IntroductionGulbarga University was established in 1980 by an Act of Karnataka State. Its jurisdiction extends to the five districts of Gulbarga, Bidar, Raichur, Bellary and Koppal of Hyderabad Karnataka. Earlier it was a post-graduate centre of Karnatak University, Dharwad since 1970. The main campus is situated on a 860 acres of land, 6 kilo meters east of Gulbarga city. It has 38 post-graduate departments and 4 post-graduate centres located at Krishnadevarayanagar, Bellary, Raichur and Bidar. Another post-graduate centre at Basavakalyan is on the anvil. The University enrols about 3500 students every year for various post-graduate, M.Phil. and Ph.D. programmes in various disciplines. There are about 160 faculty members and about 700 technical and non-technical supporting staff. There are 305 colleges affiliated to this University which enrol graduate/diploma courses in arts, fine arts, music, social sciences, science & technology, commerce, education and law.
Gulbarga University was a post graduation centre of Karnatak University, India. In 1980 The Government of Karnataka enacted a law and gave it the status of university. Its jurisdiction extends to the five districts of Gulbarga District, Bidar District, Raichur District, Bellary District and Koppal District of Hyderabad Karnataka. The main campus is located 10 km away from the Gulburga city centre. The university has more than 37 teaching departments and 4 research centres. The university has a qualified staff of more than 200 members and around 1000 technical and non-technical staff members. The university also has several affiliated colleges.

HistoryAbout Gulbarga University. Gulbarga University was established by an Act of Karnataka State in 1980. Its jurisdiction extends to the five districts of Gulbarga, Bidar, Raichur, Bellary and Koppal of Hyderabad Karnataka. It was a PG centre of Karnataka University at first. The main campus has 860 acres of land. It has 38 post-graduate departments and 4 post-graduate centres located at Krishnadevarayanagar, Bellary, Raichur and Bidar. The University admits about 3500 students every year for various post-graduate, M.Phil. and Ph.D. programmes in various disciplines. There are almost 160 faculty members and about 700 technical and non-technical supporting staff.

Major Educational Courses Offered at Gulbarga University
Some of the major courses offered under various departments and faculties are:

Educational StreamsUniversity of Gulbarga offers PhD, MPhil, Post-graduate, and Undergraduate programmes in various disciplines. The University has established scores of post-graduate departments and centres at Krishnadevarayanagar, Bellary, Raichur and Bidar. Admissions are subject to availability of seats. For securing admission in M.Phil course a student is required to have passed the Master's Degree Examination of Gulbarga University or any other recognised University securing not less than 55% marks in the aggregate. However, for teachers with five years of teaching experience and candidate belong to SC/ST and Category-I the minimum marks required shall be 50% of the aggregate marks at the Master Degree exam. All the admissions are based on merit cum reservation policy.
Gulbarga University offers all the basic facilities to its students that include hostel, health club, placement cell etc. The University has established separate hostels for girls and boys. Activities like NCC and NSS are promoted in the university. There is a SC/ST cell and a placement cell that works towards the benefit of the students. The library established at the University is one of the best in the region itself. The Central Academic Computer Centre aids to the Administrative and departmental needs. Along with providing internet facilities to all, the computer centre also serves as a training centre for the students of Arts and Social Science Departments.
The basic facilities offered by the university include hostel, health club, placement cell etc. There are separate hostels for girls and boys. N.C.C and N.S.S also serves as extracurricular clubs of the university. SC/ST cell and the placement cell work for the upliftment of the students. The library, prasaranga etc are one of the best in the region itself. The sports and games facilities arranged are also of the best quality.

Vice-Chancellor MessagesProf. B.G. Mulimani, Vice Chancellor, Gulbarga University, Gulbarga has his M.Sc. in Nuclear Physics from Karnataka University, Dharwad in 1968, and Ph.D. in Solid State Physics from McGill University, Montreal, Canada in 1976.
He was associated with Karnataka University, Dharwad since 1968 as a member of teaching faculty and also worked as Chairman, Department of Physics, Department of Electronics, Karnataka University, Dharwad and as a member of the Syndicate for two terms (six years), elected from the Academic Council.
Prof. B.G. Mulimani was a Canadian Commonwealth Fellow, McGill University, Montreal, Canada (1972-76), visiting Scientist: McGill University, Montreal Canada (1981-82), senior SERC Research Fellow, University of Warwick, Coventry, England (1989-90), visiting fellow: Abdus Salam International Centre for Theoretical Physics, Trieste, Italy.
Prof. B.G. Mulimani has around 100 quality publications in International Journals of repute. Handled many research projects funded by UGC, DST, CSIR, AICTE etc. He has also served on the various committees at the State and National level.

The Library has made sincere efforts to assure an environment for intellectual inquiry by providing user focused services to obtain and evaluate scholarly information and knowledge available in main formats and strives to create new knowledge to increase understanding and develop wisdom.
To keep pace with time and expectations of users, the library has built a strong State-of-the-Art computer facilities with 140 workstations, Main frame servers and CD NAS Server provide excellent access to CD/DVD Databases, Internet, e-Learning packages, Full Text e-Resources and indigenous databases under network environment.
The Library has been one of the active members of INFLIBNET Center, Ahmedabad (An Inter University Centre, UGC, New Delhi) and contributing the indigenous theses of the university in digital format to Vidyanidhi Project (Funded by Ford Foundation), University of Mysore, Mysore. The university has been provided with ERNET connectivity under UGC INFONET program for accessing about 4,500 e-Journals and databases with 2 mbps leased line connectivity. The library received Dr. Padhya Best University Library Award for 2007 instituted by Indian Library Association, New Delhi.

The University has a Health Centre with two Medical Officers, one Lady Medical Officer, one Nurse, two Technicians, one Pharmacist and other supporting staff. It has facilities of ECG, X-Ray scanners etc. Each student undergoes medical examination every year and is provided medical help as and when necessary. Each staff member is medically examined while joining the duties. Free medical service to the staff and students is provided. In case of serious ailments, the patients are referred to several leading designated hospitals throughout the country and admissible medical charges for advanced treatment and operations are reimbursed by the University. Many people from neighboring villages avail free medical facilities as a part of community service by the University Health Centre. NSS students organize special medical camps on health, AIDS/HIV awareness regularly as part of their community service in collaboration with the Health Centre.
Gulbarga varsity cancels outreach programmesThe Gulbarga University has cancelled its outreach programmes even before their launch. The University was in the dock for entering into an agreement with a private institutions in conducting the outreach programmes.
Former Governor and Rajya Sabha Member M Rama Jois had complained to Governor H R Bhardwaj, alleging financial irregularities in the distance education programme of the university.
In his letter to Bhardwaj, Jois had stated that the university ran the outreach programmes without obtaining approval by the Governor, who is also the Chancellor.
The Governor summoned Vice Chancellor ET Puttaiah, seeking an explanation.
However, the University decided to cancel the outreach programmes even before the vice chancellor met the Governor.
S L Hiremath, registrar of the University, said Bangalore-based company YGen Management Consulting Private Limited, with which it signed the MoU, has been directed to suspend the outreach programmes.
The university had entered in to MoU with the Y Gen and the Mumbai-based company Sritve India Education Foundation as its exclusive co-ordinating partners, which, in turn, would identify the authorised partner institutions across the country to run the management courses of the Gulbarga university.
The University has recognised only 49 of the 70 partnership institutions the YGen had identified to run MBA, Executive MBA, BBA, and PGDBM courses, Hiremath said.
On the violation of rules, Hiremath said: Since there are too many universities offering such courses in and outside the State, the university thought it wise to accord provisional recognition to the potential institutions so that the university can keep them reserved to offer our programmes once our statutes are approved.
The university, however, later claimed ignorance on financial irregularities and blamed the coordinating partners and partnership institutions for the alleged scam.
They have collected the fee, admitted the students, and conducted the classes. In Gulbarga city, under the very nose of the university, the Central Institute of Business Management and Technology, an authorised outreach partnership institution, has admitted 23 students by collecting hefty fee.
Students became aware of dubious ways of conducting the courses, when there was no sign of conducting the examination for the first semester.
The institutions blamed the university for not obtaining approval of the statues by the government.
Hiremath claimed that the university came to know about the financial irregularities of these institutions only after the affected students complained to the varsity.
Sine the permission and recognition was provisional they should not have admitted the students. Moreover, we have not finalised syllabus, did not fix the eligibility criteria, fee structure, etc; so, they cannot admit students Hiremath said.
He regretted the minor lapse of giving provisional recognition without the approval of the statutes and the inconvenience caused to the students.
Varsity gives a go-by to endowment lecturesClose on the heels of the Governor ordering a probe into outreach programmes launched by the Gulbarga University, it has now come to light that the varsity has not organised all scheduled endowment lectures in the past three years.
The university has instituted as many as 13 endowment lectures from different institutions by collecting the prescribed sum. Initially, the fee fixed for an endowment lecture was Rs 50,000. It was later increased to Rs one lakh, and now the fee stands at Rs 1.5 lakh.
The interest earned on the deposits made by the patrons is made use of to meet the expenditure incurred on organising the endowment lectures. While all went well for some years, the varsity has defaulted in conducting the lectures in the past three years.
The university had been able to organise only two endowment lectures each during 2010-11 and 2011-12.
According to B S Policepatil, Director, Prasaranga, in the last two years, the varsity has held Sardar Joga Singh endowment lecture in Bidar and Mahadevappa Rampure endowment lecture at the main campus. He said organising endowement lectures had taken a back seat on account of acute staff shortage, semester examinations and publication of textbooks and journals.
From this year we will make efforts to hold all endowment lectures regularly by persuading some of the reputed colleges to organise them. There is no shortage of funds for the purpose, Policepatil said.
The Prasaranga is responsible for organising endowment lectures every year in consultation with the donors. It also brings out textbooks and two annual journals - Kala ganga and Vijnana Ganga.
When contacted, S L Hiremath, Registrar, said it was the responsibility of the Prasaranga director to organise endowment lectures and the administration was ready to extend all help.
Endowment lectures provide an opportunity to listen to the eminent personalities in different fields and help students enrich their knowledge. The VC is also serious on holding them regularly Hiremath said, adding the Prasaranga will be directed to organise all the lectures regularly from the current year.
The 13 endowment lectures instituted in the varsity are in the names of: Mahadevappa Rampure, Swamy Ramananda Teertha, Padur Ramakrishna Tantri, Chandrashekhar Patil, Hazrath Khaja Bandanawaz, Nizam Charitable Trust, Dr H V Gangamma, State Bank of India, S R Patil, Dr N Rudraiah, Sardar Joga Singh, K G Shah, and Pilloo Homi Irani. The new one instituted from the current year is in the name of Smitha Paricharak of Pune.
