R. Damle (1955), the then Vice-president of Indian Council of Agricultural Research, suggested a system of education for Indian as followed in the Land Grant Colleges of USA. The Planning Commission Committee felt the inadequacy of trained personnel for substantial output in agricultural operations with the then set up of research, education and extension in Agriculture, Animal Husbandry and allied fields. In course of time, these recommendations led to the creation of the agricultural universities to accomplish the integration of teaching, research and extension.

In 1956, Dr. J.H. Longwell from the University of Misouri visited Orissa and had discussion with the State Government which resulted in a contract between the Government of India and the University of Missouri to provide assistance to the Agriculture and Veterinary Colleges of the State. In 1960, a decision was taken to establish an Agricultural University in Orissa in the pattern of the Land Grant Colleges of USA and Dr. Ide P. Trotter joined the Utkal Krishi Mahavidyalaya on 1st April, 1960, as a consultant in Educational Administration. President Elmer Ellies of the University of Missouri, visited the Agriculture and Veterinary Colleges of Orissa in 1961 and had discussion with the State Government for establishment of the Orissa University of Agriculture and Technology.

In 1961, the Legislature of the State of Orissa enacted the Orissa University of Agriculture and Technology Act, 1961 (Orissa Act 20 of 1961) with the object of establishing and incorporating a University of Agriculture and Technology for the agricultural education of the people of the State. The University took its birth on 24th August, 1962 when it was inaugurated by Prof. John K. Galbraith, the then U.S. Ambassador in India. The University came into operation from 1st February, 1963, when the two Govt. managed Colleges, the Utkal Krushi Mahavidyalaya and the Orissa College of Veterinary Science and Animal Husbandry with their staff were transferred to the University. This Act passed in 1961, was later repealed in 1965 by the Orissa University of Agriculture and Technology Act, 1665 )Orissa Act, 17 of 1965) which came into fore from the 3rd November, 1965.

The University started a College of Basic Science and Humanities with the Pre-University Science class sin 1964 and in the following year the Pre-professional science class was added. The College of Agriculture Engineering and Technology came up in the year 1966.

In 1981, another College of Agriculture was started at Chiplima. In the same year, the College of Engg. & Tech., College of Home Science, College of Fisheries, Rangeilunda and PG Deptt. of Aquaculture, Bhubaneswar were established. In 1986, the Department of Forestry was started to offer the Bachelor's degree in Forestry under the College of Agriculture, Bhubaneswar.

In February, 1963, the State owned Agricultural Research Station at Bhubaneswar was transferred to OUAT. Subsequently, Berhampur, Jaypore, Chiplima, Kendrapara, Pottangi and Jashipur Research Stations were brought under the University. As the research areas were extended to more disciplines through aegis of several All India Co-ordinated Research Projects and ad-hoc schemes funded by ICAR, Govt. of India and other agencies, more research stations were established.

In 1978, four Regional Research Stations were established under the "Orissa Agriculture Development Project (OADP) with World Bank funding at Bhubaneswar, Chiplima, Keonjhar and Semiliguda to undertake location specific research. Another 13 Adaptive Research Stations, one in each of the old revenue districts of the State were established to verify the research results generated in the Regional Research Stations.

From 1983 to 1995, the University research capability was further strengthened through implementation of the National Agriculture Research Project (NARP). Four Zonal Research Stations at Ranital, G.Udayagiri, Bhawanipatna and Mahisapt, four Zonal Substations at Kirei, Kalimela, Umerkote, and Motto and one commodity Research Station on Sugarcane at Nayagarh were established. Besides, the Maize research station at Joshipur, Species research station at Pottangi and the Jute and allied fibre research station at Kendrapara are functioning under the University.

The extension education programme of the University was operating in several villages of the State to help the farmers to help themselves. From 1982 to 1995, the extension programme was further strengthened through establishment of eight Krishi Vigyan Kendras (Koraput, Keonjhar, Balasore, Ganjam, Bargarh, Phulbani, Kalahandi and Kendrapara)

The University has made steady progress under the able guidance of the first President and later the Vice-Chancellor, Mr. M.C. Pradhan (29.9.62 to 28.9.65), and subsequently of Dr. K. Ramiah (1.11.65 to 15.3.68), Dr. B.Samantarai (16.3.68 to 5.6.71), Dr. Ch. N. Nanda (6.6.71 to 16.7.73), Sri J.Das( 17.7.73 to 14.10.76), Dr. K., Kanungo (15.10.76 to 31.7.81), Dr. B. Misra (1.8.81 to 28.3.85), Sri K. Rammurthy (5.4.85 to 22.4.88), Dr. N. Pattnaik (24.4.88 to 4.2.92), Dr. I.C. Mahapatra (5.2.92 to 17.8.94), Dr. K. Pradhan (5.9.94 to 5.9.97), Mr. R.K. Bhujabala (8.10.97 to 31.10.2000), Mr. Sahadev Sahoo (1.11.2000 to 31.10.2003), Dr. B.Senapati (12.12.2003 to 18.12.2006)and Prof. D.P Ray (18.12.2006.......).

Introduction
The Orissa University of Agriculture and Technology (OUAT) is set up in the city of Bhubaneshwar in 1962. It is the second oldest agricultural university in the country. The University imparts education on agriculture and conducts agriculture related research. It looks after eight constituent colleges. The College of Agriculture, Veterinary Science and Animal Husbandry, Agricultural Engineering and Technology, Home Science, Engineering and Technology, and Basic sciences and Humanities are located in the main campus. The College of Fisheries at Rangeilunda in Ganjam District and College of Agriculture at Chiplima in Sambalpur offers undergraduate courses in all the faculties.

The Center for Postgraduate Study offers postgraduate courses in eleven disciplines of agriculture, fourteen disciplines of veterinary science and two disciplines of agricultural engineering.

History
Orissa University of Agriculture and Technology (OUAT) came in to existence as the second Agricultural University in 1962 through an act passed by the Orissa Legislative Assembly. Under the USAID program, OUAT developed linkages with the University of Missouri and Mississipi, a Land Grant University of the US, to strengthen its teaching, research and extension programs. So far a large number of farmers have been enrolled in different courses.

The second oldest agriculture university in the country, Orissa University of Agriculture & Technology is dedicated to agriculture related research, extension and education. It has three academic campuses across Orissa. OUAT is a multi-faculty technical University with an earned status of being a leader in teaching, research & extension. The university is approved by Indian Council of Agricultural Research (ICAR) and University Grant Commission, UGC.

OUAT has three academic campuses across Orissa. One at Bhubaneswar, one at Chiplima, Sambalpur and one at Rangeilunda,Berhampur. The main academic and administrative unit is at the heart of Bhubaneswar (Latitude : 20� 15'N, Longitude : 85� 52' E), the capital city of Orissa.

Library
The Central Library of the University was formed by integrating the Libraries existing in the Constituent Colleges. It was originally proposed to make the Library building a five storied one and foundation had been laid down accordingly. The foundation stone was laid by Sri S.K. Patil, the then Union Minister for Food and Agriculture on the 30th December 1960. However, in 17th January, 1968 the building was made available for housing the Library and on this day, the Library was officially opened by Dr. Ajudhia Nath Khosla, His Excellency the then Governor of Orissa and the Hon'ble Chancellor of the University. Dr. K. Ramiah former Vice-Chancellor enriched the Library by donating all his life-long collections of rare research reprints and many valuable books.

The Central Library, which is serving the staff and students of seven constituent colleges of the University, has increased its collection to 90,781 lakhs volumes of books, 133 foreign and Indian subscribed journals, 3374 theses and dissertations as well as Annual and Technical reports (8243) of different Universities and institutions. The library has open access system and daily 400 to 450 readers avail the library facilities. The Text Book Bank provides books to students at nominal charges. Every year the Tribal Welfare Department of the Govt. of Orissa donates books to the Text Book Bank for distribution among S.C & S.T students free of cost. Under inter-library loan system, books, journals and thesis are lent out and borrowed from other libraries and when demanded by the Institutions.

The Central Library has open-access to staff and students from 8 A.M. to 8 P.M. during working days. To provide the on line access to the other reputed libraries, internet facility has been provided. Central Library has already initiated automation of library on the installation of "Libsys 4" software package. LAN connections have been given to sixty computers. Registration and Circulation through computers will be functioning very soon.

Facility of e-library:
A well furnished room with 50 reader capacity having all facilities for accessing the internet and CDROM data base and online access are available for use by the staff and students of OUAT. University has subscribed to 6 data base in the form of CDROM i.e., CAB, AGRICOLA, AGRIS,VET, ASFA, BIOTECHNOLOGY. The eagerness to use the e-library facility for acquiring needful information is increasing day by day among the users. About 15,360 users have used e-library during 2006-07.

Research Introduction
Upon establishment of the Orissa University of Agricul�ture and Technology in 1962, the University inherited a few research stations such as, Economic Botany 1 & 2, Rice Re�search Station, Jeypore, Agriculture Research Station, Ber�hampur and Jute Research Station, Kendrapara from the State government. During 1960s the University research was mainly confined to agriculture and a very few research projects were in operation in the College of Veterinary Science and Animal Husbandry. With the launching of Orissa Agriculture Develop�ment Project (OADP) in 1978 with the World Bank assistance, four Regional Research Stations were established at Bhubanes�war, Chiplima, Keonjhar and Semiliguda representing the four physiographic regions of the state such as Coastal Plain, Central Table Land, North Central Plateau and Western Ghat High land zones, respectively.

With the implementation of National Agriculture Re�search Projects (NARP) in two phases during the period 1983-1995, the State was divided into ten Agroclimatic Zones and four additional zonal Research Stations and four zonal Substations were established.

Thus the research network is functioning in the University across the length and breadth of the state covering all the 10 agro-climatic zones. Research programmes are executed on different aspects of agriculture and its allied sectors through these research centres.

ARIS
The University is credited to be first educational institute in Orissa to develop campus wide Local Area Network with the FO cabling to all the Colleges at Bhubaneswar in 1996. The work was done under Agricultural Research Information System (ARIS) project funded by ICAR. Under the project the University has provided Internet facility to its staff and students through VSAT connected to NICNET. The ARIS project also imparts computer training to its staff from time to time. ARIS also has taken responsibility to develop the Website for University. From Year 2002, the University has migrated to STPI from NIC for improved Internet Connectivity with a bandwidth of 256 Kbps. Subsequently it was increased to 512 Kbps. From 2007 Internet Connectivity was available with a bandwidth of 2 Mbps.

Coordination Committee
The research coordination committee was formulated for strengthening the linkage of OUAT with the ICAR, Govt.of India and other Institutions located in and around Bhubaneswar and Cuttack to explore the possibility of optimal utility of the resources available with them through regular meetings and discussions. Such inter-institutional collaboration will increase the research capabilities and output particularly under resource constraints, experienced by the scientists in respective fields.

Educational Streams
Aiming to provide quality education in agricultural science and technology, the university offers B Sc/M Sc (Agricultural), B Sc (Forestry), B VSc & AH MV Science, B Tech, M Tech B Sc (Home Science), B F Science, M F Science, +2 Science, B Sc (Pass & Hons), M.C.A., M Sc (Microbiology), M Sc (Bioinformatics) and Ph D in some branches. The selection procedure is purely on merit basis.

The University has the duty of generating and refining technologies for farmers and developing technology transfer models for use of the departments connected with developmental activities for the benefit of the farming community of the state. In addition, Distance Education Program provides agricultural education to the literate farmers, farm women, school dropouts and unemployed youth for empowering them so as to go for self-employment. Research Centres of the University are located at several places in Orissa.

Facilities
The university offers hostel accommodation as per the availability of seats. There is an excellent central library, well stocked with texts and reference books along with the magazines and journals of National and International repute. An e-library has also been developed. State-of-the-art Computing facilities are available in the Computer labs. An active placement cell helps in campus/off campus recruitments for its students.

Forestry students call off stir

BHUBANESWAR: The students of College of Forestry of Odisha University of Agriculture and Technology (OUAT) on Wednesday called off their 80-day strike.

The decision came after Environment and Forest Minister Debi Prasad Mishra sought three months time for a fresh notification on reservation of 50 per cent range officer posts for forestry graduates. Reservation in the posts of range officers in the Forest department for B.Sc. Forestry degree holders was earlier approved by Chief Minister Naveen Patnaik. Following frequent agitations over the demand by the students of College of Forestry of OUAT, a committee was formed by the Forest department. The committee had earlier submitted the proposal for reservation to� the Chief Minister and the same was approved recently.

The approval notwithstanding, students were continuing their strike in front of the Assembly in the absence of a notification.

As the gazette notification of the service rules is a lengthy process, a minimum of three months would be required, the Minister said at a Press conference. On the other hand, OUAT Vice-Chancellor D P Ray said that admission of new batches of B.Sc. Forestry and recruitment of teaching staff to the forestry college will be put on hold till the gazette notification of the government order is out.

Forestry graduates threaten mass self-immolation

BHUBANESWAR: Students of the College of Forestry under the Orissa University of Agriculture and Technology (OUAT), who are on a dharna in the state capital since February 27, have threatened mass self-immolation on Tuesday.

Student union general secretary Pramit Pritam Jena said despite over two months of non-violent agitation, the state government has not shown any inclination to solve their demands.

We are forced to take the extreme step, Jena added. Earlier, the students had undertaken a mock funeral on May 12 pressing for their demands.

The students demands include making BSc forestry degree the minimum qualification for direct recruitment of range officers in the state forest department.

Around a month after the students began agitation, the university declared the college closed sine die on April 22.
