The South Gujarat University, located in the city of Surat, has been renamed and is now called as Veer Narmad South Gujarat University. The renaming of the university occurred during the year 2004. This name is in honour of the famous scholar and poet of Gujarat, Narmad. One of the most respectable and recognized departments in the university (with new building and huge advanced computer lab) is Masters of computer Application - Department. It ranks among top five MCA institutions in Gujarat. Incorporated in 1967, this university offers postgraduate courses in various disciplines. Besides, this university has non-traditional postgraduate departments such as public administration, rural studies, comparative literature and aquatic-biology.

Besides, this university has non-traditional postgraduate departments such as public administration, rural studies, comparative literature and aquatic-biology.
The need of the region comprising South Gujarat to have a separate university was voiced initially by educationists such as Atisukhshankar Trivedi who through public speeches and writings created awareness and gained support for this demand. This was immediately taken up and strongly supported by the Education societies of Surat and Navsari which already supported and managed colleges in various disciplines imparting both Undergraduate and Postgraduate education. Moreover, these were some of the most highly reputed academic centres under both the University of Bombay and the Gujarat University.
The outcome of these moves was that at a meeting of educationsists and eminent citizens organized under the auspices of the Sarvajanik Education Society in Surat on July 31, 1960 a committee of 38 members was appointed to draw up guidelines and principles for the establishment of a separate university for South Gujarat. This document was submitted to the Chief Minister and Education Minister of Gujarat.
When Dr. C. D. Deshmukh, the then chairperson of the University Grants Commission, visited Surat in December 1960, the same document was submitted to him. In February 1961 a submission entitled South Gujarat University : A Tentative Phased Programmed for its Establishement and Development was handed to the Education Minister. Further, at a meeting of this committee held in August 1962 a representational committee was appointed to explain the need, feasibility and urgency of the demand for a separat university for South Gujarat to the Education Minister. This committee popularly came to be known as the Lalbhai Committee after its Chairperson Shri L. R. Desai, Vice-Chancellor of Gujarat University who continued to chair first, the Evaluation Committee of 1964 and later, the Advisory Committee appointed under Veer Narmad South Gujarat University Act, 1965.
The passing of this Act and the Saurashtra University Act was the outcome of these concerted efforts which led the Gujarat government to accept it in principle in 1964 and to set up a ten member study team to go into the question thoroughly from all angles. In addition to the many general recommendations for the efficient and effective organization of courses and administration in the new university [to cover the distrcits of Bharuchm Surat, Dang, valsad (including areas under foregin domini which have or may later join this territory) ] this committee made very far-sighted recommendations for specific courses of study signally suited to the nature and development of the region. Among the course recommended were : Rural Studies, Microbiology, Forestry, Textile & Manmade Fibre Technology and Petrol Technology & Petrochemicals.
Such recommendations reveal not only academic acuity but also foresight about the directions in which the economic development of the region was to move and a sense of commitment to the geographical and occupational composition of the region under the jurisdiction of the new university.
After Veer Narmad South Gujarat University Act was passed by the end of 1965, in August 1966 the government of Gujarat appointed Shri Chandravadan Chunilal Shah as the first Vice-Chancellor and Shri Priyadatt Motiram Joshi as the first Registrar of the University. Thus the University was incoporated during the Third five-year Plan period.
A temporary office of the University started functioning on the premise of the Sarvajanik College of Education from August 18, 1966 which was moved to the Nonresidential Students' Recreation Hall of Sir K. P. Commerece College in December 1966. Around the same time, through the appointment of one office superitendent, one assistant accountant and one junior stenographer the office became fully functional. In July 1967 the office moved to the Khandwala Bungalow in Athwa Lines and it was here that the first academic departments of the Unievrsity became operational during the Fourth Plan period.
The construction of buildings in the planned university campus started during the Fourth Plane period. The administrative office of the university and the Central library moved to the campus in 1976 while the teaching departments moved to the campus during the period 1977 to 1981.
Profile of University
The University's jurisdiction extends to the seven districts of Surat, Navasari, Valsad, Narmada, Dangs, Bharuch and Tapi and the Union Territory of Daman. The University has 78 Grant-in-aid Colleges, 129 Self-financed Colleges/institutions and 87 Post-graduate Teaching Centres attached to affiliated colleges. There are 17 Post Graduate Departments on the University campus that offer various courses with multiple specializations, besides M.Phil and Ph.D. There are 16 self-financed programmes on the campus. The University offers 119 Graduate and 35 Post-Graduate programmes in all, including self-financed programmes. Presently, the faculty consists of 99 permanent teachers and the number of supporting non-teaching staff is 328. There are over one lakh students currently enrolled in various courses in the University.
A semi-urban University located on the outskirts of the Surat city, the University has a campus spread over 210 acres. In its 17 departments, over 3000 students study on the campus. The University has faculties of Arts, Commerce, Science, Education, Management Studies, Rural Studies, Engineering and Technology, Medicine and Law. In pursuance of its vision, the University offers an academic environment conducive for the all-round development of its students. All the departments emphasize interdisciplinary areas of study that can open up possibilities in new fields of research. Several major and minor research projects are underway in various departments. All the departments have their own computer laboratories and departmental libraries. The central library with over 1.75 lakh books subscribe to over 236 national and international journals and 36588 e-journals. Placement cells in departments such as Department of Business and Industrial Management (DBIM), Computer Science, Economics, Human Resource Development help students in securing employment in leading companies. An extension of the State Government Employment Exchange also functions on the campus.
The University campus houses 43 buildings that include 6 Boys' Hostels and 4 Girls' Hostels, besides a Gymnasium, a Health Centre, an Indoor Stadium and residential quarters for its staff. With new facilities like Day Care Centre being added, the infrastructure of the University is being continuously augmented to serve its students and faculty effectively. The fitness centre, the basket ball court and playground with tracks add to the sports facilities available to students on the campus. Departments like DBIM, Computer Science, Rural Studies, RMSS & HRD, Chemistry, M.Sc. (I. T) and Mass Communication and Journalism have their own independent buildings. A new Pareeksha Bhavan is nearing completion, while plans are afoot to add additional space to several departments. A separate complex, that offers utilities like Bank (with ATM) stationery and Xerox shops, is also available on the campus.
The University is committed to the ideal of excellence of the highest order, as evidenced by its constant revision of existing syllabi and continuous addition of new courses. It aims at optimal use of all its resources in creating a knowledge society, where rigorous scholarship and high ethical standards are blended to meet the challenges of the 21 st century India.

The Veer Narmad South Gujarat University Library is located at the heart of University complex. The library started functioning in February, 1976. The total construction area of Library is approximately28,000 sq.ft.
The library has a collection of about 1, 64,620 Books,1,264 Theses, 8,787 Dissertations and other reading materials. The collection is housed subject wise for various disciplines.
Library is subscribing around 234 Indian Journals and about 34 foreign Journals. Recently University started access to online journals through J-GATE and U.G.C.-INFONET Consortium. More than 8000 online journals could be accessed from 7 different subject groups. The library has received a large collection of gratis.
Veer Narmad South Gujarat University or VNSGU Surat, located at Udhana-Magdalla road in Surat is a semi-urban university. It had been known as South Gujarat University till 2004 when it was renamed as Veer Narmad South Gujarat University. National Assessment and Accreditation Council, NAAC, has entitled it as a B++ grade university. Jurisdiction of the university extends to the seven districts of Surat, Navasari, Valsad, Narmada, Dangs, Bharuch and Tapi and the Union Territory of Daman.

Veer Narmad South Gujarat University answer-sheets found in Haryana!SURAT: Authorities at the Veer Narmad South Gujarat University (VNSGU) were shocked to receive a call few days ago from a person in Rohtak, Haryana, who claimed to have a bundle of answer-sheets belonging to the university.
The person said that he found the bundle of answer-sheets lying on the road.
At first instance, the authorities thought it was a prank. But, when the caller disclosed the details written on the bundle, the officials were convinced that it belonged to VNSGU. The authorities soon swung into action to find out what went wrong and how the answer-sheets reached all the way to Rohtak.
Collecting details from the caller, the varsity asked examination section to find out details about the bundle. Initially, the officials were not able to trace the institute to which the answer-sheet belonged. But during checking in detail it was found that the bundle belonged to a city college.
The authorities were nervous as the missing answer-sheets would have created a storm. However, investigation revealed that the answer-sheets were not of any recent exams but three years old.
To check from where the bundle went missing, we first collected the serial numbers printed on the answer-sheet to match it with our records. We were not able to match it and we were on our toes to trace the origin for couple of weeks, said an examination official.
It is impossible that answer-sheet bundle can go missing. We take required care in keeping them safe for at least two years after the results are announced, the official added.
The examination authorities roped in faculty members of the specific subject to provide information if they have any. The secret got revealed only when the entire answer-sheet set numbers were matched with the varsity records. After checking the records, we found that the serial number and subject does not match with any recent exams, said the official.
While checking three year old records, it was found that the answer-sheets were older than that period. As per the routine procedure, the answer-sheets were disposed off after the limited preservation time. The answer-sheets were given in scrap and later the scrap dealer must have sold it to someone in Rohtak and we believe that while in transportation the bundle fell out of the truck, said a senior varsity official on condition of anonymity.

NATIONAL COUNCIL FOR TEACHER EDUCATION

O R D E R
WHEREAS the appeal of Veer Narmad South Gujrat University, Surat, Gujarat dated 16-02-2010 is against the Order No. WRC-NCTE-2010-RL-5668 dated 22-01-2010 of the Western Regional Committee, rejecting the application of the
institution for grant of recognition for conducting M.Ed course on the ground “The institute did not fulfill the provision of clause 8(3) of NCTE Regulations 2009.”
AND WHEREAS the Correspondent, Veer Narmad South Gujrat University (hereinafter referred to as the appellant), preferred an appeal dated 22-02-2010 to the National Council for Teacher Education, New Delhi (hereinafter referred to as the Council) under Section 18 of the NCTE Act, 1993 against the said Order.
AND WHEREAS Dr. Ummed Singh, Professor, Veer Narmad South Gujrat University, Surat, Gujarat presented the case of the appellant institution on 18.06.2010. In the appeal and during personal presentation it was submitted that that the University was offering M.Ed. (Grant-in-aid) one unit from 14.6.1973 and Western Regional Committee on 3.3.2007 approved a total intake of 40 including an addition of 15 students. The appellant submitted that they have applied for a unit of 25 as a separate self-finance unit and for this course there is separate infrastructure and teaching faculty. The appellant, therefore, pleaded that application of the provisions of clause 8(3) of the NCTE Regulations, 2009 to their proposal was not justified. In the course of hearing the appellant showed the admissions in M.Ed. course made in the years 2006-07, 2007-08, 2008-09 and 2009-10.
AND WHEREAS the Council noted that the university has been conducting M.Ed. course with 40 intake, on grant-in-aid basis and now proposed for another unit of M.Ed on self-finance basis. The Council taking into consideration that the
proposed self-financing unit is a new one and the university has also been conducting the Grant-in-aid unit for a number of years has come to the conclusion that the appeal deserved to be accepted and the case be remanded to Western Regional Committee for further processing on merit.
AND WHEREAS after perusal of documents, memorandum of appeal, affidavit, and after considering oral arguments advanced during the hearing, the Council reached the conclusion that there was enough ground to accept the appeal, set aside the order of WRC dated 22-01-10 and remand the case to WRC for further processing of the application on merit. Accordingly, the case was remanded for further processing on merit.
NOW THEREFORE, the Council hereby remands back the case of Veer Narmad South Gujrat University, Surat, Gujarat to the WRC, NCTE, for necessary action as indicated above.
