MAFSU was formally declared as a University through a notification issued on 17th November 2000 under the State Act No. 1998 on 3rd December 2000. The university is amongst the pioneer organizations related to Veterinary Research and Extension in Central India. Several Veterinary colleges, a postgraduate Institute, a dairy technology college, and a diploma institute have been brought under MAFSU's affiliation.
Brief Background : Dr. Ninawe, born in 1958, is among the most distinguished scientists, academician and educationists of the country and holds the M.Sc, Ph.D ( Marine Sciences), and M.B.A. degrees. He is a Fellow of the Society of Biosciences and has been awarded ISEP Science Academy Fellowship and Bioved Research Society Fellowship for his rich contribution in the field of Aquatic & Animal Biotechnology and Mariculture & Aquatic Microbiology.
He has served as a scientist in the Department of Biotechnology under the Ministry of Science & Technology for 21 years from 1985 to May 2007 and held various positions beginning with the Senior Scientific Officer to Director and was working as the Adviser before taking over the reigns of MAFSU as the Vice-Chancellor.
While working on all of these positions, being accomplished scientist with Doctorate in Marine Sciences, dealt with programs related to life sciences under the Ministry of Science and Technology, adept at coordinating discussion, identifying research priorities, identifying peer-review experts, project formulation, planning, monitoring and evaluation of activities concerning coastal aquaculture, bio-safety aspects, fisheries policy, marine biodiversity and related regulatory aspects, as well as biotech-based programs on societal development. He has handled various challenges with focus on innovation and utility to develop Aquaculture, Marine and Animal Biotechnology sector to benefit scientists, farmers, practitioners, and industry. He gave emphasis on diversification of aquaculture; higher fish productivity; development of diagnostics and prophylactics; bio-prospecting of novel molecules and useful metabolites. As a focal theme, the sector on Animal and Aquaculture Biotechnology promoted under his coordination with the development of improved varieties, new hybrids, production of sterile fish, transgenesis, development of recombinant vaccines, diagnostics and prophylactics etc. Emphasis on product and process development lead to bioreactor development, novel enzymes, biomaterials, biosensors, water quality monitoring system, eco-friendly aquaculture farming practices etc. with his proactive role.
Work Experience & Specilization
Through specialized visits to countries like Singapore, Thailand, China, Australia and Norway, he studied and started its implementation in India, the scientific developments in aquaculture farming practices, gaining insight into project formulation for support of societal development schemes on income/employment generation, adoption of technological know-how, and program impact thus further refining the existing basket of technology. Dr Ninawe has delivered cultivation technologies useful to inland and coastal regions, farm inputs, product development, and value addition.The technology package developed with novel farm inputs and R&D witnessed the growth of the sector by brining a shrimp culture boom in India. His efforts benefited coastal and fishermen communities through diffusion of technological know how in various employment generation activities like pearl production, seaweed cultivation, integrated aquafarming and value addition and animal breeding and varietal development.
Major programmes on Rural Bioresource Complexes, Model Biovillage establishment and marine genomics projects have been conceptualized and supported with his initiatives. Concepts on Technology Resource Centres and Technology Service Centres were promoted to bring refinements in supporting the basket of technology through active linkages with CAPART, Ministry of Rural Development and other user ministry-departments. Location and resource-specific extension and training activities supported helped the society and victims of natural calamities in adoption of various income generating activities through introduction of self-help-group and cooperative approach.
He has worked as a policy facilitator in promoting research priorities, identification and formulation of projects in various disciplines of life sciences, marine biotechnology, animal sciences and societal development and promotion etc. Dr. Ninawe has been deputed to University of New England, Armidale, New South Wales, Australia for the training on Management of Biotechnology and Agricultural Research in 1995 and has handled various international programs of Joint Collaboration with South Africa, East Europe countries, Germany, Norway and Asian countries among others.
While contributing for the Ministry of Science & Technology, Dr. Ninawe has funded about 250 R&D projects in animal, aquaculture and marine biotechnology sectors. He has actively generated research programs for demonstration, training and pursued extension activities in aquaculture, animal and other income generating activities after making critical review and granted funding and implementing to about 400 projects to various agencies.
Dr. Ninawe is devoting his technical knowledge for the betterment of profession in the capacity of member on the Editorial Board of Journal of Industrial Pollution Control, Indian Journal of Environment & Ecoplanning, Journal Environmental Research, and Asian Journal of Microbiology, Biotechnology & Environmental Sciences. His research aptitude is recognized well by his nomination on the Research Council and Scientific and Technical Committees of CSIR, ICAR, Ministry of Agriculture, Ministry of Environment and Forest, Member of Rural Development, CAPART and MPEDA.
Dr. Ninawe has contributed as the expert External Examiner and as an evaluator of Ph.D. and M.Sc. thesis on aquaculture and marine sciences and is a well-known national and international peer-review expert.
He has contributed more than 100 research and peer review papers to support the developments in the field of animal and fisheries sciences and put emphasis on diversification of non-conventional species in aquaculture, integrated farm waste management, diagnostics and vaccines, therapeutics, transgenic fish production, genetic upgradation, fish spawning agents and bioactive molecules. This has been reflected in national and international journals of repute through his writings. Reports on technology development, commercialization and employment generation have also been published in various journals, magazines, and books. He has written three books for dissemination of knowledge to benefit the aquaculturist, students and scientists. A book on Women Empowerment through Fisheries has been recent achievement. He has also brought out two reports through DBT Publications on 'Aquaculture Development Programme' and Technology packages for dissemination of knowledge to the target community. He has also contributed many chapters in text books for the benefit of the students.
Dr. Ninawe visited Thailand, China, and Singapore to study the latest technological development on semi-intensive shrimp farming as part of the Indian delegation. He participated in a Joint Workshop on Agriculture, Plant Biotechnology and Fisheries and Livestock development in Srilanka and Myanmar. As an expert he participated in a discussion workshop on on genetic characterization of Artemia population at Aristottle University to Thessaloniki, Greece, the program was supported by the European Commission.
Dr. Ninawe has attended several national and international conferences in the capacity of Chairman and participated in the workshop on Fisheries and Marine Biotechnology.
His vision for the development of the Animal Husbandry, Dairy & Fisheries sectors and thereby improving the socio-economic status of the resource-poor farmer of Maharashtra has proved to be a boon for the Maharashtra Animal & Fishery Sciences University, Nagpur.

Vet university VC suspended for corruptionThe Governor K. Sankaranarayanan has suspended Vice-Chancellor of the Maharashtra Animal and Fishery Sciences University (MAFSU), Arun S. Ninawe, who has been accused of corruption irregularities in the process of recruitment. A statement issued by the governors office said that Ninawes suspension will start with immediate effect. The suspended vice chancellor has two more years remaining in office. Commissioner of Animal Husbandry D.S. Zagade will replace Ninawe at the Nagpur-based university, which governs veterinary science-animal husbandry and fisheries bachelor and masters colleges across the state.The suspension is considered a rare case. I dont think any VC has been suspended in the last four decades, said a senior bureaucrat requesting anonymity.The teaching and non-teaching staff of the university complained to the governor against Ninawes corrupt practices and irregularities in recruitment.
Ninawe was alleged to have victimised university officers despite the high courts directives. The report of the inquiry officer and Divisional Commissioner of Nagpur, Anand Limaye, corroborated the charges. Currently, the Anti-Corruption Bureau is also probing the matter.Ninawe worked as senior scientific officer in the Department of Science and Technology, Government of India and as advisor at Department of Biotechnology.
He was appointed MAFSU Vice-Chancellor on May 17, 2007.
Three ex-Vice Chancellors booked in university recruitment scamNagpur: Three former Vice Chancellors were among 50 booked by the Anti-Corruption Bureau (ACB) in connection with recruitment scam in Maharashtra Animal and Fisheries Sciences University (MAFSU) here, police said.
Former VC of MAFSU Arun Ninawe (now suspended), former VC of Karnataka Veternary and Animal Sciences University Suresh Hannappagol and Tamil Nadu Veternary and Animal Sciences varsitys ex-VC Nainar Nalaram and 47 others have been boooked for corruption and alleged irregularities during the jobs drive for teachers and other staff for MAFSU in 2007, Superintendent of Police (ACB) Sandeep Diwan said yesterday.
The accused, also including administrators, have been booked on charges of forgery, corruption and destruction of evidence under IPC and relevant sections of Prevention of Corruption Act.
MAFSU had published advertisements in early 2007 for recruitments to 1,865 posts in various categories in teaching and non-teaching departments. Rampant corruption and irregularities were alleged during the recruitment.
Mafsu ex-VC, 50 others booked in recruitment scamNAGPUR: After two years of investigation into the Mafsu recruitment scam, the anti-corruption bureau has finally registered offences against 50 persons, including the then vice chancellor of Maharashtra Animal and Fishery Sciences University (Mafsu) Dr Arun Ninawe, for illegalities in recruitment and misuse of official position. Of the 50 accused, 18 persons are from Nagpur.
The accused include former registrar RL Dhobale, social welfare officer of Wardha MS Zod and director of Yeshwantrao Chavan Maharashtra Open University (divisional centre) ST Belsare. They have been booked for criminal misconduct under the Prevention of Corruption Act 1988 and other offences under the Indian Penal Code (IPC).
