About University
The Nagpur University was established on 4th August, 1923 with six affiliated colleges and 927 students. During 1947, the number of students increased to about 9000 accompanied by the improvement and diversification of curricula and expansion in the range of subjects. The expansion of library and sports facilities occurred during these years for the intellectual and physical well being of the students. It was in 1958 that some new Departments in Arts and Social Science faculties were opened; the major expansion, however, came in 1963 when several science and other teaching Departments were started. The Departments were shifted to spacious buildings in the main campus in 1972-73. In later years, several career oriented courses have been started viz., Business Management, Fine Arts, Mass Communication, Library Science, Physical Education, etc.

During seventy-eight years of its existence, the University has progressed satisfactorily and doing well in the midst of constraints of different sorts. This has been possible because of futuristic vision about higher education of the personalities who adored the chair of Vice-Chancellor of this University. Their determination and dedication helped a lot in progress of this University.

Presently University comprises of thirty-six Postgraduate Teaching Departments (PGTD), three Constituent Colleges/Institutions (Law college, Laxminarayan Institute of Technology, and College of Education). Over three hundred and fifty colleges are affiliated out of which one hundred and sixty, and one hundred and forty three are Government funded and self-financing, respectively. The Department and conducted college/Institution buildings are spread over in 7 campuses with an overall area of 327 acres. Following programs under various faculties are run through the above-mentioned PGTD, Conducted College and Affiliated Colleges.

In addition to these, the research programs in almost all thirty-six Departments and three conducted Colleges are propelled through M. Phil., Ph. D. and Post-Doc. University Hobby Workshop conducts regular training programs in the areas of Photography, Painting, Clay modeling, Carpentry, Electronics, etc.

The above-cited formal programs are supplemented with following non-formal mode of education to cover local need based education.

(i) Training programs in maintenance and isolation of biopesticidal/ biofertilisers culture, effective use of micro-bio technology in aqua-culture farming, through Rajiv Gandhi Vikas Biotechnology Centre, Nagpur University, Nagpur.

(ii) Extension activities through Adult and Continuing Education Programs.

In the context of Globalization meager quantitative expansion of avenues of higher education will not suffice to cater to the cause of legitimate expectation of the population. It is qualitative growth along with in-built quality assurance mechanism, which is taken into consideration while preparing this proposal. (i) The concept of e-learning and interconnectivity is initialized to keep pace with the fast development. (ii) Interdisciplinary courses, (iii) rural/backward development programme (at Gadchiroli sub-centre) (iv) Strengthening of library (v) non-teaching training programme (vi) strengthening of all departmental laboratories and infrastructure for improvement in teaching and research.

Introduction
Rashtrasant Tukadoji Maharaj Nagpur University is an important university in the state of Maharashtra. It was established as Nagpur University in 1923. One of the oldest universities in India, it is a member of the Association of Indian Universities (AIU). Recognized by University Grants Commission, it has been accredited with B Grade by the National Assessment and Accreditation Council, NAAC. It is a state university governed by Maharashtra Universities Act, 1994.

The Nagpur University also known as Rashtrasant Tukadoji Maharaj Nagpur University was established on August 4, 1923 in the city of Nagpur in the Maharashtra state of central India. Named after Tukdoji Maharaj its focus was in teaching languages of India, including such Sanskrit, Marathi, Hindi and Urdu. The institution has offered a medical degree since 1947. The university was divided on May 1, 1983, when some of its facilities were rededicated to the creation of the new Amravati University.

The University currently comprises of 37 postgraduate teaching departments, three constituent colleges or institutions i.e. Law College, Laxminarayan Institute of Technology, and College of Education. A total of 439 colleges are affiliated with the University and institution buildings are extended over to 7 campuses with a total area of 327 acres land. Rashtrasant Tukadoji Maharaj Nagpur University or RTMN University was founded as Nagpur University in 1923. The University was later rechristened after Rashtrasant Tukdoji Maharaj. In 1958, some new departments in Arts and Social Science faculties were opened. The major extension came in 1963 when several science and other teaching departments were started. The departments were shifted to spacious buildings in the main campus in 1972.

Dr.S.N. Pathan has a unique combination of an excellent academic career coupled with outstanding achievements in academic and administration. He started his career as a Lecturer & Head, Department of Botany at Padmashri Vikhe Patil College, Pravaranagar. Later on, he served as Principal in Pune for about five years. He then joined as Principal of esteemed Government Sydenham College of Commerce and Economics, Mumbai with Additional charge as Director, Government Sydenham Institute of Management, Research & Entrepreneurship Education, Mumbai. He was subsequently elevated to the prestigious position of Director of Higher Education, Maharashtra state in 1999 till 13th July 2005.

As Director of Higher education, Maharashtra he Steered Higher Education Policies of State and maintained high academic excellence in the State. He encouraged over 1000 colleges to undergo the process of assessment & accreditation by NAAC, thereby bringing Maharashtra to the top in terms of the number of accredited institution in India. He also held additional charge as Vice-Chancellor (Status) of Deccan college, Pune, Post-graduate and Research Institute, Deemed University for 3 years. His knowledge, understanding, vision and administrative acumen in higher education gave him due recognition when he was appointed as Vice-Chancellor of Rashtrasant Tukadoji Maharaj Nagpur University on 14th July, 2005 by his Excellency the Chancellor & Governor of Maharashtra .

for the first time in the history of Maharashtra, Dr. Pathan has the privilege of being the Vice-Chancellor from Muslim community (minority) in the 84-year old prestigious University located at Nagpur.

Born on 1st May 1948 in a remote village in Ahmednagar District of Maharashtra Dr. Pathan completed his primary and secondary education locally and later went on to do his graduation and post-graduation in Botany at Shivaji University, Kolhapur. through Earn and Learn Scheme. He obtained Ph.D degree in Eco-Physiology in 1983 from Shivaji University, Kolhapur. His Achievements and excellence in the subject paved way to become Chairman of Board of Studies in Botany in University of Pune during 1984-47

He has many achievements both on the academic and administrative fronts. Beginning with undergraduate department in a rural college and later on establishment of Post-graduate & Research Centre in Botany outside University of Pune for the first time is a pinnacle in his academic career.

By virtue of his position as Director, Higher Education of the State he worked as Member of Management Council, Academic Council and Senate of all the Non-agricultural Universities in Maharashtra. He introduced for the first time the centralized B.Ed. Entrance Examination at the State level, which was widely appreciated. Dr. Pathan was Chairman of the Committee for new Solapur University (Maharashtra). In recognition of his long academic and administrative experience, he was appointed on various selection & other committees both within and outside the State. He has worked as Chairman of the Peer Team of NAAC, Bangalore for colleges in West Bengal, UGC nominee on Advisory Committee for Academic Staff College, Jai Narayan Vyas University, Jodhpur and is presently a member of the UGC committee to assess the performance of collages with potential for Excellence, UGC Committee to recommend sanction of plan grants to Universities, UGC Committee to sanction funds for conducting add on courses for colleges in Northern India & on many more U.G.C. Committees.

Another aspect of his academic talent found expression through his writings and publishing several research papers in Eco-Physiology, Bio-diversity and Taxonomy of plants in National and International journals. He has also authored six books in Botany. He has also Written a Book entitled "Quality Improvement Programme in Higher Education though NAAC- A Success story of Maharashtra" to provide guidance and insight to the colleges in the country. This book was appreciated by the Hon'ble Chairman of UGC and was released by the Hon'ble Chief Minister of Maharashtra.

He has presented several research papers in International Conferences held in Germany, Japan, U.S.A. & Nepal. He also delivered key-note address in an International Conference at Jakarta (Indonesia). He has also worked with Prof. Zigler in Technical University Munich (West Germany ) and in Royal Botanical Garden Kew London on Computer Taxonomy. Widely raveled, Dr. Pathan was a member of the delegation of Government of Maharashtra to visit various Universities In U.S.A. located at Chicago, Seattle, Philadelphia and St. Louis.

Dr. S.N.Pathan is the recipient of many awards, notably being Ideal Teacher Award from Zilla Parishad, Ahmednagar and very recently FIE Foundation National Award Presented at Ichalkaranji Which carried a citation & a cash prize of Rs. 50.000/-

Having gone a long way in his life facing obstacles at every stage, Dr. S. N Pathan has got soothing support from his wife, Mrs. Jannat Pathan. They are blessed with two daughters & a son who are in the medical profession and are well placed. Dr. S.N. Pathan always seeks his parents' blessings & draws inspiration to continue his march towards achieving excellence in every walk of life.

Welcome to Nagpur University Library. This Library was started alongwith the establishment of the University in 1923 in order to cater to the academic and research needs of the faculty and students. Since then, the Library has gone from strength to strength to live-up to the expectations of its immediate clientele .

The University started functioning in 1923.The library of this university which was also established in 1923. The University main library is on North Ambazari Road, Nagpur-10. There is a Campus Library at the New Campus on Amravati Road. In addition several university departments, Laxminarayan Institute of Technology, Law College of Education have their own libraries.

The University Library did not have its own building until 1957 and was housed in most inadequate premises. It was in 1953, as a special feature of the first Five Year Plan, that the University authorities put up a scheme to the University Grant Commission for the development of the Rashtrasant Tukadoji Maharaj Nagpur University, Dr V B alias Bhausaheb Kolte Library, including the construction of new building estimated to cost Rs. 12,50,000/-. The foundation stone of the building was laid on the 29th March 1954. The building was designed to have two floors with a total floor area of 57,480 sq. ft. and to provide a stacking capacity in 4 tiers to hold 3,50,000 volumes approximately, and accommodate 250 readers in the general. The work commenced and it took almost three years to complete the construction of the building and the University Library shifted to its new premises in July 1957.

Campus Library
The Campus Library, a branch of the University Library. The building was constructed from U.G.C. fund and inaugurated on 5th December 1978.Prior to this there was a reading room with a sizeable collection attached to the post-graduate teaching departments known as PGTD. On its establishment,the collection of the PGTD has been transferred to the Campus Library. Books for the Campus Library are procured through University Main Library. The Campus Library is building up its collection in tune with the requirements of Post-graduate students, the researchers and the faculty members.

In 1978, the Campus Library, one of the branch Library of Dr V B alias Bhausaheb Kolte Library was opened at Campus area on Amravati Road. A large number of volumes and the Manuscript section of University Library was transferred to this Campus Library. Besides this there are various Departmental libraries and the University Main Library acquires books for both the Campus and Departmental Libraries.

Educational Streams
Rashtrasant Tukadoji Maharaj Nagpur University offers multi-level courses of diverse structure in a wide spectrum of domains. Research programs on several areas can be pursued by able candidates. International students can also get admission here on account of eligibility.

In recent years, several career oriented courses like Business Management, Library Science and Mass Communication have been added to curriculum. Traditional courses like Arts, Social Science, Education and Law are of course the part of curriculum.

Faculty of Home Sciences offer high-in-demand courses like Interior Design, Cosmetic Technology, Hotel Management and Catering Technology, Printing Design, Fashion Design, and Textile Design.

Facilities
Nagpur university provides separate hostels for boys and girl students. The central library of the university has a large number of journals and books on wide range of subjects. Apart from the central library, there are departmental libraries as well. Along with health center, and sports facilities, the university has set up organizations like University Employment and Guidance Bureau, International Students Service Center, Pre IAS Examination Coaching Center for Minority Communities and Backward Classes. E-Suvidha is also one of the useful facilities provided in the university. Facility of Placement Assistance and Career Counseling is also given by the university.

At last, Nagpur University implements credit system in PG courses

NAGPUR: After a long wait, Nagpur University has finally implemented the much-awaited Choice-based Credit System (CBCS) from the forthcoming academic session in postgraduate (PG) courses. It was on February 22 reported about NUs move to go with CBCS as per UGC guidelines.

NU is the only university in Maharashtra without the CBCS in postgraduate courses, after neighbouring Amravati University implemented it last year.

A notification was recently issued by registrar Mahesh Yenkie after Academic Council cleared the proposal on February 23 and Management Council gave its nod on May 11. After this, vice chancellor Vilas Sapkal put a final stamp of approval.

The CBCS would also be implemented in LLB five-year and three-year courses, MA, MCom, MSc, MLib, MPharm, MBA, MCM and post graduate diploma in computer applications (PGDCA). However, currently, only credit-based system will be implemented while choice-based would be taken up later.

The CBCS will be implemented across all PG courses and colleges have to follow all rules and regulations, Yenkie told. He said there will be semester pattern in all PG courses and exams would be conducted twice in an academic year.

Additionally, colleges will get 90 days to complete the syllabus of each semester. The workload of colleges will definitely increase. Accordingly, their expenses will also grow, as they have to offer better infrastructure and facilities, he said, adding that even NUs workload will increase as they will have to conduct exams twice a year, including setting and moderating question papers.

Agreeing with him, principal of Central India College of Law SM Rajan said they will face some problems in first year but will adapt to it gradually. In this credit-based system, we have to keep all records of students and therefore paperwork will increase. Even evaluation pattern has been changed and now 20 mark sessional has been reintroduced in law faculty, he said.

The CBCS is followed globally, and many top-ranked institutions admit students on the basis of these grades. Even apex bodies like UGC, Union HRD ministry and National Knowledge Commission (NKC) have recommended the system for enhancing quality of higher education.

Dead professors on university website

Nagpur: In an embarrassment to students and the varsity itself, the RST Nagpur University has retained names of some dead academicians in its guides and website as doctoral research faculty.

Eminent litterateur Manik Ghodgate, popularly known as Poet Grace, passed away recently but his name is still listed for PhD aspirants in guide of the arts faculty, as per the varsitys website.

Similarly, former pro-vice chancellor Madhukar Rode died in a freak mishap on November 12, 2010, but is also on the list of PhD supervisors for commerce faculty.

Controller of Examinations (CoE) Siddharth Kane admitted that the names of many dead persons were in the list.

The matter came up for discussion many times but somehow couldnt progress beyond that. It is the responsibility of respective research recognition committees (RRCs) to point it out to the concerned authorities who will then take up the matter in Academic Council, he said.

Senior senate member Anil Dhage, who is also secretary of Nagpur University Teachers Association (NUTA), said this was pure lethargy.

We have raised the issue many times with higher ups but their response was poor. It is high time that they took such issues seriously as their reputation is at stake, he said.

Dhage said renowned astrologer and international English scholar P S Shastri had left the city about two decades ago and expired some years back, but his name was still there in the varsity faculty list.

Many times students called on such persons home and are left embarrassed when told that the person was no more, he said.

Its just apathy that such a big institution cant update its website. In fact, its the responsibility of respective HoDs have all such names removed from the list, he said.

Nagpur Universitys loss is Gondwana varsity gain

NAGPUR: Nagpur Universitys biggest loss is set to be a gain for students of Gadchiroli. The Government College of Engineering (GCoE) in Chandrapur, hitherto affiliated to NU but being transferred to GU, will have 70% seats reserved for students from Chandrapur and Gadchiroli. The remaining 30% seats would be filled up through rest of Maharashtra quota where NU candidates can also take admission, joint director for technical education Gulab Thakre said.

The NU officials were so far ruing the loss of GCoE having 340 seats to GU as it doesnt have another government engineering college in its jurisdiction. This loss is more severe considering the fact that earlier the 70% quota was spread over candidates from six districts under NU while now it will be limited for students from just two districts.

Poet Grace continues to guide PhD aspirants at Nagpur University

NAGPUR: If you are a doctor of philosophy (PhD) aspirant and decide to call a person from Nagpur Universitys list of supervisors (guides), dont be surprised if you are told the person had long left for his heavenly abode. For NU, persons who are long dead continue to remain PhD guides.

Eminent litterateurs like Manik Godghate popularly known as Poet Grace, who passed away recently, are still available for the PhD aspirants as a guide in the arts faculty as per NUs website. It says Grace is still working with Dr Vasantrao Naik Institute of Arts and Social Sciences. Similarly, former pro-vice chancellor Madhukar Rode who died following injuries in a freak mishap on November 12, 2010, is also on the list of PhD supervisors for commerce faculty. There are many more. Renowned astrologer and international English scholar PS Shastri, former Board of Studies (BoS) of English chairman RN Roy and former head of NUs English department VR Kanadey, all of them dead, are still listed as guides in English faculty. Even late BS Paranjapes name has not been deleted.

It is not just the dead, even those who are no longer available for other reasons are also on the list. Former principal of Sardar Patel College in Chandrapur Vijay Ainchwar who is now Gondwana University vice chancellor is listed as commerce faculty guide.

Nagpur Universitys updated engg syllabus soon

NAGPUR: The Nagpur University would be releasing its much-awaited syllabus and scheme of examinations for the first year engineering courses next week. The move came after college managements complained to vice-chancellor Vilas Sapkal of inordinate delay on the part of engineering Board of Studies (BoS) to release the syllabus even as academic year is commencing from July 1.

We will release it next week, engineering dean Ravindra Kshirsagar told. He added that the engineering faculty was undergoing a major change from this year with introduction of semester pattern. NU was the only university in the state not to implement this pattern. In fact, its syllabus was not upgraded for over a decade leading to a lot of problems for the students. NU will also introduce credit system.

The dean admitted that preparation of new syllabus took time as a lot of changes were done and care had to be taken to prevent legal challenges in future. We wanted to give a fool-proof syllabus. Moreover, credit system is a bit complicated, Kshirsagar said. He acknowledged he had read about syllabus not being upgraded for a decade and started acting on it since then.

NU is having 58 engineering colleges under its jurisdiction and many of them had approached expressing apprehension over delay in releasing syllabus and scheme of exams. They stated that due to semester pattern, exams would now be conducted in November-December and they might not be able to complete the syllabus by then.

Their problems were highlighted on May 12 after which the NU administration swung into action. Even Vidarbha Economic Development council (VED) had expressed concern over the degrading standards of education, especially in engineering faculty. The college managements earlier claimed that engineering BoS had diluted the syllabus by not granting enough weightage to subjects like mathematics, English, basic sciences and humanities. They stated that draft syllabus prepared by then engineering dean Dinesh Agrawal was a better one. According to them, removing humanities would have an adverse impact on the employability of staff members. They also objected to the admission criterion that was reduced to 45% stating that it will result in a decline in students quality.

Kshirsagar categorically denied such claims, questioning the managements about their source of their information when NU was yet to issue new syllabus.

Mumbai University paper leak case cracked, no headway in Nagpur University case

NAGPUR: Even as Mumbai Universitys paper leak case was cracked with the arrest of eight persons including MU officials, there are no such signs in Nagpur Universitys BCCA paper leak case, which was on much bigger scale. The lethargic administration led by vice-chancellor Vilas Sapkal was bent on pushing the sensational issue under carpet, members of NUs statutory bodies alleged.

Even dirty politics prevailing in NU was making matters worst as political groups were trying their best to save the culprits who may have been involved in the leak first exposed on April 22. In fact, the new panel to probe the leak formed under former NUTA secretary Eknath Kathale was dominated by the members belonging to Dhanwate National College (DNC) principal Baban Taywades group that was forcing the administration to close the leak case, apparently under fear that the paper may have been leaked from the colleges belonging to persons of their group, the members claimed.

According to officials from NUs PhD section, the aspirants had to apply online and then submit a printout to the Application Receipt Centre (ARC) at NU library at the Campus on Amravati Road. They also have to submit a demand draft of Rs 800 (Rs 600 for reserved category candidates) along with a passport size photograph. The exam would be conducted online at various centres with the help of Maharashtra Knowledge Corporation Ltd (MKCL). The 100 marks exam would be conducted in both English and Marathi. The questions would be objective type and duration will be 90 minutes.

The PET would be largely based on aptitude, general knowledge and logical reasoning. The list of successful candidates would be uploaded on the NU website on July 2. The successful candidates then have to complete registration formalities at their department of liking and submit the synopsis that would be placed before Research Recognition Committee (RRC).

Officials informed that PET only tested the aptitude of the candidates for research while their knowledge of respective field would be tested in the interview. NU has so far conducted two PETs in July and December last year. Success percentage at 66% in second exam was more than double of 32% in first one, primarily due to introduction of Marathi medium.

Mandlekar wants controller of examinations to stay out of Nagpur University probe panel

NAGPUR: Taking a serious note of Nagpur Universitys flip-flop on BCCA paper leak, former Senate member Dhananjay Mandlekar had on Monday written a letter to controller of examinations (CoE) Siddharth Kane, asking him to stay out of second panel constituted to probe the leak.

He had earlier written a letter to vice-chancellor Vilas Sapkal criticizing him for messing up the issue and thus bringing disgrace to the institution. The paper leak, first exposed on April 22, has rocked the institution and NUs flip-flop in mishandling the issue is adding to further controversies.

Despite being a custodian of NUs exam section and its records, Kane was himself part of the panel led by chancellors nominee Sanjay Khadakkar. Then he was also on the new panel led by Eknath Kathale. Being a statutory officer, he was not supposed to be part of any of these panels, Mandlekar told over phone.

Mandlekar said that Khadakkar panel had earlier confirmed the leak and also acknowledged that the copies of leaked paper were with the mediapersons, a day before actual exams. It was only on this basis that NU decided to lodge a police complaint. But suddenly, they decided to withdraw it and Kane was party to that illegal decision as well. As a university official, the CoE shouldnt be part of any panel as it may vitiate the findings, he said.

Kane surprisingly feigned ignorance on getting any such letter, despite the fact that it was delivered on Monday. I havent received any letter, but probability is that it may have been received by my office. I will check it before commenting, he said.

A copy of Mandlekars letter mentioned that since Kane was member of Khadakkar panel, he had signed on the report confirming the leak. As CoE you are the custodian of the exam records and therefore the moderation of the leaked question paper must have been done under your supervision and so also its disbursement for the purposes of conduct of examination. It is on the strength of verification of documents under your custody and on your participation that Khadakkar committee must have come to conclusions to which you have concurred in totality, the letter mentioned.

Mandlekar termed Kanes remarks denying paper leak as strange considering the fact that an FIR was lodged on the basis of Khadakkar report which was signed by him.

Is Nagpur University saving someone in paper leak?

NAGPUR: A day after Nagpur Universitys Board of Examinations (BoE) revoked its decision to withdraw FIR regarding BCCA (Business Law final year) paper leak, questions are being raised in the academic circles whether NU officials are protecting someone in the case.

These academicians and some management council members also raised strong objection to the newly constituted panel under Eknath Kathale that will study the last two years results with the current one and submit its report whether there was any major difference. It was only on this basis that NU will decide whether the leak took place or not.

177 colleges forced to pay double affiliation fee

CHANDRAPUR: 177 colleges in Chandrapur and Gadchiroli districts are in fix over depositing double affiliation fees to two separate universities. Even as all the colleges were brought under Gondwana University last year through a gazette notification, RTM Nagpur University has not withdrawn its claim over affiliation fees. This has forced 177 colleges to deposit double affiliation fees.

The state government had bifurcated the RTM Nagpur University to form Gondwana University for Chandrapur and Gadchiroli districts. The new university having 177 colleges would start its academic functioning from the current educational session. However, Gondwana University is going to admit students for only first year. Students in the second year and above would remain attached with the Nagpur University which will continue to hold exams for these old students in Gondwana university progressively till their course ends and provide degree of its own.

The dispute between the two universities has arisen over this issue. While Gondwana University holds that as 177 colleges in the two districts are under its jurisdiction, it has all the right to collect affiliation fees. However, RTM Nagpur University too made its claim on the affiliation fees from the same colleges, claiming it cannot hold the exams for students of these colleges unless without affiliation. Caught in a quandary, helpless colleges have started depositing affiliation fees with both the university.

Yes, we have asked for the affiliation fees and 130 colleges have already deposited their fees with us. However, if the matter with RTM Nagpur University is resolved and it transfers the affiliation fees of these colleges to us, we will not collect affiliation fees from them for next year, said Vijay Ainchwar, vice-chancellor of Gondwana University. He agreed that colleges are unnecessary suffering due to the clash between two universities and demanded Nagpur University to give in.

Extraordinary gazette notification issued by the state government in December 2011 authorizes us to collect affiliation fees from the colleges under our university. We cannot go against government orders. However, we have asked the government to resolve the issue, he said. Ainchwar claimed that he had suggested collection of nominal affiliation fees progressively decreasing every year to the Nagpur University. However, it is up to the management council of Nagpur University to decide, he said.

Principal of RCERT Kirtiwardhan Dixit, who is also member of management council of RTM Nagpur University, said; It is difficult for many college to deposit double the affiliation fees. Colleges are unnecessary hassled when the issue can be resolved through talks. I will take up the matter with the management council of Nagpur University.

A month after leak, Nagpur University still undecided on re-exam

NAGPUR: Nearly 3,000 students of Bachelor of Commerce (BCom) Computer Application (New Course) the paper that was leaked are in a quandary. Nagpur Universitys inaction even a month after the leak was exposed by TOI on April 22 has left them bewildered. Sources said, NU officials were just sitting idle after lodging an FIR with Sitabuldi Police Station a day after TOI expose. They did not even bother to make changes in the existing examination system which was full of loopholes as pointed out by this newspaper in a series of subsequent reports.

NU PRO Prashant Mohite could not be contacted for comments as he was busy with the Management Council meeting. However, many students said they would want university to be a little more decisive. Since it was their final year, their subsequent decisions are based on result of this exam and delay in announcing results could severely affect their prospects including getting placement through campus interviews.

Students were wondering why NU was not taking any decision and depending solely on police investigations. They also stated that NU should have constituted its own enquiry panel to confirm paper leak and unearth its modus operandi rather than depend on the cops. They added that NU should admit the leak took place and cancel the paper or deny it and declare the date of results.

Insiders claimed that NU administration led by vice-chancellor Vilas Sapkal was bent on brushing the matter it under the carpet as with other contentious matters. During recent meeting of Board of Examinations (BoE), the administration told the members they should declare the results of the leaked paper to end the controversy but members opposed it stating that if police probe confirmed the leak, NU would be embarrassed and forced to conduct re-examination. We had told them to announce re-exam after deans committee and also chancellors nominee on Management Council Sanjay Khadakkars panel confirmed the leak. Later, the police also confirmed it to the media after initial investigations. NU officials were still adamant and the meeting was adjourned till May 30, a BoE member told.

The BCCA (Business Law) paper that was conducted on April 21 at 9.30am was leaked a day before and TOI had received the question paper on e-mail. The leaked paper tallied with the actual ones almost totally with just a few words changed. Sources told that this might be the biggest scam after Kohchade matter to rock the NU as an unknown number of students might have received the leaked paper on their mobile.

Nagpur University panel for roll back of fee hike from winter exams

NAGPUR: In some good news for Nagpur University students, a three-member panel has recommended cancellation of fee hike notification issued by NU authorities on May 12 from the forthcoming winter examinations. The Management Council (MC) committee led by chairman Abhijit Wanjari will submit the report to vice chancellor Vilas Sapkal on Thursday at 11am.

Only the VC has the powers to cancel the notification and now its up to him, Wanjari told after a meeting stretching over three hours. NAGPUR: In some good news for Nagpur University students, a three-member panel has recommended cancellation of fee hike notification issued by NU authorities on May 12 from the forthcoming winter examinations. The Management Council (MC) committee led by chairman Abhijit Wanjari will submit the report to vice chancellor Vilas Sapkal on Thursday at 11am.

Only the VC has the powers to cancel the notification and now its up to him, Wanjari told after a meeting stretching over three hours. Nagpur University releases timetable of new academic session

NAGPUR: Nagpur University has released the timetable for the new academic session as well as for the summer and winter exams.

According to the notification, all colleges affiliated to the varsity will reopen on June 11 until the session ends in April next year. The admission process will start in the first week of June and end on August 6. The last day for admission with prior permission of the vice-chancellor will be September 5.

Another goof-up leaves Nagpur University students baffled

NAGPUR: In yet another goof-up, Nagpur University hit a new low by printing the wrong subject line in the first year paper of MA (economics) on Saturday.

Students were left confused for about 20 minutes before examiners informed them about the error which was first detected at the Annasaheb Gundewar College where about 250 students appeared for the exam.

TOI expose dominate Nagpur University Council meet

NAGPUR: The much-awaited meeting of Nagpur University Management Council on Friday was rocked by a slew of issues exposed, sources disclosed. The marathon meeting that started about 12 noon and went on till late evening saw members cornering vice-chancellor Vilas Sapkal on issues like paper leak, Justice CL Pangarkar report on NU poll irregularities, and VC purchase a Rs 16 lakh car for himself using special powers.

The meeting would continue on Thursday to discuss remaining topics, including Justice GG Loney report on roster scam and Justice Pangarkar report. PRO Prashant Mohite, who was present in the meeting, refused to comment. Most members too switched off their mobiles to avoid media calls.

Sources said that at the start, members flayed NU administration for its failure to stop leak of confidential reports in media. The members belonging to Secular Panel led by Dinesh Agrawal came down heavily on the administration as the confidential report of Justice Pangarkar panel was revealed on May 8. The report indicted pro-chancellor of Datta Meghe Institute of Medical Sciences (DMIMS) Dr Ved Prakash Mishra for allegedly trying to interfere, pressure and influenced the administration along with VC during elections.

Earlier, on Friday, Agrawal had written to VC demanding a calling attention motion on publishing of report in news paper. The clippings were also presented. Sapkal then constituted a probe panel under chancellors nominee Sanjay Khadakkar and Abhijit Wanjari to investigate the leak.

Later, the BCCA paper leak episode, witnessed heated exchanges between angry members and administration as former demanded immediate rescheduling of exam. The members in a voice vote expressed concern over NU stand of not cancelling the leaked paper and depending on police probe, thereby harassing the students. They asked whether NU would hold re-exam after a year if police confirmed the leak after that much time? However, Sapkal refused to take any decision in this regard while passing the buck on Board of Examinations (BoE). He told them that only BoE could take such a decision.

Sapkals decision to purchase cars worth Rs 50 lakh for himself, BCUD director Arvind Chaudhary and for GAD section also came in for criticism. The members demanded cancellation of purchase as NU was experiencing financial crunch and had no funds for repair and renovation of hostels or for purchasing generators. Sapkal justified the decision by citing examples of other VCs and also collectors using the same vehicle. He told them he personally didnt want the vehicle but allocation was made in last years budget. Stung by the criticism, BCUD director declared he didnt need new vehicle and Sapkal followed it. Strangely, this saw members getting emotional and clearing the proposal, sources said.

HC vacates stay on recruitment of NU teachers

NAGPUR: In a respite to Nagpur University, the Nagpur bench of Bombay high court on Thursday vacated the stay on recruitment advertisements for lecturers. A division bench comprising justices Bhushan Dharmadhikari and Ashok Bhangale vacated the ad-interim stay after NU counsel Bhanudas Kulkarni informed them that they will be deleting the specific clause in the advertisement related to appointment of persons with disability and will soon publish a corrigendum in this regard in the media.

The bench then admitted the plea by blind lecturer Rajesh Asudani (35), who claimed that NU has violated Persons with Disabilities (Equal opportunities, protection of rights and full participation) act, 1995, in its advertisements for recruitment of professors, associate and assistant professors.

The petitioner contended that these advertisements for filing posts in teaching departments and conducted colleges provided reservation for disabled but subject to availability, and preference will be given to physically handicapped. He added that the advertisements failed to specify exact nature of disability and are against various circulars issued by UGC, Government of Maharashtra, Ministry of Social Justice and Empowerment, and are also against the settled laws established by judgments of Supreme Court and various high courts.

Asudani, working with RBI as class-I officer, pointed out that NU had issued advertisements for recruitment of lecturers three times in five years but failed to move beyond that till date.

Will NU finally move cops in roster scam?

NAGPUR: As Nagpur Universitys Management Council meets on Friday after a long gap to discuss a host of issues, the topic that could witness heated exchanges between administration and members will be roster scam.

The scam, exposed by TOI on March 19, 2009, and that has blocked all appointments in the university, has been kept under the wraps by NU administration as over 500 appointments could get cancelled if roster is properly implemented. Management Council members told they would grill the administration over delay in tabling of probe panel report and action taken on it.

Justice (retired) GG Loney was appointed by then vice-chancellor SN Pathan to probe the scam after it was raised in Maharashtra assembly. He submitted his report on January 5 last year to present VC Vilas Sapkal. The report was kept under wraps since then for unknown reasons. TOI later revealed that Loneys report had confirmed tampering in the job manuals or roster and termed it a big conspiracy.

Justice Loney recommended immediately lodging of a police complaint, something that VC has chosen not to do. Members stated that at least now, NU should lodge an FIR with police to bring the culprits to book. NU PRO office refused to comment saying that the journalists should provide questions in writing.

Minister of higher and technical education Rajesh Tope asked VC in December last year to initiate action against the accused but VC again did not move. Sources said this clearly indicated that accused were being protected under political pressure. On several queries raised earlier in state legislature over the scam, NU has only maintained that action was under consideration.

Nagpur University refutes Gondwana Universitys charges of non-cooperation

NAGPUR: Stung over serious allegations of non-cooperation made by Gondwana University (GU) officials, Nagpur University switched into damage control mode by issuing a press communique that categorically refuted all the charges. In fact, the communique issued by the PRO department took credit for formation of GU and assured them all cooperation in the future.

Earlier, GU registrar Vinayak Irpate, while taking to the media, said that even though the government had officially directed handover of the land, NU officials were creating hurdles. We have applied for getting 350 acres of land for the new university, he said, adding that NU officials were deliberately delaying the process of handing over files and accounts of 179 colleges that would be transferred to GU. TOI published a report in this regard on May 4.

NU officials, in the press note, said that when Vijay Ainchwar was appointed as vice chancellor of newly-formed GU on October 2 last year, NU was operating without its statutory bodies and that led to some delay in transfer of files. But when they were constituted, the decisions in this regard were expedited.

They added that NU had also transferred its employees and sent other senior officers on deputation to GU for its smooth functioning. They stated that they played a key role in GUs formation and were making preparation in this regard since long and even readied framework before its formation. The NU officials expressed disappointment over GU officials statement of non-cooperation.

The issue of transfer of files and other material to GU would come up for a discussion during Fridays Management Council meet.

But members opposed transfer of NU sub-centres 10 acres land at Gadchiroli to the GU, citing UGC Model Colleges example which will require that much of land for its expansion. On the other hand, GU officials insisted after the governments notification on the land handover, nothing was left in doubt. Even NU employees union had staunchly opposed the move to transfer NU employees to GU and also made many representations to the vice chancellor.

The Maharashtra government had come out with a gazette notification about formation of much-delayed GU on December 1 last year. With this, it became states newest university after Solapur came into existence in 2004. Interestingly, its formation paves way for second bifurcation of NU after Amravati University was carved out of it in 1983.

Paper leak, car issue to rock Nagpur University Management Council meet

NAGPUR: The much-awaited Management Council (MC) meeting of Nagpur University on Friday is all set to be stormy, as members seek to corner the administration on many issues, including the BCCA final year paper leak exposed by TOI.

Other prominent issues that would be discussed include tabling of GG Loney panel report on the roster scam (also exposed by TOI) and the Justice CL Pangarkar report regarding irregularities and blackmailing during NU polls. The Gondwana University is also likely to be discussed, MC members disclosed though NU public relations officer office was not available for comments.

An issue likely to rock the meeting is purchase of new luxury vehicles by vice chancellor Vilas Sapkal and BCUD director Arvind Chaudhari. NU is currently reeling under severe financial crunch, with no money even for purchase of a generator for its administrative block or repair of NU hostels, which are in highly dilapidated condition.

TOI had on April 13 reported how NU was raising exam fee citing financial crunch while it is purchasing luxury vehicle (Skoda Laura) worth Rs 16 lakh for Sapkal when the existing car (Honda City) was in good condition and just five years old. Sources from Skoda showroom on Amravati Road confirmed that NU had placed an order for its Laura model and paid the booking amount. The car is ready for delivery.

MC members have objected to Sapkals decision to clear the purchase of vehicles worth Rs 50 lakh on March 17 by using special powers granted to him under Section 14(7) of Maharashtra Universities Act, 1994. Even the minutes of meeting clearly mention that VC had used his special powers on behalf of the management council as last date of clearing this proposal of Purchase Committee was March 31.

None of the MC members were informed about this decision. They claimed that VCs rank was equivalent to a principal secretary and he was not entitled to purchase a vehicle costing more than Rs 10 lakh.

Other issues like beefing up of security across univesity campuses and action on Ballarpur-based Gurunanak College would also come up for discussion.

Nagpur University: Ad-hoc jobs driving away good teachers

Colleges are hiring contributory lecturers rather than having more teachers on roll, in order to save money in the newly opened engineering, law and MBA colleges of Nagpur University.

Academicians are concerned that many colleges do not have sufficient number of teachers which has resulted in the deteriorating standard of teaching. It has also come to light that colleges hire on ad-hoc basis when an inspection is due.

According to a survey, around 60% of teachers are working as contributory lecturers which results in the institute saving money.

College authorities claim that there are not enough candidates with the right qualifications and qualities.

Academicians also believe that having permanent teachers on roll would prove to be a big gamble and will involve a lot of complicated procedures. The teachers with contacts and who are well connected find it easy to get jobs.

Nagpur Universitys examination section works under huge burden

NAGPUR: The Nagpur Universitys examination section, already facing the heat over a series of paper leaks, is showing signs of crumbling under the huge pressure from mushrooming colleges and staff shortage. A couple of years ago, the department was the pride for the university and had got accolades from all quarters for declaring results in quick time.
A glance at the numbers reveals the pressure they are under. Over 800 colleges having over 4 lakh students and ten faculties come under their purview. 32 new colleges would be added from the new academic year starting in July and it will only add their woes.

No stay on Manapures suspension

The Nagpur bench of Bombay high court has on Monday refused to grant interim stay on the suspension order of Nagpur university BEd college principal Vandana Manapure. Her plea was listed before the division bench comprising justices Bhushan Dharmadhikari and Arun Chaudhari. The court asked NU to start departmental enquiry against her within two weeks.
In her plea, Manapure had contended that despite repeated requests to the deputy director of higher education regarding assessment of salary grants, it had failed to respond. She claimed that the salary assessment was pending prior to her appointment and the NU had wrongly held her guilty. She prayed for a stay on the suspension orders issued by vice chancellor Vilas Sapkal for alleged financial irregularities that led to delay of college lecturers salaries for three months.

85 engineering colleges under HC scanner

Mumbai: Eighty-five engineering colleges under the aegis of Rashtra Sant Tukdoji Maharaj Nagpur University will come under the scanner of the Bombay high court for allegedly committing irregularities by not following the Maharashtra University Act.The Supreme Court on Monday asked the Nagpur bench of Bombay high court to hear and decide on a petition filed by college professor, Sunil Mishra, alleging that the university permitted 85 colleges to allow their students to appear for exams despite them not having completed 180 days of studies as the colleges themselves were not granted permission to start before the prescribed time limit under the Maharashtra University Act.

A division bench of justices RV Raveendran and AK Patnaik asked the court to decide the issue expeditiously and also revoked the Rs 10,000 imposed on Mishra, a faculty of the Central India Institute of Mass Communication, by the high court in November 2010.

Mishras counsels -- Prashant Bhushan, Sumeet Sharma and Bhanoo Sood -- argued that as per section 82(1) of Maharashtra University Act, the management must seek permission from the government to open new colleges before last day of October of the preceding year. The government has to grant permission before July 15 of the year in which new college is proposed to be started. Permission received after July 15 shall be given effect by the university only in the subsequent academic year. The act further makes it mandatory for students to study for 180 days before appearing for examinations.In the year 2006-07 and 2007-08, government granted permission to 40 and 45 engineering colleges respectively, after July 15. Initially the students were not permitted to appear for the examination as they had not completed 180 days. However, a resolution was passed by the board of examination, Nagpur University, held in March 2007, permitting the students to appear.

Alleging that this was violation of rules, Mishra made a representation to the vice chancellor of the Nagpur University, who rejected his representation. After that Mishra had approached the high court.

Yashwant Manohar to contest from Nagpur

The ensuing Nagpur Lok Sabha elections may turn out to be interesting with well-known intellectual Yashwant Manohar plunging in the hustings on the RPI-Bahujan Mahasangh ticket. The RPI (Ambedkar faction) leader Balasaheb Ambedkar, who was in Nagpur for a party meeting, informed that he would contest from Akola constituency while Manohar, would be the party candidate from Nagpur. Manohar,a noted Marathi poet, was the head of the department of Marathi in Nagpur University and is considered as a leading Ambedkar scholar in the state.

Earlier, the BSP had announced Manikrao Vaidya, the former president of Nagpur (district) BJP, as its candidate from Nagpur. Such formidable candidates from Dalit-RPI parties may play spoilsport for the Congress that had always banked on the Dalit and minority votes. The Nagpur constituency has always had a sizable Dalit vote -- the deciding factor in the elections.

Though the Congress has not announced its candidate so far, the BJP had announced its candidate, Banwarilal Purohit, who rejoined the saffron party during its February national convention held in Nagpur.Purohit, a former Congress minister, left the century-old party on the issue of Ram temple two decades ago. He had contested the Lok Sabha elections as BJP nominee in 1996 and the saffron party tasted victory for the first time in Nagpur where the Rashtriya Swayamsevak Sangh (RSS) is headquartered, by wresting the seat from the Congress. Right from the days of the Jana Sangh and later on Janata Party and then the BJP that came into existence in 1984, the saffron party has not been able to penetrate this Congress bastion.

In the 20 years since its inception, the BJP had fielded its rank and file from Nagpur but it was two-time Congress Lok Sabha member Purohit, who won the seat, for the BJP, after he switched loyalties. During the period, it was primarily the RPI that was instrumental for his victory. The then RPI (Khobragade faction) nominee, Umakant Ramteke got over 1.10
lakh votes and that changed the electoral game in the constituency.

The political observers feel that division of Dalit votes through RPI and BSP may pose a threat for the Congress. Moreover, the factionalism within the Congress would aggravate the situation. Presently, three city party legislators, the Maharashtra ministers, Anees Ahmed, Nitin Raut and the former minister, Satish Chaturvedi, out of its strength of four, are not even on talking terms with the Lok Sabha member and the union minister Vilasrao Muttmewar. Almost all these legislators are openly spitting venom against Muttemwar.

If the party high command fails to keep its home in order, it would be a tough time for Muttemwar, who was primarily instrumental for several development activities in the city and its surroundings, including the ambitious Multi-Modal International Cargo Hub at Nagpur (MIHAN) and the mega Goshikhurd Irrigation project for four districts in Vidarbha.
Purohit, who has started his election campaign, claimed that he would win this time with over margin of one-lakh votes.
